Abstrak :
Pada tesis ini dilakukan analisa pada struktur jembatan satu bentang yang dimodelkan sebagai balok sederhana dengan perletakan sendi-sendi. Apabila struktur jembatan menerima beban terpusat berjalan dengan kecepatan konstan, jembatan itu akan mengalami osilasi. Osilasi yang terjadi bersifat non linier. Untuk mendapatkan struktur jembatan yang aman, maka frekwensi natural yang terjadi akibat osilasi non limier tersebut dijauhkan dari frekwensi resonansinya. Oleh sebab itu, struktur jembatan dikontrol dengan menggunakan mekanisme kontrol pasif Alat yang digunakan sebagai kontrol pasif adalah tendon. Selanjutnya untuk membatasi amplitudo puncak dan mengeliminasi respon non linier struktur digunakan kontrol aktif. Kontrol aktif merupakan kontrol pasif yang dibantu dengan aktuator sebagai aktif damping. King-post truss tendon menipakan mekanisme dari kontrol aktif, dengan kekakuan tendon dan koefisien aktuator sebagai parameter. Dengan memperbesar nilai kekakuan tendon, maka didapatkan kecenderungan linieritas dari respon struktur. Dengan memperbesar nilai koefisien aktuator, maka didapatkan kecenderungan penurunan puncak amplitudo dari respon struktur. Sedangkan metode yang digunakan adalah teknik perturbasi.

Badan Pendidikan dan Pelatihan Keuangan BPPK merupakan salah satu unit eselon satu Kementerian Keuangan yang mempunyai tugas melaksanakan pendidikan dan pelatihan di bidang keuangan negara. Berdasarkan visi BPPK yang terdapat di dalam rencana strategis BPPK tahun 2015-2019, BPPK menetapkan suatu misi, salah satunya dengan mewujudkan corporate university.Untuk mendukung hal tersebut, bagian TIK selaku pengelola TI BPPK telah menjalankan proyek pengembangan sistem informasi. Namun, tidak semua proyek pengembangan sistem informasi sukses.Ada proyek pengembangan sistem informasi yang mengalami kegagalan seperti melebihi dari target waktu yang telah ditentukan dan sudah selesai tapi tidak digunakan.Oleh karena itu, agar capaian-capaian yang diharapkan oleh BPPK tidak meleset dan sesuai dengan harapan maka menganalisis critical success factors CSF perlu dilakukan.Tujuan dari penelitian ini adalah untuk menganalisis faktor-faktor kunci kesuksesan apa saja yang mempengaruhi proyek pengembangan sistem informasi pengadministrasian dan angka kredit SIPARKIT pada BPPK untuk kemudian dilakukan pemeringkatan prioritas. Studi literatur dilakukan sebagai tahap awal dalam mengidentifikasi CSF proyek pengembangan SIPARKIT, kemudian dilakukan expert judgement sebagai bagian dari wawancara. Pengisian kuesioner dilakukan kepada para pejabat yang masih aktif bekerja dan pernah terlibat dalam proyek pengembangan sistem informasi di BPPK. Hasil pengisian kuesioner kemudian dianalisis dengan menggunakan analythic hierarchy process AHP . Hasil dari penelitian ini didapatkan bahwa business process reenginering dan integrasi sistem merupakan faktor yang paling penting, kemudian diikuti oleh perencanaan dan jadwal proyek, kemampuan/kompetensi tim dan pemilihan tim proyek yang tepat, dukungan manajemen puncak dan politik organisasi, komunikasi, kepemimpinan, pengukuran kinerja, dan manajemen pengetahuan.

ABSTRACT
The Financial Education and Training Agency FETA is one of the first echelon units of the Ministry of Finance with the task of carrying out education and training in the field of state finance. Based on the FETA vision contained in the FETA strategic plan for 2015-2019, FETA sets out a mission, one of which is by realizing a corporate university. To support this, ICT 39;s unit as an IT manager of FETA has run an information system development project. However, not all information system development projects are successful. There is an information system development project that fails as it exceeds the predetermined and completed time targets but is not used. Therefore, in order that the achievements expected by the FETA are not misleading and in accordance with hope then analyzing critical success factors CSF needs to be done.The purpose of this research is to analyze what key success factors influence the development project of Widyaiswara rsquo;s Administration and Credit Information System WACIS at FETA for priority ranking. The literature study was conducted as an early stage in identifying CSF development projects of WACIS, then performed expert judgment as part of the interview. Questionnaires were filled in to officials who are still actively working and have been involved in information systems development projects in FETA. The results of questionnaires were then analyzed using Analythic Hierarchy Process AHP . The results of this research show that business process reengineering and system integration are the most important factors, followed by project planning and schedule, team capability / competence and appropriate project team selection, top management support and organizational politics, communication, leadership, performance measurement , and knowledge management.

Menurut laporan CHAOS yang dikeluarkan oleh Standish Group pada tahun 2015, hanya sekitar 29% proyek TI yang mengalami kesuksesan. Penerapan manajemen proyek merupakan salah satu faktor yang mempengaruhi keberhasilan proyek di perusahaan. PT. XYZ sebagai perusahaan terkemuka dibidang solusi TI masih mengalami kendala dalam menerapkan manajemen proyek di perusahaan. Kompetensi dari manajemen proyek dapat diwakilkan melalui tingkat kematangan manajemen proyek di perusahaan. Pengukuran terkait kematangan manajemen proyek di PT. XYZ masih belum pernah dilakukan. Untuk itu, dilakukan sebuah penelitian terkait tingkat kematangan manajemen proyek di PT. XYZ. Penelitian menggunakan metodologi kualitatif dan kuantitatif. Metode kuantitatif digunakan untuk melakukan pengukuran terhadap tingkat kematangan manajemen proyek di perusahaan menggunakan model kematangan Kerzner (KPMMM). Setelah nilai tingkat pengukuran didapatkan, kemudian dilakukan wawancara dengan para pakar manajemen proyek untuk menyusun rekomendasi-rekomendasi peningkatan tingkat kematangan manajemen proyek perusahaan. Hasil dari penelitian adalah tingkat kematangan manajemen proyek PT. XYZ berada pada tingkat 1 dan kemudian disusun lima rekomendasi bersama pakar sebagai upaya peningkatan tingkat kematangan. Kelima rekomendasi tersebut yaitu penyusunan manajemen portofolio perusahaan, peningkatan jumlah dan kompetensi SDM, penyusunan prosedur pelaksanaan proyek, penggunaan tools dalam mengelola proyek, dan penyusunan manajemen perubahan. ......According to the CHAOS report released by Standish Group in 2015, only 29% of IT projects can be categorized as success. The implementation of project management is one of the factors that influence the success of the project in the company. PT. XYZ, as a leading company in the field of IT solutions, still has problems in implementing project management inside the company. The competence of project management in the company can be represented by the maturity level of project management. Measurements related to project management maturity at PT. XYZ has never been done before. For this reason, a research was conducted regarding a measurement of the project management maturity at PT. XYZ. This research uses qualitative and quantitative methodologies. The quantitative method is used to measure the maturity level of project management in companies using the Kerzner maturity model (KPMMM). After getting the value of the measurement level, interviews with project management experts are then conducted to formulate recommendations for increasing the level of maturity of the company's project management. The results of this research are the maturity level of PT. XYZ is at level 1 and then five recommendations are prepared with experts as an effort to increase the level of maturity. The five recommendations are making the company portfolio management, increasing the number and competence of project managers, preparing the procedures for implementing projects, using tools in managing projects across the company, and preparing the change management.

ABSTRAK Dalam rangka meningkatkan pendapatan dan menjalankan strategi perusahaan dalam hal memimpin pertumbuhan bisnis broadband baru, tim bisnis secara terus menerus melakukan inovasi fitur-fitur paket broadband sesuai dengan kebutuhan pelanggan kemudian melakukan request perubahan kepada tim IT. Salah satu request perubahan tersebut adalah request terkait proyek teknologi informasi sistem ordering paket broadband. Tidak seluruh proyek teknologi informasi sistem ordering paket broadband mengalami keberhasilan. Permasalahan pada proyek tersebut antara lain adalah proyek yang melebihi target waktu dan proyek yang memiliki kualitas yang kurang diharapkan. Agar proyek teknologi informasi sistem ordering paket broadband mengalami peningkatan keberhasilan sehingga dapat membantu mencapai strategi perusahaan, maka analisis pemeringkatan faktor penentu keberhasilan proyek teknologi informasi sistem ordering paket broadband di PT Telkomsel perlu dilakukan. Penelitian ini dilakukan untuk mendapatkan peringkat faktor penentu keberhasilan proyek teknologi informasi sistem ordering paket broadband di PT Telkomsel. Selain itu penelitian ini juga dilakukan untuk mendapatkan rekomendasi solusi terhadap permasalahan faktor-faktor penentu keberhasilan proyek. Tinjauan pustaka dilakukan untuk mengidentifikasi faktor-faktor penentu keberhasilan proyek teknologi informasi di organisasi telekomunikasi. Hasil identifikasi dari tinjauan pustaka tersebut kemudian divalidasi oleh pakar manajemen proyek dan narasumber pemangku kepentingan proyek yang diteliti. Faktor-faktor penentu keberhasilan tersebut kemudian dilakukan pemeringkatan melalui kuesioner pairwise comparison yang diolah dengan metode Analytic Hierarchy Process (AHP). In order to increase revenue and run the companys strategy in terms of leading the growth of the new broadband business, the business team continuously innovates broadband package features according to customer needs and then requests a change to the IT team. One of the change requests is a request related to the information technology project for broadband package ordering system. Not all information technology projects for broadband package ordering systems have been successful. Problems with the project include projects that exceed the target time and projects that have less expected quality. In order for the information technology project for broadband packet ordering system at PT Telkomsel to be more successfull so that it can help achieve the companys strategy, an analysis of the ranking of critical success factors of the information technology project for broadband packet ordering system at PT Telkomsel needs to be done. This research was conducted to obtain a rank of critical success factors of information technology project for broadband packet ordering system at PT Telkomsel. In addition, this research was also conducted to obtain recommendations for solutions to the problems of critical success factors of information technology project for broadband packet ordering system at PT Telkomsel. The literature review was conducted to identify the critical success factors of information technology project in telecommunications organizations. The results of the identification from the literature review were then validated by project management experts and stakeholder of the project studied. The critical success factors then ranked through a pairwise comparison questionnaire which was processed using the Analytic Hierarchy Process (AHP) method. The results of this study indicate that user involvement and effective communication are the most important critical success factors followed by team capability and motivation project management and methodology project managers capabilities and leadership, requirements management clear project goals , and top management support and organizational culture

Abstrak :
Penggunaan teknologi digital yang semakin luas mendukung perusahaan untuk membuat strategi bisnis yang lebih baru, yaitu mengembangkan ekosistem digital berbasis perangkat lunak dengan memanfaatkan hubungan antara bentuk dan fungsi produk di dalam perusahaan. Perusahaan perbankan dituntut untuk menerapkan pengembangan dengan metodologi agile agar dapat bersaing dengan cepat, meningkatkan kepuasan pelanggan, memperluas segmen pasar, meningkatkan produktivitas dan mengetahui kebutuhan pelanggan. Namun dalam realita nya penerapan metodologi agile itu sendiri dapat menjadikan suatu tantangan dikarenakan praktik-praktik yang harus dipatuhi dan dilaksanakan diperlukan prosedur yang dapat mengakibatkan deliverables fungsi atau fitur tidak sesuai dengan rencana pengembangan. Hal ini berakibat juga pada target bisnis perusahaan tidak terpenuhi karena volume transaksi tidak maksimal. Penelitian ini bertujuan untuk merancang suatu metodologi terhadap proses pengembangan perangkat lunak dan membuat panduan untuk implementasinya di suatu perusahaan berdasarkan prinsip-prinsip dari Essence Framework. Pelaksanaan penelitian ini menggunakan pendekatan Design Science Research (DSR). Penerapan Essence Framework pada penelitian ini dilakukan dengan menetapkan metode, memilih praktik-praktik dan pelaksanaan ujicoba demonstrasi. Pada proses pembangunan metode dengan Kernel, dilakukan penggabungan praktik lintas metode terhadap 24 praktik terpilih yang dihasilkan dari proses Focus Group Discussion (FGD) dengan tim pengembangan PT XYZ berdasarkan metode terpilih dari hasil studi literatur. Metode Agile untuk transformasi yang besar dan kompleks berdasarkan studi literatur adalah Scrum, Kanban, Extreme Programming dan Spotify. Metode Scaled Agile Framework (SAFe) dan Large Scale Scrum (LeSS) juga dimasukkan dalam metode terpilih karena SAFe dan LeSS merupakan metode scaling Agile paling populer berdasarkan hasil survei VersionOne tahun 2021. Penyesuaian metodologi berdasarkan hasil evaluasi dan juga dilakukan konfirmasi kepada para ahli adalah dengan menambahkan 5 praktik dan 2 metode baru selain dari 24 praktik yang telah dilakukan ujicoba demonstrasi. ......The wider use of digital technology supports companies to create a new business strategy, namely to develop a software-based digital ecosystem by exploiting the relationship between the form and function of products within the company. Banking companies are required to apply development with an agile methodology in order to compete quickly, increase customer satisfaction, expand market segments, increase productivity and understand customer needs. However, in reality the application of the agile methodology itself can be a challenge because the practices that must be complied with and carried out require procedures that can result in function or feature deliverables not in accordance with the development plan. This also resulted in the company's business targets not being met because the transaction volume was not optimal. This study aims to design a methodology for the software development process and create guidelines for its implementation in a company based on the principles of the Essence Framework. The implementation of this research uses the Design Science Research (DSR) approach. The application of the Essence Framework in this study was carried out by establishing methods, choosing practices and carrying out demonstration trials. In the method development process with the Kernel, a combination of cross-method practices was carried out on 24 selected practices resulting from the Focus Group Discussion (FGD) process with the PT XYZ development team based on the selected methods from the results of the literature study. Agile methods for large and complex transformations based on literature studies are Scrum, Kanban, Extreme Programming and Spotify. The Scaled Agile Framework (SAFe) and Large Scale Scrum (LeSS) methods are also included in the selected methods because SAFe and LeSS are the most popular scaling Agile methods based on the results of the 2021 VersionOne survey. Methodological adjustments are based on evaluation results and also confirmed by experts by adding 5 practices and 2 new methods apart from the 24 practices that have been piloted demonstrations.

PT Mitra Integrasi Informatika (MII) merupakan perusahaan vendor yang memiliki jasa konsultasi dan solusi di bidang TIK. Saat ini sudah banyak proyek dari permintaan klien-klien yang diselesaikan oleh MII. Dalam melakukan bisnisnya, MII memiliki target penghasilan. Untuk mencapai target tersebut tentunya didukung oleh pengerjaan proyek yang sesuai dengan scope, timeline, dan budget. Namun, realita yang dimiliki saat ini, terdapat 68% dari total proyek mengalami keterlambatan delivery di tahun 2021 yang mempengaruhi pula pada pembengkakan biaya. Dari hasil analisis, didapatkan bahwa akar permasalahan terjadi pada area lingkup. Tujuan dari penelitian ini adalah untuk melakukan evaluasi dan memberikan usulan rekomendasi perbaikan proses kontrol terhadap lingkup dalam permintaan perubahan yang terjadi pada proyek di MII agar tidak mengalami keterlambatan delivery proyek yang berpengaruh pada reputasi perusahaan dan mencapai target penghasilan tahunan yang sudah ditetapkan. Penelitian ini bersifat kualitatif, menggunakan hasil wawancara dari narasumber sebagai landasan dalam melakukan analisis pada area manajemen lingkup proyek menggunakan praktik terbaik dari PMBOK. ......PT Mitra Integrasi Informatika (MII) is a vendor company that has consulting services and solutions in the field of ICT. Currently, many projects from clients' requests have been completed by MII. In conducting its business, MII has an income target. To achieve this target, of course, it is supported by project work that is in accordance with the scope, timeline, and budget. However, the current reality is that 68% of the total projects experience delivery delays in 2021 which also affects cost overruns. From the results of the analysis, it was found that the root of the problem occurred in the scope area. The purpose of this study is to evaluate and provide recommendations for improvement of the control process on the scope of requests for changes that occur in projects at MII so as not to experience project delivery delays that affect the company's reputation and achieve the annual income target that has been set. This research is qualitative in nature, using the results of interviews from resource persons as a basis for analyzing the project scope management area using best practices from the PMBOK.

Penggunaan teknologi informasi (TI) saat ini sudah menjadi salah satu kebutuhan pokok bagi sebagian besar organisasi perusahaan dalam menjalankan bisnisnya. Dengan melakukan investasi TI untuk semua aspek, perusahaan mengharapkan agar setiap target bisnis yang sudah dicanangkan dapat lebih mudah di capai. Sinar Mas Mining (SMM) adalah perusahaan yang bergerak di bidang pertambangan batubara yang telah melakukan beberapa pengembangan teknologi dalam bentuk proyek. Selama 2 tahun (2018-2019) terdapat 59 proyek yang dilaksanakan oleh Direktorat IT di SMM namun tercatat ada 57% proyek yang tidak berjalan dengan semestinya dan jauh dari target yang sudah ditentukan. Permasalahan ini dapat diselesaikan dengan meningkatkan kematangan manajemen proyek di perusahaan dengan mengikuti standar model tingkat kematangan IPMA Delta yang dikembangkan oleh organisasi IPMA. Pengukuran dilakukan secara menyeluruh berdasarkan kompetensi pada tiga indikator utama yaitu; individu, organisasi dan proyek. Dari hasil penelitian menujukkan bahwa perusahaan selama ini memiliki tenaga kerja dengan pengetahuan yang cukup baik dalam melaksanakan manajemen proyek namun masih ada beberapa aspek yang harus ditingkatkan. Terdapat 13 kompetensi individu dan 15 kompetensi organisasi yang belum mencapai tingkat kematangan yang diharapkan. Untuk itu perusahaan perlu menjalankan sejumlah rekomendasi yang dihasilkan berdasar 28 aspek pada penelitian ini agar tingkat kematangan manajemen proyek sesuai dengan yang diharapkan. ......The use of information technology (IT) has now become one of the basic needs of most corporate organizations in running their business. By investing in IT for all aspects, the company hopes that every business target that has been launched can be more easily achieved. Sinar Mas Mining (SMM) is a company with primary business in the coal mining sector, has carried out several technological developments in projects. In 2 years (2018-2019), there were 59 projects carried out by the IT Directorat only at SMM, but it was recorded that 57% of projects did not run properly and were far from the predetermined targets. This problem is solved by increasing the company's project management maturity by following the IPMA Delta maturity level model standard developed by the IPMA organization. Measurement is carried out based on competence in every aspect, namely, individual, organizational, and project aspects. The research results show that the company has human resources with sufficient knowledge in implementing project management, but several aspects need to be improved. There are 13 individual competencies and 15 organizational competencies that have not reached the expected maturity level. For this reason, the company needs to carry out several recommendations generated based on the 28 aspects of this study so that the project management maturity level is as expected.

Perusahaan perangkat lunak XYZ mengalami masalah target tahunan tidak tercapai selama 3 tahun berturut-turut, yaitu dari tahun 2017 sampai tahun 2019. Setelah dilakukan analisa akar masalah dengan diagram Ishikawa dan survei terhadap karyawan didapatkan data bahwa seringnya terlambatnya proyek perangkat lunak kepada customer dan belum adanya standar manajemen proyek merupakan dua akar masalah dengan peringkat tertinggi.Tujuan penelitian ini adalah untuk mengatasi masalah sering terlambatnya proyek perangkat lunak dengan melakukan pencarian faktor-faktor yang mempengaruhi kesuksesan sebuah proyek, kemudian diukur peringkat prioritas yang harus dikerjakan menggunakan Analytic Hierarchy Process (AHP) sebagai bahan evaluasi perbaikan proyek berikutnya. Selanjutnya dilakukan pemetaan terhadap output dari knowledge area di PMBOK untuk mengetahui apakah semua faktor sukses dapat diupayakan ketercapaiannya sebagai bukti dan informasi menjawab keraguan penerapan manajemen proyek yang menjadi penyebab belum adanya standar manajemen proyek. Berdasarkan hasil penelitian, diperoleh 27 faktor yang mempengaruhi kesuksesan proyek perangkat lunak. Control & monitoring, commitment and trusted dan effective communication adalah tiga faktor paling berpengaruh. Faktor-faktor di kategori good project management dan good team mendominasi 10 peringkat teratas di semua kriteria sukses proyek, yaitu: meet cost, meet schedule, meet scope, meet quality, customer satisfaction dan product used by end-user. Penelitian juga membuktikan bahwa knowledge area di PMBOK dapat membantu mengupayakan ketercapaian kondisi semua faktor yang mempengaruhi kesuksesan proyek perangkat lunak. Sehingga PMBOK direkomendasikan dan dapat digunakan sebagai pilihan yang tepat dalam menerapkan standar manajemen proyek. ......Software company XYZ has got the problem, not achieving the annual target for 3 consecutive years, from 2017 to 2019. This research purpose is to overcome the problem of frequent delays in software projects by searching for factors that affect the success of a project, then measuring the priority ranking that must be done using the Analytic Hierarchy Process (AHP) as an evaluation material for further project improvements. Then a mapping of the output of the knowledge area in PMBOK was carried out to find out whether all the success factors could be achieved as evidence and information to answer doubts about the implementation of project management which was the cause of the absence of project management standard. Based on the research results, obtained 27 factors that affect the success of software projects. Control & monitoring, commitment, and trusted and effective communication are the three most influential factors. The factors in categories good project management and good team dominate the top 10 rankings in all project success criteria, that are: meet cost, meet schedule, meet scope, meet quality, customer satisfaction, and product used by end-users. The researcher also proves that the knowledge area in PMBOK can help achieve the conditions of all factors that affect the success of a software project. So PMBOK is recommended and can be used as the right choice in implementing project management standards.
