Abstrak :
Tahun 2010, Pemerintah Indonesia membentuk Dana Pengembangan Pendidikan Nasional (DPPN), yakni anggaran pendidikan yang dialokasikan untuk pembentukan endowment fund guna menjamin keberlangsungan program pendidikan generasi berikutnya sebagai bentuk pertanggungjawaban antargenerasi (intergenerational equity) yang dikelola Lembaga Pengelola Dana Pendidikan (LPDP). LPDP menyelenggarakan program beasiswa dengan misi “mempersiapkan pemimpin dan profesional masa depan Indonesia”. Hingga tahun 2017, penerima beasiswa LPDP sebanyak 18.466 orang. Dalam pelaksanaannya, ada ketidakjelasan antara target dan kinerja outcomes program beasiswa LPDP. Penelitian ini bertujuan untuk melihat bagaimana rumusan target dan kinerja outcomes program beasiswa LPDP dengan model Targeting Outcomes of Program (TOP). Paradigma penelitiannya adalah postpositivisme dengan metode kualitatif untuk menggali rumusan target (program development) dan menilai kinerjanya (program performance). Ada 2 kesimpulan dari penelitian: (1) LPDP belum memiliki rumusan target outcomes yang jelas; dan (2) kinerja outcomes program belum selaras dengan amanah intergenerational equity dan misinya. Untuk itu, ada 4 saran penyempurnaan program beasiswa LPDP ke depan: (1) penyusunan vision study tentang kebutuhan pengembangan sumber daya manusia berbasis daerah/wilayah, industri, profesi, dan keilmuan di Indonesia; (2) pengembangan program beasiswa untuk strata pertama (diploma ataupun sarjana) terintegrasi dengan Program Indonesia Pintar (PIP) dan pengembangan pinjaman pendidikan;     (3) berkolaborasi dengan kementerian/lembaga pengelola program sejenis serta sektor industri; (4) penyesuaian standar biaya hidup dan mekanisme pembayarannya.

In 2010, the Government of Indonesia established the National Education Development Fund (DPPN), the education budget allocated for the endowment funds to ensure the continuation of the next generation education program as an intergenerational equity managed by the Lembaga Pengelola Dana Pendidikan (LPDP). LPDP organizes scholarship programs with the mission of "preparing future leaders and professionals of Indonesia". Until 2017, there were 18,466 LPDP scholarship recipients. In its implementation, there is a lack of clarity between the target and outcomes of the LPDP scholarship program outcomes. This study aims to see how the target formulation and outcomes of LPDP scholarship program outcomes with the Targeting Outcomes of Program (TOP) model. The research paradigm is postpositivism with qualitative methods to explore program development and assess its performance (program performance). There are 2 conclusions from the research: (1) LPDP does not have clear formulation of target outcomes; and (2) outcomes of program outcomes have not been aligned with the mandate of intergenerational equity and its mission. There are 4 suggestions for improving the LPDP scholarship program in the future: (1) the preparation of a vision study on the needs of developing human resources based on regions / regions, industries, professions, and science in Indonesia; (2) development of scholarship programs for the first strata (diploma or undergraduate) integrated with the Smart Indonesia Program (PIP) and the development of educational loans; (3) collaborating with ministries / institutions of similar program management and industry sectors; (4) adjusting the standard of living costs and the payment mechanism.

LPDP berperan penting dalam mendukung salah satu program prioritas pemerintah, yaitu membangun kualitas sumber daya manusia Indonesia sebagai pendonor beasiswa Pendidikan tinggi. Namun, studi mengenai pengaruh program persiapan keberangkatan beasiswa LPDP terhadap kinerja alumni beasiswa LPDP masih belum banyak dilakukan. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh nasionalisme dan kepemimpinan transformasional alumni LPDP terhadap kinerja alumni penerima beasiswa LPDP yang dimediasi oleh kepuasan kerja. Data 597 responden dikumpulkan melalui survei online dan dianalisis menggunakan CB-SEM. Hasil pengujian menunjukkan bahwa nasionalisme dan kepemimpinan transformasional dapat mempengaruhi kepuasan kerja secara positif dan berada pada nilai signifikansi dibawah 5%, namun nasionalisme tidak memberikan pengaruh signifikan terhadap kinerja dengan nilai signifikansi diatas 5% berbanding terbalik dengan kepemimpinan transformasional, serta kepuasan kerja alumni dapat mempengaruhi kinerja secara positif dan berada pada nilai signifikansi dibawah 5%.

ABSTRACT
LPDP plays an important role in supporting one of the government's priority programs, namely building the quality of Indonesian human resources as a donor of higher education scholarships. However, studies on the effect of the LPDP scholarship departure preparation program on LPDP scholarship alumni performance have not been done much. The purpose of this study was to determine the effect of nationalism and transformational leadership of LPDP alumni on the performance of alumni of LPDP scholarship recipients mediated by job satisfaction. Data on 597 respondents were collected through online surveys and analyzed using CB-SEM. The test results show that nationalism and transformational leadership can positively affect job satisfaction with a significance value below 5%, but nationalism does not have a significant effect on performance with a significance value above 5% which is inversely proportional to transformational leadership, and alumni job satisfaction can affect performance positively with a significance value below 5%.

Penelitian ini bertujuan untuk menganalisis penguatan program beasiswa Lembaga Pengelola Dana Pendidikan (LPDP) selama periode 2021-2022, guna meningkatkan ketahanan sumber daya manusia (SDM), dalam menghadapi megatren abad ke 21 pada bidang akselerasi teknologi. Perlu analisis mendalam terkait program-program yang akan mendukung peningkatan kualitas SDM unggul yang dapat bersaing secara global dan siap menghadapi megatren. Penelitian ini menggunakan teori kompetitif intelijen untuk melihat keunggulan program-program LPDP disandingkan dengan program beasiswa lembaga lain, seperti Chevening, Fulbright, Djarum, dan Kementerian Komunikasi dan Informatika, dalam mencetak SDM yang menjawab kebutuhan zaman. Penelitian adalah penelitian kualitatif yang dianalisis secara deskriptif dengan pendekatan studi kasus yang spesifik pada program-program LPDP periode 2021-2022, dengan teknik pengumpulan data yang digunakan adalah wawancara dengan lima narasumber kunci, dan studi referensi. Hasil penelitian ini menunjukkan bahwa SDM Indonesia saat ini, belum siap menghadapi megatren, terutama pada bidang akselerasi teknologi, sehingga diperlukan berbagai macam upaya pengembangan untuk menghadapi hal tersebut. Berdasarkan teori intelijen kompetitif, penelitian ini menunjukkan bahwa program-program LPDP lebih unggul dibandingkan lembaga pemberi beasiswa lain di Indonesia, dan telah didesain untuk menunjang kesiapan SDM dalam menghadapi tantangan megatren abad ke 21, dan telah berkoordinasi dengan seluruh pemangku kepentingan dalam penyusunan program. LPDP memiliki peran vital sebagai lembaga investasi pendidikan dalam menciptakan SDM yang unggul, berkarakter, kreatif, inovatif dan berjiwa kepemimpinan sebagai hasil dari berbagai program-program yang telah dicanangkan. Penelitian ini menyimpulkan bahwa investasi jangka panjang di bidang pendidikan yang dilakukan LPDP akan menciptakan lebih banyak SDM Indonesia yang siap menghadapi dinamika perubahan global dan menjawab kebutuhan pembangunan nasional. ......The objective of this research was analysed the enrichment of the Indonesia Endowment Fund for Education (LPDP) scholarship program, for the period 2021-2022, which intended for advancing the resilience of human resources to cope with the 21st century megatrends in the field of technological acceleration. A more in-depth analysis is needed with respect to the programs aimed at elevating the quality of human resources that could compete at global scale and ready to face megatrends. The research employs competitive intelligence theory to understand the advantage of LPDP programs compared to scholarship programs from other institutions, such as Chevening, Fulbright, Djarum, and the Ministry of Communication and Information Technology in creating a new generation of more superior human resources who could endure and respond the need of the challenging times. The research is qualitative research that is analysed descriptively with a case study approach that is specific to LPDP programs for the period 2021-2022, and the data collection technique used was a series of interviews with five key informants as well as a series of studies from relevant literatures and published reports. The result of this research suggests, the current stage of human resources are not resilient to encounter the threat of megatrends, hence, various development programs are needed to deal with the challenges. Based on the theory of competitive intelligence, the research suggests that LPDP programs have offered some competitive advantages comparing to other scholarship providers and have been purposely designed to support the readiness of human resources to cope with the 21st century megatrends, and furthermore, it had also been well-coordinated from time to time with every stakeholder during the preparation of the programs. LPDP plays a pivotal role in creating the more superior, creative, innovative, and leadership-minded talents as a result of the various programs which have been launched. From the research, it has also been concluded that the role of LPDP, particularly in extending a long-term investment in education, would bring a sustainable support to the country in creating the required talents and potential future leaders who are resilient to embrace the contemporary global environment as well as able to overcome the challenge of the national development.
