ABSTRAK Perkembangan aplikasi mobile pada saat ini meningkat dengan sangat cepat. Hal ini menambah peluang pasar yang lebih bagi pengembang aplikasi. Usability, merupakan salah satu faktor yang harus diperhatikan dalam pengembangan aplikasi mobile. Namun pada kenyataannya, kurangnya usability produk menjadi salah satu faktor yang mempengaruhi seseorang untuk menghapus aplikasi yang telah mereka pasang dalam perangkat mereka. Penelitian ini bertujuan untuk mengembangkan sebuah metode yang mengutamakan usability dari sistem yang dikembangkan. Penelitian ini bersifat penelitian kualitatif menggunakan metode Delphi sebagai metode untuk mendapatkan saran dari Ahli. Hasil dari penelitian ini adalah sebuah metode kombinasi dari WISDM dan Extreme Programming yang berhasil menaikkan nilai usability sistem yang dihasilkan. This growth added greater market opportunity for the developer of mobile application. Usability is one factor which needs to be considers by the developer in order to create better application for the user. lack of usability became one factor which made the user uninstall their application. The goal of this research is to develop a method to develop a better usability for mobile application. This research is qualitative research using Delphi as tools to capture the expert judgment of the proposed methodolgy. The result of this research is combination of Extreme Programming and WISDM which increase the usability of the application. The usability of the application assessed using System Usability Scale.

Abstrak :
Learning & development merupakan salah satu elemen yang memegang peranan penting dalam sebuah organisasi. Dalam prosesnya learning & development digunakan untuk memastikan pekerja memiliki pengetahuan, keterampilan, dan sikap yang tepat untuk organisasi, hal ini dilakukan agar proses berjalannya operasional perusahaan menjadi efektif. Dalam menjalankan proses learning & development PT SA menganggap kompetensi yang dimiliki oleh karyawannya masih belum efektif karena beberapa kompetensinya memiliki nilai di bawah standar minimum/job required sehingga PT SA memodifikasi metode learning and development yang digunakan guna meningkatkan kompetensi karyawan. Penelitian ini dilakukan untuk mengetahui proses learning and development dengan metode lama dan metode baru dan implementasi learning and development dengan metode lama dan metode baru terhadap kompetensi karyawan. Kemudian penulis juga menganalisis realisasi pencapaian target kompetensi dengan metode lama dan metode baru yang diterapkan oleh PT SA. ......Learning & development is one of the elements which plays an important role in an organization. In the learning & development process, it is used to ensure employees have the right knowledge, skills, and attitudes for the organization, intending to the process of the company's operations becomes effective. In implementing the learning & development process, PT SA assesses that the competencies possessed by its employees are still not effective considering some of their competencies have scores below the minimum standard/job required, so that in 2020 PT SA modified the learning and development method to improve employee competencies. This research was conducted to determine the process of learning and development with the old method and the new method on employee competence. Moreover, this research also analyzed the realization of the achievement of competency targets with the old method and the new method applied by PT SA.

PT. Aplikanusa Lintasarta melakukan transformasi bisnisnya dari penyedia layanan telekomunikasi menjadi penyedia solusi ICT (Information Comunication Technology) sesuai yang tercantum di dalam dokumen IT Strategic Plan tahun 2015. Kategori layanan ICT yang dikelola oleh PT. Aplikanusa Lintasarta saat ini adalah Data Center Services, Cloud Services dan Managed Services, membutuhkan infrastruktur yang handal untuk dapat menjalankan kegiatan operasional setiap harinya. Penelitian ini mencoba untuk memberikan solusi perancangan infrastruktur yang handal untuk PT. Aplikanusa Lintasarta dengan menggunakan metodologi Architecture Development Method (ADM) dari The Open Group Architecture Framework (TOGAF) untuk perancangan infrastruktur TI yang adaptif dan dipetakan dengan kerangka kerja Information Technology Infrastructure Library (ITIL) terkait manajemen layanan TI. Teknik pengumpulan data yang digunakan untuk menyusun penelitian ini adalah dengan observasi, wawancara, dan studi literatur. Hasil dari penelitian ini adalah sebuah cetak biru infrastruktur TI adaptif untuk pengelolaan layanan TI, yang dapat digunakan untuk mengakomodir kebutuhan bisnis PT. Aplikanusa Lintasarta sebagai penyedia solusi ICT.

PT. Aplikanusa Lintasarta now is transforming from telecomunnication service provider into an ICT (Information Communication Technology) service provider as stated in the document IT Strategic Plan 2015. Categories ICT services managed by PT. Aplikanusa Lintasarta is currently the Data Center Services, Cloud Services and Managed Services, require a reliable infrastructure to be able to run operational activities everyday. This research goal is to provide reliable infrastructure design solution for PT. Aplikanusa Lintasarta using the methodology of Architecture Development Method (ADM) from The Open Group Architecture Framework (TOGAF) for the design of adaptive IT Infrastructure and mapped in the framework of the Information Technology Infrastructure Library (ITIL) management-related IT Services. Data collection techniques used to compile this research was the observation, interview, and literature study. Results from this research is an adaptive IT Infrastructure blueprint for the management of IT Services, which can be used to accommodate the needs of the business of PT. Aplikanusa Lintasarta as ICT solution provider.

Kementerian Luar Negeri Kemlu melalui Keputusan Menteri Luar Negeri Nomor 01/B/RO/IV/2015/01 tentang Rencana Strategis Kemlu Tahun 2015 ndash; 2019 mengambil bagian dalam pelaksanaan reformasi birokrasi yang bertujuan untuk mewujudkan tata kelola pemerintahan yang baik berbasis teknologi informasi. Menteri Luar Negeri menyebutkan contoh pemanfaatan teknologi informasi di Kemlu adalah penggunaan perangkat lunak untuk mendukung tugas Kemlu dalam pencapaian prioritas politik luar negeri. Pentingnya peranan perangkat lunak di Kemlu menyebabkan perlunya prosedur baku dalam pengembangan perangkat lunak. Sebelum menyusun prosedur tersebut, metode pengembangan perangkat lunak yang digunakan perlu ditentukan terlebih dahulu. Oleh karena itu, perlu dilakukan penelitian ini yang bertujuan untuk menentukan metode yang paling sesuai untuk pengembangan perangkat lunak di Kemlu. Penentuan metode pengembangan perangkat lunak untuk Kemlu pada penelitian ini dilakukan dengan menggunakan Analytic Hierarchy Process AHP. Variabel yang digunakan untuk menentukan metode pengembangan perangkat lunak untuk Kemlu terdiri dari kriteria dan subkriteria yang mencakup faktor personil, requirement, aplikasi, organisasi, bisnis, operasional, dan teknologi, serta alternatif pilihan metode pengembangan aplikasi yang terdiri dari waterfall, incremental, prototyping, extreme programming, scrum, dan rational unified process. Hasil pengolahan data menunjukkan bahwa metode yang paling sesuai untuk pengembangan perangkat lunak di Kemlu adalah prototyping. ......The Ministry of Foreign Affairs MOFA by The Ministerial Decree Number 01 B RO IV 2015 01 regarding the Strategic Plan of MOFA Year 2015 2019 participates in the implementation of bureaucratic reforms aimed at realizing good governance through organizational capacity building, governance, and human resource competency building based on information technology. Minister of Foreign Affairs cited the example of the application of information technology at MOFA, namely the use of application software to support MOFA rsquo s goals to achieve foreign policy priorities. The importance of application software at MOFA led to the need of developing a standard procedure for software development. However, before designing the procedure, the method of software development at MOFA should be determined in advance. Therefore, it is necessary to do a research aimed to determine the most suitable method of software development at MOFA. The process of determining software development method in this research conducted using Analytic Hierarchy Process AHP. Variables used to determine the most suitable method of software development at MOFA consist of criteria and sub criteria. These include factors such as personnel, requirements, application, organization, business, operational, and technology, as well as methods of software development. Possible methods consist of waterfall, incremental, prototyping, extreme programming, scrum, and rational unified process as the alternatives. Result of data analysis shown that prototyping is the most suitable method for software development at MOFA.
