"Kementerian Luar Negeri sebagai organisasi pemerintah, berkewajiban memberikan pelayanan publik yang optimal. Pelayanan prima tersebut memerlukan dukungan sarana dan prasarana teknologi informasi dan komunikasi. Pusat Komunikasi, merupakan satuan kerja yang bertanggung jawab terhadap informasi dan komunikasi untuk Kementerian Luar Negeri dan Perwakilan. Pegawai Pusat Komunikasi berjumlah 334 pegawai, dimana usia dan tingkat pendidikan pegawai beragam. Hal lainnya yang mempengaruhi pengetahuan yang ada di Pusat Komunikasi adalah mutasi pegawai ke Perwakilan RI secara kontinu. Mutasi berakibat hilangnya pengalaman dan pengetahuan dari pegawai yang berangkat, sehingga pegawai yang baru harus ditraining dan dilatih dulu. Hal tersebut terjadi berulang-ulang, menyebabkan ketidakefisiensi dalam hal waktu, sehingga diperlukan pengelolaan pengetahuan, agar tidak terjadi penurunan layanan ke satuan kerja lain karena pegawai yang kompeten sudah dimutasi ke perwakilan.
Penelitian ini bertujuan untuk menghasilkan rancangan model knowledge management system yang sesuai dengan kondisi Pusat Komunikasi, dengan menggunakan metodologi Fernandez dengan faktor kontingensi untuk menentukan proses knowledge management yang dibutuhkan, dan melalui prototyping untuk membuat pemodelan KMS. Data diambil dengan menggunakan kuisioner dimana pegawai Pusat Komunikasi sebagai responden dan dilakukan wawancara pimpinan Pusat Komunikasi.
Penelitian ini menyimpulkan bahwa prioritas proses KM yang perlu dibangun untuk KMS Pusat Komunikasi adalah socialization for knowledge discovery, socialization for knowledge sharing, combination, internalization, externalization dan exchange. Fitur-fitur KMS Puskom yang dibuat dalam prototipe antara lain document library, article library, forum discussion, chatting dan searching.

Ministry of Foreign Affairs as a government organization, which is responsible to provide an optimal public services. Excellent service requires infrastructure support of information and communication technologies. Communication Center (Puskom), is a unit that responsible for information and communication to Ministry of Foreign Affairs and Representative. Employee Puskom totaled 334, which age and education level employees is vary. Another thing that affects the existing knowledge in the Puskom is staff moves regularly from Jakarta to RI Representatives. Mutations result in loss of experience and knowledge from departing employees, so that new employees must be trained first. It will repeated, leading to lack of time efficiency, so that it need knowledge management, to prevent service degradation to another unit because competent employees have transferred to RI representation.
This study aims to produce a draft model of knowledge management system in accordance with the conditions Puskom, using the Fernandez methodology with contingency factor to determine the Knowledge Management process, and through prototyping to create a KMS modeling. The data were taken using a questionnaire that Puskom employees was take as a respondent and the interview to leader of Puskom.
This study concludes that the priority of KM processes that need to be built in KMS Communications Center is socialization for knowledge discovery and socialization for knowledge sharing. Features of KMS Puskom that made ​​in the prototype are a document library, article library, discussion forums, chats and searching.

"Pusat Komunikasi (Puskom) Kementerian Luar Negeri (Kemlu) sebagai satuan kerja yang bertugas memberikan layanan pemberitaan, teknologi informasi dan komunikasi, serta pengamanan baik secara teknis maupun non teknis kepada staf yang berada di Kemlu. Dalam memberikan layanan yang prima, setiap pengetahuan dan pengalaman dari seorang staf Puskom sangat dibutuhkan oleh organisasi. Oleh karena itu, diperlukan suatu Knowledge Management System (KMS) yang dapat mengelola pengetahuan dan pengalaman yang dimiliki oleh setiap staf Puskom dan dapat mendistribusikan kepada staf Puskom lainnya sehingga dalam memberikan pelayanan teknis, non teknis yang prima dapat dicapai organisasi Puskom. Tidak semua organisasi berhasil dalam mengimplementasikan Knowledge Management. Oleh karena itu, sebelum mengimplementasikan Knowledge Management, terlebih dahulu organisasi melakukan pengukuran terhadap tingkat kesiapan (Knowledge Management Readiness) organisasi secara detail dan optimal.
Penelitian ini bertujuan untuk membuat framework KM readiness, mengukur tingkat kesiapan organisasi Puskom Kemlu dalam mengimplementasikan Knowledge Management, dan membuat strategi-strategi untuk meningkatkan kesiapan KM Puskom. Framework KM readiness berdasarkan pemetaan dari 8 Knowledge Management Critical Success Factor (KMCSF), Faktor Pemberdaya (Enabler), dan infrastruktur KM ke dalam klasifikasi aspek Knowledge Management dengan tingkat kesiapan KM Puskom berada pada level siap (ready)/3 artinya Puskom telah siap untuk mengimplementasikan KM dan strategi-strategi untuk meningkatkan kesiapan KM Puskom.

Communications Center (Puskom) of Ministry of Foreign Affairs (Kemlu) as a unit of work that providing information and communication technology both technical and non technical to employees at Kemlu. In providing superior service, any knowledge and experience from an employee of Puskom essential needed by the organization. Therefore, it is needed a Knowledge Management System (KMS) who can manage the knowledge and experience possessed by every employee of Puskom and can distribute to other employees of Puskom so non technical, technical services, and training can be achieved by Puskom. Before implementing Knowledge Management, the Organization should perform a measurement of the level of preparedness (Knowledge Management Readiness) organization in implementing Knowledge Management in detail and optimal.
This research aims to create a framework of Knowledge Management readiness, measure the readiness level of organizations Puskom Kemlu in implementing Knowledge Management, and create strategies to increase the readiness of Puskom Knowledge Management. Framework mapping of readiness Knowledge Management based on 8 Knowledge Management Critical Success Factor (KMCSF), enabler factors, and Knowledge Management infrastructure into the classification aspects of Knowledge Management with the readiness level of Knowledge Management Puskom are on the level “ready” / 3 which means Puskom have been ready to implement Knowledge Management and strategies to improve the readiness of Puskom Knowledge Management.

"Salah satu indikasi kesuksesan KMS adalah ketika pengetahuan yang tersimpan didalam sistem secara aktif diakses oleh knowledge seeker. Namun disayangkan, kajian untuk memahami perilaku dalam penerimaan KMS oleh knowledge seeker masih terbatas. Tujuan dari penelitian ini adalah untuk menyelidiki faktor-faktor apa saja yang mempengaruhi perilaku knowledge seeker dalam menerima KMS. Sebuah model penelitian dikembangkan dengan menggunakan Theory Reason of Action (TRA) untuk penelitian ini, dan data dikumpulkan dari 125 orang knowledge seeker yang berasal dari tiga perusahaan di Indonesia. Menggunakan teknik SEM dengan software Smart PLS V2, hasil analisis statistik mengkonfirmasi bahwa terdapat hubungan positif antara faktor management, effort, dan social relationship dengan niat knowledge seeker menerima KMS. Namun hubungan antara faktor benefit dengan niat knowledge seeker menerima KMS tidak ditemukan.

"ABSTRAK
Knowledge sharing merupakan interaksi sosial yang melibatkan pertukaran
pengetahuan, pengalaman, dan keterampilan pegawai dalam suatu organisasi.
Knowledge sharing capability adalah kemampuan individu untuk berbagi
pengalaman, keahlian dan pengetahuan dengan karyawan lain dalam organisasi.
Kegiatan knowledge sharing di Pusat Komunikasi Kementerian Luar Negeri
(Puskom Kemlu) masih belum optimal, sehingga perlu diidentifikasi faktor-faktor
apa saja yang mempengaruhi kemampuan berbagi pengetahuan (knowledge
sharing capability) pegawai. Penelitian ini bertujuan untuk mengidentifikasi
faktor-faktor yang dapat mempengaruhi kemampuan berbagi pengetahuan
(knowledge sharing capability) pegawai dalam hal ini Pejabat Komunikasi (PK)
di Puskom Kemlu. Metode pengumpulan data adalah pendekatan kuantitatif
menggunakan metode survei dengan menyebarkan kuesioner kepada 180 PK di
Pusat Komunikasi Kementerian Luar Negeri maupun Perwakilan RI di luar
negeri. Teknik analisis data yang digunakan adalah statistik deskriptif, analisis
korelasi, analisis regresi linier sederhana dan analisis regresi linier berganda.
Model penelitian ini mengajukan 13 (tigabelas) faktor yang terbagi kedalam 4
dimensi yaitu individu, budaya organisasi, struktur organisasi (dimensi nonteknis)
dan teknologi (dimensi teknis). Hasil dari penelitian ini didapatkan 5
(lima) faktor yang secara nyata dapat mempengaruhi kemampuan berbagi
pengetahuan (knowledge sharing capability) PK di Puskom Kemlu. Kelima faktor
tersebut adalah job satisfaction (dimensi individu), social network (dimensi
budaya organisasi), work process (dimensi struktur organisasi), ICT infrastructure
dan end user focus (dimensi teknologi). Dari hasil analisis regresi linier berganda
didapatkan nilai koefisien determinasi yang disesuaikan sebesar 0.463 yang
menyatakan bahwa proporsi variasi keseluruhan variabel dependen (knowledge
sharing capability) yang dapat dipengaruhi oleh kelima faktor tersebut adalah
sebesar 46.3%, sedangkan sisanya 53.7% dipengaruhi oleh variabel lain yang
tidak dijelaskan dalam model ini. Hal tersebut menunjukkan bahwa dalam model
regresi ini, kelima faktor yang dihasilkan cukup baik digunakan untuk
menjelaskan variabel dependennya.

ABSTRACT
Knowledge sharing is a social interaction that involves the exchange of
knowledge, experience, and skills of employees in an organization. Knowledge
sharing capability is the ability of individuals to share experiences, expertise and
knowledge with other employees in the organization. Knowledge sharing
activities in the Communication Center Ministry of Foreign Affairs is still not
optimal, so it is necessary to identify the factors that influence the ability to share
knowledge (knowledge sharing capability) employees. This study aims to identify
the factors that may affect the ability to share knowledge (knowledge sharing
capability) employees in this regard Communications Officials (PK) at the Centre
for Communication Ministry of Foreign Affairs. Data collection method is a
quantitative approach using survey method by distributing questionnaires to 180
Communications Officer at the Communication Center Ministry of Foreign
Affairs and Indonesian Representative abroad. The data analysis technique used is
descriptive statistics, correlation analysis, simple linear regression analysis and
multiple linear regression analysis. The research model proposes 13 (thirteen)
factors were divided into four dimensions: individual, organizational culture,
organizational structure (non-technical dimensions) and technology (technical
dimensions). The results of this study found five (5) factors which can
significantly affect the knowledge sharing capability of Communications
Officials at the Communication Centre Ministry of Foreign Affairs. The fifth
factor is job satisfaction (individual dimension), social networks (dimensions of
organizational culture), work process (dimensions of organizational structure),
ICT infrastructure and end user focus (technological dimension). From the results
obtained multiple linear regression analysis adjusted coefficient of determination
value of 0.463 which states that the proportion of the overall variation in the
dependent variable (knowledge sharing capability) that can be affected by five
factors amounted to 46.3%, while the remaining 53.7% is influenced by other
variables that are not explained in this model. It shows that in this regression
model, five factors produced quite well used to explain the dependent variable."

"Penentuan model KMS yang sesuai di Sekretariat Kementerian Pemuda dan Olahraga dibutuhkan karena banyak data dan informasi yang tersimpan masih dalam bentuk tacit knowledge pada pegawai tidak tetap. Selain itu, banyak sumber pengetahuan yang ada belum diubah menjadi pengetahuan, menyulitkan pegawai dalam mencari informasi dalam waktu yang singkat yang dibutuhkan untuk mendukung kinerja, turn over pegawai kementerian yang cukup tinggi, menuntut proses pembelajaran yang lebih cepat agar pencapaian tujuan organisasi tidak terhambat. Permasalahan pada penelitian ini adalah bagaimana model KMS yang sesuai di Sekretariat Kemenpora. Metodologi yang digunakan dalam penelitian ini adalah metodologi yang dikembangkan oleh Fernandez. Hasil penelitian ini adalah prioritas utama pengembangan proses-proses knowledge management system di sekretariat Kemenpora adalah knowledge discovery, internalisasi dan eksternalisasi. Prioritas proses KM ini nantinya didukung oleh proses KM yang lain yaitu, sosialisasi untuk knowledge sharing, routines, exchange, kombinasi dan direction. Fitur yang mendukung proses KM tersebut adalah pengelolaan dokumen, knowledge management, forum diskusi, chatting, pencarian pengetahuan dan pencarian dokumen.

Determination an appropriate model of KMS in the Ministry of Youth and Sport Secretariat needed because lot of data and information is still stored in the form of tacit knowledge in the non-permanent employees. In addition, many sources of knowledge that have not yet transformed into knowledge, difficult employee in finding information in a short time is needed to support the performance, employee turnover is quite high ministry, demanding a faster learning process that is not hindered achievement of organizational goals. The problem in this research is how to model the appropriate KMS Kemenpora Secretariat. The methodology used in this research is a Fernandez methodology. Results of this research a top priority the development of the processes of knowledge management system in the secretariat Kemenpora is knowledge discovery, internalization and eksternalization. Priority KM process later supported by other KM processes, knowledge sharing, routines, exchange, combination and direction. Features that support the KM process is a document management, knowledge management, discussion forums, chat, document search and knowledge search."

"Salah satu indikator yang digunakan untuk mengukur capaian program kerja di Balitbangdiklat Kementerian Agama adalah meningkatnya pemanfaatan hasil penelitian sebagai basis pengambilan kebijakan oleh unit teknis di Kementerian Agama. Faktanya sampai akhir tahun 2014, pemanfaatan hasil penelitian Balitbangdiklat oleh unit teknis di Kementerian Agama tidak memenuhi target yang telah ditetapkan. Tidak terdapatnya sistem berbagi pengetahuan (knowledge sharing) antar peneliti di Balitbangdiklat diindikasikan menjadi salah satu penyebab kurangnya kualitas hasil penelitian, sehingga berdampak pada sedikitnya hasil penelitian Balitbangdiklat yang digunakan oleh unit teknis. Penelitian ini menganalisis model dan merancang prototype knowledge management system bagi peneliti di Balitbangdikat Kementerian Agama, dengan menggunakan pendekatan soft system methodology yang dipadukan dengan teori pendukung seperti knowledge audit dari Burnett dan teori budaya organisasi dari Cameron & Quinn. Penelitian ini menghasilkan 11 aktivitas sistem dalam model konseptual, enam fitur knowledge management system dan rancangan mekanisme non teknis bagi implementasi knowledge management system di Badan Litbang dan Diklat Kementerian Agama.

One of indicators used to measure work performance in Agency of Research and Development, and Training, Ministry of Religious Affairs is the utilization of research results as the policy-making basis by a technical working-unit in the ministry. In fact until late 2014, the utilization of research results had not meet the stated target. The not existence of knowledge sharing system for researchers is predicted as one of the factors of insufficcient quality of research, which lead to the under-used of research results. This study aims to analyze model and design prototype of knowledge management system for researchers in Agency of Research and Development, and Training. This study uses soft system methodology approach combined with supporting theories such as Burnett's knowledge audit and the theory of culture organization by Cameron&Quinn. This research resulted in 11 activities in the conceptual model, six functional features, and non technical mechanism design for the organization in implementing knowledge management system."

"Knowledge Management berperan penting dalam membantu meningkatkan efektivitas organisasi karena dapat mendorong pengetahuan yang sudah dimiliki untuk meningkatkan kualitas proses pengambilan keputusan. Pada Kementerian Sekretariat Negara, sebagai lembaga yang paling dekat dengan pelaksanaan tugas Presiden dan Wakil Presiden dalam menjalankan kekuasaan negara dan pemerintahan, pengetahuan menjadi hal penting dalam proses analisis data sebagai masukan kepada Presiden dan Wakil Presiden. Namun demikian, hal ini belum ditunjang oleh suatu mekanisme untuk mengelola pengetahuan yang ada.
Penelitian ini bertujuan untuk menyusun suatu knowledge management system yang dapat diterapkan di lingkungan Deputi Bidang Dukungan Kebijakan, Kementerian Sekretariat Negara.
Metodologi yang digunakan adalah analisis faktor kontingensi untuk menentukan proses knowledge management yang sesuai.
Hasil penelitian menunjukkan bahwa proses knowledge management yang dapat diterapkan adalah Internalization, Socialization for Knowledge Sharing, Routines, Direction, dan Combination. Fitur yang dikembangkan adalah manajemen dokumen, kliping berita, help desk, blog, serta chatting, yang disertai fungsi pencarian pada masing-masing fitur.

Knowledge Management plays an important role in helping to improve the effectiveness of an organization as it can encourage existing knowledge to improve the quality of decision-making process. At the Ministry of the State Secretariat, as the institution closest to the duties of President and Vice President for running state power and administration, knowledge has become important in the process of data analysis as an input to the President and Vice President. However, this has not been supported by a mechanism for managing existing knowledge.
This study aimed to develop a knowledge management system that can be applied in environments of Deputy Minister for Policy Support.
The methodology used is the contingency factor analysis to determine the appropriate knowledge management processes.
The results showed that the processes of knowledge management that can be applied are the Internalization, Socialization for Knowledge Sharing, Routines, Direction, and Combination. Features to be developed are document management, news clippings, helpdesk, blog, and chatting, which accompanied the search function on each feature.

"Dalam rangka tercapainya tata kelola pemerintahan yang baik, Kementerian Pekerjaan Umum telah berkomitmen untuk melaksanakan reformasi birokrasi sebagaimana diamanatkan pada Peraturan Presiden Nomor 81 Tahun 2010 tentang Grand Design Reformasi Birokrasi 2010-2025. Salah satu aspek penting untuk keberhasilan pelaksanaan reformasi birokrasi di Kementerian Pekerjaan Umum adalah sumber daya aparatur.
Pada beberapa tahun terakhir ini, jumlah pegawai Kementerian Pekerjaan Umum yang memasuki masa purna bakti cukup signifikan, sementara itu pegawai yang baru direkrut sejak beberapa tahun terakhir belum memiliki pengalaman yang memadai untuk menempati kekosongan tersebut. Oleh karena itu, dipandang perlu adanya suatu knowledge management system sebagai sarana untuk berbagi pengetahuan di antara seluruh pegawai Kementerian Pekerjaan Umum.
Penelitian ini bertujuan untuk menyusun suatu model dan strategi knowledge management system pada Kementerian Pekerjaan Umum. Langkah-langkah dalam mengembangkan model dan strategi knowledge management system ini mengacu pada Soft Systems Methodology (SSM). Perangkat pendukung yang digunakan terdiri dari value chain analysis dan PEST analysis untuk analisis kondisi internal dan eksternal organisasi yang mempengaruhi model dan strategi knowledge management system yang akan disusun.

In order to obtain good governance, Ministry of Public Works has committed to perform bureaucracy reformation as mentioned in President Regulation Number 81 Year 2010 about Grand Design of Bureaucracy Reformation 2010-2025. One important aspect influenced the success of bureaucracy reformation in Ministry of Public Works is human resources.
In the last few years, the number of employee in Ministry of Public Works who will pass retirement period is quite significant, meanwhile new employees, who were recruited in the last few years, still lack of knowledge and experience for the replacement. Therefore, it is important to develop a knowledge management system as a facility for knowledge sharing among all of employees in Ministry of Public Works.
This research has purpose to develop model and strategy of knowledge management system in Ministry of Public Works. The steps using in the development of model and strategy of knowledge management system are based on Soft System Methodology. The supportive tools consist of value chain analysis and PEST analysis to analyze internal and external condition of the organization which will influenced the model and strategy of knowledge management system.
