"Tesis ini akan memfokuskan pada implikasi kebijakan suaka atau keimigrasian Perdana Menteri John Howard dan Tony Abbott yang berasal dari Partai Liberal di Australia terhadap Indonesia. Penulisan ini bertujuan untuk memahami variabel dominan yang mempengaruhi proses perumusan dan pelaksanaan kebijakan suaka atau keimigrasian di Australia, kecenderungan umum perilaku politik keimigrasian di negeri kangguru tersebut, dan implikasinya terhadap hubungan bilateral dengan Indonesia dalam kurun waktu pemerintahan kedua Perdana Menteri diatas melalui beberapa kasus politik, yaitu Tampa (2001), Papua (2006), dan Operasi Kedaulatan Perbatasan (2013-sekarang). Berbicara masalah politik keimigrasian di Australia, terdapat beberapa variabel terkait masalah tersebut. Bob Birrell (2001), salah satu pakar terkemuka mengenai masalah politik keimigrasian di Australia mengatakan bahwa setidaknya ada 3 (tiga) unsur utama yang harus diperhatikan, yaitu masalah kepentingan, masalah hak-hak migran dan masalah kekuasaan negara. Ketiganya merupakan variabel dominan yang dapat digunakan untuk memahami politik keimigrasian diAustralia. Isu keimigrasian di Australia sangat rentan terhadap masalah politisasi, khususnya kepentingan politik domestik di negara tersebut. Politik internasional merupakan kelanjutan dari politik domestik. Politik domestik menjadi latar belakang kebijakan luar negeri suatu negara. Salah satu aspek politik domestik yang sering terkait dengan kasus internasional adalah dinamika berupa pertarungan atau konflik politik. Penanganan kasus Tampa dan Papua oleh John Howard, maupun kasus kebijakan Operasi Kedaulatan Perbatasannya Tony Abbott adalah contoh konkrit hasil dinamika politik domestik Australia tersebut. Politik keimigrasian di Australia adalah kombinasi antara kepentingan politik domestik serta kepentingan Internasional yang dituangkan dalam peraturan perundang-undangan keimigrasian atau Migration Act 1958 dengan beberapa amandemen parsialnya. Selain itu, momentum pemilihan umum kiranya dapat menjadi faktor determinan dalam melihat konsistensi kepemimpinan liberal Howard atau Abbott dalam menerapkan kebijakan keimigrasian atau suaka melalui referensi beberapa kasus diatas, serta implikasinya terhadap Indonesia. Australia cenderung melihat lingkungan sekitarnya dengan mata orang asing, merasa superioritas dan melihat negara-tetangga di kawasannya dengan ketakutan dan kecurigaan. Sebaliknya negara-negara sekitarnya memandang Australia bertindak seperti kekuatan kolonial. Peningkatan hubungan baik dengan Indonesia sangat diperlukan karena pada dasarnya setiap negara saling membutuhkan meskipun dalam kondisi konflik.

This thesis will focus on the policy implications of asylum or immigration Prime Minister John Howard and Tony Abbott from the Liberal Party in Australia against Indonesia. This research aims to understand the dominant variables that affect the process of formulation and implementation of asylum or immigration policies in Australia, general trend of political behavior immigration in the kangaroo country, and the implications for bilateral relations with the Indonesian government within both the Prime Minister on through several political cases, the Tampa (2001), Papua (2006), Operation Sovereignty and Border (2013-present). Talking about immigration politics in Australia, there are several variables related to the problem. Bob Birrell (2001), one of the leading experts on the issue of immigration politics in Australia said that there are at least three (3) main elements that must be considered, that is a matter of interest, issues of migrant rights and issues of state power. All three are the dominant variables that can be used to understand the politics of immigration in Australia's immigration Australia. The issues highly vulnerable to politicization, particularly domestic political interests in the country. International politics is a continuation of domestic politics. Domestic politics into the background of a country's foreign policy. One aspect that is often related to domestic politics with international cases is the dynamic form of battle or political conflict. Handling cases of Tampa and Papua by John Howard, as well as the case of Operation Sovereignty borders policy Tony Abbott is a concrete example of the results of the Australian domestic political dynamics. Immigration politics in Australia is a combination of domestic political interests and international interests outlined in the legislation on immigration or the Migration Act 1958 with some amendments partial. In addition, the momentum seems to be a general election determinant factor in seeing consistency Howard or Abbott's liberal leadership in implementing immigration or asylum policy by reference some cases above, and the implications for Indonesia. Improved relations with Indonesia are very necessary because basically every country need each other even in conditions of conflict."

"Penelitian ini memfokuskan kepada kebijakan Australia yang dikenal dengan istilah Operation Sovereign Borders, terutama mengenai faktor-faktor yang menyebabkan Australia memberlakukan Operation Sovereign Borders dan hak-hak yang dilanggar di dalam melaksanakan Operation Sovereign Borders tersebut. Penelitian ini merupakan penelitian kualitatif-deskriptif. Hasil penelitian menyarankan bahwa sebagai negara yang telah meratifikasi dan menjadi negara pihak dalam Konvensi PBB Tahun 1951 tentang Pengungsi dan Protokolnya Tahun 1967, serta ICCPR, maka seharusnya pelaksanaan Operation Sovereign Borders yang dijalankan oleh Pemerintah Australia tetap tunduk pada kewajiban-kewajiban internasional terkait pencari suaka dan pengungsi yang datang ke negaranya dan tidak melanggar hak-hak mereka.

This research focuses on Australia's policy known as The Operation Sovereign Borders. In particular, it emphasizes on the sources of changes (factors) that causes Australia to establish The Operation Sovereign Borders and the human rights that are breached from the implementation of The Operation Sovereign Borders. This is a qualitative-descriptive research design. The results of this thesis suggest that as a country that has ratified and become a state party of The United Nations Convention and Protocol Relating to The Status of Refugees in The Year 1951 and 1967, and The ICCPR, The Operation Sovereign Borders that is carried out by the Australian Government should be align with its international obligation regarding asylum seekers and refugees entering its territory and does not breach its human rights obligation.

"Penelitian ini berfokus pada implementasi kebijakan penolakan masuk orang asing yang terjadi di Tempat Pemeriksaan Imigrasi Soekarno Hatta. Dalam penelitian ini akan menggambarkan implementasi kebijakan yang telah berjalan dan menemukan kendala-kendala yang menyebabkan implementasi belum berhasil dengan baik. Implementasi kebijakan ini kemudian dipandang dari aspek ketahanan nasional. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif. Metode yang digunakan adalah dengan pengamatan langsung di lapangan, wawancara dan studi kepustakaan. Teori yang digunakan untuk menganalisis adalah teori George C. Edward III yang menganalisis implementasi kebijakan berdasarkan aspek komunikasi, aspek sumber daya, aspek disposisi dan aspek struktur birokrasi. Teori yang dijadikan analisis perspektif ketahanan nasional yaitu aspek kesejahteraan dan aspek keamanan. Dari hasil penelitian, dapat disimpulkan bahwa : komunikasi dalam implementasi sudah berjalan cukup baik; sumber daya dalam implementasi masih belum berjalan baik masih ditemukan kendala atau kekurangan; disposisi dalam implementasi sudah berjalan cukup baik; dan struktur birokrasi dalam implementasi juga belum berhasil dengan baik. Hasil kesimpulan berikutnya bahwa aspek ketahanan nasional mempengaruhi setiap penolakan yang dilaksanakan.

This study focuses on the implementation of entry denied policy for foreigner that occurred at Immigration Checkpoint Soekarno Hatta Airport. In this study will describe the implementation of policies that have been run and find the constraints that lead to implementation have not been successful. Implementation of this policy is then seen from the aspect of national resilience. This study is a descriptive qualitative research design. The method used is by direct observation, interviews and literature study. The theory is used to analyze the theory of George C. Edward III who analyze policy implementation based on the communication aspects, resource aspects, aspects of the disposition, and aspects of the bureaucratic structure. The theory is used as analytical national resilience perspective are prosperity aspects and security aspects. From the results, it can be concluded that: communication in the implementation has been running enough well; resources in the implementation is still not running good still found problems or deficiencies; disposition of the implementation has been going enough well; and bureaucratic structures in the implementation has not worked well. The results of subsequent conclusion that aspect of national resilience affects every implemented refusal.

"Sebagai organisasi pelayanan publik, Kementerian Pemuda dan Olahraga belum efektif dalam melaksanakan proses pembelajaran organisasi khususnya dalam pengelolaan anggaran dan keuangan. Berdasarkan pengamatan terhadap Laporan Hasil Pemeriksaan (LHP) Kemenpora yang diterbitkan oleh Badan Pemeriksa Keuangan kurun waktu tahun 2005 sampai dengan tahun 2012, ditemukan cukup banyak permasalahan yang sama dan berulang dalam pengelolaan anggaran dan keuangan dalam kurun waktu tersebut.
Penelitian ini bertujuan untuk menganalisis pengaruh kepemimpinan transaksional dan motivasi terhadap pembelajaran organisasi dengan studi kasus pada pengelolaan anggaran dan keuangan di Sekretariat Kementerian Pemuda dan Olahraga. Penelitian ini merupakan jenis penelitian explanatory dengan pendekatan kuantitatif yang menjelaskan hubungan kausal antar variabel penelitian melalui pengujian hipotesis. Penelitian ini memakai kuesioner sebagai instrumennya. Dari 182 kuesioner yang disebar, sebanyak130 kuesioner kembali atau dengan tingkat pengembalian 71,4%. Hipotesis pada penelitian ini diuji dengan menggunakan analisis jalur.
Hasil penelitian menunjukkan bahwa kepemimpinan transaksional yang terdiri atas contingent reward, management by exception-active, dan management by exception-passive berpengaruh positif signifikan terhadap motivasi secara parsial maupun simultan, kepemimpinan transaksional yang terdiri atas contingent reward, management by exception-active, dan management by exception-passive berpengaruh positif signifikan terhadap pembelajaran organisasi secara parsial maupun simultan, motivasi berpengaruh positif signifikan terhadap pembelajaran organisasi, dan kepemimpinan transaksional dan motivasi secara simultan berpengaruh terhadap pembelajaran organisasi. Berdasarkan hasil analsis jalur, ditemukan pengaruh secara langsung dan tidak langsung dalam hubungan kepemimpinan transaksional dengan pembelajaran organisasi.
Saran bagi Kemenpora adalah lebih mengintensifkan implementasi pendekatan kepemimpinan transaksional, terutama dimensi contingent reward, dibarengi pemberian motivasi secara aktif untuk meningkatkan pembelajaran organisasi dalam pengelolaan anggaran dan keuangan.

As a public service organization, Ministry of Sport and Youth Affair haven't implemented the organization learning process effectively particularly in budget and finance management. Based on the observation of Ministry of Sport and Youth Affair Audit Reports published by State Audit Board in the period of 2005 until 2012 show that Ministry of Sport and Youth Affair have several problems related to budget and finance management recurred every year.
The objective of this study is to analyze the influence of transactional leadership and motivation to organization learning focusing on budget and finance management in Indonesia Ministry of Sport and Youth Affair as study case. This study is explanatory research and applies quantitative approach that explains causal relationship among research variables through hypothesis testing. This study uses questionnaire as its tool. Among the 182 questionnaires are distributed, 130 were returned back, or in other words, approximately 71,4% of the total amount of the distributed ones. The hypotheses in this study are tested through Path Analysis.
The results of the study show that transactional leadership, which is consist of contingent reward, management by exception-active, and management by exception-passive, have positive impact on motivation significantly in partial or simultaneous way, transactional leadership, which is consist of contingent reward, management by exception-active, and management by exception-passive, have positive impact on organization learning significantly in partial or simultaneous way, motivation have positive impact on organization learning significantly, and transactional leadership and motivation have positive impact on organization learning simultaneously and significantly. Based on path analysis, there are direct and indirect impact to relationship between transactional leadership and organization learning.
According to the result of this study, Ministry of Sport and Youth Affair should apply better implementation of transactional leadership, mainly on contingent reward aspect, and also practice more exertion to increase motivation in order to improve organization learning of budget and finance management.

"Anggota pengurus KOHATI pada kepengurusan tahun 2013/2014 memiliki pengurus yang berjumlah 31 orang dengan masa keanggotaan dan jurusan yang beraneka ragam. Data daftar hadir rapat memperlihatkan banyaknya anggota pengurus yang datang selalu berubah-ubah dan tidak pernah mencapai 31 orang.
Penelitian ini bertujuan untuk menganalisis pengaruh karakteristik individu dan iklim organisasi terhadap komitmen organisasi di KOHATI (Korps HMI-wati) Cabang Ciputat. Penelitian ini menggunakan pendekatan kuantitatif. Teknik pengambilan sampel menggunakan sensus karena jumlah populasi kurang dari 100 orang sehingga semua anggota populasi dijadikan sampel. Penelitian ini memakai kuesioner sebagai instrumennya. Dari 31 kuesioner yang disebar, sebanyak 31 kuesioner kembali atau dengan tingkat pengembalian 100%. Penelitian ini diuji dengan menggunakan analisis linier regresi ganda.
Hasil penelitian menunjukkan bahwa karakteristik individu berpengaruh positif signifikan terhadap komitmen organisasi, iklim organisasi berpengaruh positif signifikan terhadap komitmen organisasi. Berdasarkan hasil regresi linear ganda, karakteristik individu dan iklim organisasi secara simultan berpengaruh terhadap komitmen organisasi.
Saran bagi KOHATI Cabang Ciputat adalah lebih mengintensifkan bagaimana menciptakan iklim organisasi yang baik agar dapat meningkatkan komitmen anggota pengurus terhadap organisasinya.

A member management of KOHATI Branch Ciputat in the period 2013/2014 consist of 31 people with different membership and majors. Meeting attendance list shows the number of a member management who come always changing and never reached 31 people.
The objective of this study is to analyze the influence of individual characteristics and organizational climate toward organizational commitment in KOHATI (Korps HMI-wati) Branch Ciputat. This research applies quantitative approach. The technique of sample taking used in this study is census because a population of less than 100 people so all of the population as sampled. This research uses questionnaire as its tool. Among the 31 questionnaires are distributed, 31 were returned back, or in other words, approximately 100% of the total amount of the distributed ones. The research are tested through Multiple Linear Regression Analysis.
The results of the study show that individual characteristics has positive impact on organizational commitment significantly. Organizational climate has positive impact on organizational commitment significantly. Based on multiple linear regression analysis, individual characteristics and organizational climate have positive impact on organizational commitment simultaneously and significantly.
According to the result of this study, KOHATI (Korps HMI-wati) Branch Ciputat intensify how to create a better organizational climate to increase the commitment organization of the member management.

"[ABSTRAK
Penelitian ini berfokus pada penanganan imigran ilegal di Indonesia khususnya dalam bidang keimigrasian yang fokus kepada pencari suaka dan pengungsi pada saat penghentian kerjasama antara Indonesia dan Australia pada akhir tahun 2013. Selain itu, berdasarkan data yang didapatkan, Indonesia masih menghadapi ancaman berupa kedatangan imigran ilegal walaupun Australia telah mengefektifkan kebijakan Operation Sovereign Borders yang menghalau semua imigran ilegal yang mencoba masuk wilayah Australia melalui jalur laut.
Penelitian ini menggunakan teori Robbins dalam merumuskan strategi yang terdiri dari analisis internal yang berupa Strengths dan weakness of Organisation dan analisis eksternal yang terdiri dari Threats and opportunities yang ada di lingkungan organisasi. Selanjutnya, peneliti menggunakan variabel-variabel berdasarkan teori Rangkuti melalui proses wawancara terbuka untuk menentukan faktor- faktor internal dan eksternal tersebut,
Teknik wawancara mendalam dilakukan untuk menggali informasi yang sedalam-dalamnya mengenai permasalahan imigran ilegal kepada empat responden sebagai narasumber yakni Kepala Sub Direktorat kerjasama Asia Timur dan Pasifik, Kepala Sub Direktorat Kerjasama Luar Negeri, Kepala Sub Direktorat Detensi dan Pendeportasian dan Kasi Imigran Ilegal.
Setelah mendapatkan variabel faktor internal dan eksternal, peneliti menggunakan matriks EFAS/IFAS berdasarkan teknik analisis SWOT kualitatif untuk mendapatkan alternatif strategi untuk Direkotrat Jenderal Imigrasi. alternatif strategi yang telah tersedia kemudian diseleksi kembali untuk mendapatkan strategi prioritas dengan menggunakan teori Duttweiler yang menetapkan cara- cara menentukan prioritas strategi. Kemudian cara tersebut diaplikasikan berdasarkan teori geopolitik.
Hasil analisis menyimpulkan bahwa Direktorat Jenderal Imigrasi harus meningkatkan efektivitas dan memaksimalkan sarana dan prasarana yang dimiliki terhadap program yang telah berjalan sebelumnya seperti operasi gabungan dengan melibatkan instansi lain (SIPORA) karena ancaman paling potensial berada pada wilayah perairan Indonesia yang menjadi titik rawan masuknya imigran ilegal ke wilayah Indonesia.

ABSTRACT
This study focuses on the handling of illegal immigrants in Indonesia, particularly in the field of immigration that focus on refugees and asylum seekers during the discontinuation of the cooperation between Indonesia and Australia at the end of 2013. Moreover, based on the data obtained, Indonesia still faces the threat of illegal immigrants even though Australia has effective policies Sovereign Borders Operation that banishes all illegal immigrants trying to enter Australian territory by sea.
This study uses the Robbins theory in formulating a strategy that consists of an internal analysis in the form of Strengths and Weakness of Organisation and external analysis consists of Threats and opportunities that exist within the organization. Furthermore, the researcher uses variables based on Rangkuti?s theory through an open interview process that will determine the internal and the external factors. An in-depth interviewing techniques is conducted to gather information about the deepest problems of illegal immigrants to the four respondents as the guest speaker Deputy Director for East Asia and Pacific cooperation, Deputy Director of International Cooperation, Deputy Director for Detention and Deportation and Illegal Immigrants Head Officer.
After getting the internal and external factors, the researchers used the matrix EFAS / IFAS based techniques to obtain qualitative SWOT analysis of alternative strategies for Direkotrat General of Immigration. Alternative strategies available is then selected again to get priority strategy using Duttweiler theory that establishes the ways to determine strategic priorities. Then the method is applied based on the geopolitical theories

"[ABSTRAK
HMI (Himpunan Mahasiswa Islam) merupakan salah satu organisasi
mahasiswa terbesar di Indonesia. Perjalan HMI hingga saat ini seringkali dipenuhi
dengan dinamika baik di Internal maupun eksternal organisasi. Penelitian ini
meneliti peranan kepemimpinan dan strategi organisasi dalam menghadapi
dinamika lingkungan eksternal berupa munculnya PB HMI yang diketuai Adi
Baiquni dan periode kepengurusan yang berada pada momentum pemilihan umum
tahun 2014. Tiga rumusan pertanyaan penelitian yaitu ; 1) Apa strategi organisasi
PB HMI periode 2013 ? 2015 yang dipimpin oleh Arif Rosyid dalam menghadapi
dinamika lingkungan eksternal organisasi ? 2) Kenapa memilih strategi tersebut
sebagai upaya dalam menghadapi dinamika lingkungan eksternal organisasi ? 3)
Bagaimana peranan kepemimpinan dalam implememtasi strategi organisasi dalam
menghdapi dinamika lingkungan eksternal organisasi ?
Penelitian ini menggunakan metode penelitian kualitatif dengan teknik
pemilihan informan ditentukan secara purposive sampling yaitu dengan
melakukan wawancara mendalam kepada informan yang dipilih dengan
pertimbangan tertentu serta melakukan studi dokumentasi.
Secara ringkas dari temuan hasil, tesis menghasilkan bahwa dua kondisi
lingkungan eksternal ini menuntut PB HMI periode 2013-2015 melakukan strategi
untuk menghadapinya, diantaranya adalah dengan menjalin kerja sama dengan
organisasi lain dan memanfaatkan budaya organisasi yang ada. Pilhan strategi

ABSTRACT
HMI (Islamic Student Association) is one of the largest student
organization in Indonesia. HMI journey to this day is often filled with dynamics in
both Internal and external organizations. This research examines the role of
organizational leadership and strategy in the face of dynamic external
environment such as the emergence of PB HMI chaired by Adi Baiquni and
period of stewardship that are on the momentum of 2014 elections. Formulation
three research questions namely; 1) What organizational strategy PB HMI period
from 2013 to 2015, led by Arif Rosyid in the face of dynamic external
environment? 2) Why did you choose such a strategy as an effort in the face of
dynamic external environment? 3) How is the role of leadership in face
organizational strategy dynamics in the external environment of the organization?
This study used qualitative research methods to the informant selection
techniques are determined by purposive sampling is to perform interviews with
informants selected for certain considerations as well as to study the
documentation.
In summary of the findings, the thesis that the two conditions result in the
external environment is demanding PB HMI 2013-2015 period pursuing a strategy
to deal with, such as by cooperating with other organizations and take advantage
of the existing organizational culture. Choice of strategy is done by a variety of
considerations and also contribute directly Arif Rosyid implementation of the
strategy has been set. On the other hand Arif leadership Rosyid also sued by
several people there bebarapa managers who assess the things that are not in

"Perubahan dalam konteks perilaku organisasi adalah pergantian cara pandang dan perilaku dalam mengerjakan sesuatu untuk melakukan pergeseran dari keadaan sekarang menuju ke keadaan yang diinginkan di masa datang. Perubahan perilaku organisasi yang pertama kali terjadi di Satpol PP di awali dengan faktor lingkungan strategis dengan terpilihnya Gubernur baru di DKI Jakarta yaitu Joko Widodo. Komitmen beliau untuk merubah wajah Satpol menjadi lebih humanis selanjutnya diimplementasikan oleh Kepala Satpol PP DKI Jakarta yaitu Kukuh Hadi Santosa. Model Gaya kepemimpinan, peran dan hambatan kepemimpinan Kasatpol PP dalam mengimplementasikan perubahan organisasi Satpol PP menjadi poin yang akan diuraikan dalam penelitian ini. Penelitian menggunakan metode kualitatif dengan melakukan wawancara mendalam kepada informan yang telah ditentukan dan diperkuat dengan hasil kuesioner yang menggunakan teori Multifactor Leadership Question (MLQ), Skala Peran H.Mitzberg dan hambatan Kepemimpinan. Dari penelitian diketahui bahwa peran kepemimpinan memiliki dominasi besar dalam melakukan perubahan perilaku organisasi., selanjutnya model gaya kepemimpinan Kukuh Hadi selaku Kasatpol PP DKI adalah transformasional. Adapun peran kepemimpinan yang paling dominan adalah interpersonal, sedangkan hambatan kepemimpinan yang paling dominan karena faktor ketegasan, menyalahkan situasi dan kesejahteraan anggota.

A change in the context of organizational behavior is the turn of viewpoint and behavior in working on something to do shifting from its present state towards the desired state of the future. The change of organizational behavior firstly occurred in Satpol PP initiated with environmental factor strategic, with the chosen of the new governor of DKI Jakarta, namely Joko Widodo. Mr. Joko Widodo committed to change the face of Satpol PP to be more humanist, was upcoming implemented by the Head of Satpol PP DKI Jakarta, Kukuh Hadi Santosa. A model of leadership style, role and leadership barrier of the Head of Satpol PP in implementing organizational change of Satpol PP being the point will be outlined in this study. The qualitative method was used in this study conducted by in- depth interview with specified informants and reinforced with the results of a questionnaire using the theory Multifactor Leadership Question (MLQ), the scale of role H.Mitzberg and the barrier in leadership. "Situasi penya1ahgunaan narkoba yang semakin mengkhawatirkan menuntut upaya penanganan serius yang meHbatkan semua orang di lingkungannya masing-masing, seperti lingkungan pemerintah ingkungan swasta, lingkungan penddikan mapun Hngkuugan maeyarakat. Akan tetapi pola pikir dan ruang gerak masyarakat yang dapat memuncu1kan peranserta tersebut cenderung diabaikan, sehingga masyarakat tidak memUiki keberdayaan dan kemampuan untuk menangani masalah tersebut Oleh karena itu diperlukan suatu usaha yang dapat merubah pola pikir dan meningkatkan kemampuan masyarakat agar dapat menangani masalah P4GN secara mandiri melalui suatu proses pemberdayaan masyarakat.
Sehubungan dengan proses pemberdayaan masyarakat dalam meningkatkan kemampuan masyarakat tersebut, maka dilakukan penelitian ini yang bertujuan untuk mencari gambaran mengenai proses pemberdayaan masyarakat yang dilaksanakan oleh Direktorat Peran Serta Masyarakat BNN, mengetabui bagatmana proses pemberdayaan rnasyarakat yang telah dilakukan dapat meningkatkan kemampuan masyarakat dalam merumggulangi penyalahgunaan narkoba di lingkungan mereka.
Penelitian dilakukan selama 2 (dua) buJan pada bulan april- juni 2011 di berbagai institusi yang menjadi peserta d.ari kegiatan program pemberdayaan masyarakat yang dilaksanakan oleh BNN, serta di dalam lingkungan Direktorat Peran Serta Masyan1kat bnn, dengan menggunakan pendekatan kualitatif, dinmna data yang didapat adaiah basil dari wawancara dengan beberapa informan terpilih dan atom dianalisis dan dijabarkan secara deskriptif.
Kesimpulan yan didapat dari hasH penelitian ini adalah bahwa proses pemberdayaan masyarakat yang dilaksanakan oleh Direktorat Peran Serta Masyarakat BNN masih belum efektif. Hal ini dikarenakan kegiatan yang dilaksanakan masih berada dalam kegiatan pemberian informasi dan pengetahuan tentang narkoba. kegiatan yang dilaksanakan masih menghadapi beberapa kendala, seperti belum adanya Standard Operational Procedure (SOP) dalam perekrutan narasumber dan pelaksanaan kegiatan.

The situation of drug abuse which eetting worse requires serious effort which involving everyone in the neighborhond, as in government environment, private environment, educational environment and also community environment. Meanwhile the mindset and the space for people who may come up with such participation tends to be ignored. so that people do not have the empowerment and ability to handle such problems. Therefore we need something that can change the mindset and improve society's ability to handle P40N problems independently through a process of community empowerment.
Due to these process of community empowerment in improving the ability of the community, then this research was conducted with aims to find a picture of the community empowerment process which undertaken by the Directorate of Community Participation BNN, knowing how the prflcess of community empowerment that has been done to improve the ability of communities to tackle drug abuse in their environment.
The research was conducted for 2 (two) months In April - June 2011 in various institutions who participated in the activities of community empowerment programs implemented by BNN, and in the environment of Directorate of Community Participation BNN. using <: qualitative approach, where the data obtained is the results of interviews with several selected informants and will be analyzed and described descriptively.
The conclusion from the results of this research is that process of community empowennent undertaken by the Directorate of Public Participation BNN is still not effective. This is because the activities carried out are still in the stage of providing information and knowledge about drugs. Activities undertaken also still face several obstacles, such as the lack of Standard Operating Procedure.

"Program Pemuda Andal yang Mcmiliki lmunitas dari Pcnjualan dan Pernakaian Narkoba (PANTAS JUARA) merupakan program dari Kementcrian Negara Pemuda dan Olaharaga yang bertujuan untuk memberikan penyadamn dan pencegahan penyalahgunaan narkoba dikalangan pemuda yang telah berlangsung scjak lahun 2006. Namun, dalam kurun waktu tahun 2000-2008 kasus tindak pidana narkoba meningkat lebih dari 7 kali lipat, dengan kecenderungan tersangka scmakin muda usianya. Oleh karena itu, pencliti ingin melihat sejauhmana efektivitas program PANTAS JUARA dan mengindcntifikasi kendala-kendala yang dihadapi.
Metode analisa kerangka berpikir logis (logical framework analysis) digunakan dalam melakukan evaluasi cfcktivitas program. Evaluasi dilakukau dengan melihat masukkan (inpur), proscs (process), keluaran (ourpur), manfaat (outcome) dan dampak (impact). Evaluasi bertujuan untuk mcmpclajari apakah program mencapai tujuan yang telah direncanakan dan apa saja kcndala selama pelaksanaan kcgiatan. Dcngan indikator efektivitas program adalah pescrla program PANTAS JUARA tetap bersih dari penyalahgunaan narl-:oba setclah 3 tahun program tersebul berlalu.
Program PANTAS JUARA memiliki beragam kegiatan, yang utarna adalah lokakarya dan pembenrukkan kader bersih narkoba. Kegiatan Iokakarya telah berlangsung di 15 propinsi tersebut dengan peserta sebanyak 750 orang. Kcgiatan pembentukkan kader telah menghasilkan 19.000 kader pemuda bersih narkoba dan telah terbentuk Gerakan Pemuda Bersih Narkoba (GPBN) di 15 propinsi.
Hasil analisis menunjukkan program PANT AS JUARA efektif dalam menccgah pcnyalahgunaan narkoba dikalangan pemuda, karena pcscrta yang pemah mengikuti kegiatan PANTAS JUARA tetap bersih dari penyalahgunaan narkoba. Kcndala yang dihadapi antara lain ketcrbatasan anggaran dan durasi pclaksanaan kegiatan.

Reliable Youth Who Have Immunity from Sales and Use of Drugs Program (PANT AS JUARA) is a program of the Ministry of Youth and Sport which aims to provide awareness and prevention of drug abuse among youths. The program has been ongoing since 2006. However, during the years 2000-2008 criminal drug cases increased more than 7 times, with a trend of increasingly younger suspects. Therefore, this research wanted to evaluate the program?s effectiveness and identify constraints faced by the program.
Logical framework analysis method used in evaluating program effectiveness. Evaluation is done by observing the input, process, output, benefits and impact. The evaluation aimed to learn whether the programs achieve the objectives which have been planned and what constraints during the implementation of programs. With program effectiveness indicators are the participants to stay clean from drug abuse after 3 years of the program passed.
PANTAS JUARA program has a variety of activities, the main one is workshops and the formation of free-of-drugs cadres. Workshops have been held in 15 provinces with the participants as many as 750 people. Formation of clean drug cadres activity has resulted in 19,000 young, free~of-drugs cadres and has established the Free~of-Drugs Youth Movement (GPBN) in 15 provinces.
The analysis showed APPROPRIATE CHAMPION program is effective in preventing dnrg abuse among the youth, because the participants who attended the activities APPROPRIATE CHAMPION remain clean from drug abuse. Constraints faced include the limited budget and duration of implementation of activities.
