Abstrak :
To achieve optimal value from investment in a project there must be a clear link between the outputs created by the project and the goals of the organization. As such, organizations must have a structure in place for aligning the project deliverables with their organizational goals. Project governance is therefore critical in influencing the success or failure of projects. Lack of support, conflicting objectives, and other contextual issues in the domain of senior management can have negative influences on the progress and outcomes of a project. This paper examines the role of project governance in the new low cost carrier hub known as Kuala Lumpur International Airport 2 (KLIA2). It analyzes the KLIA2 case based on information available in the public domain. Specifically, it examines how governance was exercised in the project and how it impacted on the project’s scope and outcome. The analysis of the case provides lessons that can be learned to improve governance practice and project success rates. The findings can also serve as a guide to organizations for designing effective governance structures that can enable projects to deliver benefits to the organization and its stakeholders.

Terlambatnya penyelesaian proyek serta dibarengi dengan meningkatnya total biaya melebihi anggaran mengindikasikan lemahnya fungsi pengendalian dalam suatu proyek. Hal ini dapat diatasi dengan membangun suatu mekanisme yang dapat memantau dan mengendalikan kinerja proyek secara multidimensi. Dimensi yang dimaksud adalah biaya, cakupan penyelesaian pekerjaan dan durasi pekerjaan. Mekanisme ini dapat dibangun dengan pendekatan Earned Value Management EVM . Dengan pendekatan ini, manajemen proyek dapat mengukur capaian kinerja secara menyeluruh, yakni tidak hanya dalam hal efisiensi biaya, melainkan efisiensi waktu dan cakupan kerja yang dihasilkan dengan sumberdaya yang telah direncanakan. Selain berfungsi sebagai alat ukur kinerja, pendekatan ini juga dapat dijadikan instrumen untuk melakukan perkiraan kinerja pada masa mendatang. Dengan memprediksi berapa total biaya maupun durasi yang akan dihabiskan bila proyek berjalan pada tingkat efisiensi saat ini, maka manajemen proyek dapat segera melakukan tindakan-tindakan perbaikan sebelum risiko yang diprediksi terjadi secara aktual. Selain dengan pendekatan EVM, prediksi terhadap kinerja proyek di masa mendatang juga dapat dilakukan dengan menggunakan instrumen statistik berupa deret waktu. Dengan berasumsi bahwa pola kinerja masa lalu masih akan berulang pada masa mendatang, maka pola kinerja proyek yang tertuang ke dalam alur deret waktu dipandang sebagai acuan peramalan yang memadai. Dengan menggunakan kedua pendekatan itu, maka diharapkan manajemen proyek memiliki dasar penilaian yang terukur untuk menentukan setiap tindakan dalam tata kelola proyek yang efektif dan efisien.

ABSTRACT
Project completion tardiness and the increasing of total cost over the project base line indicate poor monitoring and controlling function in the project. This could be handled by establishing a mechanism of multidimensional project control system. Multidimensional implies the project performance monitoring coverage is over several constraints, such as cost, schedule and work scope. This mechanism could be put together in an approach called Earned Value Management EVM . By using this methodology, project management would be able to measure its performance comprehensively, not limited to cost efficiency solely, it also enables them to optimize the schedule and work scope completion as planned. In addition to controlling function, this approach could also be used to forecast the future performance. By predicting how much the total cost and total duration would be needed to accomplish the works if the project runs at a certain efficiency rate, management would be able to initiate some corrective actions, hence prevent the risks from happening. Besides EVM, in order to forecast the future project performance, there is another approach could be undertaken ndash it is Time Series forecasting. Assuming that the past performance would still be repeating in the future, it could be perceived as a good predictor. By using these two methodologies ndash EVM and Time Series forecasting, the project management would have sufficient measureable instruments to guide their effective and efficient project management.

PT Mitra Integrasi Informatika (MII) merupakan perusahaan vendor yang memiliki jasa konsultasi dan solusi di bidang TIK. Saat ini sudah banyak proyek dari permintaan klien-klien yang diselesaikan oleh MII. Dalam melakukan bisnisnya, MII memiliki target penghasilan. Untuk mencapai target tersebut tentunya didukung oleh pengerjaan proyek yang sesuai dengan scope, timeline, dan budget. Namun, realita yang dimiliki saat ini, terdapat 68% dari total proyek mengalami keterlambatan delivery di tahun 2021 yang mempengaruhi pula pada pembengkakan biaya. Dari hasil analisis, didapatkan bahwa akar permasalahan terjadi pada area lingkup. Tujuan dari penelitian ini adalah untuk melakukan evaluasi dan memberikan usulan rekomendasi perbaikan proses kontrol terhadap lingkup dalam permintaan perubahan yang terjadi pada proyek di MII agar tidak mengalami keterlambatan delivery proyek yang berpengaruh pada reputasi perusahaan dan mencapai target penghasilan tahunan yang sudah ditetapkan. Penelitian ini bersifat kualitatif, menggunakan hasil wawancara dari narasumber sebagai landasan dalam melakukan analisis pada area manajemen lingkup proyek menggunakan praktik terbaik dari PMBOK. ......PT Mitra Integrasi Informatika (MII) is a vendor company that has consulting services and solutions in the field of ICT. Currently, many projects from clients' requests have been completed by MII. In conducting its business, MII has an income target. To achieve this target, of course, it is supported by project work that is in accordance with the scope, timeline, and budget. However, the current reality is that 68% of the total projects experience delivery delays in 2021 which also affects cost overruns. From the results of the analysis, it was found that the root of the problem occurred in the scope area. The purpose of this study is to evaluate and provide recommendations for improvement of the control process on the scope of requests for changes that occur in projects at MII so as not to experience project delivery delays that affect the company's reputation and achieve the annual income target that has been set. This research is qualitative in nature, using the results of interviews from resource persons as a basis for analyzing the project scope management area using best practices from the PMBOK.
