Tujuan penelitian ini untuk menganalisis implementasi program KaderJKN-KIS di Kota Bekasi. Penelitian ini menggunakan metode kualitatif, dilakukanselama bulan Mei 2018 dengan tehnik wawancara mendalam, observasi dan telaahdokumen menggunakan teori implementasi kebijakan Van Meter dan Van Horn. Ujivaliditas melalui trianggulasi sumber dan metode. Hasil Penelitian didapatkan bahwaimplementasi program Kader JKN-KIS di Kota Bekasi secara umum belum berjalandengan optimal. Sudah ada standar dan sasaran yang ditentukan untuk melihat kinerja,namun pencapaiannya belum maksimal dan target dari fungsi kader belum lengkap.Sistem pencatatan, sistem tehnologi aplikasi, dan desiminasi informasi masihmengalami kendala. Konsistensi, kejelasan dalam komunikasi dan pelaksanaanpedoman belum berjalan maksimal. Hubungan dengan kelurahan belum terjalin denganbaik, SDM Kader JKN-KIS maupun Kantor Cabang masih terbatas. Sikap pelaksanakurang mendukung serta kondisi lingkungan ekonomi, sosial dan politik belumsepenuhnya mendukung implementasi program Kader JKN-KIS. Kesimpulan:implementasi Program Kader JKN-KIS di Kota Bekasi masih memiliki kendala.Perlunya perbaikan dari standar dan sasaran, sistem informasi, komunikasi, SDM,sosialisasi, hubungan kerjasama untuk keberhasilan implementasi program kader JKNKIS.Kata kunci : implementasi kebijakan; Kader JKN-KIS; sektor informal

Thepurpose of this research is to analyze the implementation of JKN KIS Cadre program inBekasi City. This research uses a qualitative method, conducted during May 2018 within depth interview technique, observation and document review using Van Meter andVan Horn policy implementation theory. Test validity through a source and methodtriangulation. The result of the research shows that the implementation of JKN KISCadre program in Bekasi City has not run optimally yet. There are already standardsand targets are determined to see the performance, but its achievement is not maximizedand the target of the function of the cadre is not yet complete. Recording systems,application technology systems, and information dissemination are still constrained.Consistency, clarity in communications and implementation of guidelines has not beenmaximized. Relationship with the village has not been established well, Kader JKN KISHuman Resources and Branch Offices are still limited. The attitude of the implementersis not supportive and the economic, social and political environment has not fullysupported the implementation of the KKD KIS Cadre program. Conclusion Theimplementation of JKN KIS Cadre Program in Bekasi City still has obstacles. Abstrak :
Kader JKN-KIS adalah individu yang menjadi mitra BPJS Kesehatan yang menjalankan sebagaian fungsi BPJS Kesehatan dalam suatu wilayah tertentu, kader ini biasanya berasal dari warga atau masyarakat setempat, tugas-tugas kader adalah mengoptimalkan sosialisasi kepada masyarakat, edukasi tentang BPJS , serta sebagai pengingat dan pengumpul iuran. Tujuan dari didirikannya kader adalah diharapkan dapat meningkatkan pertumbuhan jumlah kepesertaan dan meningkatkan kolektabilitas iuran BPJS Kesehatan bagi segmen peserta informal atau Pekerja Bukan Penerima Upah PBPU (BPJS Kesehatan) kader ini hanya fokus pada Pekerja Bukan Penerima Upah (PBPU) saja. Pekerja Bukan Penerima Upah (PBPU) adalah setiap orang yang bekerja atau berusaha atas resiko sendiri. Penelitian ini bertujuan untuk menganalis implementasi kader JKN-KIS melalui evaluasi input, process, dan output terhadap implementasi pelaksanaan tugas Kader JKN-KIS di BPJS Kesehatan Kantor Cabang kota Bogor pada tahun 2019. Penelitian ini menggunakan pendekatan kualitatif dengan metode fenomenologi yang dilakukan dengan wawancara mendalam, Focus Group Discussion (FGD), observasi serta talaah dokumen. Sumber data penelitian ini yaitu hasil analisis dari data primer melalui wawancara mendalam dan data skunder melalui talaah dokumen. Dari hasil analisa data yang dikumpulkan melalui wawancara mendalam, FGD, dan talaah dokumen didapatkan informasi mengenai SDM, SOP/Kebijakan, s arana dan prasarana, gambaran proses kegiatan Kader JKN-KIS. Hasil penelitian ini menunjukan bahwa kinerja Kader JKN-KIS di wilayah kerja BPJS Kesehatan Kantor Cabang Kota Bogor masih belum optimal dengan beberapa faktor penghambat keberhasilan berupa: SDM, pengetahuan Kader,serta karakteristik peserta. Hasil dari penelitian ini diharapkan dapat menjadi bahan evaluasi bagi BPJS Kesehatan Kantor Cabang Kota Bogor untuk meningkatkan kinerja Kader JKN-KIS. ......JKN-KIS cadres are individuals who are BPJS Health partners who run part of the BPJS Health function in certain regions, these cadres usually come from residents or the local community, the cadre's task is to optimize socialization to the community about BPJS, and as reminders and collectors. This study aims to analyze the implementation of JKN-KIS cadres through evaluation of inputs, processes, and outputs on the implementation of JKN-KIS Cadre duties in the Bogor Branch Health BPJS in 2019. This study used a qualitative approach with phenomenological methods conducted by in-depth interviews, Focus Group Discussion (FGD), observation and document review. The source of this research data is the result of analysis of primary data through in-depth interviews and secondary data through document systems. From the results of the analysis of the data collected through in-depth interviews, FGDs, and the documents obtained regarding HR, SOP / Policy, facilities and infrastructure, discussed the process of activities of JKN-KIS Cadres. The results of this study indicate the results of the research of JKN-KIS Cadres in the BPJS Health area of the Bogor City Branch Office are still not optimal with several factors inhibiting success including: HR, Cadre knowledge, and characteristics of participants. The results of this study are expected to be an evaluation material for BPJS Kota Bogor Health Office to improve the performance of JKN-KIS Cadres.

Abstrak :
Program Kader JKN-KIS telah berjalan selama satu tahun, sejak April 2017 di BPJS Kesehatan Kantor Cabang Depok. Penagihan dan pengumpul iuran pada kelompok PBPU menjadi tujuan utama dari program tersebut. Penelitian ini membahas efektivitas implementasi program Kader JKN-KIS melalui evaluasi input, process, dan output di BPJS Kesehatan Kantor Cabang Depok tahun 2018. Jenis penelitian ini adalah kualitatif menggunakan wawancara mendalam, Focus Group Discussion FGD, dan telaah dokumen. Variabel yang diteliti menggunakan gabungan Model CIPP Context, Input, Process, Product dan Model George Edward III. Hasil dari penelitian menunjukkan komunikasi, sumber daya, disposisi, struktur birokrasi, dan kegiatan program Kader JKN-KIS sudah berjalan dengan baik dan sesuai dengan pedoman pelaksanaan serta terdapat peningkatan angka kolektabilitas kelompok PBPU dari 61,32 menjadi 68,80 pada bulan Januari 2018 dan tersisa 25,59 jumlah penduduk kota Depok yang belum terdaftar sebagai peserta JKN. Walaupun demikian terdapat beberapa hal yanng perlu ditingkatkan dalam program ini, yaitu pengelolaan kembali SDM dan peninjauan kembali insentif untuk Kader. ...... National Health Insurance JKN KIS Cadre Program has been running for one year, since April 2017 in BPJS Health Depok Branch Office. Billing and collection of contributions to PBPU group are the main objectives of the program. This study discusses the effectiveness of JKN KIS Cadre program implementation through input, process, and output evaluation in BPJS Kesehatan Depok Branch Office 2018. This type of research is qualitative using in depth interview, Focus Group Discussion FGD , and document review. The variables studied use a combination of CIPP Model Context, Input, Process, Product and George Edward III Model. The result of the research shows that communication, resources, disposition, bureaucracy structure, and program activity of Kader JKN KIS have been run well and in accordance with the implementation guidelines and there is an increase of collectability rate of PBPU group from 61.32 to 68.80 in January 2018 and the remaining 25.59 of the total population of Depok city that has not been registered as a participant of JKN. Nevertheless, there are several things that need to be improved in this program, namely the re management of human resources and incentive review for the Cadre.
