"Produktivitas dokter gigi sangat krusial dalam pemberian layanan kesehatan gigi kepada pasien. Dokter gigi juga harus menjalankan peran lain di pusksemas. Dokter gigi harus dapat menjawab tantangan ini dengan tetap mempertahankan produktivitasnya. Penelitian ini mengukur produktivitas dokter gigi di kecamatan Palmerah, Jakarta Barat. Rasio produktivitas dihitung dengan determinan dari dua faktor individu (jenis kelamin, umur, masa kerja, pelatihan, kehadiran dan status pegawai) dan organisasi (Jumlah Kunjungan pasien, Jumlah dental unit, tunjangan kinerja dan kepesertaan JKN). Menggunakan metode observasional analitik dengan desain cross sectional.

Pengukuran produktivitas menggunakan metode Ilyas, dengan penghitungan jumlah kunjungan pasien dibagi dengan hari kerja dokter gigi di tahun 2023. Jumlah kunjungan pasien dan kepesertaan menjadi faktor tingginya produktivitas dokter gigi sedangkan faktor umur, jenis kelamin, masa kerja, pelatihan, jumlah dental unit dan tunjangan kinerja tidak ditemukan korelasi yang signifikan.

Untuk produktivitas tertinggi di angka 13,25 dan terendah di angka 0,61, dengan rerata nilai 6,68. Produktivitas dokter gigi PNS sebesar 3,81 kurang dari setengah rasio Non PNS yang mencapai 8,48. Gap produktivitas ini merupakan konsekuensi rangkap jabatan fungsional dokter gigi PNS dan tugas strukturalnya. Untuk menjalankan dua fungsi ini secara seimbang, disarankan untuk membuat standar minimal jumlah pasien gigi harian dan pengukuran produktivitas dokter gigi secara periodik


The productivity of dentists is crucial in providing dental health services to patients. Dentists also have other roles to play in community health centers. Dentists must be able to respond to these challenges while maintaining their productivity. This study measures the productivity of dentists in the Palmerah district, West Jakarta. Productivity ratios are calculated based on determinants from two individual factors (gender, age, length of service, training, attendance, and employment status) and organizational factors (number of patient visits, number of dental units, performance benefits, and participation in national health insurance). The study uses an analytical observational method with a cross-sectional design.

The measurement of productivity uses the Ilyas method, by calculating the number of patient visits divided by the number of working days of the dentist in 2023. The number of patient visits and participation are factors contributing to the high productivity of dentists, while factors such as age, gender, length of service, training, the number of dental units, and performance allowances were not found to have a significant correlation.

The highest productivity is at 13.25 and the lowest at 0.61 with an average value of 6.68. Civil servant dentist productivity is at 3.81, less then of non-civil servant dentists with 8.48. This gap is a consequence of the multiple functional roles and structural duties especially for civil servant dentists. To balance these two roles, it is recommended to establish minimum standards for daily dental patient numbers and periodically measure dentist productivity."

"Puskesmas memerlukan SDM kesehatan sebagai motor penggerak. Salah satu SDM kesehatan adalah dokter umum. Ketersediaan dokter umum dalam segi jumlah harus memadai dan terdistribusi secara merata. Kebijakan pendayagunaan dokter umum puskesmas yang berlaku di Provinsi DKI Jakarta memberikan keluluasaan bagi puskesmas kecamatan selaku instansi pelaksana dalam melakukan manajemen SDM. Salah satu variabel yang mempengaruhi proses implementasi kebijakan adalah kapabilitas instansi pelaksana. Kapabilitas ini ditunjukkan dengan kemampuan manajemen. Penelitian ini bertujuan untuk mengetahui gambaran implementasi kebijakan pendayagunaan dokter umum puskesmas di Puskesmas Kecamatan Kemayoran. Penelitian menggunakan mixed method yang menggabungkan hasil kualitatif dengan hasil kuantitatif. Gambaran implementasi kebijakan adalah masih terjadi ketidakseimbangan beban kerja dokter umum antara puskesmas kelurahan dan puskesmas kecamatan. Hal ini disebabkan karena tidak ada aturan yang baku mengenai penempatan dokter umum sampai dengan tingkat puskesmas kelurahan dan kemampuan manajemen puskesmas kecamatan masih kurang. Salah satu rekomendasi kebijakan yang diajukan adalah perbaikan manajemen dengan menggunakan model simulasi distribusi dokter umum berdasarkan penyeimbangan forecasting beban kerja dokter umum di puskesmas wilayah Kemayoran.

Public health centre needs health human resources as a driving force. One of the health workforce is general practitioner. The availibity of general practitioners in terms of the amount should be adequate and evenly distributed. The policy of physician utilization at public health centre in the province of DKI Jakarta, gives authority for district public health centre as the implementing agency in managing human resources. One of the variables that influence the process of policy implementation is the capability of implementing agencies. This capability is indicated by the ability of management. The purpose of the study is to describe policy implementation of physician utilization at public health centre in Kemayoran. Research using a mixed methods that combines qualitative and quantitative results. As an overview of policy implementation, there is an imbalance of physician workload between district and sub district public health centre in Kemayoran. This is because there are no standard rules regarding the placement of a physician up to sub district level and lack of management skills at district public health centre. One of the proposed policy recommendation is improved management using simulation models of physician distribution which is based on physician workload balancing in Kemayoran public health centre."

"ABSTRAK
RSUP Fatmawati memiliki penugasan bagi dokter spesialis untuk melakukan tugas jaga di luar jam kerja yang disebut sebagai dokter on site. Penelitian ini dilatarbelakangi oleh banyaknya kasus bedah cito on site yang tidak dihadiri oleh dokter operator on site yang berkewajiban. Penelitian ini dilakukan untuk menganalisis hubungan antara kehadiran dokter operator on site dengan response time operasi di OK Cito RSUP Fatmawati Tahun 2017. Metode yang digunakan pada penelitian ini adalah metode kuantitatif dan kualitatif dengan desain cross-sectional. Penelitian ini menggunakan 1087 data sekunder kasus bedah cito on site pada Bulan Oktober 2016 ndash; Oktober 2017. Dalam periode satu tahun, 73 kasus bedah cito on site tidak dihadiri oleh dokter operator yang berkewajiban. Namun, rerata response time operasi pada periode tersebut masih mencapai target yaitu 90 menit 0,005. Dari hasil temuan tersebut dapat disimpulkan bahwa rumah sakit perlu melakukan perbaikan pada peraturan yang berkaitan dengan kehadiran maupun tata kerja dokter operator on site.

ABSTRACT
RSUP Fatmawati specialist doctors have a duty on the after working hours called as doctor on site. Due to many of cito on site surgical cases which are not attended by the obligatory on site surgeon, this study was conducted to analyze the relation between the attendance of on site surgeon with the surgical response time at OK Cito RSUP Fatmawati 2017. The methods used in this research are quantitative and qualitative method with cross sectional design. The study used 1087 secondary data of cito on site surgical cases in October 2016 October 2017. In a one year period, 73 of cito on site surgical cases were not attended by an obligatory surgeon. However, the average of surgicall response time during that period still reaches the target that is 90 minutes 0,005. From the findings it can be concluded that the hospital needs to make some improvements to the regulations in relation to the attendance and work procedures of on site doctors. "
