"Most public services delivered through contemporary contracting out of public private partnership demonstrate agencies and firms will form the relational governance of a dynamic equilibrium between a control-oriented standard contract and a trust-oriented relational contract. In this article, the cultures and arts campaigns representative of such ethnic groups as the Hoklo, Hakka, Mainlanders, Indigenous peoples, and New Immigrants held in Taoyuan City in recent years were selected as cases for exploring the characteristics of relational governance. In-depth interviews were conducted with the stakeholders in relevant agencies, firms and ethnic groups. The research goal is to explore the dynamics, performance perception, and collective actions of relational governance which formed by agencies, firms, and ethnic groups in the contracting out local arts and cultural campaigns. The multiple case studies in this article have found that the key factors affecting campaign performance is institutional characteristics, namely, the outsourcing of campaigns led by the ethnic representative agency. In other words, the Hakka and Indigenous campaigns are often contracted out by dedicated agencies, thus the ethnic groups and firms also jointly fulfill and bear accountabilities. Campaign outsourcing is more inclined toward the trust-oriented relational governance. By contrast, Hoklo, Mainlanders, and New Immigrants campaigns are planned and outsourced by ordinary agencies, thus the ethnic groups’ involvement is limited, mostly taking part only in campaign shows. Campaign outsourcing is inclined toward the control-oriented relational governance. It was also found that the setup of the ethnic representative agency and the ethnic groups’ participation are crucial to improving performance of ethnic cultural and arts campaigns, which are more in line with the spirit of contemporary democratic governance. Based on the research finding, agencies were suggested to employ more trust-oriented relational governance, establish partnership with firms, and encourage professional ethnic groups coproducing local ethnic cultural and arts campaigns."

"Tanah longsor translasi dianggap lebih jarang terjadi daripada tanah longsor rotasi. Akibatnya, tidak banyak publikasi tentang masalah ini. Menurut penelitian sebelumnya, salah satu program perangkat lunak yang digunakan selama penelitian mengalami masalah. Penelitian ini menguji kompatibilitas dua program perangkat lunak menggunakan dua cara berbeda untuk menghitung nilai faktor keamanan. Seperti untuk Metode Elemen Hingga, MIDAS GTS NX, dan untuk Metode Kesetimbangan Batas, GeoSlope. Fokus hanya pada aspek geometris longsor, seperti sudut kemiringan, elevasi air, dan rasio ketebalan tanah terhadap tinggi lereng. Selanjutnya, penelitian membedakan antara dua jenis tanah. Temuan utama studi ini menunjukkan bahwa masalah utama bukan pada input perangkat lunak. Sebaliknya, kedua program tidak dikembangkan untuk menghitung faktor keamanan slide translasi. Hal ini menunjukkan bahwa hasil faktor keamanan mendekati perhitungan manual ketika ilustrasi bidang keruntuhan kritis menunjukkan geseran rotasi. Rekomendasi dari penelitian ini dalam menentukan faktor keamanan longsor translasi adalah dengan Metode Limit Equilibrium menggunakan software GeoSlope karena hasil dari GeoSlope lebih akurat dibandingkan dari MIDAS GTS NX.

Translational landslides are thought to be more uncommon than rotational landslides. As a result, there are not many publications on the subject. According to previous studies, one of the software programs employed throughout the study encountered an issue. This research examined the compatibility of two software programs using two distinct ways to calculate the safety factor value. Such as for the Finite Element Method, MIDAS GTS NX, and for the Limit Equilibrium Method, GeoSlope. Focus solely on the geometrical aspects of the landslide, such as the slope angle, water elevation, and the ratio of soil thickness to slope height. Furthermore, the research distinguishes between two types of soil. The study's primary finding shows that the main issue was not with the software's input. Instead, both programs were not developed to calculate the safety factor of a translational slide. It shows that the result of the safety factor is close to the manual calculation when the illustration of the critical failure plane shows a rotational slide. The recommendation from this study in determining the factor of safety of a translational landslide is by Limit Equilibrium Method using the GeoSlope software since the result from GeoSlope is more accurate than from MIDAS GTS NX. "

"Perlindungan saksi dan korban merupakan bagian integral dari pelayanan publik yang harus dipenuhi oleh negara kepada masyarakat. LPSK sebagai lembaga yang memiliki mandat utama dalam hari ini sudah semestinya memberikan perlindungan yang inklusif dan menyeluruh kepada seluruh penerima manfaatnya. Namun terkait hal ini, LPSK dihadapi oleh tantangan keterbatasan SDM dan geografis dalam rangka pemenuhan hak saksi dan korban, menghambat kinerja LPSK secara optimal. Untuk itu, LPSK melanggengkan pendekatan perlindungan berbasis komunitas sebagai perpanjangan tangannya untuk menjangkau lebih banyak saksi dan korban lagi. Untuk mempelajari lebih lanjut terkait hal ini, peneliti menggambarkan faktor yang menentukan keberhasilan interaksi antaraktor yang terjalin dalam perlindungan berbasis komunitas tersebut melalui konsep network governance. Penelitian ini dilakukan menggunakan metode post-positivist dengan data yang berasal dari hasil wawancara mendalam dan beberapa studi kepustakaan sebagai data sekunder. Hasil analisis meninjukkan bahwa pada dasarnya kerja-kerja perlindungan telah berjalan dengan baik sebagaimana diamanakan kepada masing-masing aktor. Namun, peningkatan dalam aspek kepercayaan resiprokal, koordinasi, persamaan informasi, dan respon terhadap eksternal masih perlu dilakukan untuk meningkatkan kualitas layanan. Di samping itu, disimpulkan juga model jaringan yang terbentuk dalam penelitian ini adalah shared-governance namun sebagai upaya perbaikan model lead-organization dapat menjadi pilihan untuk diterapkan.

Witness and victim protection is an integral part of public services that must be fulfilled by the state to the community. LPSK as an institution that has the main mandate on this day should provide inclusive and comprehensive protection to all beneficiaries. However, in this regard, LPSK is faced with the challenges of limited human resources and geography in order to fulfill the rights of witnesses and victims, hampering the optimal performance of LPSK. For this reason, LPSK perpetuates a community-based protection approach as an extension of its arm to reach out to more witnesses and victims. To learn more about this, the researcher describes the factors that determine the success of interactions between actors in community-based protection through the concept of network governance. This research was conducted using a post-positivist method with data derived from in-depth interviews and several literature studies as secondary data. The results of the analysis show that basically the protection work has been running well as mandated to each actor. However, improvements in the aspects of reciprocal trust, coordination, information equality, and external response still need to be made to improve service quality. In addition, it is also concluded that the network model formed in this study is shared-governance but as an effort to improve the lead-organization model can be an option to be applied. "

"Reformasi birokrasi dibutuhkan untuk meningkatkan kualitas pelayanan publik. Sejalan dengan itu Indonesia kembali mengembangkan sistem desentralisasi sehingga daerah dapat berinovasi sesuai kebutuhannya, tidak terkecuali Kota Surakarta. Dalam meningkatkan pelayanan, Pemkot Surakarta melaksanakan program revitalisasi pasar tradisional dan penataan PKL.
Berdasarkan kondisi tersebut, penelitian ini bertujuan menganalisis praktik kedua program tersebut di Surakarta menurut model Sound Governance. Penelitian ini menggunakan pendekatan positivist dengan teknik pengumpulan data campuran. Teknik analisis data univarian dengan deskriptif-analitik pada variabel inovasi sektor publik.
Hasil penelitian menunjukan bahwa menurut model sound governance, praktik program revitalisasi pasar tradisional dan penataan PKL, belum sepenuhnya memberikan kebermanfaatan kepada para pedagang.

Bureaucratic reform is needed to improve the quality of public services. In line with those situation, Indonesia develop again the system of decentralization so that the region can innovate according to necessity, Surakarta is not exception. In improving services, the government of Surakarta implement revitalization of traditional market and management of street vendors.
Based on these conditions, this research aims to analyze the programs in Surakarta. This research use positivist approach and mix of data collection technique. Data analysis techniques is univarian with descriptive-analytic variables public sector innovation.
The result of this research show that according sound governance model, the practice of traditional markets revitalization and street vendor management innovation programme do not give benefits to traders.

"All states have mechanism procedure to promote or guarantee their civil services' accountability . Reform era era with the improvement of democracy has provided a new expectation to have accountability practices of public administrators in Indonesia. Other factors including donor countries such as UNDP and world Bank have forced Indonesia to reorganize its bureaucracy system in particularly its public services to materialize practices of good governance. Moreover, the movement of democracy values, global human right issues, and strong demands for local autonomy has encourage a wide accountability; it is not only evaluated internally but also externally, that is social accountability in performing public services."

"Tesis ini membahas mengenai Manajemen Pelayanan Publik pada Program Layanan Rakyat untuk Sertifikasi Tanah (LARASITA) di Kantor BPN Kota Depok dan Jakarta Barat. Penelitian ini menggunakan teori segitiga pelayanan dari Albrecht dan Zemke dalam melakukan analisis manajemen pelayanan terhadap faktor strategi, Sumber Daya Manusia, dan Sistem.
Penelitian ini menggunakan paradigma Positivis dengan metode penelitian mix method. Teknik Pengumpulan data secara kualitatif dilakukan dengan wawancara mendalam terhadap informan yang ditentukan dengan purposive sampling sedangkan untuk data kuantitatif dilakukan dengan pemberian kuesioner yang dilakukan dengan accidental sampling.
Berdasarkan penelitian ini terdapat perbedaan dalam manajemen pelayanan publik pada program Larasita yang dijalankan di Kantor BPN Kota Depok dan Jakarta Barat. Program Larasita di BPN Kota Depok ditemukan berbagai masalah sedangkan Program Larasita di BPN Jakarta Barat berjalan dengan sangat baik.

This thesis discusses the Public Service Management in People?s Service for Land Certification Program (LARASITA) at National Land Agency (BPN) Depok and West Jakarta City Office. This study uses a Service triangle theory of Albrecht and Zemke there is three factors of service management based on this theory; Strategy, Human Resources, and Systems.
This study used the positivist paradigm and the research methods is mix method. Data collection technique in qualitative use in-depth interviews conducted with informants were determined by purposive sampling while quantitative data conducted by questionnaires conducted with accidental sampling.
Based on this study there is a difference in public service management application in Larasita programs that run at BPN Depok and West Jakarta Office. Larasita Program at BPN Depok office found numerous problems while Larasita Program at BPN west Jakarta office going so well.

"Penelitian ini membahas mengenai perkembangan yang dilakukan Pegadaian. Pelayanan merupakan hal penting dilakukan oleh PT Pegadaian (Persero), dengan adanya perubahan badan hukum dari Perum Pegadaian menjadi PT Pegadaian (Persero), juga terdapat pekembangan layanan. Penelitian ini menggunakan pendekatan kuantitatif dan teknik pengumpulan data survey dengan kuesioner. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan pelayanan antara Perum Pegadaian dengan PT Pegadaian (Persero).

The focus of this study is development that happened in Pegadaian Branch Jatinegara. A service is an important thing which is conducted by PT Pegadaian (Persero). Within changes in legal entity from Perum Pegadaian to be PT Pegadaian (Persero), there is also development of the services. This research used quantitative approach with survey and questionnaire data collection techniques. The result of this research is indicated there are differences between the service of Perum Pegadaian and PT Pegadaian (Persero)."

"Skripsi ini membahas mengenai kesiapan pemerintah Kota Depok dalam penyediaan air bersih secara mandiri. Penelitian ini merupakan penelitian deskriptif dengan menggunakan pendekatan kualitatif. Kesiapan pemerintah Kota Depok dalam penyediaan pelayanan air bersih secara mandiri dibagi menjadi tiga bagian, yaitu penyediaan air bersih sebelum Kota Depok memiliki PDAM,penyediaan pelayanan air bersih oleh PDAM, dan faktor-faktor yang mempengaruhi kesiapan pemerintah Kota Depok dalam penyediaan air bersih secara mandiri. Hasil penelitian menunjukkan bahwa Pemerintah Kota Depok belum siap dalam penyediaan air bersih secara mandiri dilihat dari lima faktor kesiapan, yaitu sumber daya manusia, pemberian pelayanan, pengalihan aset, pendanaan, dan sosialisasi.

This thesis discusses about The Readiness of The Government of Depok City In The Provision of Clean Water Independently. This is a descriptive research using a qualitative approach. The readiness of the Government of Depok City in the provision of clean water is divided into three parts, the provision of clean water before having PDAM, the provision of clean water by PDAM, and factors that affect the readiness of the Government of Depok City in the provision of clean water independently. The result showed that the Government of Depok City was not ready in the provision of clean water independently by looking at the five factors, human resources, provision of service, tranfer of assets, funding, and socialization.

"Pelaksanaan penerbitan Nomor Induk Berusaha Melalui Lembaga Online Single Submission merupakan salah satu program perekonomian di bidang penanaman modal yang dilakukan oleh pemerintah. Hal ini sesuai dengan Peraturan Peraturan Pemerintah Nomor 24 Tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik. Hal ini yang mendorong dilakukannya penelitian ini yang bertujuan untuk menganalisis kualitas dan faktor-faktor yang mempengaruhi pelayanan penerbitan Nomor Induk Berusaha melalui Lembaga Online Single Submission di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Bekasi dengan merujuk teori model Egovqual Papadomichelakki & Mentzas (2012). Pendekatan penelitian yang digunakan adalah pendekatan kuantitatif, teknik pengambilan data dilakukan dengan kuisioner, wawancara mendalam, observasi langsung serta studi pustaka. Hasil penelitian menunjukkan bahwa kualitas pelayanan dalam penerbitan Nomor Induk Berusaha melalui Lembaga Online Single Submission di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Bekasi mendapat kepercayaan yang tinggi dari masyarakat. Hal ini ditunjukkan dengan hasil olah data terhadap kuisioner yang menunjukkan dimensi trust mendapatkan penilaian paling tinggi pada indikator Tr1 yaitu password dan id pemohon terakuisis dengan baik oleh sistem dalam website, sedangkan dimensi reliability mendapatkan penilaian paling rendah pada indikator Rl2 yaitu website dapat digunakan kapanpun atau online 24 jam.

The issuance of Business Identification Number through an Online Single Submission Institution is one of the economic programs in the investment sector carried out by the government. This is in accordance with Government Regulation Number 24 of 2018 concerning Electronically Integrated Business Licensing Services. This is what drives this research which aims to analyze the quality and factors that affect the service of issuing a Business Identification Number through the Online Single Submission Agency at the Bekasi City Investment and One Stop Integrated Service Agency by referring to the theory of the Egovqual Papadomichelakki & Mentzas model (2012). . The research approach used is a quantitative approach, data collection techniques are carried out by questionnaires, in-depth interviews, direct observation and literature study. The results showed that the quality of service in issuing Business Identification Numbers through the Online Single Submission Institution at the Bekasi City Investment and One Stop Integrated Service Office received high trust from the public. This is indicated by the results of data processing on the questionnaire, which shows that the trust dimension gets the highest assessment on the Tr1 indicator, namely the password and applicant ID are well acclaimed by the system on the website, while the reliability dimension gets the lowest rating on the Rl2 indicator, namely the website can be used anytime or online. 24 hours."

"Globalisasi mendorong perkembangan yang signifikan terhadap kemajuan informasi dan teknologi pada saat ini, perkembangan pesat ini harus disejajarkan dengan pelayanan yang diberikan pemerintah kepada masyarakat dibidang pelayanan publik. Upaya mendorong kemudahan berbisnis di Indonesia akhirnya diwujudkan dengan Penerbitan Peraturan Pemerintah Nomor 24 Tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik Online Single Submission (OSS) untuk memenuhi indikator-indikator penilaian dalam gerakan Easy of Doing Business. Pada implementasinya kebijakan ini masih terdapat permasalahan yaitu pada regulasi, sistem, dan tata kelola, Oleh karena itu, penelitian ini bertujuan memberikan gambaran mengenai implementasi kebijakan pelayanan perizinan berusaha terintegrasi secara elektronik menggunakan teori model Implementasi Kebijakan dari George C. Edward III. Pendekatan penelitian yang digunakan adalah pendekatan postpositivist, teknik pengambilan data dilakukan dengan wawancara mendalam, studi pustaka dan olah dokumen. Hasil penelitian menunjukkan bahwa faktor-faktor yang mempengaruhi pelayanan perizininan berusaha terintegrasi secara elektronik (OSS) di DPMPTS Kota Bekasi telah berjalan dengan baik walaupun terdapat berbagai macam permasalahan.

Globalization encourages significant development of advances in information and technology at this time, this rapid development must be aligned with the services provided by the government to the public in the field of public services. Efforts to encourage the ease of doing business in Indonesia were finally realized with the issuance of Government Regulation Number 24 of 2018 concerning Integrated Electronic Business Licensing Services Online Single Submission (OSS) to fulfill the assessment indicators of Easy of Doing Business movement. In the implementation of this policy, there are still problems, in the regulation, system, and governance. Therefore, this study aims to provide an overview of the implementation of integrated electronic business licensing services using the theory of the Policy Implementation Model from George C. Edward III. This research uses a post-positivist approach, data collection techniques are carried out by in-depth interviews, literature study and document tabulation. The results showed that the factors that affect the integrated electronic business licensing service (OSS) in DPMPTSP Bekasi City have been running well even though there are various kinds of problems."
