"ABSTRACTThis article discusses how inclusive development is translated into policy and regional development planning. Perspectives used are that of the regional government apparatus in-charge of development planning. As a strategic actor in decision making, those in charge of development planning hold an important role in determining what counts as inclusive development, who the targets are, and how such inclusivity could be realized through development programs. The research was conducted in Bandung Regency, one of the regions that experience rapid economic growth, as well as one that is facing the challenges of poverty and the decline of environmental support capacity. The method that was used in this research is the quantitative method to discover the perceptions of government apparatus, which afterwards are confirmed through textual analysis of regional development planning documents. From this initial research, development planning process is suspected to not have optimal public participation, as well as to not have involved marginalized groups, so that policies and programs are less able to accommodate several strategic regional issues. Therefore, there is a need to create a comprehensive effort towards achieving an inclusive development agenda as the primary goal in Bandung Regency development."

"Sejak diresmikan pada 2015, Sustainable Development Goals (SDG’s), pendidikan yang inklusif menjadi prioritas bagi setiap negara diseluruh dunia tak terkecuali Indonesia. Akan tetapi, 6 tahun paska diresmikan, inklusivitas pendidikan Indonesia masih jauh dari kata optimal (Kemendikbud.2019). Dengan menggunakan data Kabupaten/Kota Provinsi Papua dan Papua Barat dan diolah menggunakan Stochastic Frontier Analysis (SFA), penelitian ini akan melihat tingkat efisiensi belanja pemerintah daerah dalam meningkatkan partisipasi pendidikan di kabupaten/kota Papua dan Papua Barat. Hasil studi menunjukkan bahwa secara rata-rata pemerintah daerah telah kehilangan efisiensi teknis belanja pendidikan daerah sebesar 21% dalam usaha meningkatkan inklusivitas pendidikan di seluruh wilayah.

Since it was inaugurated in 2015, the Sustainable Development Goals (SDGs), inclusive education has become a priority for every country, including Indonesia. However, six years after it was inaugurated, the inclusiveness of Indonesian education is still far from optimal (Kemendikbud., 2019). Using district/municipality data for the provinces of Papua and West Papua and processed using Stochastic Frontier Analysis (SFA), this study will look at the efficiency level of local government spending in increasing education participation in the districts/cities of Papua and West Papua. The study results show that, on average, local governments have lost the technical efficiency of regional education spending by 21% to increase educational inclusiveness in all regions."

"Studi ini menjelaskan stagnasi advokasi yang dilakukan oleh kelompok disabilitas dalam mengarusutamakan perlindungan dan pemenuhan hak-hak orang dengan disabilitas. Proses advokasi ini bertujuan untuk memperjuangkan dan mewujudkan masyarakat inklusif di Provinsi Yogyakarta. Orang-orang dengan disabilitas mengalami eksklusi sosial selama beberapa dekade dan membuat mereka hidup dalam kemiskinan dan tereksklusikan dari berbagai layanan sosial. Eksklusi sosial yang dihadapi oleh para orang dengan disabilitas disebabkan oleh model medis, yang menempatkan mereka sebagai kelompok yang tidak berdaya dan selalu membutuhkan dukungan. Akibatnya, orang dengan disabilitas selalu dipandang sebagai warga negara kelas dua. Proses advokasi menuju gerakan disabilitas yang dipimpin oleh organisasi orang dengan disabilitas dilakukan untuk mengatasi hambatan ini. Model sosial disabilitas yang menempatkan disabilitas, bukan sebagai masalah individu tetapi lebih ke masalah sosial menjadi ide besar organisasi orang dengan disabilitas. Menurut model ini, seseorang menjadi disabel karena masyarakat yang membuat mereka menjadi orang dengan disabilitas. Karena itu, rekonstruksi pandangan ini menjadi tujuan utama kerja advokasi yang dilakukan oleh organisasi orang dengan disabilitas. Strategi dan taktik advokasi terutama dilakukan oleh organisasi orang dengan disabilitas hanya berfokus pada aspek struktural. Ada beberapa hasil kerja advokasi, namun, terdapat jalan panjang yang harus ditempuh. Organisasi orang dengan disabilitas masih berjuang untuk mengubah arti disabilitas. Pemerintah dan masyarakat masih menempatkan disabilitas sebagai warga negara yang kekurangan dan membuat orang dengan disabilitas belum mampu keluar dari hambatan budaya yang telah mengakar selama beberapa dekade. Oleh karena itu, model sosial yang direkomendasikan oleh penelitian ini adalah bekerja melalui pendekatan jalur ganda. Fokus jalur pertama untuk mengatasi hambatan pada struktur dan jalur kedua fokus untuk mengatasi hambatan di tingkat budaya.

This study explains the stagnation of advocacy conducted by disability groups in mainstreaming the protection and fulfillment of the rights of persons with disabilities. This advocacy process aims to fight for and realize an inclusive society in the Province of Yogyakarta. People with disabilities are experienced by social exclusion for decades and make them live in poverty and excluded from various social services. The social exclusion faced by people with disabilities is caused by the individual model, which put them as underpowered group and always need support. As a result, people with disabilities always seen as second-class citizen. Advocacy process toward disability movement which led by disabled people organisation is raised to overcome this barrier. A social model of disability that put disability, not an individual issue but more to the social issue become a big idea of the disabled organisation. According to this model, someone become disability because of society who make them disabled. Therefore, reconstruction of this view becomes the main objective of the advocacy works made by disabled people organisation. Advocacy strategies and tactics mainly conducted by disabled people organisation only focus on the structural. There are some results of the advocacy works, however, there still a long way to go. The disability organisation still struggle to change the meaning of disability. The government and society still put disability as a pitiful citizen and make people with disability have not been able to get out of the cultural barrier that has been rooted for decades. Therefore, a social model recommended by this research is to work through the twin tracks approach. The first track focus to overcome barriers at the structure and the second track focus to overcome barrier on the cultural level."

"ABSTRAKRelasi antara masyarakat, negara dan warga Ahmadiyah seringkali mdash;untuk tidak menyebut selalu mdash;berakhir dengan pengingkaran akan hak-hak dasar yang melekat pada tiap warga negara Indonesia, tak terkecuali warga Ahmadiyah. Namun demikian, fenomena menarik terjadi di kabupaten Wonosobo, yang mencoba mengurai persoalan keberagaman melalui sebuah kebijakan inklusi. Penelitian kualitatif ini akan membahas mengenai kebijakan atau politik inklusi yang dilakukan oleh kabupaten Wonosobo dalam merespon keberagaman masyarakat di wilayah tersebut. Penelitian ini ingin menjawab pertanyaan penelitian seputar relasi internal dan relasi eksternal kepala daerah sebagai agensi dan struktur pemerintahan Wonosobo dengan kompleksitas politik lokal yang melingkupinya. Selain itu, penelitian ini berpamrih menemukan faktor-faktor apa yang memungkinkan keberlanjutan model kebijakan politik inklusif atau diskresi discretionary policy . Penelitian ini beragumentasi bahwa implementasi kebijakan inklusif yang terjadi di Wonosobo dipengaruhi oleh keberpihakan personal kepala daerah dalam mekanisme intervensi kedalam struktur pemerintahan berkenaan dengan implementasi model kebijakan politik inklusif atau kebijakan diskresi discretionary policy . Hal ini juga berlaku dalam konteks eksternal pemerintahan dimana kepala daerah memainkan peran sentral dalam hubungan antara kepala daerah dengan kelompok kepentingan lainnya dalam politik lokal di Wonosobo. Termasuk didalamnya adalah perubahan kepala daerah pasca Pilkada.

ABSTRACTThe relation between the society, the country and Ahmadiyya community often not to mention to always ended with the denial of basic rights inherent in every citizen of Indonesia, Ahmadiyya community shall be no exception. However, an interesting phenomenon occurred in Wonosobo district, which is trying to unravel the issue of diversity through a policy of inclusion. This qualitative research will discuss the policies or politics of inclusion that has been done by the Wonosobo district in responding to the diversity of the communities in the region. This research would like to response a research questions about the relation of internal and external relations from a regional head Wonosobo to become an agencies and government structures with the complexity of local politics that surrounded him. In addition, this research have the intention to found the factors that enable the sustainability model of inclusive political policy or discretion discretionary policy . This research argues that implementation of inclusive policies that occurred in Wonosobo has been influenced by personal bias in the mechanism of regional heads of government intervention into the structure with respect to the implementation of the policy model of inclusive political or policy discretion discretionary policy . This also applies in the context of external governance in which regional heads act a central role in the relationship between the head of the region with other interest groups in local politics in Wonosobo. Included the transition of the regional heads from the post elections."

"Studi perilaku pondasi rigid pada berthing dolphin dilakukan untuk memperoleh konfigurasi grup tiang paling efektif dan efisien sebagai tambatan untuk kapal CPO 30.000 DWT. Studi perilaku ini dilakukan dengan membuat permodelan pada struktur tiang dengan menggunakan Program SAP2000 (Structural Analysis Program). Permodelan dilakukan dengan memasukkan beberapa parameter, seperti pembebanan yang terjadi, baik lateral maupun gravitasi; dan modulus reaksi tanah horisontal (kh) dengan jenis tanah lempung, yang akan dianggap sebagai pegas, dimana akan berperilaku linier maupun non-linier. Kemudian permodelan divariasikan terhadap jumlah tiang dalam grup, sudut kemiringan tiang, dan arah kemiringan tiang dalam grup. Dari permodelan tersebut akan diperoleh besarnya deformasi tiang yang terjadi, bending moment dan gaya dalam aksial pada tiang. Kemudian akan dilakukan analisa dari hasil yang diperoleh untuk setiap variasi konfigurasi tiang tersebut.

Study of the behaviour of rigid foundation is performed for getting the most effective and efficient pile grup configuration as a berth for CPO ship 30.000 DWT. This study is performed by making some models of pile structure which those are using SAP2000 program. The models were presented by giving some parameters, such as the loading which occurred to them, both gravity and lateral; and modulus subgrade reaction (kh) of clay layers, which modeled by springs, both linier and non-linier are considered. Then the models are varied based on the number of piles, the angle of inclanation of piles, and the direction of inclination of piles. From each model will be get some results, such as pile deformation, bending moment, and axial force on pile. Then the results from all models will analyzed toward each variation."
