"Skripsi ini membahas implementasi merit system pada proses rekrutmen dan seleksi CPNS tahun 2013 di Kementerian Keuangan dan Kabupaten Kepulauan Meranti serta faktor-faktor yang mempengaruhinya. Dalam pelaksanaannya di lapangan proses rekrutmen dan seleksi CPNS tahun 2013 masih diwarnai dengan kepentingan politik, dugaan KKN dan tidak sesuai dengan prinsip knowledge of results dan equal oportunity pada merit system. Penelitian ini dilakukan secara Post Positivis dengan desain deskriptif melalui pengumpulan data primer dan sekunder.
Hasil penelitian menunjukkan bahwa implementasi merit system pada proses rekrutmen dan seleksi CPNS tahun 2013 di Kementerian Keuangan telah berjalan dengan baik sesuai dengan prinsip equal opportunity, open competition and fairness, serta pengambilan keputusan yang diterima berdasarkan passing grade.
Di sisi lain, implementasi merit system pada proses rekrutmen dan seleksi CPNS tahun 2013 di Kabupaten Kepulauan Meranti belum berjalan dengan baik karena kurang memenuhi dengan prinsip equal opportunity, open competition and fairness, serta pengambilan keputusan yang diterima berdasarkan passing grade. Proses rekrutmen dan seleksi CPNS tahun 2013 masih dipengaruhi oleh faktor administratif, politik dan budaya, serta teknis."

This thesis discussed about the implementation of the merit system in recruitment and selection process of civil servants candidates in 2013 in the Ministry of Finance and the Meranti Islands Regency, and the factors that influence it. The implementation of process of recruitment and selection CPNS 2013 still affected by political interests, allegations of corruption and not in accordance with the principle of knowledge of results and equal oportunity of the merit system. Research is done in Post Positivist with a descriptive design through primary and secondary data collection.
The results showed that the implementation of the merit system in recruitment and selection process of civil servants candidates in 2013 in the Ministry of Finance has gone well in accordance with the principle of equal opportunity, open competition and fairness, and the decision is received by passing grade. On the other hand, implementation of the merit system in recruitment and selection process of civil servants candidates in 2013 in Meranti Islands District has not gone well because of lack of accordance with the principle of equal opportunity, open competition and fairness, as well as the decision is received by passing grade. The recruitment and selection process of candidates for civil servants in 2013 still influenced by the following factors, they are administrative, political and cultural, and technical.

"Banyak permasalahan yang terjadi dalam proses rekrutmen dan seleksi CPNS, baik yang menyangkut aspek transparansi, kompetisi, obyektivitas, maupun kompetensi. Tujuan penelitian ini untuk mendiskripsikan pelaksanaan rekrutmen dan seleksi CPNS dan menganalisis berbagai hambatan penerapan prinsip-prinsip merit dalam proses rekrutmen dan seleksi CPNS. Penelitian ini menggunakan paradigma post-positivisme dan metode kualitatif. Proses pengumpulan data dilakukan dengan wawancara mendalam, FGD, dan data dokumentasi yang selanjutnya dianalisis dengan menggunakan analisis data interaktif.
Hasil penelitian menunjukkan bahwa proses rekrutmen dan seleksi CPNS belum berdasarkan pada prinsip-prinsip merit, hal ini ditandai dengan: pengajuan formasi tidak didasarkan pada kebutuhan birokrasi, ada indikasi korupsi, kolusi dan nepotisme, pelamar yang lulus tes tidak didasarkan pada passing grade. Berpijak pada analisis makro, kondisi tersebut disebabkan kerangka kebijakan sebagai dasar pelaksanaan rekrutmen dan seleksi CPNS belum secara tegas dan jelas menjelaskan tentang system merit dalam pasal-pasalnya.
Berdasarkan analisis messo disebabkan karena terjadinya overlapping kewenangan antara Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi dengan Badan Kepegawaian Negara selaku lembaga pengelola kepegawaian. Selanjutnya berdasarkan analisis mikro ditemukan adanya tiga hambatan yang menyebabkan rekrutmen dan seleksi CPNS tidak berjalan berdasarkan pada prinsip-prinsip merit, yaitu: hambatan administratif, hambatan politik dan budaya, dan hambatan teknis.
Berkaitan dengan temuan penelitian di atas maka perlu dilakukan beberapa tindakan. Pertama, pembenahan kerangka kebijakan dan harmonisasi peraturan dengan cara perbaikan isi dari kebijakan (content of policy), kejelasan kewenangan lembaga pengelola kepegawaian (pattern of interaction), dan perlu kerja bersama antara Kemenpan RB dan BKN dibawah koordinasi Menteri Pendayagunaan Aparatur Negara dan RB (managing of people) dalam mengeluarkan kebijakan. Kedua, perbaikan mekanisme pelaksanaan rekrutmen dan seleksi CPNS dengan menggunakan CAT (Computer Assisted Test) untuk Tes Kemampuan Dasar (TKD), dan lembaga pengelola kepegawaian harus membuat kisi-kisi untuk Tes Kemampuan Bidang (TKB) agar ada indikator dan standar penilaian yang obyektif.

A lot of problems that occured in the process of recruitment and selection of civil servant candidate (CPNS) that concerned the aspects of transparency, competition, objectivity, and competence. The purposes of this study were to describe the implementation of the recruitment and selection of civil servant candidate (CPNS) and analyze various obstacles applying the principles of merit in recruitment and selection of CPNS. This study used the paradigm of post - positivisme and qualitative method. The process of data collection was done by interviews deeply, FGD, and the data documentation to be further analyzed using interactive data analysis.
The result of this study showed that the recruitment and selection process of civil servant candidate (CPNS) was not based on the principles of merit yet, it was characterized by : formation submission which is not based on the bureaucracy needs, there are indications of corruption, collusion and nepotism, and applicants who pass the test were not based on a passing grade. Based on the macro analysis, the conditions were caused by the policy framework as the basis for the implementation of the recruitment and selection of civil servant candidate (CPNS) which not explained explicitly and clearly about the merit system in its articles.
Based on the messo analysis which was caused by overlapping of authority between the Ministry of Administrative and Bureaucratic Reform by the State Personnel Board as personnel management institutions. Furthermore, based on micro- analysis found that there were three barriers that lead to the recruitment and selection of CPNS which was not implemented based on the merit principles, namely: administrative barriers, political and cultural barriers, and technical barriers.
Related to the above research findings, it is necessary to do some actions. First, fixing policy framework and harmonizing regulatory by improving the content of policies, clarifying the authority of personnel management institution (patterns of interaction), and performing cooperative program between the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB) and the National Employment Agency (BKN) under the coordination of the Minister of Administrative Reform and Bureaucratic Reform ( managing of people ) in issuing the policy. Second, improving the implementation mechanisms of recruitment and selection of civil servant candidate (CPNS) by using CAT (Computer Assisted Test) for Basic Ability Test (TKD), and personnel management institution must make the lattice for Ability of Field Test (TKB) in order to get an objective assessment indicator and standard.

"Sumber daya manusia merupakan faktor yang sangat berperan dalam suatu organisasi atau pemerintahan dalam memberikan pelayanan kepada publik. Untuk itu, dibutuhkan suatu sistem rekrutmen dan seleksi yang sesuai dengan sistem merit agar menghasilkan aparatur sipil negara yang berkualifikasi dan kompeten dibidangnya. Pada pelaksanaan rekrutmen dan seleksi selama ini masih sarat kecurangan serta Korupsi, Kolusi dan Nepotisme KKN . Untuk itu, Badan Kepegawaian Negara BKN mengembangkan metode seleksi dengan menggunakan alat utama yaitu Computer Asissted Test CAT.
Penelitian ini bertujuan untuk menggambarkan pelaksanaan seleksi Calon Pegawai Negeri Sipil CPNS di Badan Kepegawaian Negara BKN dalam mewujudkan sistem merit di Indonesia. Penelitian ini menggunakan teori utama standar seleksi yang dikemukakan oleh Noe dkk 2008 yang terdiri dari lima dimensi yaitu realibility, validity, generalizability, utility dan legality dan sistem merit.
Penelitian ini menggunakan pendekatan post-positivist di mana teori standar seleksi dan sistem merit menjadi dasar analisis temuan penelitian. Data diperoleh dari wawancara, dan studi kepustakaan.
Hasil penelitian menunjukkan bahwa seleksi CPNS yang dilaksanakan pada tahun 2017 sudah menunjukkan arah perwujudan sistem merit dimana seleksi dilakukan berlandaskan kepada kualifikasi dan kompetensi peserta tanpa membedakan asal usul, ras dan golongan serta kekurangan fisik dari peserta. Hal tersebut terlihat dari indikator-indikator yang terpenuhi dan keseluruhan pelaksanaan seleksi telah berlandaskan peraturan perundangan yang berlaku. Namun, perwujudan ini dirasa masih kurang sempurna karena belum menggunakan hasil final seleksi sebagai bahan acuan dalam mengevaluasi dan memetakan kinerja CPNS.

Human resource is one of the factor that play a big role in an organization or Government in providing services to the public. Therefore, a recruitment and selection system that is appropriate to the merit system is required to produce civilian state apparatus who are qualified and competent in their field. All this time, the implementation for recruitment and selection indicates that there 39 s still fraud and CCN Corruption, Collution, Nepotism. Badan Kepegawaian Negara BKN developing the method with the use of primary tools which is computer asissted test CAT.
This study aims to describe the implementation is a candidate for civil servants in BKN in the realization of the merit system in Indonesia. This research will use the primary theory which is standard selection by Noe et al 2008 . It consists of five dimensions which is reliability, validity, generalizability, utilities and merit system.
This research use post positivist approaches where standard theory is the base of the merit system and the analysis of the research findings. The data is obtained from the interviews, and the study of literature.
The results showed that the selection of CPNS conducted in 2017 has shown the direction of the merit system where the selection is based on the qualification and competence of participants without distinguishing the origin, race and class and physical deficiencies of the participants. This can be shown from the indicators that are met and the overall implementation of the selection has been based on the applicable legislation. However, this manifestation is still not perfect yet because the final result of selection has not been used as a reference in evaluating and mapping the performance of CPNS.

"Skripsi Skripsi ini membahas tentang Pelaksanaan Seleksi CPNS tahun 2013 di Kementerian Hukum dan Hak Asasi Manusia RI pada kantor wilayah DKI JAKARTA. Tujuannya adalah menganalisis bagaimana Pelaksanaan Seleksi CPNS tersebut apakah masih ada tindakan yang mengarah ke Korupsi,Kolusi, dan Nepotisme (KKN) yang marak terjadi pada pelaksanaan rekrutmen CPNS. Metode penelitian ini dengan kualitatif-deskriptif. Dengan teknik pengumpulan data yang digunakan adalah wawancara mendalam dan studi pustaka. Hasil dari penelitian ini adalah pada penerimaan CPNS Kemenkumham tahun 2013 lebih transparan, akuntabel dan bebas KKN, karena pengawasan yang dilakukan bukan hanya melibatkan pengawas internal, akan tetapi juga melibatkan dari pihak eksternal sehingga dapat meminimalisir segala bentuk kecurangan yang ada. Rekomendasi yang diberikan adalah agar Kementerian Hukum dan HAM RI agar lebih dilakukan peningkatan koordinasi lagi antara panitia pusat dan daerah, serta peningkatan pengawasan baik di pusat maupun derah sehingga masyarakat akan semakin percaya dan yakin bahwa Kementerian Hukum dan HAM RI sudah transparan dalam merekrut CPNS yang bersih dan bebas dari tindakan KKN.

This Thesis discusses the implementation of civil servant selection in the Indonesian Ministry of Law and Human Right on Jakarta office area in 2013. The purpose of this thesis is to analyze how the selection still leads to Corruption, Collusion, and Nepotism that often occurs in the selection or not. This research use qualitative - descriptive method. Data collection used was in-depth interviews and literature review. The results of this research are civil servant selection in the Ministry of law and Human Right on Jakarta office area in 2013 more Transparent, Accountable and free from Corruption, Collusion, and Nepotism. It could be happened because supervision of that selection is not only done by the internal supervisors, but also involve external supervisors that can minimize all kinds of fraud. Recommendation that the give is that the Indonesian ministry of law and human right can improve coordination between the central and regional committees and improve control at both central and regional levels, so that people can be more confident and assured that The Indonesian Ministry of Law and Human right has been transparent in conducting were clean and free from Corruption, Collusion and Nepotism."

Proses pengadaan CPNS merupakan salah satu ruang lingkup pelayanan publik yang menjadi objek pengawasan Ombudsman. Penelitian ini bertujuan menganalisis implementasi pengawasan Ombudsman pada proses pengadaan CPNS tahun 2013 beserta kendala yang dihadapi saat Ombudsman mengimplementasikan fungsi pengawasannya tersebut. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif melalui pengumpulan data primer dan sekunder. Hasil penelitian ini menunjukkan bahwa implementasi pengawasan Ombudsman pada proses pengadaan CPNS tahun 2013 berjalan dengan baik. Ombudsman telah mengimplementasikan fungsi pengawasannya sesuai ketentuan yang berlaku. Ombudsman menghadapi sejumlah kendala saat mengimplementasikan fungsi pengawasannya, baik yang berasal dari diri Ombudsman sendiri maupun dari pihak luar seperti panitia penyelenggara, pihak terlapor dan pelapor. Kebutuhan akan PNS yang berkompeten semakin meningkat demi terlaksananya tugas dan tercapainya tujuan pemerintahan secara efektif dan efisien. Salah satu cara untuk memperoleh PNS yang berkompeten adalah dengan melaksanakan pengadaan Calon Pegawai Negeri Sipil (CPNS). Proses pengadaan CPNS merupakan salah satu ruang lingkup pelayanan publik yang menjadi objek pengawasan Ombudsman. Penelitian ini bertujuan menganalisis implementasi pengawasan Ombudsman pada proses pengadaan CPNS tahun 2013 beserta kendala yang dihadapi saat Ombudsman mengimplementasikan fungsi pengawasannya tersebut. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif melalui pengumpulan data primer dan sekunder. Hasil penelitian ini menunjukkan bahwa implementasi pengawasan Ombudsman pada proses pengadaan CPNS tahun 2013 berjalan dengan baik. Ombudsman telah mengimplementasikan fungsi pengawasannya sesuai ketentuan yang berlaku. Ombudsman menghadapi sejumlah kendala saat mengimplementasikan fungsi pengawasannya, baik yang berasal dari diri Ombudsman sendiri maupun dari pihak luar seperti panitia penyelenggara, pihak terlapor dan pelapor.

Competent Public Servants is needed to implement tasks and achieve the government objectives in effective and efficient way. One way to obtain the competent Public Servants is implementing the Public Servants Procurement. The public servants procurement process is one of the scope of public service which is the monitoring object of Ombudsman. This research aims to analyze the implementation of control function of Ombudsman of Indonesia in the Public Servants Procurement Process in 2013 along with the obstacles encountered. This research was conducted by using a qualitative approach through primary and secondary data collection. The results of this research indicate that the implementation of control function of Ombudsman of Indonesia in the Public Servants Procurement Process in 2013 has been done well. The Ombudsman has implemented its control function according to applicable regulations. Ombudsman faces many obstacles when implementing its control function, both derived from the Ombudsman itself as well as from the outside such as the organizers of public servants procurement process, the defendants and the complainants.

"Tesis ini bertujuan untuk menganalisis pelaksanaan rekrutmen dan seleksi calon pegawai negeri sipil di Kementerian Sekretariat Negara selama masa moratorium Tahun 2012 dan menganalisis kendala-kendala yang dihadapi sehingga Kementerian Sekretariat Negara belum sepenuhnya melakukan 4 (empat) hal yang diwajibkan selama masa moratorium. Penelitian ini merupakan penelitian deskriptif dengan pendekatan pospositivis. Analisis evaluasi pelaksanaan rekrutmen dan seleksi calon pegawai negeri sipil dilakukan menggunakan model Context Evaluation, Input Evaluation, Process Evaluation, dan Product Evaluation. Hasil evaluasi menunjukkan bahwa evaluasi terhadap konteks dan proses menunjukkan hasil baik dan memadai. Namun, evaluasi terhadap input dan produk menunjukkan hasil kurang baik.

This thesis is aimed to analyze the recruitment and the selection of new civil servants by the Ministry of State Secretariat in the period of the 2012 moratorium and to analyze the obstacles which hinder the Ministry of State Secretariat from performing the four actions completely as required in the moratorium period. This research is a descriptive one using post-positivism approach. The analysis of the evaluation of the recruitment and the selection of new civil servants is conducted using models named Context Evaluation, Input Evaluation, Process Evaluation, and Product Evaluation. "Berbagai permasalahan dalam proses rekrutmen dan seleksi bintara Polri masih terjadi. Pada tahun 2017, dari 33 Polda yang menyelenggarakan proses rekrutmen dan seleksi Polri, terdapat 8 Polda dan 1 Satker Mabes Polri yang masih ditemukan adanya penyimpangan. Namun demikian, Polda Metro Jaya justru mendapatkan penghargaan dari Kapolri atas prestasinya dalam menyelenggarakan proses rekrutmen dan seleksi Polri tahun 2017.
Tujuan dari penelitian ini untuk menganalisis implementasi merit system dalam proses rekrutmen dan seleksi bintara Polri yang diselenggarakan oleh Polda Metro Jaya tahun 2018 serta faktor-faktor yang mempengaruhinya, sehingga diharapkan Polda Metro Jaya dapat menjadi role model bagi Polda-polda lainnya. Penelitian ini menggunakan pendekatan post-positivism. Pengumpulan data dilakukan dengan studi dokumen dan wawancara mendalam yang selanjutnya dilakukan analisis data.
Hasil penelitian menunjukkan bahwa belum terdapat Peraturan Kapolri yang mengatur secara tegas tentang penerapan merit system dalam proses rekrutmen dan seleksi Polri. Peraturan yang ada menggariskan bahwa prinsip yang digunakan dalam proses rekrutmen dan seleksi Polri adalah bersih, transparan, akuntabel dan humanis (BETAH) yang selaras dengan prinsip merit. Terdapat celah-celah yang berpotensi kecurangan dalam mekanisme tiap metode seleksi hingga penentuan kelulusan akhir sehingga berpotensi merit system tidak terimplementasi dengan baik.
Namun demikian, Polda Metro Jaya dapat menyelenggarakan proses rekrutmen dan seleksi bintara Polri tahun 2018 berdasarkan merit system. Faktor utama yang menentukan keberhasilan Polda Metro Jaya adalah faktor Kapolda selaku Ketua Panitia Daerah yang memiliki komitmen tinggi untuk mewujudkan proses rekrutmen dan seleksi bintara Polri dengan berbasis merit system.

Various problems in the recruitment and selection process of non-commissioned officer still occur. In 2017, of the 33 Regional Police Offices (Polda) that held national police recruitment and selection process, there were 8 Regional Police Offices and 1 National Police Headquarters Work Unit where  irregularities were still found. Nevertheless, Polda  Metro Jaya instead received an award from The Chief of Indonesian Police for its achievements in holding the 2017 national police recruitment and selection process.
The purpose of this study is to analyze the implementation of merit systems in the recruitment and selection process of Non-commissioned  Police Officer held by Polda Metro Jaya in 2018 as well as the factors that influenced them, with the expectation that Polda Metro Jaya could become a role model  for other Regional Police Offices. The study uses an approach post-positivist. Data collections are done by document studis and in-depth interviews which the data analysis then were carried out.
The results showed that there was no Kapolri Regulation that explicitly regulated the implementation of merit systems in the process of recruitment and selection of National Police. The existing regulations outline that the principles used in the National Police recruitment and selection process are clean, transparent, accountable and humane (BETAH) that are in line with the principle of merit. There are potential loopholes in the mechanism of each selection method which determine the final graduation  with the result that the potential merit system is not implemented properly.
Nevertheless, Metro Jaya Regional Police could still hold the 2018 National Police commission recruitment and selection process based on the merit system. The main factor that determines the success of Polda Metro Jaya is Chief of Regional Police as the Chairperson of the Regional Committee who has a high commitment to administer Non-commissioned  Police Officer recruitment and selection process with a merit-based system.

"Direktorat Jenderal Pajak memiliki fungsi pengawasan dalam self assessment system. Fungsi tersebut dijalankan dengan berbagai kegiatan, diantaranya adalah penyidikan tindak pidana perpajakan. Penyidikan hanya dapat dilakukan oleh Penyidik Pegawai Neri Sipil (PPNS). PPNS memiliki wewenang yang berbeda dengan PNS lainnya dilingkungan DJP sehingga rekrutmen, seleksi dan pengembangannya dilakukan secara terpisah oleh Direktorat Intelijen dan Penyidikan Pajak (Ditinteldik).
Tujuan penelitian ini adalah untuk mengetahui dan menganalisis proses rekrutmen dan seleksi PPNS, untuk mengetahui dan menganalisis program pengembangan PPNS, dan untuk menganalisis cara mengatasi masalah yang dihadapi dalam pelaksanaan rekrutmen, seleksi, dan pengembangan PPNS.
Metode penelitian adalah deskriptif dengan pendekatan kualitatif. Sebelum adanya Dit Inteldik, rekrutmen dilakukan dengan penunjukkan langsung oleh pimpinan, tanpa proses seleksi yang jelas. Setelah menjadi Ditinteldik, rekrutmen dilakukan lebih terbuka dengan memanfaatkan media internal dan seleksi dilakukan dengan berbagai tahapan, namun belum berdasarkan analisis yang menyeluruh tentang kualifikasi yang ideal untuk PPNS dan jumlah yang paling tepat untuk kebutuhan PPNS.
Pengembangan PPNS telah dilakukan sejak awal adanya PPNS di lingkungan DJP, namun hanya diklat yang mendasar untuk membekali PPNS dengan pengetahuan berkaitan dengan wewenangnya. Pengembangan yang dilakukan belum didahului dengan analisis kebutuhan pengembangan, kebutuhan organisasi DJP dan juga pengembangan individu PPNS.
Permasalahan yang dihadapi dalam rekrutmen, seleksi dan pengembangan PPNS berawal dari belum adanya perencanaan dan analisis yang matang tentang pengelolaan kegiatan manajemen SDM, sehingga cara yang dapat dilakukan untuk mengatasi masalah tersebut adalah melakukan analisis jabatan dan analisis beban kerja untuk rekrutmen dan seleksi PPNS. DJP sebaiknya segera melakukan analisa jabatan dan analisa beban kerja agar dapat merencanakan pengelolaan PPNS yang lebih baik, mulai dari merekrut, menyeleksi, dan pengembangan yang sebaiknya dilakukan.
Untuk pengembangan diperlukan juga analisis kebutuhan pengembangan yang akan menghasilkan informasi tentang kebutuhan pelatihan dan pendidikan apa yang paling mendesak untuk dilakukan. Setelah 26 tahun berlakunya self assessment system, sudah saatnya DJP lebih meningkatkan law enforcement melalui penyidikan, agar dapat menimbulkan efek jera bagi Wajib Pajak.

Directorate General of Taxes (DJP) has the monitoring function in self assessment system. This function work with some activities such as investigating criminal action tax. The investigation can only be executed by PPNS. PPNS has difference authority with other PNS in DJP so the management of PPNS resource held by a directorate of Intelligence and Investigation Taxes (Ditinteldik). The wide authority for PPNS need the right person to execute this job. The process to recruit the qualify PPNS start from recruitment, selection, and development.
The purpose of this research are to know and analyst the recruitment and selection process, to know and analyst the development program of PPNS, and to analyst the method to solve the problem in executing the recruitment, selection and development of PPNS in the Directorate of Intelligence and Investigation in DJP.
The method used in this research is descriptive with the qualitative method. Before the project of Ditinteldik, recruitment was executed by direct appointment by the director without the selection process. After the project of Ditinteldik, recruitment is executed using the internal media and the selection process have some steps, but not using the comprehensive analysis of the ideal qualification for PPNS and the exact need of PPNS.
The development of PPNS already made from the beginning of PPNS, but only in the form of short course to provide basic knowledge that have a relation to their authority. After the Ditinteldik, the development made more intensive but doesn?t precede with the analyst of development needs, DJP organization needs, and also PPNS personal development. PPNS development should ideally cover the PPNS development as personal employee achievement, organization Ditinteldik development and common DJP.
The problem occured in recruitment, selection and development of PPNS in DJP started from no planning and proper assessment about management of human resources, so the problem solving of this case is to analyst the position and workload in the process of recruitment and selection of PPNS. The need assessment make the guided development, systematic and efficient. It's better for DJP to do the job analysis and workload analysis soon so that DJP can make plan to controll better PPNS.
For the development, it is also important to have needs assessment development that result the information about urgent training and education needs. The ideal development can develop the personal PPNS and also DJP organization. After 26 years if self assessment system, it's time for DJP to upgrade law enforcement through investigation to give someone?s lesson to the tax payer."
