"Salah satu program flagship Dewan Teknologi, Informasi dan Komunikasi (TIK) Nasional (DeTIKNas) berdasarkan Keputusan Presiden No. 20 Tahun 2006 yaitu Nomor Identitas Nasional (NIN). NIN ini merupakan komponen inti pada blueprint TIK Indonesia tentang e-Government. Pelaksana program ini adalah Direktorat Jenderal Kependudukan dan Pencatatan Sipil (Ditjen Dukcapil), Kementerian Dalam Negeri. Nomor Induk Kependudukan (NIK) merupakan bentuk pelaksanaan program NIN. Pada tahun 2011-2012 dilaksanakan pelayanan penerapan KTP Elektronik (e-KTP) di seluruh wilayah Indonesia. Ditjen Dukcapil tidak terlepas dari penggunaan Teknologi Informasi (TI) untuk menghasilkan informasi dan memberikan pelayanan TIK yang berkualitas.
Penggunaan TI selain meningkatkan kecepatan dan keakuratan informasi serta pelayanan TIK, juga meningkatkan berbagai jenis risiko. Tingginya tingkat ketergantungan organisasi terhadap layanan TIK untuk menjalankan Tugas Pokok dan Fungsi menjadi hal penting diperlukannya manajemen risiko TI untuk mengurangi dan menanggulangi risiko-risiko yang mungkin terjadi sehingga kerugian bisnis organisasi dapat diminimasi.
Pada karya akhir ini, peniliti mencoba menyusun profil risiko TI, langkah-langkah mitigasi dan penanggulangan risiko TI pada pelayanan penerapan e-KTP. Standar manajemen risiko TI yang digunakan framework RiskIT.
Hasil dari penelitian ini berupa profil risiko TI, langkah mitigasi beserta rekomendasi pengendalian terhadap risiko tersebut dan prosedur penanggulangan risiko TI yang sudah terjadi.

One of the flagship programs Dewan Teknologi, Informasi dan Komunikasi (TIK) Nasional (DeTIKNas) by the Keputusan Presiden No. 20 Tahun 2006 is National Identity Number (NIN). NIN is a core component of the Indonesian Information and Communication Technology (ICT) blueprint on e-Government. Implementing this program is Direktorat Jenderal Kependudukan dan Pencatatan Sipil (Ditjen Dukcapil), Ministry of Home Affairs. Nomor Induk Kependudukan (NIK) is a form of program implementation NIN. Implemented in 2011-2012 Electronic Identity Card application services (e-KTP) in all parts of Indonesia. Ditjen Dukcapil is inseparable from the use of Information Technology (IT) to generate information and provide a quality ICT services.
The use of IT in addition to improving the speed and accuracy of information and ICT services, also increases the risk of various types . The high level of dependence on ICT services organization to run the main tasks and functions become important need for IT risk management to reduce and mitigate the risks that may occur so that the organization's business losses can be minimized.
At the end of this work, researchers try to construct profiles of IT risk, mitigation measures and mitigation of IT risks in the implementation of e-ID card service. IT risk management standards used RiskIT framework.
The results of this study in the form of IT risk profile, mitigation measures and recommendations to control the risk and IT risk management procedures that have been happening.

"[ABSTRAK
Direktorat Informasi Kepabeanan dan Cukai (DIKC) merupakan unit TIK pada Direktorat Jenderal Bea dan Cukai yang berkewajiban memberikan dukungan pelayanan publik yang optimal. Untuk memenuhi hal tersebut, setiap pegawai DIKC harus mendukung penuh dengan memanfaatkan pengetahuan yang dimiliki. Namun pengetahuan pegawai yang tidak merata serta pola mutasi yang diberlakukan di DIKC menyebabkan beberapa permasalahan yaitu kesenjangan kemampuan antara pegawai, hilangnya sumber daya TIK yang berpengalaman dan atau sebaliknya menghambat karir pegawai yang bersangkutan. Oleh sebab itu dibutuhkan sebuah solusi untuk menjaga kualitas pelayanan DIKC meskipun pegawai yang berkompeten dimutasi dan untuk menghindari ketergantungan DIKC kepada pegawai tertentu. Penelitian ini dirancang menggunakan metode fernandez untuk menilai faktor kontingensi organisasi, Organizational Culture Assesment Instrument (OCAI) untuk menilai budaya organisasi dan knowledge audit untuk mengidentifikasi pengetahuan organisasi. Penelitian ini bertujuan untuk menghasilkan rancangan model Knowledge Management System (KMS) yang optimal sehingga mendukung kegiatan knowledge management (KM) di DIKC. Hasil dari penelitian ini adalah prioritas proses KM yang akan diterapkan yaitu Combination, Internalization, Direction, Socialization for knowledge sharing, dan Exchange. Dari proses KM ini kemudian didapatkan fitur yang dikembangkan sebagai fitur KMS DIKC yaitu wiki, manajemen dokumen, forum diskusi, FAQ (Frequently Asked Question), dan e-learning.

ABSTRACT
Directorate of Information for Customs and Excise (DIKC) is an ICT unit at the Directorate General of Customs and Excise which is responsible to provide optimal support for public services. To fulfill that, every employee of DIKC must support it by utilizing their knoweledge. However, the knowledge disparity among employees and the transfer patterns that are imposed in DIKC cause some problems, i.e. capability gap among employees, deficit of experienced ICT personnel or even impediment of employees? career. So we need a solution to maintain DIKC service quality although competent employees are transferred and to avoid dependence on certain employees in DIKC. The study was designed using Fernandez?s method to assess organizational contingency factors, organizational culture assessment instrument (OCAI) to assess the organizational culture and knowledge audit to identify organizational knowledge. This study aims at producing a model design of optimal Knowledge Management System (KMS) so as to support knowledge management (KM) activities in DIKC. The result of this research is a KM process priority to be applied, i.e. Combination, Internalization, Direction, Socialization for knowledge sharing, and Exchange. "Knowledge Management berperan penting dalam membantu meningkatkan efektivitas organisasi karena dapat mendorong pengetahuan yang sudah dimiliki untuk meningkatkan kualitas proses pengambilan keputusan. Pada Kementerian Sekretariat Negara, sebagai lembaga yang paling dekat dengan pelaksanaan tugas Presiden dan Wakil Presiden dalam menjalankan kekuasaan negara dan pemerintahan, pengetahuan menjadi hal penting dalam proses analisis data sebagai masukan kepada Presiden dan Wakil Presiden. Namun demikian, hal ini belum ditunjang oleh suatu mekanisme untuk mengelola pengetahuan yang ada.
Penelitian ini bertujuan untuk menyusun suatu knowledge management system yang dapat diterapkan di lingkungan Deputi Bidang Dukungan Kebijakan, Kementerian Sekretariat Negara.
Metodologi yang digunakan adalah analisis faktor kontingensi untuk menentukan proses knowledge management yang sesuai.
Hasil penelitian menunjukkan bahwa proses knowledge management yang dapat diterapkan adalah Internalization, Socialization for Knowledge Sharing, Routines, Direction, dan Combination. Fitur yang dikembangkan adalah manajemen dokumen, kliping berita, help desk, blog, serta chatting, yang disertai fungsi pencarian pada masing-masing fitur.

Knowledge Management plays an important role in helping to improve the effectiveness of an organization as it can encourage existing knowledge to improve the quality of decision-making process. At the Ministry of the State Secretariat, as the institution closest to the duties of President and Vice President for running state power and administration, knowledge has become important in the process of data analysis as an input to the President and Vice President. However, this has not been supported by a mechanism for managing existing knowledge.
This study aimed to develop a knowledge management system that can be applied in environments of Deputy Minister for Policy Support.
The methodology used is the contingency factor analysis to determine the appropriate knowledge management processes.
The results showed that the processes of knowledge management that can be applied are the Internalization, Socialization for Knowledge Sharing, Routines, Direction, and Combination. Features to be developed are document management, news clippings, helpdesk, blog, and chatting, which accompanied the search function on each feature.

"Pusintek sebagai unit TIK Pusat di Kemenkeu, sesuai amanah arah pengembangan TIK Kemenkeu dalam mendukung integrasi TIK Kemenkeu dalam mewujudkan sistem informasi manajemen keuangan terpadu, bertanggung jawab dalam penyediaan dukungan TIK yang meliputi staf pendukung teknis dan Service Desk. Pusintek sudah memiliki aplikasi pengelolaan layanan TIK yang digunakan untuk mendokumentasikan laporan permintaan, laporan gangguan, dan laporan permintaan perubahan dalam sebuah sistem yang berbasiskan ITIL bernama aplikasi Sipelantik. Penerapan knowledge based untuk penyelesaian laporan incident belum optimal karena pegawai belum memanfaatkan sharing pengetahuan atau dokumen petunjuk teknis untuk penyelesaian incident pada aplikasi Sipelantik, selain itu pegawai kesulitan mencari pengetahuan yang telah ada. Tujuan penelitian ini adalah membuat rancangan KMS yang sesuai untuk Pusintek Kementerian Keuangan. Pendekatan dengan kontingensi menyediakan beberapa alternatif yang dapat diterapkan sesuai dengan karakteristik organisasi. Dengan begitu untuk mendapatkan solusi rancangan KMS yang sesuai dengan karakteristik Pusintek maka analisis yang diterapkan pada penelitian ini menggunakan analisis kontingensi dari Becerra-Fernandez dan Sabherwal. Penelitian ini menghasilkan rancangan KMS yang sesuai untuk Pusintek Kemenkeu, dimana proses KM yang dihasilkan adalah routines, socialization for knowledge sharing, exchange, dan externalization. Kebutuhan fungsionalitas sistem menghasilkan empat fitur utama untuk mendukung proses KM tersebut yaitu mengelola dokumen, forum diskusi, expert locator, dan wiki.

Pusintek as a Centre ICT unit of the Ministry of Finance, according mandate directions of ICT development in supporting the integration of ICT of the Ministry of Finance in realizing an integrating financial management information system, is responsible for the provision of ICT support that includes technical support staff and Service Desk. Pusintek has already own ICT service management application that used to document the report requests, bug reports, and report change request for an ITIL based system called Sipelantik application. The application of knowledge based on the completion of incident report is not optimal because the employees do not take advantage of sharing knowledge or technical guidance documents for the completion of the Sipelantik incident, other than that of employees having trouble finding the knowledge that already exists. The purpose of this study is to design an appropriate KMS for Pusintek of the Ministry of Finance. Contingency approach presents several alternatives that can be applied in accordance with the characteristics of the organization. To obtain a design solution that is suitable with the KMS Pusintek characteristics the analysis in this study will be using contingency analysis of Becerra Fernandez and Sabherwal. The research resulted in the design of appropriate KMS for Pusintek of the Ministry of Finance, which is the process of KM generated routines, socialization for knowledge sharing, exchange, and externalization. System functionality produces four main features to support the KM processes which are manage documents, discussion forums, expert locator, and wiki."

"Salah satu indikator yang digunakan untuk mengukur capaian program kerja di Balitbangdiklat Kementerian Agama adalah meningkatnya pemanfaatan hasil penelitian sebagai basis pengambilan kebijakan oleh unit teknis di Kementerian Agama. Faktanya sampai akhir tahun 2014, pemanfaatan hasil penelitian Balitbangdiklat oleh unit teknis di Kementerian Agama tidak memenuhi target yang telah ditetapkan. Tidak terdapatnya sistem berbagi pengetahuan (knowledge sharing) antar peneliti di Balitbangdiklat diindikasikan menjadi salah satu penyebab kurangnya kualitas hasil penelitian, sehingga berdampak pada sedikitnya hasil penelitian Balitbangdiklat yang digunakan oleh unit teknis. Penelitian ini menganalisis model dan merancang prototype knowledge management system bagi peneliti di Balitbangdikat Kementerian Agama, dengan menggunakan pendekatan soft system methodology yang dipadukan dengan teori pendukung seperti knowledge audit dari Burnett dan teori budaya organisasi dari Cameron & Quinn. Penelitian ini menghasilkan 11 aktivitas sistem dalam model konseptual, enam fitur knowledge management system dan rancangan mekanisme non teknis bagi implementasi knowledge management system di Badan Litbang dan Diklat Kementerian Agama.

One of indicators used to measure work performance in Agency of Research and Development, and Training, Ministry of Religious Affairs is the utilization of research results as the policy-making basis by a technical working-unit in the ministry. In fact until late 2014, the utilization of research results had not meet the stated target. The not existence of knowledge sharing system for researchers is predicted as one of the factors of insufficcient quality of research, which lead to the under-used of research results. This study aims to analyze model and design prototype of knowledge management system for researchers in Agency of Research and Development, and Training. This study uses soft system methodology approach combined with supporting theories such as Burnett's knowledge audit and the theory of culture organization by Cameron&Quinn. This research resulted in 11 activities in the conceptual model, six functional features, and non technical mechanism design for the organization in implementing knowledge management system."

"Pengetahuan merupakan hal yang krusial untuk dimiliki oleh suatu organisasi untuk meningkatkan kemampuan kompetitif dalam menghadapi hambatan dan tantangan dalam menjalankan tugas yang diembannya. Pengetahuan yang tersebar dan sulit untuk digunakan, merupakan kendala yang terdapat pada Direktorat ABC pada instansi XYZ. Dalam meraih percepatan, penberdayagunaan teknologi informasi dapat digunakan sebagai wadah terciptanya suatu manajemen pengetahuan yang efektif bagi Direktorat ABC dalam melaksanakan tugas pokok dan fungsinya.
Pengelolaan eksplisit dari pengetahuan dan proses yang terkait dengan pengetahuan tersebut, seperti penciptaan pengetahuan, penyimpanan pengetahuan, perpindahan pengetahuan, dan pengaplikasian pengetahuan dapat dilakukan melalui manajemen pengetahuan. Melalui manajemen pengetahuan, diharapkan Direktorat ABC dapat memenuhi kebutuhannya akan pembelajaran, meningkatkan efektivitas dari penggunaan pengetahuan, serta mengurangi kemungkinan hilangnya pengetahuan yang melekat pada individu-individu pegawai.
Knowledge management system (KMS) merupakan teknologi informasi yang dapat memungkinkan manajemen pengetahuan berjalan dengan efektif. KMS juga dapat membantu perkembangan organisasi menjadi sebuah organisasi pembelajaran dan merupakan hal yang penting bagi suatu organisasi untuk menjadi sebuah organisasi pembelajaran. Perubahan-perubahan yang dapat terjadi di dalam dan di luar organisasi mengharuskan organisasi untuk terus menerus belajar dan beradaptasi, agar dapat mengikuti perubahan dan berada di depan perubahan tersebut agar dapat tetap mempertahankan eksistensinya dan tidak tertinggal dalam permasalahan terkait perubahan.
Penelitian ini menghasilkan prioritas pengembangan terhadap proses manajemen pengetahuan dan rancangan model knowledge management system Direktorat ABC. Rancangan model tersebut tertuang pada prototipe yang memiliki fungsi-fungsi untuk menunjang proses manajemen pengetahuan yaitu combination, socialization for knowledge discovery, externalization, internalization, socialization for knowledge sharing, exchange, direction, dan routines.

Knowledge is crucial to an organization to enhance the competitive capabilities in the face of obstacles and challenges in carrying out the tasks. Scattered knowledge and difficult to use is a constraint contained in the Direktorat ABC on XYZ agency. To achieve acceleration, use of information technology can be used as a container creation of effective knowledge management for Direktorat ABC in implementing duties and functions.
Knowledge scattered and difficult to use is a constraint contained in the Direktorat ABC on XYZ agency.Management of explicit knowledge and the processes related to knowledge, such as the creation of knowledge, storage of knowledge, transfer of knowledge, and application of knowledge can be done through knowledge management. Through knowledge management, Direktorat ABC is expected to meet its needs for learning, enhance the effectiveness of the use of knowledge, as well as reduce the possibility of loss of knowledge that attached to individual employees.
Knowledge management system (KMS) is an information technology that allows management of knowledge runs effectively. KMS help the development of the organization into a learning organization and it is essential for an organization to become a learning organization. The changes that can occur inside and outside the organization requires the organization to continuously learn and adapt, in order to keep up with changes and ahead of these changes in order to maintain its existence and not fall behind in the change-related issues.
The results of this research are priority for the development of knowledge management and knowledge management system design model for the Direktorat ABC. The design of the model is embodied in prototypes that have functions to support the knowledge management processes which are combination, socialization for knowledge discovery, externalization, internalization, socialization for knowledge sharing, exchange, direction, and routines.

"Dalam rangka tercapainya tata kelola pemerintahan yang baik, Kementerian Pekerjaan Umum telah berkomitmen untuk melaksanakan reformasi birokrasi sebagaimana diamanatkan pada Peraturan Presiden Nomor 81 Tahun 2010 tentang Grand Design Reformasi Birokrasi 2010-2025. Salah satu aspek penting untuk keberhasilan pelaksanaan reformasi birokrasi di Kementerian Pekerjaan Umum adalah sumber daya aparatur.
Pada beberapa tahun terakhir ini, jumlah pegawai Kementerian Pekerjaan Umum yang memasuki masa purna bakti cukup signifikan, sementara itu pegawai yang baru direkrut sejak beberapa tahun terakhir belum memiliki pengalaman yang memadai untuk menempati kekosongan tersebut. Oleh karena itu, dipandang perlu adanya suatu knowledge management system sebagai sarana untuk berbagi pengetahuan di antara seluruh pegawai Kementerian Pekerjaan Umum.
Penelitian ini bertujuan untuk menyusun suatu model dan strategi knowledge management system pada Kementerian Pekerjaan Umum. Langkah-langkah dalam mengembangkan model dan strategi knowledge management system ini mengacu pada Soft Systems Methodology (SSM). Perangkat pendukung yang digunakan terdiri dari value chain analysis dan PEST analysis untuk analisis kondisi internal dan eksternal organisasi yang mempengaruhi model dan strategi knowledge management system yang akan disusun.

In order to obtain good governance, Ministry of Public Works has committed to perform bureaucracy reformation as mentioned in President Regulation Number 81 Year 2010 about Grand Design of Bureaucracy Reformation 2010-2025. One important aspect influenced the success of bureaucracy reformation in Ministry of Public Works is human resources.
In the last few years, the number of employee in Ministry of Public Works who will pass retirement period is quite significant, meanwhile new employees, who were recruited in the last few years, still lack of knowledge and experience for the replacement. Therefore, it is important to develop a knowledge management system as a facility for knowledge sharing among all of employees in Ministry of Public Works.
This research has purpose to develop model and strategy of knowledge management system in Ministry of Public Works. The steps using in the development of model and strategy of knowledge management system are based on Soft System Methodology. The supportive tools consist of value chain analysis and PEST analysis to analyze internal and external condition of the organization which will influenced the model and strategy of knowledge management system.

"Pihak Manajemen PNJ sedang berupaya meningkatkan kualitas dan kuantitas hasil penelitian. Sebagai bentuk target pencapaian hasil penelitian maka setiap tahun ditargetkan ada dua buah penelitian yang masuk kedalam jurnal internasional atau menghasilkan sebuah paten. Dari hasil analisa yang dilakukan dengan mengunakan fish bone analysis, didapatkan bahwa salah satu penyebab masih rendahnya kualitas dan kuantitas hasil penelitian adalah karena kurangnya pengelolaan pengetahuan antar peneliti. Pengetahuan yang ada tidak dikelola dan dibagikan kepada dosen lain, sehingga hanya mengumpul pada beberapa orang dosen senior.
Analisa terhadap pengetahuan yang dimiliki oleh dosen tersebut dilakukan dengan dua buah metode yaitu soft system methodology (SSM) dan Ecology of Knowledge Management. SSM digunakan untuk mengetahui bagaimana relasi antar peneliti dimana keluaran dari SSM ini akan menghasilkan sebuah konseptual sistem aktivitas manusia pada bidang penelitian. Sementara Ecology of Knowledge Management digunakan untuk memetakan aset yang berupa dokumen, informasi, dan pengetahuan yang saat ini dimiliki.
Penulisan karya akhir ini menghasilkan sebuah fitur bagi pengembangan KMS antara lain yaitu survey elektronik, perpustakaan online, wiki, manajemen dokumen, forum diskusi dan chatting. Hasil akhir dari penelitian ini adalah berupa prototipe KMS untuk bidang penelitian.

State Jakarta polytechnic is attempting to improve the result of research both in quality and quality. As a target achievement, two researchs are targeted to published in international journals or produce a patent annually. From The fishbone anlysis outcome one of the reasons why research is poor in quality and quantity is because the lack of knowledge management among researchers. Existing knowledge is not managed properly and distributed to other, thus it is only cumulate in few senior researchers. Therefore, it is necessary to provide knowledge analysis for research activity so that it is capable to capture knowledge which are owned by researchers and could be utilized by other researchers.
Analysis of researchers knowledge is conducted by two methods which are Soft System Methodology (SSM) and Ecology of Knowledge Management. SSM is used to find out how the relations among researchers, where the SSM output will produce a conceptual human activity system in research. While Ecology of Knowledge Management is used to map an aset in the form of document, information and existing knowledge.
This final assignment generate a feature for KMS development such as electronic survey, online library, wiki, document management, discussion forum and chatting. A KMS prototype is the final result of this research.

"Indonesia sebagai internasional telah tujuan pembangunan internasional. Agar dapat mewujudkan komitmen ini, kapasitas pembangunan internal Indonesia harus diperkuat terlebih dahulu. Oleh karena itu, diperlukan sebuah organisasi negara untuk mengelola pengetahuan yang tersebar di banyak lokasi di Indonesia dan menyebarkannya ke lokasi lain untuk direplikasi. Pada gilirannya, pengetahuan yang telah direplikasi di banyak tempat dan menjadi center of excellence Indonesia dapat dibagikan ke lingkungan internasional. Organisasi semacam ini disebut oleh Bank Dunia sebagai Country- Led Knowledge Hubs (CLKH).
Penelitian ini bertujuan untuk membuat solusi, model sistem, dan prototipe manajemen pengetahuan yang dapat membantu CLKH Indonesia dalam mengelola pengetahuan pembangunan demi memperkuat kapasitas pembangunan dalam negeri dan menyebarkannya ke lingkungan internasional. Pada penelitian ini ditemukan bahwa proses manajemen pengetahuan yang dibutuhkan oleh CLKH Indonesia adalah externalization, routines, internalization, dan exchange. Selanjutnya, proses manajemen pengetahuan ini diwujudkan dalam bentuk model sistem manajemen pengetahuan yang terdiri dari 14 fitur utama. Prototipe dari 14 fitur ini disajikan sebagai hasil penelitian dalam bentuk screen design sistem manajemen pengetahuan CLKH Indonesia.

Indonesia as one of the countries that have actively participated in international activities has stated its commitment to taking part in realizing international development goals. In order to realize this commitment, Indonesia has to increase its internal development capacity. Therefore, the existence of a state organization that governs the knowledge from every corner of the country and disseminates it to other location to be replicated is needed. In turn, knowledge that has been replicated in many locations and has become Indonesia?s center of excellence can be disseminated to international neighborhood. This kind of organization is called by World Bank as Country-Led Knowledge Hubs.
The goal of this research is to design the knowledge management solution, knowledge management system model, and knowledge management system prototype that help Indonesia?s CLKH govern the development knowledge in order to increase internal development capacity and help disseminate the knowledge to international neighborhood. In this research, it is found that knowledge management processes needed by Indonesia?s CLKH are externalization, routines, internalization, and exchange. These processes are realized as knowledge management system model in the form of 14 main features. Prototypes of these 14 features are presented as result of the research in the form of Indonesia?s CLKH knowledge management system?s screen design.
