"Data kinerja biaya proyek desain arsitektur dari satu perusahaan jasa konsultan teknik di Jakarta menunjukkan bahwa sekitar 50% dari jumlah proyek mengalami cost overrun. Berawal dari data tersebut peneliti merasa perlu untuk menentukan faktor risiko apa yang mempengaruhi penyimpangan biaya. Penelitian ini telah mengidentifikasi 55 faktor risiko yang mempengaruhi kinerja biaya dari studi literatur. Data input telah diperoleh dari 32 responden yang berasal dari 14 perusahaan jasa konsultan arsitektur di Jakarta. Hasil analisa yang menggunakan metode AHP-SNI Risk menunjukkan bahwa peringkat pertama faktor risiko bersumber dari faktor internal yaitu ketidakmampuan pemimpin untuk membuat keputusan bisnis yang penting dan peringkat kedua berasal dari faktor eksternal yaitu lamanya waktu yang dibutuhkan oleh owner untuk membuat keputusan.

Cost performance data of architectural design project of an engineering consulting firm in Jakarta showed that nearly 50% had experienced cost overrun. Starting from the data, the researcher examined the cases to determine what risk factors influenced the cost performance. This research has identified from literature 55 risk factors that have influenced the cost performance. Input data were obtained from 32 respondents from 14 architectural consulting firms in Jakarta for indicating rank of the influence of the risk factors. The analysis using AHP-SNI Risk shows that the first rank of risk factors derived from internal factor is the inability of leaders to make critical business decisions and in the second rank derived from external factor is the length of time required by the owner to make a decision.

"ABSTRAK
Tahap Konsep Perancangan dan Prarancangan Arsitektur adalah dua tahap awal dalam proses desain arsitektur. Pada tahap ini kontrak belum terbentuk dan hubungan antara arsitek dan pengguna jasa hanya didasari rasa percaya. Ketiadaan kontrak pada tahap ini melatarbelakangi risiko berhentinya suatu proyek pada konsultan arsitek. Pedoman Hubungan Kerja yang disusun oleh IAI seharusnya mampu menekan masalah pada kedua tahap ini, namun kenyataan dilapangan tidak demikian. Karenanya diperlukan analisa faktor risiko konsultan arsitek pada tahap awal ini untuk diperoleh tingkatan risiko dan strategi penanganan risiko dominannya. Dan dihasilkan perbaikan 5 pasal pada Pedoman Hubungan Kerja Arsitek dan Pengguna Jasa untuk meningkatkan keberlanjutan proyek.

ABSTRACT
Architectural Design Concept and Preliminary Design Stage are the earliest stage in the architecture design process. At this stage of the contract has not been formed and the relationship between the architect and the users only based on trust. The absence of the contract at this stage underlying the cessation risks on a project of an architect consultant. Employment Guidelines prepared by IAI should have been able to suppress this problem, but in reality it is not the case. Therefore requires an analysis of risk factors architect consultant at this early stage to obtain the levels of risk and dominant risk management strategies. This research produced improvements in 5 Article of Employment to improve the project continuity."

"Dimasa mendatang, perusahaan konsultan teknik di Indonesia dituntut untuk menjadi perusahaan yang yang memiliki tenaga ahli yang professional liability dan mampu memberikan professional indemnity untuk dapat bersaing di tingkat dunia/global.
Sehubungan dengan itu, di Indonesia belum tersedianya produk perusahaan asuransi yang mau memberikan jaminannya dalam hal liability dan indemnity.
Penelitian ini dilakukan untuk mengetahui seberapa besarkah tingkat kesiapan dan pada perusahaan konsultan teknik untuk menjadi perusahaan konsultan yang mempunyai tenaga ahli yang professional liability dan mampu memberikan professional indemnitynya kepada kliennya.
Dari 91 responden perusahaan konsultan teknik, dengan menggunakan analisis nilai rata-rata, frekuensi, faktor dan uji-t, diperoleh hasil bahwasanya secara umum:
1. Tingkat pentingnya variabel dari perusahaan konsultan teknik untuk menjadi perusahaan konsultan yang mempunyai tenaga ahli yang professional liability dan mampu memberikan professional indemnity ada pada tingkat 'penting' (skala 4).
2. Tingkat kesiapan dari perusahaan konsultan teknik untuk menjadi perusahaan konsultan yang mempunyai tenaga ahli yang professional liability dan mampu memberikan professional indemnity ada pada tingkat `cukup siap' (skala 3).
3. Perusahaan konsultan teknik yang berlokasi di Jakarta mempunyai tingkat kesiapan yang lebih baik dari pada perusahaan konsultan teknik yang berada di Jawa/luar Jakarta.
4. Perusahaan konsultan teknik yang besar mempunyai tingkat kesiapan yang lebih baik dari pada perusahaan konsultan teknik menengah.
5. Perusahaan konsultan teknik yang berumur lebih lama mempunyai tingkat kesiapan yang lebih baik dari pada perusahaan konsultan teknik yang lebih muda.
6. Terdapat 8 kelompok perusahaan konsultan teknik dilihat dari tingkat pentingnya variabel-variabel kesiapan yang saling berkaitan
7. Terdapat 7 kelompok perusahaan konsultan teknik dilihat dari variabel-variabel kesiapan yang saling berkaitan.

In the future, Consultant engineering company in Indonesia should be insisted on having professional liability manpower and available to put up professional indemnity in the framework to compete in the global.
Bearing on that, in Indonesia there is no insurance company, which can give guarantee in liability and indemnity.
This research is make to find out how high is the alertness of the consultant engineering company in Indonesia to become consultant company which have professional liability manpower and available to put up professional indemnity to their clients.
From 91 of the respondents of consultant engineering, by using mean analysis, frequencies, factor analysis and t-test, in general can be concluded as following:
1. The Importance variables for consultant engineering company to become consultant company which have professional liability manpower and available to put up professional indemnity is in 'important' level (fourth scale)
2. The alertness consultant engineering company to become consultant company which have professional liability manpower and available to put up professional indemnity is in `ready enough' level (third scale)
3. Consultant engineering companies which located in Jakarta have better alertness than the consultant engineering which located outside of Jakarta I in Jawa.
4. Big consultant engineering companies have more better alertness that medium consultant engineering companies
5. Old consultant engineering companies have more better alertness than the younger consultant engineering companies.
6. There are eight consultant engineering groups which have connected importance variables.
7. There are seven consultant engineering groups which have connected alertness variables.

"Laporan magang ini berfokus pada bagaimana SSS Consulting Firm melakukan prosedur penerimaan klien mereka ke PT TECH dan PT PROPERTY. PT TECH adalah perusahaan teknologi informasi multinasional yang berfokus pada industri makanan dan kedirgantaraan. PT PROPERTY adalah perusahaan yang memberikan layanan yang berfokus pada pengelolaan bisnis properti atau pengelolaan gedung. Laporan ini menjelaskan mengapa penting untuk meninjau banyak hal dari klien sebelum menerimanya. Selain itu, ada beberapa diskusi mendalam ke dalam setiap langkah prosedur penerimaan klien, di mana penulis ditugaskan. Prosedur penerimaan klien pada kedua klien dimulai dari kuesioner ke klien, proposal ke klien, pemeriksaan konflik klien hingga penerimaan klien. Secara keseluruhan, SSS Consulting memiliki prosedur penerimaan klien yang layak karena mereka telah menerapkan banyak referensi yang kredibel dan melakukan semua prosedur ke PT TECH dan PT PROPERTY dengan cermat. Ada juga refleksi diri penulis terhadap program magang ini. Dengan mengevaluasi pengalaman magang, penulis dapat mempelajari pentingnya soft skill dan pengalaman yang dibutuhkan, serta laporan ini membantu penulis dalam memproyeksikan rencana masa depannya.

This internship report focuses on how SSS Consulting Firm perform their client acceptance procedure to PT TECH and PT PROPERTY. PT TECH is multinational information technology company that focuses on the food and aerospace industry. PT PROPERTY is a company that provide service focuses on managing property business or building management. This report explains why it is important to review a lot of things from the clients before accepting them. Moreover, there are some deep discussions into every step of the client acceptance procedure, where the author was assigned to. The client acceptance procedures on both clients starts from questionnaire to the clients, proposal to the clients, client conflict check to client acceptance from. Overall, SSS Consulting Firm have decent client acceptance procedure because they have implemented a lot credible of reference and do all the procedure to PT TECH and PT PROPERTY meticulously. There is also the author’s self-reflection to this internship program. By evaluating the internship experience, the author is able to learn the importance of the soft skills and experience that are needed, also this report helps the author to project his future plan."

"The Role of an Engineer in Accelerating the Progress of a Hydroelectric Power Construction Project (PLTA) in Indonesia (Case Study of Nippon Koei Co., Ltd.'S Hydroelectric Power Projects)Indonesia is well endowed with hydropower potential, which is renewable and indigenous energy, with natural support of ample rainfall. The construction of hydropower (PLTA) will conserve the exportable resources such as oil, natural gas and coal, and thus contribute to Indonesia's foreign exchange earnings. The fact that the hydroelectric power is a kind of complex and diversified project involving many parties within the limited space and management, then the presence of a qualified consulting engineer is required to ensure that the Project be completed to quality, to time and to cost.
Selecting a consultant is one of the most important decisions an owner or client makes. The success of the Project often depends on obtaining the most able, experienced, and reputable consulting firm. The procurement of a consulting engineer is merely based on the following 3 (three) principal categories: (a) Experience in similar projects (20 % weight) ; (b) Approach and methodology (30 % weight) ; (c) Qualification and competence of the personnel proposed (50 % weight). These categories justify the qualification of a consulting firm selected. This thesis investigates the relationship between the qualification of a consulting engineer supervising the construction of a hydroelectric power and its progress.
Nippon Koei Co., Ltd., being the first private independent consulting firm in Japan established in 1946, was selected as the consulting firm with samples of projects including Tanggari-II, Besai, Renun and Musi Hydroelectric Power. Nippon Koei Co., Ltd. has been involved over a long period of time in the development of a number of hydroelectric power projects in Indonesia providing extensive accumulated experience and knowledge therefrom.
The required data (secondary data) was obtained from the Monthly Progress Report. The progress of the Project was easily noted from the "S-Curve" and the quality of the Consultant was reflected in the Manning Schedule. Other variables such as productivity level of each expert, the role of Owner and Contractor, and procurement method were assumed to be constant. SPSS 7.5 for Windows was used to run the data for regression analysis.
The result yielded a significant relationship in the form of a positive correlation between quality of the Consultant and progress of the Project. It is, therefore, justifiable to conclude that the more qualified consulting firm will positively accelerate the completion of the hydroelectric power projects in Indonesia.

"Laporan magang ini membahas evaluasi pengembangan strategi Consulting Firm pada proyek optimalisasi ekosistem perumahan berpenghasilan rendah dan kegiatan pendampingan yang dilakukan oleh mereka dengan pengaruhnya terhadap harapan psikologis klien mereka. Lingkup pembahasan meliputi mengkaji pengembangan strategi yang dilakukan oleh Konsultan, khususnya pelaksanaan benchmarking analysis dan gap analysis serta aktivitas pendampingan klien dan pengaruhnya terhadap ekspektasi psikologis kliennya. Penulis mengevaluasi dengan membandingkan kerangka evaluasi yang dibangun dengan beberapa literatur yang didukung oleh pengalaman penulis selama magang di Consulting Firm. Melalui analisis yang dilakukan, penulis menemukan bahwa praktek Consulting Firm, selaras dengan kerangka dan aspek-aspek kunci dari beberapa teori.

This internship report discusses the evaluation of Consulting Firm strategy development on low-income housing ecosystem optimization project and accompaniment activities carried out by them with its effect on their client's psychological expectations. The scope of the discussion includes examining the strategy development carried out by Consulting Firm, particularly the execution of benchmarking analysis and gap analysis also the client accompaniment activities and its effect on their client psychological expectations. The author evaluates by comparing the constructed evaluation framework with several literature supported by the author's experience during his internship at Consulting Firm. Through the analysis conducted, the authors found that the practice of Consulting Firm, aligned with the framework and key aspects from the theories."

"Dalam seleksi jasa konsultansi atau dikenal juga sebagai tender konsultan, penilaian tertinggi adalah tenaga ahli yang diusulkan. Untuk seleksi jasa konsultansi di Departemen Pekerjaan Umum diatur dengan peraturan Keputusan Menteri Permukiman dan Prasarana Wilayah No: 257/KPTSIM/2004 meliputi: Standar Dokumen Seleksi, Pedoman Penilaian Kualifikasi, dan Pedoman Evaluasi Penawaran. Dimana peraturan tersebut merupakan implementasi peraturan yang lebih tinggi antara lain UU No: 18/1999, PP No: 28/2000, PP No: 29/2000, Keppres No: 80/2003, dan Keppres No: 61/2004. Ternyata dalam implementasi peraturan-peraturan tersebut tidak seiring dengan kesiapan tenaga ahli yang sesuai dengan persyaratan. Sehingga dari pelaksanaan peraturan tersebut timbul kendala baik pada perusahaan konsultan peserta seleksi jasa konsultansi (peserta tender) maupun panitia pengadaan. Kendala pada perusahaan konsultan ini adalah keterbatasan tenaga ahli dalam mengikuti seleksi jasa konsultansi di Departemen Pekerjaan Umum yang diatur dengan Keputusan Menteri Permukiman dan Prasarana Wilayah No: 257/KPTS/M/2004. Keterbatasan tenaga ahli ini dipengaruhi oleh 21 faktor secara garis besar adalah perusahaan konsultan, tenaga ahli, peraturan, pajak, sertifikasi keahlian, asosiasi profesi, INKINDO, LPJK, dan pengguna jasa dalam hal ini Departemen Pekerjaan Umum. Dari 21 faktor tersebut terdapat 5 faktor yang definitif terhadap keterbatasan tenaga ahli yaitu kurangnya kesiapan INKINDO, kurangnya kesadaran pembayaran pajak tenaga ahli, kurangnya sosialisasi dan diseminasi sertifikasi keahlian, keterbatasan dana (biaya tinggi), dan ketidaktahuan tenaga ahli tentang kewajibannya yang berkaitan dengan persyaratan administrasi. Tesis ini membahas tentang faktor-faktor tersebut dalam seleksi jasa konsultansi pada Departemen Pekerjaan Umum yang berpengaruh terhadap keterbatasan tenaga ahli.

In selection of consulting services as known as consultant tender, the highest scoring from the process is in proposed experts. For consulting services selection in Ministry of Public Works arranged by regulation Keputusan Menteri Permukiman dan Prasarana Wilayah No: 2571KPTS/M12004 includes: Standard of Selection Document, Guidance of Qualification Assessment, and Guidance of Proposal Evaluation. Wherein the regulation as implementation from higher regulations such as UU No: 18/1999, PP No: 28/2000, PP No: 29/2000, Keppres No: 80/2003, and Keppres No: 61/2004. In fact, the implementation of those regulations is not along with consultant readiness in providing experts that appropriate with rule and regulation. From the implementation of the regulations emerge obstacles whether in consulting company as participant of consulting services selection (tender participant) or procurement committee. Obstacles in consulting company are the expert limitedness in following consulting services selection in Ministry of Public Works arranged by Keputusan Menteri Permukiman dan Prasarana Wilayah No: 2571KPTS/M12004. The expert limitedness affected by 21 factors in major i.e. consultant company, expert, regulation, tax, expertise certification, profession association, INKINDO, LPJK, and owner in this case Ministry of Public Works. From 21 factors there are the 5 definitive factors affect the expert limitedness are lack of readiness of INKINDO, lack of awareness in expert tax payment, lack of socialization and dissemination in expertise certification, budget limitation (high cost), and ignorance of expert about the obligation related with administration clauses. This paper discuss about those factors in the consulting services selection in Ministry of Public Works that affect on the expert limitedness."

"Perusahaan jasa konsultan arsitektur merupakan salah satu cakupan area industri jasa konstruksi yang memerlukan pembenahan terutama dalam peningkatan kinerja waktu dan kinerja mutu untuk mencapai kesuksesan di dunia persaingan yang semakin ketat dan global. Pembenahan terhadap penyimpangan faktor internal merupakan satu langkah awal yang perlu dilakukan, karena masalah internal dihasilkan sendiri oleh perusahaan dan berada dalam kendali organisasi perusahaan, antara lain terdiri dari manajemen, sumber daya manusia, manajemen sumber daya manusia, keuangan, budaya perusahaan, dan sumber daya lainnya. Pendekatan yang tepat untuk dapat meningkatkan kinerja perusahaan jasa konsultan arsitektur adalah dengan mengidentifikasi dan menganalisa pengaruh faktor-faktor internal perusahaan jasa konsultan arsitektur. terhadap peningkatan kinerja waktu dan kinerja mutu proyek.
Penelitian ini bertujuan untuk mengidentifikasi faktor-faktor internal pada perusahaan jasa konsultan arsitektur yang berpengaruh terhadap peningkatan kinerja waktu dan mutu proyek. Dari hasil survey atau penyebaran kuesioner dan analisa AHP dapat diketahui faktor-faktor internal yang paling berpengaruh terhadap peningkatan kinerja waktu dan mutu proyek.
Hasil penelitian ini menunjukkan bahwa faktor manajemen dan faktor sumber daya manusia merupakan faktor utama yang mempengaruhi indicator kinerja waktu dan kinerja mutu proyek sehingga dapat disimpulkan pengelolaan yang baik terhadap faktor internal tersebut dapat meningkatkan kinerja waktu dan kinerja mutu proyek perusahaan jasa konsultan arsitektur.

The architecture firm is one area from many area in the construction industry, it need reconciliation in project performance especially in time and quality performance to gain success in global world competition. Reconciliation in internal factors is a one step need to be done, because internal factors are created by the firm and control by the firm, the internal factors consists of management, human resources, management of human resources, finance, culture of the firm, and other resources. The exact approach to improve performance of the architecture firm is to identified and analyzed internal factors in architecture firm that effect the improvement of project performance especially in time and quality performance.
This research objective is to identified and analyzed internal factors in architecture firm that effect the improvement of project performance especially in time and quality performance. From the survey?s result and the use of Analytical Hierarchy Process (AHP) we should found the internal factors that significantly effect the improvement of project performance especially in time and quality performance.
This research has shown that the management factor, and human resources factor are significant factors that effect the improvement of project performance especially in time and quality performance, hence it will be concluded that proper organize for the management factor and human resources factor should improve the project performance of architecture firm especially in time performance and quality performance."

"Lumpur bor berbasis air dengan aditif Barit (B) dan KCl (K) berpotensi toksik, sehingga Lemigas berupaya melakukan pencegahan berdasarkan pengujian TCLP dan LC50 - 96 jam terhadap Penaeus monodon. Kondisi uji disesuaikan pada Sumur Bangau #1 di Sesulu PSC, Selat Makassar. Dengan kombinasi Bmin, Bmax, Kmin, dan Kmax, konsentrasi Cu pada setiap formula (Bmin-Kmin: 26,17 ppm; Bmin-Kmax: 39,74 ppm; Bmax-Kmin: 21,47 ppm; Bmax-Kmax: 31,7 ppm) dan Pb pada Bmin-Kmin (9,369 ppm) melewati baku mutu lingkungan. LC50 Formula Bmin-Kmin memenuhi baku mutu lingkungan (44.058 ppm), sedangkan Formula Bmax-Kmax tidak memenuhi baku mutu lingkungan (13.269 ppm). Hal ini dipengaruhi oleh komposisi logam berat, toksisitas KCl, dan kondisi lingkungan. WBM jenis ini lebih baik digunakan pada pengeboran off-shore.

Water based mud with Barite (B) and KCl (K) as additives have toxicity potential, therefore Lemigas performed testing prevention effort based on TCLP and LC50 – 96 hours on Penaeus monodon. Testing condition environment was adapted to Sumur Bangau #1 at Sesulu PSC, Makassar Strait. Cu concentration in Bmin, Bmax, Kmin, and Kmax combinations (Bmin-Kmin: 26,17 ppm; Bmin-Kmax: 39,74 ppm; Bmax-Kmin: 21,47 ppm; Bmax-Kmax: 31,7 ppm) and Pb in Bmin-Kmin (9,369 ppm) are above the threshold. LC50 Bmin-Kmin Formula fulfill the threshold (44.058 ppm) while Bmax-Kmax Formula did not (13.269 ppm). It is influenced by heavy metals composition, KCl toxicity, and environmental condition. This type of WBM is better used in off-shore drilling operation."
