"ABSTRAK
Penelitian ini membahas tentang Interoperabilitas Organisasi Sistem Informasi
Manajemen Kepegawaian (SIMPEG) Badan Kepegawaian Daerah Provinsi DKI
Jakarta. SIMPEG digunakan untuk mempermudah akses data dan informasi pegawai
guna meningkatkan kinerja pelayanan kepegawaian, membantu pengambilan
keputusan oleh para pemimpin serta memenuhi visi misi BKD terkait informasi
kepegawaian, yaitu integrasi yang dapat diwujudkan melalui prinsip
interoperabilitas. Namun dalam pelaksanaannya, untuk mencapai integrasi masih
terkendala oleh adanya birokrasi yang berbelit serta koordinasi yang kurang efisien
antara BKD dengan Dinas Komunikasi dan Informasi (Diskominfo) Pemprov DKI
Jakarta dalam pengelolaan SIMPEG. Penelitian ini merupakan penelitian kualitatif
dengan melakukan wawancara mendalam terhadap pihak BKD, Diskominfo serta
BKN kantor regional V Jakarta menggunakan teori jenis interoperabilitas serta
tahapan interoperabilitas organisasi milik Gottshalk & Solli-Saether. Hasil penelitian
menunjukan terdapat adanya interoperabilitas organisasi meskipun hanya dua dari
empat tahapan interoperabilitas organisasi yang terpenuhi yaitu Process Business
Knowlegde sharing, sedangkan tahapan Value Creation dan Strategic Alignment
belum terpenuhi secara maksimal dalam SIMPEG BKD Provinsi DKI Jakarta

ABSTRACT
This research talk about the interoperability organization ini Human Resource
Information System (SIMPEG) Local Employment Agencies (BKD) Jakarta
province (SIMPEG) is used to facilitate data and employees information service in
which to improving the performance of human resources , helping the decisionmaking
by the leaders and meet the vision of the BKD which is the integration of
information that can be embodied through the principle of interoperability. However,
in this implementation to achieve integration still hampered by the convoluted
bureaucracy and less efficient coordination between BKD and the department of
communication and information (Diskominfo) Jakarta province in the management
of SIMPEG. The research uses post positivist paradigm by conducting in-depth
interviews to some information from BKD, Diskominfo as well as regional offices
BKN V Jakarta. The research results show there are only two stage from four stage
of the interoperability organizationthere are process business, sharing knowlegde,
value creation and strategic alignment, although the last two stage only shows
minimum implementation"

"Penelitian ini menelaah implementasi/penerapan kebijakan SIMPEG pada Kantor Imigrasi Depok. Sebagai sebuah kebijakan publik, kebijakan SIMPEG yang ada pada Kantor Imigrasi Depok dilaksanakan dengan memperhatikan beberapa dimensi/elemen tertentu. Menurut George C. Edwards III, terdapat empat dimensi yang mempengaruhi penerapan kebijakan publik. Keempat element tersebut adalah Komunikasi, Sumber Daya, Kecenderungan/Sikap dan Struktur Birokrasi. Penelitian ini menggunakan pendekatan post positivis dengan metode pengumpulan data melalui wawancara mendalam.
Penelitian menunjukkan bahwa secara umum empat dimensi Edwards III belum diterapkan dengan maksimal oleh Kantor Imigrasi Depok. Artinya, empat elemen Edwards III belum dapat dipenuhi oleh Kementrian Hukum dan HAM dan Kantor Imigrasi Depok. Dari sisi komunikasi masih harus ditingkatkan, sumber daya masih kurang memadai begitu pula disposisi masih harus dirubah untuk mendukung kebijakan, sedangkan dari sisi birokrasi juga harus ada perbaikan.

This research examines the implementation application of SIMPEG policy at Depok Immigration Office. As a public policy, the existing SIMPEG policy at Depok Immigration Office is implemented by taking into account certain dimensions specific elements. According to George C. Edwards III, there are four dimensions that affect the implementation of public policy. The four elements are Communication, Resources, Dispositions and Bureaucracy Structure. Post positivis approach was used in this data was collected from in depth interview.
Research shows that in general the four dimensions theory bt Edwards III has not been applied maximally by the Depok Immigration Office. That is, the four elements of Edwards III can not be met by the Ministry of Justice and Human Rights and Depok Immigration Office. In terms of communication still to be improved, resources are still inadequate as well as disposition must still be changed to support policy, while from the side of bureaucracy also there must be improvement.

Badan Kepegawaian Daerah BKD Provinsi DKI Jakarta merupakan unsur pendukung Pemerintah Daerah dalam pengelolaan kepegawaian daerah. BKD memegang peranan penting dalam mewujudkan sumber daya manusia SDM aparatur Pemprov. DKI Jakarta yang berjati diri, professional dan berdaya saing global. Namun pada kenyataanya proses pengelolaan kepegawaian daerah masih menemui banyak permasalahan. Permasalahan yang dimaksud antara lain sistem investasi yang ada belum mendukung tujuan bisnis organisasi, duplikasi dan dualisme data, serta sistem informasi yang tidak terintegrasi silo . Permasalahan tersebut terjadi karena belum tersedianya perencanaan strategis SI/TI. Penelitian ini membahas bagaimana perencanaan strategis SI/TI yang sesuai dengan kebutuhan bisnis BKD Provinsi DKI Jakarta. Metodologi Ward dan Peppard digunakan sebagai pedoman pada penyusunan perencanaan strategis SI/TI dengan metode olah data seperti analisis SWOT, CSF, Value Chain, McFarlan Strategy Grid, dan PEST. Pengumpulan data diperoleh melalui wawancara, observasi, dan data sekunder. Hasil penelitian ini adalah rumusan perencanaan strategis SI/TI yang terdiri dari Strategi Bisnis SI, Strategi TI, dan Strategi Manajemen SI/TI.

The Regional Personnel Board BKD of DKI Jakarta Province is the supporting element of the Regional Government in managing the regional personnel. BKD plays an important role embodying human resources HR of apparatus Provincial Government of DKI Jakarta that had self identity, professional, and global competitiveness. But in fact, the process of managing the local staff still encounter many problems. The problems in question include the existing investment system has not supported the organization 39 s business goals, duplication, and dualism of data, as well as information systems that are not integrated silo . The problem occurs due to unavailability of strategic planning of information system. This study discusses how the strategic planning of information system that accordance with BKD DKI Jakarta Province 39 s business needs. The Ward and Peppard methodology is used as a guide to the preparation of strategic planning of information system with data processing methods such as SWOT, CSF, Value Chain, McFarlan Strategic Grid, and PEST analysis. Data collection was obtained through interviews, observation, and secondary data. The results of this study are the formulation of strategic planning of information system consisting of Business IS Strategy, IT Strategy, and IS IT Management Strategy."

"ABSTRAK
Skripsi ini membahas mengenai analisis pelaksanaan Sistem Informasi
Manajemen Kepegawaian (SIMPEG) dilihat dari aspek input, proses, dan output
di Biro Kepegawaian Kementerian Agama RI. Penelitian ini merupakan penelitian
kualitatif dengan desain deskriptif, dimana peneliti mencoba menggambarkan
fenomena atau gejala yang dalam hal ini adalah analisis pelaksanaan Sistem
Informasi Manajemen Kepegawaian (SIMPEG) dilihat dari aspek input, proses,
dan output di Biro Kepegawaian Kementerian Agama RI. Hasil penelitian
menyebutkan pelaksanaan SIMPEG Biro Kepegawaian Kementerian Agama RI
belum sepenuhnya terlaksana dengan baik karena dari delapan indikator hanya
empat indikator yang dikategorikan baik. Empat indikator yang sudah
dikategorikan baik adalah indikator kualitas SDM, anggaran pelaksanaan
SIMPEG, SOP/pedoman, dan evaluasi/monitoring dan empat indikator lainnya
yang dikategorikan belum baik adalah indikator fasilitas pendukung, data
dasar/awal, pemeliharaan data, dan laporan akhir data SIMPEG.

ABSTRACT
This thesis about analysis of Implementation of Personnel Management
Information System (SIMPEG) viewed from the aspects of input, process, and
output at Bureau of Personnel Department of Religious. This is qualitative
research with descriptive design. Reseacher tried to describe phenomenon and fact
about analysis of Implementation of Personnel Management Information System
(SIMPEG) viewed from the aspects of input, process, and output at Bureau of
Personnel Department of Religious. The result is analysis of Implementation of
Personnel Management Information System (SIMPEG) viewed from the aspects
of input, process, and output at Bureau of Personnel Department of Religious have
not optimally yet because of from the eight indicators, four are categorized
as good, and the others are categorized as not good. Four Indicators categorized as
good are human resource quality, budget to implementation, Standard Operating
Procedure/SOP, evaluation/monitoring and four other indicators categorized as
not good are support facilities, database, data maintenance, and data SIMPEG
final report."

"Sektor administrasi pemerintahan menjadi target utama peretasan. Kondisi ini cukup mengkhawatirkan mengingat kementerian dan lembaga (K/L) mengelola data sensitif, termasuk data profil Aparatur Sipil Negara (ASN). Lembaga XYZ menggunakan aplikasi internal Sistem Informasi Manajemen Kepegawaian (SIMPEG) yang dikembangkan oleh Unit Kerja Pusat Data dan Informasi (Pusdatin). Aplikasi SIMPEG wajib memenuhi standar teknis dan keamanan Sistem Pemerintahan Berbasis Elektronik (SPBE) sesuai dengan peraturan yang berlaku. Tujuan dari penelitian ini adalah merancang kriteria audit keamanan informasi siber untuk aplikasi SIMPEG dengan Perban BSSN Nomor 4 Tahun 2021, yang dikembangkan dengan standar keamanan informasi ISO/IEC 27001 dan kerangka kerja National Institute of Science and Technology (NIST) Cybersecurity Framework 2.0. Selain itu, penelitian ini juga bertujuan untuk mengevaluasi kondisi keamanan informasi siber aplikasi SIMPEG saat ini melalui pelaksanaa audit menggunakan kriteria yang telah dirancang, serta memberikan rekomendasi berdasarkan hasil audit tersebut. Penelitian ini menggunakan pendekatan kualitatif melalui deskripsi, analisis, interpretasi, dan perbandingan data yang dikumpulkan melalui wawancara, observasi, dan studi dokumen. Hasil dari penelitian ini adalah kriteria audit keamanan informasi siber dengan 133 pertanyaan yang mencakup aspek tata kelola dan manajemen serta fungsionalitas kinerja aplikasi. Kriteria ini juga dirancang sesuai prinsip perlindungan data pribadi dan karakteristik aplikasi SIMPEG. Audit yang dilakukan menunjukkan beberapa area yang perlu peningkatan, yaitu manajemen sesi, kriptografi, pencatatan log, keamanan komunikasi, serta pengelolaan file. Rekomendasi dari hasil penelitian ini yaitu pelatihan teknis keamanan informasi, menggunakan enkripsi data serta peningkatan security awareness.

The government administration sector is the main target of hacking. This condition is alarming considering that ministries and institutions (K / L) manage sensitive data, including the State Civil Apparatus (ASN) profile data. XYZ Institution uses the internal application of the Personnel Management Information System (SIMPEG) developed by the Data and Information Center Work Unit (Pusdatin). The SIMPEG application must meet the Electronic-Based Government System (SPBE) 's technical and security standards per applicable regulations. The purpose of this research is to design cyber information security audit criteria for the SIMPEG application with BSSN Regulation No. 4 of 2021, which was developed with the ISO/IEC 27001 information security standard and the National Institute of Science and Technology (NIST) Cybersecurity Framework 2.0 framework. In addition, this research also aims to evaluate the current state of SIMPEG application cybersecurity by conducting an audit using the criteria that have been designed and providing recommendations based on the audit results. This research uses a qualitative approach through description, analysis, interpretation, and comparison of data collected through interviews, observations, and document studies. This research results in a cyber information security audit criteria with 133 questions covering aspects of governance and management as well as application performance functionality. These criteria are also designed according to the principles of personal data protection and the characteristics of the SIMPEG application. The audit showed several areas that need improvement, namely session management, cryptography, logging, communication security, and file management. Recommendations from the results of this study are information security technical training, using data encryption, and increasing security awareness."

"E-government merupakan upaya pengembangan penyelenggaraan pemerintahan berbasis elektronik dalam rangka meningkatkan kualitas pelayanan pemerintahan secara terpadu, efektif, dan efisien baik kepada masyarakat, pengusaha, maupun kepada sesama instansi pemerintah. Government to employee (G2E) adalah model e-government untuk manajemen personalia. Salah satu contoh terkait penerapan model e-government government-to-employee adalah Sistem Informasi Manajemen Pegawai Kementerian Pariwisata (SIMPEG). SIMPEG Kemenpar berfungsi mengelola kepegawaian terkait peningkatan kinerja dan kesejahteraan pegawai berbasis Teknologi Informasi dan Komunikasi (TIK). Di dalam SIMPEG Kementerian Pariwisata terdapat sistem terintegrasi yang berfungsi untuk pelayanan pegawai, penyimpanan data pribadi pegawai, sistem pengelolaan gaji dan kesejahteraan pegawai, serta fasilitas promosi pegawai. Terdapat kondisi kegagalan implementasi e-government berupa SIMPEG yang terjadi tidak hanya dari sisi teknis terkait kualitas dan kapasitas sistem, tetapi juga dari sisi non teknis terkait rendahnya tingkat penerimaan pengguna. . Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi penerimaan pengguna SIMPEG Kementerian Pariwisata. Penelitian ini menggunakan kombinasi teori keberhasilan sistem informasi DeLone & McLean dan Technology Acceptance Model (TAM). Pendekatan penelitian ini adalah positivis. Teknik pengumpulan data yang digunakan adalah wawancara mendalam dan angket dengan teknik analisis data adalah mix method. Analisis kuantitatif menggunakan Structural Equation Modeling (SEM) dan analisis kualitatif menggunakan Discourse Network Analysis (DNA) dan Visone dalam memetakan pendapat informan. Hasil penelitian dari 8 hipotesis terdapat 3 hipotesis diterima dan 5 hipotesis ditolak. Hipotesis yang diterima adalah bahwa Information Quality (IQ) signifikan terhadap Perceived Ease of Use (PEOU), Perceived Usefulness (PU) signifikan terhadap User Satisfaction (US), System Quality (SQ) signifikan terhadap Perceived Usefulness (PU).

E-government is an effort to develop electronic-based government administration in order to improve the quality of government services in an integrated, effective, and efficient manner both to the community, entrepreneurs, and to fellow government agencies. Government to employee (G2E) is an e-government model for personnel management. One example related to the implementation of the government-to-employee e-government model is the Ministry of Tourism's Employee Management Information System (SIMPEG). SIMPEG Kemenpar functions to manage staffing related to improving the performance and welfare of employees based on Information and Communication Technology (ICT). Within the SIMPEG of the Ministry of Tourism, there is an integrated system that functions for employee services, storing employee personal data, managing salaries and employee welfare systems, as well as employee promotion facilities. There are conditions of failure to implement e-government in the form of SIMPEG that occur not only from the technical side related to the quality and capacity of the system, but also from the non-technical side related to the low level of user acceptance. . This study aims to analyze the factors that influence SIMPEG user acceptance of the Ministry of Tourism. This study uses a combination of DeLone & McLean's information system success theory and the Technology Acceptance Model (TAM). This research approach is positivist. Data collection techniques used are in-depth interviews and questionnaires with data analysis technique is the mix method. Quantitative analysis using Structural Equation Modeling (SEM) and qualitative analysis using Discourse Network Analysis (DNA) and Visone in mapping the opinions of informants. The results of the study of 8 hypotheses there are 3 accepted hypotheses and 5 rejected hypotheses. The accepted hypothesis is that Information Quality (IQ) is significant to Perceived Ease of Use (PEOU), Perceived Usefulness (PU) is significant to User Satisfaction (US), System Quality (SQ) is significant to Perceived Usefulness (PU)."

"Skripsi ini membahas mengenai Implementasi Sistem Informasi Manajemen Kepegawaian (SIMPEG) pada Badan Kependudukan dan Keluarga Berencana Nasional. Peneliti melakukan penelitian tentang SIMPEG pada BKKBN dikarenakan adanya permasalahan kepegawaian yang terjadi seperti ketidaksesuaian pendidikan dengan pekerjaan pegawai, serta permasalahan teknis lainnya. Penelitian ini merupakan penelitian positivis dengan desain deskriptif dan teknik pengumpulan data yang bersifat kualitatif, dimana peneliti mencoba menggambarkan Implementasi Sistem Informasi Manajemen Kepegawaian (SIMPEG) pada Badan Kependudukan dan Keluarga Berencana Nasional.
Hasil penelitian ini menyebutkan Implementasi SIMPEG berbasis web pada Badan Kependudukan dan Keluarga Berencana Nasional secara keseluruhan sudah berjalan dan memberikan manfaat kepada user dalam pengambilan keputusan. Namun, dalam implementasinya, masih ada kendala-kendala yang dihadapi oleh BKKBN seperti belum terbangunnya jaringan yang baik dalam penggunaan SIMPEG, kurangnya jumlah tenaga pengelola SIMPEG, masih lemahnya perangkat pendukung, belum adanya sosialisasi dan pelatihan kepada seluruh pegawai.

This undergraduate thesis is talking about the implementation of Human Resources Information System at Badan Kependudukan dan Keluarga Berencana Nasional. Researcher conducted a study of SIMPEG on the BKKBN due to staffing problems that occur as a mismatch with the job of education employees, as well as other technical issues This research includes in the term of positivis method with descriptive design and qualitative collecting data technique, whereas the researcher tried to describe the Implementation of Human Resources Information System (HRIS) at Badan Kependudukan dan Keluarga Berencana.
This research concluded that over all, the Implementation of Human Resources Information System web basis at Badan Kependudukan dan Keluarga Berencana Nasional has run well and gave some advantages to the user for taking the decision. Though there are some advantages from the system, there are also some problems that must be faced by the BKKBN such as the network that has not built well yet, lack of staff for maintaining the system, lack of supporting equipment, and there is no socialization and training for all of the staff.

"Human resources is an important asset in an organization, inclusive of governance institution. Human resources management in organization is an systems with complex. Therefore, the organization required an integrated systems which can accommodate the officer data better. Personel Management Information System (SIMPEG) represent an integrated computerized system can be used in human resource management. The basic problem of this research is 'how the implementation of Personel Management Information System at Personel Bureau of Domestic Departement and its implementation barriers'. This research arranged to analyze how the implementation of Personel Management Information System at Personel Bureau of Domestic Departement. The approach used in this research is qualitative approach. Primary data were gathered through in depth interview using guidance. Secondary data were gathered through literature study.
Based on research conducted, in the implementation, Personel Management Information System (SIMPEG) has able to provide and manage information about all personel at Domestic Department as decision support systems. SIMPEG related to 5 things: hardware, software, brainware, netware, and dataware that connected and influenced each other. Barriers in application happened because 3 things: limit of budgets, internal accessibilities limitations, and low quality of human resources.
Result from this research are result of information from SIMPEG have good, but its applying not yet optimal, because use result of SIMPEG information still be depended from itself user. There are four suggestion based on research summary: (1) more attention to budget from government, (2) repair of network problem at internal of Domestic Departement and Local Government."

"Perancangan KMS yang sesuai untuk menunjang proses penyebaran knowledge antar pegawai di lingkungan Badan Kepegawaian Daerah Provinsi DKI Jakarta sangat diharapkan keberadaannya oleh pegawai karena pengetahuan, dokumen, SOP, peraturan dan pengalaman di lingkungan BKD tidak terdokumentasi dengan baik sehingga menyulitkan pegawai dalam menjalankan tugasnya saat terjadi perpindahan pegawai. Pengetahuan dan pengalaman pegawai akan ikut hilang bersama dengan kegiatan pensiun, mutasi atau habisnya masa jabatan pegawai bersangkutan. Kemudian dengan adanya kegiatan mutasi pegawai antar bidang di lingkungan BKD menyebabkan beberapa pengetahuan dan informasi hilang bersama pegawai yang bersangkutan. Saat ini sebagian besar pengetahuan dan pengalaman yang digunakan dalam pekerjaan sehari-hari masih tersimpan pada setiap pegawai, belum dituangkan ke dalam dokumen ataupun sistem, sehingga tergantung pada masing-masing pegawai. Metodologi yang digunakan dalam penelitian ini adalah metodologi yang dikembangkan oleh Fernandez.
Hasil dalam penelitian ini adalah prioritas pengembangan proses knowledge management. Proses knowledge management yang perlu dikembangkan di BKD adalah eksternalisasi, exchange, sosialisasi untuk knowledge sharing, kombinasi, sosialisasi untuk knowledge discovery, internalisasi dan routines. Fitur-fitur knowledge management system yang dihasilkan untuk mendukung proses knowledge management tersebut terdiri dari fitur melakukan manajemen dokumen, mengikuti forum diskusi, melakukan dokumentasi pengetahuan dan melakukan pencarian. Prototipe knowledge management system yang sudah di uji coba dan telah mendapatkan respon yang positif agar diusulkan kepada Badan Kepegawaian Daerah Provinsi DKI Jakarta untuk dikembangkan dan diimplementasikan.

Designing of Knowledge Management System that appropriate to support the dissemination process of knowledge among the officials of the Board of Regional Employment of DKI Jakarta Province is expected by employees because of knowledge, documents, SOP, regulation and experience in the Board of Regional Employment not well documented, so making it difficult for employees to carry out his/her duties during a transfer of employees. Knowledge and experience of employees will be lost with the activities of retirement, transfer or expiration of office employees concerned. Then with the activities of transfers of employees among the field of the Board of Regional Employment causes some knowledge and information are lost with the employee concerned. Today most of the knowledge and experience that are used in day-to-day work are still stored on each employee, not yet poured into a document or system, so it depends on each employee. The methodology that used in this research is a methodology which developed by Fernandez.
The result of this study is the development priority of knowledge management process. Knowledge management processes that need to be developed in the Board of Regional Employment are externalization, exchange, socialization for knowledge sharing, combination, socialization for knowledge discovery, internalization and routines. The features of knowledge management system that generated to support the process of knowledge management consists of features of conduct the document management, follow the discussion forum, conduct the documentation of knowledge and conduct the search. In general, the result of prototype test of knowledge management has been accordance with their respective functions and appropriate with the needs of users and potential users of KMS of the Board of Regional Employment suggested in order to be proposed to the Board of Regional Employment of DKI Jakarta Province to be developed and implemented.
