"Sebagai fungsi yang memegang kendali perangkat lunak di PT XYZ IT Solution memiliki peranan penting dalam menjaga manajemen pengembangan perangkat lunak agar berjalan sesuai rencana yang sudah dirumuskan bersama dengan para stakeholder. Pengembangan perangkat lunak menggunakan metodologi waterfall yang belum optimal menjadi kendala untuk dapat men deliver setiap proyek perangkat lunak sesuai requirements jadwal dan anggaran user. Untuk mengatasi hal tersebut IT Solution melakukan piloting proyek pengembangan perangkat lunak menggunakan metodologi Scrum yang diharapkan dapat lebih agile dalam pengembangan perangkat lunak. Namun dalam proses implementasi Scrum masih ditemukan permasalahan.
Tujuan penelitian ini adalah menyelesaikan permasalahan yang dihadapi IT Solution dan memperbaiki proses pengembangan perangkat lunak menggunakan Scrum. Penelitian ini menilai dan menemukan akar permasalahan sekaligus rekomendasi perbaikan dalam implementasi Scrum di IT Solution sesuai dengan kerangka kerja Scrum Maturity Model.

IT Solution as part of PT XYZ has an important role in software development to meet stakeholder request ini the company Nowadays waterfall methodology which adopted by PT XYZ was not optimal. It was a constraint to deliver software project which should meet with software requirements schedule and budget. Therefore IT Solution did piloting software development project using Scrum .It expects be more agile in software development. However they still found problems in implementing Scrum.
The purpose of this research is to solve the problems faced on IT Solutions and to improve the software development process using Scrum. This research will assess and find the root causes to give recommendations for improvements in the implementation of Scrum in IT Solution based on Scrum framework Maturity Model.

"Disertasi menjelaskan asumsi peran manusia yang able dan proses yang agile selaku penyusun dynamic capabilities, yang menghasilkan adaptive policy sehingga dapat dibangun dynamic governance. Penelitian juga untuk memahami proses pembangunan dynamic capabilities dan pengembangan model tentang pengaruh able people dan agile process terhadap dynamic capabilities dalam proses kebijakan pelayanan pendidikan di Kabupaten Jembrana. Desain penelitian menggunakan mixed methods: 1) pendekatan kuantitatif dengan model statistik persamaan struktural SEM, 2) pendekatan deskripsi kualitatif dengan wawancara mendalam, dan 3) penggunaan Soft System Methodology (SSM) untuk membangun model pengembangan proses kebijakan publik. Temuan uji persamaan struktural SEM menghasilkan hubungan pengaruh: i) able people terhadap thinking again, ii) agile process terhadap thinking ahead, iii) agile process terhadap thinking across, iv) thinking again terhadap thinking across, dan v) thinking again terhadap thinking ahead. Analisis kualitatif deskriptif menunjukkan sejumlah perilaku kepemerintahan Kabupaten Jembrana mencerminkan kemampuan pembangunan dynamic capabilities baik thinking ahead, thinking again, maupun thinking across. Simpulan pengembangan model konseptual dengan metode kualitatif SSM, mendukung temuan uji persamaan struktural SEM, dimana dynamic capabilities yang dihasilkan adalah dari aspek thinking again, sementara thinking ahead dan thinking across terpusat pada inisiatif Bupati Jembrana. Kemampuan Pemkab Jembrana menghasilkan dynamic capabilities yang diwujudkan dalam kebijakan adaptif pelayanan pendidikan kemudian mendorong sebuah dynamic governance. Kondisi ini selanjutnya menumbuhkan nilai demokrasi dan diimplementasikannya prinsip-prinsip good governance (accountability, transparansi, dan partisipasi masyarakat) dalam kebijakan pelayanan pendidikan di Jembrana.

This dissertation describes the roles of able people and agile process in developing dynamic capabilities to create adaptive policy to achieve dynamic governance. The study also aims to understand the roles of able people and agile process in developing dynamic capabilities of Public Education Services Policy in Jembrana Regency. The research design utilizes a mixed-methods of: 1) quantitative approach with structural equation statistic model SEM, 2) qualitative description approach through in-depth interviews, and 3) application of Soft System Methodology (SSM) to construct the development model of public policy process. The findings of SEM structural equation test show the impact of: i) able people on thinking again, ii) agile process on thinking ahead, iii) agile process on thinking across, iv) thinking again on thinking across, and v) thinking again on thinking ahead. The descriptive qualitative analysis shows that a number of Jembrana regency government?s behaviors have incorporated dynamic capabilities including thinking ahead, thinking again, and thinking across. The conclusion of conceptual model development using SSM qualitative method is aligned with the findings based on SEM structural equation test, that the dynamic capabilities are created from the thinking again aspect while the thinking ahead and the thinking across aspects are best demonstrated by Jembrana Bupati (Regent)?s innitiatives. The dynamic capabilities of the Jembrana Regency Government in creating adaptive educational services policy in turn establish a dynamic governance of which stems out democratic values and the application of good governance principles (accountability, transparency, and community involvement) in the educational services policy."

"Safe community as a system starts at village level, sub health centers, health center to the emergency services in hospitals. This effort is to encourage people to motivate and raise awareness of the potential. This research aims to develop a model of community-based safe community in an effort to emergency care system in the village of alert starting from system input, process and output. The study design is explanative, with qualitative data. This research was conducted in the Province of West Java and Yogyakarta Special Region. The results in terms of system inputs that safe community concept has not been much to formulate. Some claim a disaster mapping, taking into account the estimated number of victims, and needs help cure and health care in safe community based. Coordination of the main tasks and functions of each. Policy department already has a foundation of legitimacy according to laws, government regulations, medium-term development plan for the area and the Regent's decision letter, the local governor and even districts. Budget still relies on budget allocations, budget and block grand. Overview of the system process of the mdependence of the community there has been no system to start, but the potential is quite high, with the correct organizational, professional and can be better ensure the implementation of sustainable community based disaster management. Some of the inhibiting factor is the mobilization of community resources are lacking, limited human resources, budgeting, and coordination among sectors less traffic, less socialization and data collection, communications need to be increased, volunteers erratic, and less care. Development of community-based safe community model that is holistic, with the ability to empower local communities. This model includes the initiation efforts, partnerships, mobilization, advocacy resources, to accommodate the cultural, behavioral and regulatory assistance and support to the preventive, promotive safe and healthy communities in the entire cycle of human life in the state of emergency and disaster daily. Networks formed a partnership that is expected to be a shared responsibility between the cross-cutting."

"Perusahaan penyedia layanan TI yang fokus pada pengembangan produk (perangkat lunak), tentu akan memperhatikan sekali proses atau metode pengembangan perangkat lunak yang diterapkan. Dengan memodifikasi platform/produk yang sudah tersedia, tidak semata-mata menjadikannya mudah. Perusahaan harus jeli dalam menyusun strategi untuk mengubahnya demi memenuhi permintaan klien yang berbanding lurus dengan kebutuhan pasar. Untuk itu kelincahan (agile) tim akan perubahan kebutuhan sangat dibutuhkan. Scrum merupakan salah satu metode agile yang dapat mengakomodasi kelincahan tersebut. Penelitian ini dilakukan untuk mengukur tingkat kematangan penerapan scrum di PT Kemana Teknologi Solusi, sebuah perusahaan TI yang mengembangkan B2B dan B2C e-commerce untuk kliennya. Selain itu juga disusun langkah peningkatan metodologi penerapan scrum sebagai usulan perbaikan yang diajukan kepada perusahaan. Dengan tujuan untuk memberikan pedoman berisi langkah-langkah yang lebih tepat dalam memperbaiki penerapan scrum di Kemana. Kematangan penerapan scrum diukur dengan menggunakan Scrum Maturity Model (SMM). Dengan data yang didapat dari instrumen berupa kuesioner, diisi oleh seluruh anggota tim pengembang TI yang ada di perusahaan. Sedangkan usulan perbaikan disusun dengan mengacu pada Scrum Body of Knowledge (SBoK) dan Scrum Guide. Hasilnya, diketahui tingkat kematangan penerapan Scrum berada pada level 1, tidak memenuhi harapan yang ditargetkan oleh manajemen perusahaan. Faktor-faktor yang menjadi penyebabnya adalah tidak terpenuhinya penerapan 7 subgoals level 2 & 5 subgoals level 3. Maka dari itu peneliti memberikan 12 usulan yang perlu dilakukan perusahaan untuk memperbaiki proses pengembangan produk menggunakan metode Scrum.

An an IT services provider company that focuses on product (software) development, will surely pay attention to the applied software development process or method. By modifying existing platforms/products, it doesn't mean that everything goes easy. Companies must be observant in devising strategies to change them in order to meet client demands that are directly proportional to market needs. For this reason, the agility of the team regarding changing needs is very much needed. Scrum is an agile method that can accommodate this agility. This research was conducted to measure the maturity level of Scrum implementation at Kemana, an IT company that develops B2B and B2C e-commerce for its clients. In addition, steps are made to improve the methodology for implementing Scrum as recommendations submitted to the company. With the aim of providing guidelines containing more precise steps in improving the application of Scrum at Kemana. The maturity of the scrum application is measured using the Scrum Maturity Model (SMM). With the data obtained from the instrument in the form of a questionnaire, all members of the IT development team in the company are filled in. Meanwhile, recommendations are prepared by referring to the Scrum Body of Knowledge (SBoK) and Scrum Guide. As a result, it is known that the maturity level of the application of Scrum is at level 1, not meeting the expectations according to company management. The factors that cause the implementation of 7 subgoals level 2 & 5 subgoals level 3 are not fulfilled. Therefore, the researcher provides 12 changes that the company needs to make to improve the product development process using the Scrum method."

"This paper is the result of the rain attenuation research, especially the results of ARIMA modeling of tropical rain attenuation in thr design of 28 GHZ millimeter wave communication system. Data acquasition is done on the link distance of 56.4 meters on Electrical campus ITS Surabaya. Data acquisition was recorded using the device every 1 second. The data obtained are processed using an ARIMA (p,d,q) model. The process aims to obtain a time series model. Validation process in done by comparing the ARIMA model result with measurements and attenuation model of ITU - R P.838-3. From 6 events that obtained in February 2009 concluded that all events can be approached by ARIMA (0,1,1) model. ARIMA (0,1,1) model can be used to generate rain attenuation data."
