"Tesis ini membahas mengenai penerapan aspek dynamic governance dalam pengambilan keputusan di deputi politik Sekretariat Wakil Presiden dalam pembentukan UP4B. Penerapan aspek dynamic governance bukan hal yang mudah di Sekretariat Wakil Presiden karena fungsi Sekretariat Wakil Presiden pada era sebelum reformasi bersifat administrasi. Perubahan fungsi pada masa reformasi kemudian menuntut Sekretariat Wakil Presiden beserta seluruh pejabat dan staf agar mampu mendukung Wakil Presiden dalam menjalankan tugasnya dengan memberikan pelayanan baik bersifat administratif maupun substantif. Kemampuan untuk melakukan dynamic governance dalam mendukung Wakil Presiden sangatlah diperlukan dan harus dimiliki oleh sumber daya manusia yang ada di Sekretariat Wakil Presiden mengingat dukungan dari pejabat dan staf memiliki kaitan erat dengan pengambilan keputusan yang dibuat oleh Wakil Presiden.
Tujuan dari penelitian ini adalah untuk menjelaskan bagaimana aspek dynamic governance diterapkan di Deputi Politik Sekretariat Wakil Presiden dan faktor-faktor yang mempengaruhi sehingga dapat memberi masukan kepada Wakil Presiden sampai dengan terbentuknya Unit Percepatan Pembangunan Papua dan Papua Barat (UP4B). Teori yang digunakan adalah teori dynamic governance dan teori pengambilan keputusan. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif dengan tipe penelitian bersifat deskriptif analitis.
Berdasarkan hasil penelitian, dapat dikatakan bahwa aspek dynamic governance sudah diterapkan di Deputi Politik Sekretariat Wakil Presiden terutama dalam proses pembentukan UP4B sesuai dengan prinsip-prinsip dalam dynamic governance. Keberhasilan penerapan dynamic governance dalam pembentukan UP4B ini sebaiknya dapat diterapkan pula di setiap proses pengambilan keputusan mengingat keputusan yang dibuat oleh Wakil Presiden dapat mempengaruhi rakyat Indonesia, sehingga diperlukan SDM pendukung yang memiliki kemampuan serta sarana dan prasarana yang baik.

The thesis discusses the implementation of the dynamic governance aspects in decision-making in the Deputy Secretary for Political Affairs to the Vice President of The Republic of Indonesia in the establishment of UP4B. Implementation of dynamic governance aspects is not easy in Secretariat of The Vice President of The Republic of Indonesia because functions of the Secretariat prior to the reform era is the administration. Changes in function during the later reforms demanded Secretariat of The Vice President of The Republic of Indonesia and all officers and staff to be able to support the Vice President in their duties by providing both services are administrative and substantive. The ability to perform dynamic governance in support of the Vice President is required and must be owned by the existing human resources in the Secretariat of the Vice President considering the support of officials and staff have close links with the decision that made by the Vice President.
The purpose of this study is to explain how the dynamic governance aspects applied in the Deputy Secretary for Political Affairs to the Vice President of The Republic of Indonesia and the factors that influence that can provide input to the Vice President until the establishing the UP4B. The theory used is a dynamic governance theory and decision-making theory. The approach used in this study is a qualitative approach and descriptive analysis.
Based on the results, it can be said that the dynamic aspects of governance has been implemented in the Deputy Secretary for Political Affairs to the Vice President of The Republic of Indonesia UP4B especially in the process of formation in accordance with the principles of dynamic governance. Successful implementation of the dynamic governance in the formation of this UP4B should be applied also in every decision making process given the decision made by the Vice President can affect people of Indonesia, so that the necessary HR supporter who has the capabilities and facilities are good."

"Perilaku politik di tempat kerja merupakan suatu hal yang wajar dan tidak bisa dihindari dalam berorganisasi. Perilaku politik dapat menjadi positif maupun negatif bagi organisasi tergantung pada cara dan tujuannya. Kurangnya perhatian manajemen terhadap perilaku politik menyimpang melatar belakangi peneliti untuk menjawab pertanyaan penelitian. Organisasi publik sebagai organisasi yang didirikan untuk melakukan pelayanan kepada masyarakat, diharapkan dapat memberikan pelayanan terbaik yang tercermin salah satunya dari perilaku karyawan. Selain itu Auditor internal sebagai tipe pekerjaan yang dilakukan secara tim mendorong karyawan untuk melakukan perilaku politik.
Penelitian ini bertujuan untuk mengetahui mengenai jenis, penyebab, dampak dan solusi atas perilaku politik auditor internal di organisasi publik. Dengan menggunakan metode fenomenologi dan pendekatan kualitatif, peneliti mewawancarai 10 orang auditor dari berbagai latar belakang, kemudian menganalisisnya dengan analisis coding.
Hasil penelitian menunjukkan auditor internal melakukan perilaku politik bertahan dan perilaku politik manajemen kesan. Penyebab yang mendorong perilaku politik auditor internal berasal dari individu karyawan dan organisasi. Perilaku politik dapat berdampak pada intrapersonal auditor, hubungan interpersonal maupun organisasi secara keseluruhan. Adapun solusi dalam mengatasi perilaku politik menyimpang dapat dilakukan dengan perbaikan dalam sistem SDM dan sistem budaya di organisasi.

Political behavior at a work place is common and inevitable, It is like a double edged sword, in which one side this behavior would support the management, yet on the other side it could also turn into negative side and generate some drawbacks for organization. on the other side, Lack of management attention to political deviance is a factor that motivates the researcher to conduct a research on this topic. Public organization is expected to give the best service to its stakeholders, which excellence could be reflected by its employee`s behavior. Beside that, working as an internal auditor requires the employee to work as a team, therefore, getting involved in political behavior become inevitable.
This research focuses on types, causes, impacts and solutions for internal auditor`s political deviance. Using the phenomenological methodology and qualitative approach, the researcher has interviewed 10 ten auditors from various backgrounds in order to collect the data. Furthermore, those data has been analysed by using coding analysis method.
This research has come into 4 four main conclusions to aim the research focuses. The researcher has discovered 2 two types of negative political behavior, which are defensive political behavior and impresive management. The causes of negative political behavior are employee`s individual and organization. Negative political behavior could impact intrapersonal auditor, interpersonal relationship and organization as a whole. The researcher indicates solution to encounter the problem which management could possibly work by improving the human resource and organizational culture system."

"ABSTRAK
Dalam kurun waktu 1999-2009, kinerja legislasi DPR RI mendapat sorotan tajam dari publik. Jumlah RUU yang berhasil disahkan menjadi UU selalu jauh di bawah target legislasi nasional yang sudah ditetapkan oleh DPR bersama pemerintah. Kinerja legislasi DPR yang rendah diduga disebabkan oleh etos kerja anggota DPR yang rendah. Menjawab kritikan tajam dari publik, DPR Tahun 2009 membuat Tata Tertib yang mengatur pembahasan dan pengesahan RUU dibatasi waktu tertentu. Alhasil, kinerja legislasi DPR tetap tidak menunjukkan perbaikan berarti. Studi kasus pembahasan RUU Gerakan Pramuka yang tepat waktu dan RUU Organisasi Masyarakat yang melampui batas waktu, menunjukkan terdapat empat faktor yang menyebabkan terjadinya differensiasi waktu pembahasan dan pengesahan RUU di DPR, yaitu; proses dan tahapan, pokok bahasan krusial, konfigurasi aktor dan kepentingannya serta strategi formulasi kepentingan.

ABSTRACT
The legislation performance of the House of Representatives, in the period 1999-2009, under the spotlight of the public . Total bill that successfully passed into law is always well below the national legislation targets that have been defined by parliament and the government. Parliament legislation low performance suspected by a work ethic that is lower house members. Answering public sharp criticism, The House of Representatives in 2009, make rules that discussion and passage of the bill is limited given time. As a result, the performance of the House legislation still does not show significant improvement . Case studies of the Scout Movement Bil deliberation timely and Community Organizations Bill which exceeded time limits. There are four factors that cause differentiation of time for discussion and passage of the bill in the House; the processes and stages, contents crucially, the configuration of actors and interests and the strategic of interest formulations.

"Dalam tulisan ini membahas tentang partisipasi masyarakat dalam pelayanan publik ditinjau dari berbagai peraturan perundang-undangan. Partispasi masyarakat dalam pelayanan publik yang seharusnya secara penuh sebagai warga negara, namun yang terjadi dalam peraturan perundang-undangan adalah partisipasi yang didasarkan atas kebijakan penyelenggara layanan. Masih terdapat ketidak konsistenan terhadap pengaturan partisipasi masyarakat sehingga tidak jarang menimbulkan kebingunggan khususnya penyelenggara pelayanan. Penelitian ini merupakan penelitian hukum normatif dengan pendekatan peraturan peraturan perundang-undangan dan konseptual. Hasil penelitian menunjukan bahwa terdapat ketidak konsistenan pengaturan norma terkait dengan partisipasi masyarakat dalam penyusunan standar pelayanan serta partisipasi masyarakat tidak hanya diatur pada undang-pelayanan publik, namun tersebar dalam berbagai undang-undang. Perlu dilakukan harmonisasi pengaturan terkait partisipasi masyarakat dalam pelayanan publik agar tidak terjadi kebinggungan di tataran pelaksanaan.

In this paper discusses community participation in public services in terms of various laws and regulations. Public participation in public services that should be fully as citizens, but what happens in legislation is participation based on the policies of service providers. There is still inconsistency in the regulation of community participation so that it often creates confusion especially for service providers. This research is a normative legal research with a legal and conceptual regulation approach. The results showed that there were inconsistencies in norm settings related to community participation in the preparation of service standards and community participation not only regulated by public service laws, but spread in various laws. It is necessary to harmonize regulations related to community participation in public services so that there is no conflict at the implementation level."

"This book presents a review of e-government success measures and e-government success factors. It also provides empirical evidence from quantitative analysis and two in-depth case studies. Although based on sound theory and rigorous empirical analysis, the book not only significantly contributes to academic knowledge, but also includes some practical recommendations for government officials and public managers.
Theoretically, the book proposes a way to quantitatively operationalize Fountain’s enactment framework. Based on the institutional tradition, the technology enactment framework attempts to explain the effects of organizational forms and institutional arrangements on the information technology used by government agencies. The book proposes variables to measure each of the different constructs in this framework and also tests the relationships hypothesized by Fountain’s theory. Finally, using the advantages of the selected quantitative analysis technique (Partial Least Squares), the study also proposes some adjustments and extensions to the original framework in a theory building effort.
Methodologically, the book reports on one of the first multi-method studies in the field of e-government in general and e-government success in particular. This study uses a nested research design, which combines statistical analysis with two in depth case studies. The study begins with a statistical analysis using organizational, institutional, and contextual factors as the independent variables. "
