"Dengan mengaplikasikan konsep Moore (1995) mengenai fungsi manajerial yang berbeda - managing upward, downward, dan outward, studi ini berupaya untuk memahami dampak fungsi manajemen tingkat menengah terhadap kinerja organisasi; dan menyelidiki dampak gender pada hubungan antara manajemen tingkat menengah dan kinerja organisasi. Penelitian ini menggunakan data cross section dari Indonesian Family Life Survey 4 (IFLS4) dan menerapkan metode Weighted Least Squares (WLS) untuk menganalisis hipotesa yang tersusun.
Hasil penelitian mengindikasikan dampak signifikan dari managing downward secara negatif dan managing outward secara positif terhadap kinerja organisasi. Sedangkan, managing upward tidak memberikan dampak signifikan terhadap kinerja organisasi. Di sisi lain, dampak managing outward berdasarkan gender sangat signifikan berpengaruh positif pada manajer perempuan dan sangat signifikan berpengaruh negatif pada manajer laki-laki. Managing downward, baik pada manajer perempuan dan laki-laki, memberi dampak positif yang signifikan terhadap kinerja organisasi, tetapi dampaknya pada manajer pria lebih besar dibandingkan manajer wanita. Managing upward berdasarkan gender tidak berpengaruh signifikan terhadap kinerja organisasi.
Oleh karena itu, dapat disimpulkan bahwa manajer publik perlu memberikan upaya lebih terhadap managing outward dengan menciptakan lebih banyak jejaring demi meningkatkan performa kinerja organisasi yang mereka pimpin. Sebaliknya, manajer publik perlu memodifikasi strategi mereka dalam mengatur bawahannya karena strategi managing downward yang sudah diterapkan memberi pengaruh negatif terhadap performa kinerja organisasi.

By applying Moore (1995) concept of distinctive managerial functions - managing upward, downward, and outward –, this study attempts to understand the impacts of middle-level management functions on organizational performance; and tries to investigate gender impacts on the middle-level management and performance linkages. This study employs Indonesian Family Life Survey 4 (IFLS4) cross-sectional data and applies Weighted Least Squares (WLS) method to analyze some hypotheses constructed.
The results indicate the significant impacts of managing downward negatively and managing outward positively on organization performance. Meanwhile, managing upward does not give the significant impact on organization performance. On the other hand, gendered managing outward effects on organization performance are strongly positive significant for female managers and strongly negative significant for males. For both male and female managers, managing downward gives significant positive impacts on organization performance, but males’ effect is much greater than females. Lastly, the gendered managing upward effect is not significant related with organization performance.
Therefore, it can be concluded that public managers need to give more efforts on managing outward by creating more networking to increase the organization performance. In contrast, the principals may need to modify their strategy to manage their subordinates because current managing downward strategy gives negative impacts on the organization performance.

"Penelitian ini bertujuan untuk mengetahui persepsi operator sistem informasi manajemen (SIM) terhadap implementasi perangkat Paket Aplikasi Sekolah (PAS) dan untuk mengetahui persepsi operator sistem informasi manajemen terhadap kualitas informasi.
Metode penelitian yang digunakan adalah survey dengan pendekatan deskripsi. Dalam penelitian ini yang dijadikan sampel sebanyak 55 operator sistem informasi manajemen, dan 35 operator sistem informasi manajemen untuk uji coba instrumen, yang dipilih berdasarkan teknik acak sederhana (Simple Random Sampling). Penelitian ini dilakukan di Sekolah Menengah Atas Negeri Jabodetabek. Teknik pengumpulan data dengan menggunakan instrumen yang berbentuk angket. Instrumen ini dikalibrasi dengan uji validitas butir dan koefisien realibilitas. Untuk uji validitas menggunakan korelasi Product Moment Pearson, sedangkan koefisien reliabilitas dihitung dengan menggunakan rumus Alpha Cronbach.
Hasil penelitian menunjukan bahwa; Pertama persepsi operator SIM terhadap kualitas informasi yang diberikan kepada pada steakholder (kepala sekolah, guru, siswa dan orangtua siswa) memiliki katagori tinggi, Kedua persepsi operator SIM terhadap implementasi perangkat Paket Aplikasi Sekolah dapat disimpulkan bahwa perangkat Paket Aplikasi Sekolah mudah untuk dioperasionalkan.

This study aims to determine the operator's perception of management information systems (MIS) for implementation of the Application Package Schools (PAS) and to determine the operator's perception of the quality of management information systems information.
The research method using survey by correlation approach. This research used as a sample of 55 administration employee, and 35 administration employee for testing, and selected based on a simple random technique (simple random sampling). study toward administration employee High School South at Jabodetabek. Technique data collecting was using the instrument in the form of questionnaire. This instrument is calibrated with the test item validity and reliability coefficients. To test the validity of using Pears on Product Moment correlation, while the reliability coefficient is calculated using the formula of Cronbach Alpha.
The results showed that: First SIM operator's perception of the quality of information provided to the steakholder (principals, teachers, students and parents) had a higher category, two SIM operator's perception of the implementation of the School of Application Package can be concluded that the device is easy to School Application Package to be operationalized.

Ketidaksesuaian ketrampilan telah menjadi masalah di pasar tenaga kerja di Indonesia. Berhubungan dengan hal tersebut, makalah ini menganalisis pengaruh kesesuaian antara jenis jurusan dan pekerjaan di pasar tenaga kerja. Indonesia akan menghadapi kelebihan pasokan populasi penduduk usia kerja, sehingga pemerintah membuat suatu kebijakan mengenai sekolah kejuruan. Penelitian sebelumnya menunjukkan bahwa relevansi antara ketrampilan dan pekerjaan meningkatkan pendapatan di pasar tenaga kerja. Penelitian in menggunakan data SAKERNAS 2013 dengan fokus terhadap analisis gender. Model empiris Mincer diaplikasikan sebagai basis untuk mengestimasi pengaruh tersebut. Hasil penelitian menunjukkan bahwa lulusan Sekolah Menengah Kejuruan yang jenis jurusan dan pekerjaannya sesuai menikmati gaji 13.5% lebih tinggi dibandingkan yang tidak sesuai. Efek ini tidak berbeda nyata secara statistik antara pria dan wanita. Selanjutnya, efek ini mencapai titik tertinggi pada awal karir di pasar tenaga kerja untuk pekerja pria, namun menunjukkan pengaruh pada pertengahan karir bagi para pekerja wanita. Hal ini mungkin dikarenakan perbedaan tingkat mobilitas antara pekerja pria dan wanita.
Walaupun prosedur kesesuaian antara jurusan dan pekerjaan dimungkinkan menunjukkan hasil yang tidak signifikan, namun penelitian ini mendukung hasil beberapa penelitian sebelumnya mengenai kesesuaian jenis jurusan dan pekerjaan di pendidikan kejuruan. Walaupun demikian, penelitian ini juga memberikan bukti baru bagi pemerintah untuk memantau kebijakan pendidikan kejuruan karena masih menghasilkan ketidaksetaraan gender dalam memberikan pelatihan dan pekerjaan.

As skill mismatch has become the problem in the labor market in Indonesia, this paper examines the effect of the matching between vocational major and occupation in the labor market. Facing the excess supply of working age population, Indonesian government has imposed the vocational policy. Previous empirical evidences showed that the relevance returns of skill and occupation increases earnings in the labor market. The paper uses SAKERNAS 2013 data. A special focus will be on the role of gender. A basic Mincer model is applied to estimate the impact. The results show that the vocational graduates who have major and occupational matching enjoy 13.5% higher wages than those with mismatched. Meanwhile, this effect is not statistically different for males and females.
Furthermore, the effect reaches the highest point at the early career in the labor market for male workers, but in the middle of their working age for female workers. This may be due to the differences of the job mobility rate between men and women. Although the matching procedure may produce insignificant result, this research supported the prior studies on the major and occupational matching in vocational education. Nevertheless, this research provides novel evidence for the government to monitor the vocational education policies as it still generates gender inequality in providing training and job availability.

"Penelitian ini menginvestigasi pengaruh rangkap jabatan dan hubungan politik terhadap kualitas laba dengan proksi manajemen laba berbasis akrual di Indonesia. Dengan menggunakan data panel yang terdiri atas 88 perusahaan manufaktur yang tercatat di Bursa Efek Indonesia dari tahun 2009 sampai 2014 and diregresikan menggunakan metode estimator kuadrat terkecil (PLS).
Hasil penelitian menunjukkan hubungan positif antara rangkap jabatan terhadap manajemen laba. Namun demikian, hubungan politik tidak mempengaruhi secara signifikan tingkat manajemen laba. Hasil ini konsisten apabila menggunakan akrual diskresioner dengan model Kasznik (1999) dan Dechow et al. (1995).

This research is investigating the influence of multiple directorships and political connections on the quality of earnings, with the proxy of accrual-based earnings management in Indonesia. Using panel data comprising of 88 listed manufacturing companies in the Indonesia Stock Exchange from 2009 to 2014 and is run with Pooled Least Square linear regression estimation method.
The results show positive relationship between multiple directorships and earnings management. However, political connection is found to not significantly influence the levels of earnings management. These results are consistent when the measurement of discretionary accruals is using Kasznik (1999) and Dechow, Sloan, and Sweeney (1995) model.

"Pelayanan pendidikan merupakan pelayanan paling mendasar yang wajib diselenggarakan oleh pemerintah. Terdapat berbagai permasalahan dalam penyelenggaraan pelayanan pendidikan, dalam hal ini di tingkat SMK Negeri di Kota Depok. Dalam rangka mencapai visi sebagai Kota Niaga dan Jasa, pemerintah Kota Depok memfokuskan kepada pendidikan kejuruan untuk menciptakan sumberdaya manusia yang siap memasuki dunia kerja.
Dari segi jumlah, saat ini jumlah SMK Negeri yang ada di Kota Depok belum mampu memenuhi tuntutan masyarakat yang besar akan keberadaan SMK Negeri. Selain itu, ditinjau dari kepuasan masyarakat, angka Indeks Kepuasan Masyarakat untuk pelayanan pendidikan menengah di Kota Depok masih tergolong rendah.
Bertolak dari hal tersebut, tujuan penelitian ini adalah untuk mengetahui gambaran penyelenggaraan pelayanan pendidikan menengah di tingkat SMK Negeri di Kota Depok. Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data melalui wawancara mendalam dan studi dokumen.
Hasil penelitian menunjukkan bahwa dari segi pemenuhan Standar Pelayanan Minimal (SPM) pendidikan, terdapat berbagai hal yang masih harus ditingkatkan, khususnya pada sarana dan prasarana praktek di sekolah. Kendala utama yang menghambat penambahan SMK Negeri baru adalah kesulitan pembebasan lahan. Kemudian, kebijakan pemerintah Kota Depok dalam menggratiskan biaya SPP per bulan nyatanya menimbulkan dampak negatif, yaitu menurunnya kinerja guru dalam mengajar.

Educational service is one kind of basic needs and basic service which governments have the duty to provide. There are several problems in the implementation of educational service. In this case, it is the educational service in level State Vocational Middle School in Depok. In order to attain the city's vision of being City of Trade and Service, the local government of Depok is focusing on vocational education to set the qualified human resource and all ready to compete in the world of work.
Based on quantity, the number of State Vocational Middle School in Depok nowadays is not much enough to fulfill people's demand of having qualified State Vocational Middle School. On the other hand, based on people's satifaction for middle educational service, the number of People's Satifaction Index is still below the people's expectation.
Departing from this, the purpose of this research is to describe the performance of middle educational service in level State Vocational Middle School in Depok. The research aprroach used is qualitative approach and using indepth interview method and document study to gain the information.
The result of this research shows that as seen from the accomplishment of educational Minimum Service Standard aspect, there are still some things urgently need to fix, especially the practical infrastructure. The main obstacle lays on the term of State Vocational Middle School in Depok development is the land discharge. About the existence of local's governement policy of freeding the school monthly fee, in fact it also gain some bad impact, for example make the performance of the techers in teaching and giving lesson in class getting lower."

"Implementasi kebijakan Penerimaan Peserta Didik Baru (PPDB) di Kota Bogor pada tahun 2020 sudah menggunakan kebijakan zonasi, pelaksanaan ppdb dengan menggunakan jalur zonasi ini bertujuan untuk pemerataan akses pelayanan dan kualitas pendidikan, menghilangkan penilaian masyarakat terhadap sekolah favorit dan mendekatkan sekolah dengan tempat tinggal peserta didik. Implementasi kebijakan PPDB melalui jalur zonasi sudah mulai dilaksanakan oleh daerah sejak tahun 2018. Dalam pengimplementasian kebijakan PPDB yang dilakukan oleh Kota Bogor memiliki konsep dan pola jalur zonasi yang berbeda dengan Peraturan Menteri Pendidikan dan Kebudayaan Nomor 44 Tahun 2019 dikarenakan Kota Bogor dalam mengimplementasikan kebijakan ini mengacu pada Keputusan Walikota Bogor Nomor 421.45-399 Tahun 2020 dan Surat Keputusan Kepala Dinas Pendidikan Kota Bogor Nomor 800/172 Tahun 2020 sebagai salah satu bentuk desentralisasi dibidang pendidikan. Pelaksanaan kebijakan PPDB melalui jalur zonasi di Kota Bogor didasarkan dengan pembagian wilayah administratif kecamatan dikarenakan keterbatasan jumlah SMP Negeri dan menggunakan nilai rata-rata rapot. Oleh sebab itu, penelitian ini bertujuan untuk menganalisis implementasi kebijakan penerimaan peserta didik baru melalui jalur zonasi pada SMP negeri di Kota Bogor dengan menggunakan teori implementasi kebijakan publik oleh George Edwards III (1989). Pendekatan penelitian yang digunakan adalah post-positivist dengan teknik pengumpulan data dengan wawancara mendalam sebagai data primer dan studi literatur sebagai data sekunder, serta teknik analisis yang digunakan bersifat kualitatif. Hasil dari penelitian ini bahwa pengimplementasian kebijakan PPDB melalui jalur zonasi yang dilaksanakan dengan pola yang dibuat oleh Kota Bogor sudah sudah berlangsung dengan baik dikarenakan terpenuhinya seluruh dimensi implementasi kebijakan dimana pada pelaksanaan kebijakan PPDB melalui jalur zonasi terjadi pandemi COVID-19 sehingga panitia PPDB dilengkapi dengan APD dan dapat mencapai tujuan pemerataan akses pelayanan dan kualitas pendidikan bagi masyarakat di Kota Bogor dengan terpenuhinya 10 subdimensi dari 12 dimensi pada faktor-faktor yang memengaruhi implementasi kebijakan. Rekomendasi yang dapat diberikan adalah pihak Kemendikbud dapat meningkatkan upaya koordinasi dengan pemerintah daerah supaya pola yang ditetapkan di daerah sesuai dengan permendikbud yang berlaku.
Implementation of the new student admission policies at Bogor City in 2020 has used zoning policies aimed for equitable access to services and quality of education, eliminate public stigma of favorite schools and students can go to closer schools from home. The implementation of the PPDB policy through the zoning route has been implemented by the regions since 2018. The implementation of the PPDB policy carried out by the City of Bogor has a different concept and pattern of zoning pathways from the Regulation of the Minister of Education and Culture Number 44 of 2019. This is because in implementing this policy, Bogor City refers to the Decree of the Mayor of Bogor Number 421.45-399 of 2020 and the Decree of the Head of the Bogor City Education Office Number 800/172 of 2020 as a form of decentralization in the education sector. The implementation of PPDB policy through zoning in Bogor City is based on the division of sub-district administrative areas due to the limited number of state junior high schools and using the average grade of report cards. Therefore, this study aims to analyze the implementation of the new student admission with zoning policies in public junior high schools in Bogor City according to the implementation theory by George Edwards III (1989). The research approach used in this study is post-positivist with data collection techniques through in-depth interviews with various stakeholders as primary data and literature studies as secondary data and the analysis technique used is qualitative. The results of this study indicate that implementation of new students admission policy by zoning policies implemented in a pattern created by Bogor City has been well implemented due to all dimensions of policy implementation has been fulfilled and also during the implementation of the new student admission policies due to COVID-19 the PPDB committee was equipped with PPE and the implementation also has been able to achieve the goal which is examining access to quality service and education for citizen in Bogor City because of it’s success to fulfill 10 of the 12 indicator measured. Recommendations that can be given is the Ministry of Education and Culture can improve the coordination efforts and process wirh local government so the new student admission pattern that implemented in several areas prescribed by the Ministeral Regulation of Ministry of Education and Culture"

"Topik dan pembahasan tentang kesetaraan gender dan apa yang harus dilakukan untuk menegakkannya merupakan isu yang masih hadir di zaman sekarang ini. Makalah ini berfokus pada serikat pekerja yang telah mengambil banyak langkah untuk meningkatkan kesetaraan gender dengan menargetkan ketidaksetaraan gender secara keseluruhan, mendorong pengaturan upah yang adil, dan meningkatkan peran perempuan dalam pengambilan keputusan. Meskipun serikat pekerja telah melakukan upaya yang signifikan dan partisipasi perempuan dalam angkatan kerja telah meningkat, masih banyak perempuan yang mempunyai pekerjaan dengan kategori pekerjaan yang rentan. Dengan demikian, pengaruh serikat pekerja dalam meningkatkan kesetaraan gender dalam bentuk perlindungan perempuan dari pekerjaan yang rentan dan mempromosikan posisi kerja yang setara harus diuji. Penelitian ini bertujuan untuk menjelaskan pengaruh keberadaan serikat pekerja yang dihitung dari tingkat partisipasi serikat pekerja di suatu negara terhadap kesetaraan gender yang diukur dengan porsi perempuan pada posisi manajerial. Untuk menguji hipotesis bahwa negara-negara dengan tingkat partisipasi serikat pekerja yang lebih tinggi memiliki presentase perempuan yang lebih tinggi pada posisi manajerial, dilakukan analisis regresi linier pada tingkat lintas negara. Hasil penelitian menunjukkan bahwa terdapat pengaruh negatif serikat pekerja terhadap presentase perempuan pada posisi manajerial. Oleh karena itu, alasan hasil ini akan dibahas lebih lanjut dalam makalah.

The topic and discussion about gender equality and what must be done to enforce them are issues that are still present in today’s time. This paper focuses on labor unions that have taken many steps to improve gender equality by targeting overall gender inequality, encouraging equitable wage setting, and improving the role of women in decision-making. Although labor unions have made significant efforts and women’s participation in the workforce has increased, women are still segregated into working vulnerable jobs. Thus, the influence of labor unions in increasing gender equality in the form of protecting women against vulnerable work and promoting equal job positions should be tested. This research aims to explain the influence of the presence of labor union, calculated by the labor union participation rate of countries to gender equality, measured by the women shares in managerial positions. To test the hypothesis that countries with a higher labor union participation rate have a higher share of women in managerial positions, a linear regression analysis on a cross-country level was conducted. The results show that there is a negative influence of labor unions on the shares of women in managerial positions. Therefore, the reason for these results will be further discussed in the paper.

"ABSTRAK
Penelitian ini bertujuan untuk menganalisis pengaruh ukuran, diversitas gender, dan independensi Dewan Direksi terhadap performa perusahaan manufaktur di Indonesia pada periode 2011 ndash; 2014 dengan menggunakan metode analisis regresi fixed effect model GLS. Penelitian ini menggunakan nilai ROA dan Tobin rsquo;s Q sebagai alat ukur performa perusahaan serta ukuran perusahaan, umur perusahaan, leverage, sales growth, dan return volatility sebagai variabel kontrol penelitian. Penelitian ini juga menggunakan 167 perusahaan manufaktur di Indonesia sebagai sampel penelitian. Hasil penelitian ini menemukan bahwa secara umum ukuran, diversitas gender, dan independensi Dewan Direksi mempengaruhi performa perusahaan. Namun secara spesifik, penelitian berhasil menemukan ukuran dewan direksi berpengaruh secara signifikan negatif terhadap ROA dan Tobin rsquo;s Q, diversitas gender tidak berpengaruh secara signifikan terhadap kedua performa perusahaan, dan independensi dewan direksi yang berpengaruh secara signifikan negatif hanya terhadap nilai Tobin rsquo;s Q.

ABSTRACT
This study aims to analyse the effect of board Size, gender diversity, and board independence on firm performance of Indonesian manufacturing firm in period 2011 ndash 2015 using regression analysis fixed effect model GLS. This study uses ROA and Tobin rsquo s Q as proxy for firm performance, also firm size, firm age, leverage, sales growth, and return volatility as control variable. This study also uses 167 Indonesian Manufacturing Firm as samples.The results of this study found that in general board size, gender diversity, and board independence affect the firm performance. Specifically, this study found that board size significantly affect both ROA and Tobin rsquo s Q in negative way, gender diversity insignificantly affect both firm performance, and board independence significantly affect only on Tobin rsquo s Q in negative way."

"Penelitian tentang faktor yang mempengaruhi pengungkapan sukarela telah banyak diteliti diantaranya karakteristik perusahaan, mekanisme tata kelola perusahaan dan struktur kepemilikan. Peningkatan keberadaan wanita dalam jajaran manajemen puncak di beberapa negara mendorong OECD untuk memberikan rekomendasi dengan mempertimbangkan keseimbangan komposisi gender dalam pengambilan keputusan. Penelitian ini menguji komposisi wanita dalam jajaran manajemen puncak terhadap tingkat pengungkapan sukarela dengan menggunakan perusahaan yang terdaftar di bursa efek indonesia pada tahun 2014 - 2015. Tingkat pengungkapan sukarela diukur dengan menggunakan indeks pengungkapan Botosan 1997 yang terdiri dari empat komponen pengungkapan yaitu non-keuangan, proyeksi informasi, analisis dan pembahasan manajemen dan ikhtisar keuangan lima tahun terakhir. Hasil penelitian ini menemukan bahwa tidak ada pengaruh wanita dalam jajaran manajemen puncak terhadap tingkat pengungkapan. Komposisi wanita dalam jajaran manajemen puncak di perusahaan manufaktur Indonesia masih relatif kecil.

Previous study has examined the determinants of voluntary disclosure such as firm characteristics, corporate governance mechanism and ownership structure. Increasing women 39 s representation on board and level of voluntary disclosure by using data set of Indonesia listed firm for the year 2014 2015. Level of voluntary disclosure are measured by voluntary disclosure index of Botosan 1997. The disclosure instrument provides four components of disclosure non financial, projected information, management and discussion analysis and summary of five year performance. This study finds no relationship between woman on board and level of voluntary disclosure. The proportion woman on board in manufacturing firms in Indonesia are relatively small."
