"ABSTRAK
Penelitian ini bertujuan untuk menganalisis proses penyusunan anggaran serta kemungkinan pengaruh penghentian program perintisan Sekolah Bertaraf Internasional (SBI) terhadap kegiatan dan pendanaan empat sekolah eks Rintisan SBI di Kabupaten Pati. Penelitian ini dilakukan dengan metode wawancara dan telaah dokumen. Dari hasil penelitian, ditemukan bahwa masih terdapat objek penelitian yang belum mengikuti ketentuan mengenai tahapan penyusunan, struktur, dan format anggaran yang telah ditetapkan. Objek penelitian juga masih menghadapi beberapa masalah, terutama terkait dengan pencairan dana yang berasal dari Pemerintah. Pasca penghentian program perintisan SBI, objek penelitian ingin tetap menjalankan sebagian programnya tanpa membebani orang tua siswa.

ABSTRACT
This study aims to analyze the budget preparation and the possible effects of International-Standardized School (SBI) program termination to activities and funding of four schools in Pati Regency. This research is conducted through interviews and document review. It is found that there are schools that have not complied with regulation about stages of preparation, structure, and format of the budget that has been set. The schools face several problems, mainly related to the disbursement of Government‟s funds. After the termination of SBI pioneering program, schools are likely to still run some of their programs at no cost to the students‟ parents."

"Penelitian ini bertujuan mengetahui pengaruh kepemimpinan kepala sekolah dan iklim sekolah terhadap kinerja Rintisan SMA Bertaraf Internasional di Kabupaten Cirebon. Subyek penelitian adalah guru pengajar. Sampel yang diambil sebanyak 68 orang dengan teknik sampel jenuh. Metode analisis yang digunakan kuantitatif dengan tehnik analisis korelasi. Instrumen disusun dalam bentuk angket dengan menggunakan skala Likers.
Penelitian ini membuktikan bahwa: Pertama, terdapat hubungan yang positif dan signifikan antara kepemimpinan kepala sekolah terhadap kinerja Rintisan Sekolah Bertaraf Internasional sebesar 0.731. Kedua, terdapat hubungan yang positif dan signifikan antara iklim sekolah dengan kinerja Rintisan Sekolah Bertaraf Internasional sebesar 0.731.

The objective of this research were to examine the contribution of the influence leadership and climate school to the performance of Pioneering International Standard Senior High School (RSBI) in Cirebon Distric. The subject consist of class teachers. The total sampel was taken 68 by using saturation sampling technique. Research method which is used is quantitative by using correlation analisys. The instrument was arranged in the form of Likert Scale.
The research implied the influence that: first, there was a positive and significant correlation between leadersheep and performance Pioneering International Standard Senior High School of 0.583. Second, there was a positive and significant correlation between school climate and performance Pioneering International Standard Senior High School of 0.534.

"Usaha Kesehatan Sekolah merupakan upaya membina dan mengembangkan hidup sehat masyarakat sekolah. Upaya dilakukan secara terpadu, terkoordinasi, dan terencana yang melibatkan unsur pemerintah, masyarakat sekolah, dan warga masyarakat sekitar sekolah, diharapkan akan merubah pola hidup sehat masyarakat melalui sekolah sehingga akhirnya akan mampu membentuk manusia yang berkualitas.
Untuk melaksanakan tugas pembinaan dan pengembangan Usaha Kesehatan Sekolah secara terpadu dan terkoordinasi sesuai dengan ketentuan yang tercantum dalam Surat Keputusan Bersama Empat Menteri, dibentuk Tim Pembina Usaha Kesehatan Sekolah secara berjenjang mulai dari Tim Pembina Usaha Kesehatan Sekolah Pusat, Tim Pembina Usaha Kesehatan Sekolah Propinsi, Tim Pembina Usaha Kesehatan Sekolah Kabupaten, Tim Pembina Usaha Kesehatan Sekolah Kecamatan, dan Tim Pelaksana Usaha Kesehatan Sekolah di sekolah.
Tim Pembina Usaha Kesehatan Sekolah Kabupaten Lampung Utara dalam melaksanakan kegiatan mempunyai beberapa masalah antara lain pelaksanaan kegiatan masih bersifat insidentil, kegiatan di lapangan masih berjalan sendiri-sendiri, cakupan program belum sesuai dengan target. Tujuan penelitian adalah untuk mendapatkan gambaran pelaksanaan kegiatan Tim Pembina Usaha Kesehatan Sekolah Kabupaten Lampung Utara tahun 2002.
Penelitian ini merupakan studi kasus dengan pendekatan kualitatif dengan menggunakan data primer dan sekunder. Data diperoleh dengan melakukan wawancara mendalam, dan penelusuran data yang terdokumentasi. Informan penelitian adalah mereka yang tergabung dalam Tim Pembina Usaha Kesehatan Sekolah dan Sekretariat Tim Pembina Usaha Kesehatan Sekolah Kabupaten Lampung Utara, serta Tim Pembina Usaha Kesehatan Sekolah Kecamatan Kotabumi, jumlah informan adalah 14 orang.
Hasil penelitian menunjukkan bahwa pelaksanaan kegiatan Tim Pembina Usaha Kesehatan Sekolah Kabupaten Lampung Utara belum berjalan dengan baik, karena belum semua komponen input yang dianalisis mendukung proses seperti : belum terperinci uraian tugas untuk anggota, sehingga belum semua anggota tim memahami tugas dan tanggung jawabnya, dan belum tersedianya anggaran rutin untuk pembinaan. Hal ini mengakibatkan proses koordinasi belum berjalan dengan baik, yang dapat dilihat dari rapat koordinasi yang belum rutin dilaksanakan, kehadiran anggota tim yang berwakil, perencanaan belum dilakukan secara terpadu, pembinaan dan evaluasi dilakukan hanya pada saat kegiatan lomba sekolah. Hasil pelaksanaan kegiatan belum terdokumentasi dengan baik, dokumen-dokumen yang ada di Sekretariat tidak lengkap.
Agar kegiatan Tim Pembina Usaha Kesehatan Sekolah Kabupaten Lampung Utara dapat mencapai hasil yang lebih baik, disarankan untuk mengadakan rapat kerja yang dihadiri oleh Tim Pembina Usaha Kesehatan Sekolah Kecamatan dan Tim Pelaksana Sekolah, uraian tugas dibuat lebih terperinci, adanya komitmen dari ketua dan anggota tim untuk melaksanakan tugas dan tanggung jawabnya, perlu disosialisasikan program Usaha Kesehatan Sekolah ke jajaran instansi terkait, dan adanya bantuan dana dan sarana melalui Pemerintah Daerah. Selain itu pelaksanaan kegiatan perencanaan dilakukan bersama-sama anggota tim, pembinaan dan evaluasi ke Tim Pembina Usaha Kesehatan Sekolah Kecamatan serta Tim Pelaksana di sekolah dilakukan secara berkala dan terpadu minimal empat bulan sekali.

School Health Program is an effort to build and develop the healthy life of school community. This program is done integrated, coordinated and planned involving government, school community and the community around the school and expected to change healthy life style of community through the school, finally will be able to create the qualified human.
To implement duty of building and developing School Health Program integrated and coordinated, which is in line which Decision Letter of the Four Ministers, formed the School Health Program Advisory Team, from National of Advisory Team, Province, District, Sub district, and Implementer Team at school.
In implementing their activities, Advisory Team of School Health program in The District of North Lampung has several problems such incidentally activities implementation, field activities still progress stand alone, program coverage not fulfilled the target. The effort of research is to find out description of the activities of Advisory Team of School Health Program in The District of North Lampung, 2002.
The research is a case study with a qualitative approach using primary and secondary data. Data gained by in depth interview and tracking documented data. Informants of research are those who involved in Advisory Team of School Health Program, Secretariat of Advisory Team of North Lampung, and Sub district Kotabumi Advisory Team, number of informants is 14.
Result of the research show the activities implementation of Advisory Team of School Health Program has not yet worked well because not all analyzed input components support the process like job description for members is not in detail, making all of them not understand their job and responsibilities, and routine budget is unavailable. It causes coordination process has not yet functioned well, this can be showed by that there is coordination meeting which executes routinely, member are surrogated by their representatives, planning is not performed integrally, building and evaluation are only when school contest carried out. Results of activities implementation are not well documented and documents in Secretariat are not comprehensive.
For the activities of Advisory Team of School Health Program in North Lampung to get better results, it is suggested to hold work meeting attended by Sub district Advisory Team and Implementer Team of school, prepare job description in a more detail, make available commitment from the chairman and members of team to implementing their job and responsibilities, socialize school health program into the related instances, and get financial aids and facilities from local Government. Planning activity should be implemented collectivity by team members, and building and evaluation to Sub district Advisory Team and Implementer Team at school should be done periodically and integrally at least four times monthly.

"Opini negatif masyarakat Indonesia terhadap keberadaan program rintisan sekolah bertaraf Internasional akhir-akhir ini menuntut adanya evaluasi yang mampu memperjelas perihal apa dan bagaimana dengan R-SMA-BI tersebut. Tesis ini bermaksud menganalisis pelaksanaan program rintisan sekolah menengah atas bertaraf internasional di Provinsi Lampung rintisan tahun 2006 dengan menggunakan model Context, Input, Process, Product (CIPP), melalui pendekatan positivisme dengan metode kualitatif. Subjek penelitian adalah Kepala Sekolah, Koordinator Program RSBMAI, guru/pengajar, siswa, kepala administrasi , unsur Dinas Pendidikan Provinsi, Unsur Dinas Pendidikan Kabupaten/Kota, Komite Sekolah di SMA RSBI di Provinsi Lampung rintisan 2006.
Hasil penelitian menunjukkan pada aspek konteks, di ke-tiga RSMABI memulai program Rintisan sekolah bertaraf internasional setelah ditunjuk oleh pemerintah pusat melalui surat resmi. Pada aspek Input ke-tiga sekolah rintisan SBI melakukan sistem seleksi siswa baru secara bertahap. Aspek Proses di ke-tiga RSMA-BI telah menerapkan pembelajaran berbasis TIK, pembelajaran bilingual, adaptasi kurikulum Cambridge. Pada aspek Produk /Output menunjukkan lulusan di ke-tiga R-SMA-BI memiliki nilai Ujian Nasional rata-rata di atas 7,5 dan lulusan dapat diterima di perguruan tinggi favorit, dua R-SMA-BI mencapai diatas 80 % dan satu RSMA-BI baru mencapai 74,71 %.

The negative public opinion in Indonesia to the existence of an international school pilot program in recent times calls for an evaluation that is able to clarify about what and how to RSBI is. This thesis intends to analyze the implementation of the pilot program of an international school in Lampung Province in 2006 with the pilot using the Context, Input, Process, Product (CIPP) model, through positivism approach with qualitative methods. Research subjects are the Principal, Coordinator RSBI Program, teachers/instructors, students, the head of administration, elements of the Provincial Education Office, District Education Office Elements, the School Committee at the high school in Lampung Province RSBI 2006 piloting.
The results research showed context aspects, in the three pilot schools started the program international pilot school program after appointed by government through a formal letter. On Input aspect they do the new student selection using gradually system. From process aspects, these schools have applied learning process based on ICT, bilingual learning, Cambridge curriculum adaptation. From Product aspect the output shows graduates students these school have National Examination score more than 7.5 and can be accepted in favorites university above 80 % for two schools and 74.71% for the one.

"Penelitian ini bertujuan menganalisis pelaksanaan program RSBI di Kota Depok dengan menggunakan model CIPP (Context, Input, Process, Product). Pendekatan yang dipakai adalah pendekatan positivisme. Subyek penelitian adalah kepala sekolah, penanggungjawab program, gum pengajar, siswa, kepala tata usaha, unsur Dinas Pendidikan Kota, dan pengamat pendidikan SMA RSBI di Kota Depok. Hasil penelitian menunjukkan pada komponen konteks, keempat sekolah memulai program rintisan setelah ditunjuk pemerintah melalui surat resmi, pada komponen input keempat sekolah menerapkan sistem seleksi bertahap dalam penerimaan siswa baru, pada komponen proses keempatnya meneraplcan pembelajaran berbasis ICI pembelajaran secara billingual dan adopsi serta adaptasi kurikulum nasional dengan kurikulum luar negeri, dan di komponen output menunjukkan lulusan keempat sekolah mempunyai nilai rerata UN di atas 7,0 dan rerata keterserapan lulusan di perguruan tinggi terkemuka di dalam maupun di luar negeri sebesar 85%.

The objective of this study is to analyze the impiementation of Pioneering International Standard Senior High School (RSBI) viewed from school?s input, process, output and outcome paradigm. This research employs positivism approach. The subject consists of school principals, coordinator of RSBI program, class teachers, the head of administration section, class student, and school stakeholders. Results show that, from context side, all the four-schools begun their program after they had been granted with govemment?s official certificate as an operator of pioneering program. From input side, the recruitment system for new students, all the four-schools use phases selection. From process side, the four schools implement ICT based leaming, learning process conducted bilingually and also adopting and adapting national curriculum with intemational curriculum. Output side, the graduated students from all schools have high percentage for national examination (UN) in average is above 7.0 and the means of students who are accepted in prominent universities in and out of this country is 85%."

"[ABSTRAK
Latar belakang (background): Saat ini, banyak sekali permasalahan kesehatan yang
terjadi pada remaja, termasuk juga pada remaja yang berada di sekolah. Di Indonesia,
terdapat sebuah program promosi kesehatan yang dilakukan pada tataran sekolah yaitu
Usaha Kesehatan Sekolah (UKS). Anak sekolah merupakan kelompok terorganisir yang
berpotensi untuk mampu berdaya dalam hal kesehatan. Tujuan (Objective): Memberikan
gambaran mengenai pelaksanaan program UKS pada Sekolah Lanjutan Tingkat Atas
(SLTA)di Provinsi DKI Jakarta dengan menggunakan pendekatan Balanced Scorecard.
Metode (Method): Informasi yang didapatkan berasal dari studi kualitatif yang dilakukan
pada sekolah dan Puskesmas di Provinsi DKI Jakarta. Studi ini dilakukan pada bulan Juli-
Oktober 2014. Informasi yang dianalisis dalam studi ini bersumber dari 17 wawancara
mendalam yang dilakukan pada sekolah dan Puskesmas, melibatkan 4 (empat) wakil
kepala sekolah, 4 (empat) guru Pembina UKS, 4 (empat) perwakilan siswa, 4 (empat)
perwakilan Puskesmas, dan seorang perwakilan staf Dinas Kesehatan Provinsi DKI Jakarta.
Hasil (result): Berdasarkan metode evaluasi Balanced Scorecard, pada keempat sekolah
yang menjadi studi penelitian ini lebih banyak menjalankan ruang lingkup kuratif saja.
Pada keempat Puskesmas diketahui lebih banyak menjalankan fungsi pelayanan kesehatan
dibandingkan dengan fungsi pendidikan kesehatan dan pembinaan lingkungan sehat.
Beberapa faktor yang mendorong belum optimalnya pelaksanaan UKS di SLTA
diantaranya adalah masih kurangnya pelatihan dan forum belajar bagi guru, belum
maksimalnya pelibatan siswa baik di sekolah maupun di Puskesmas, dan belum
maksimalnya kerjasama yang dilakukan oleh Puskesmas. Kesimpulan (conclusion):
Diperlukan sebuah upaya yang komprehensif untuk mengatasi permasalahan tersebut
termasuk peninjauan kembali kebijakan dan pedoman yang berkaitan dengan pelaksanaan
UKS di sekolah, peningkatan keterampilan bagi para guru dan petugas kesehatan melalui
pelatihan dan mengaktifkan forum komunikasi sebagai sarana belajar untuk
mengembangkan wawasan, melibatkan para orangtua siswa, dan pelibatan siswa dalam
menjalankan proses perencanaan hingga evaluasi program UKS di sekolah.

adolescent in school. In Indonesia, there is a program that conducted in school, named
UKS (Usaha Kesehatan Sekolah). In school, adolescent is the organized group that has to
be capable to empower in health. Objective: Explain about implementation of UKS
program in Senior High School and equal in Province of DKI Jakarta with Balanced
Scorecard approaches. Method: information obtained from qualitative study conducted in
School and health care center in Province of DKI Jakarta. Analyzed information in this
study sourced from 17 in-depth interviews, consist of 4 (four) vice school principle, 4
(four) teachers, 4 (four) students, 4 (four) health care center staff, and representatives from
Province Health Office. Result: Based on Balanced Scorecard method, in four schools
which become the subject of the research stated that are not yet implemented
comprehensive UKS program. Most of them implement only in curative and rehabilitative
efforts. Besides senior high school, the implement program is health care center. In four
health care center, most of them implement the program only in health services function
compared with health education function. Inhibit factors which causes ineffective are lack
of training and forum for teacher for encouraging their knowledge and skill that related
with UKS, lack of involving the student in school and health care center, and lack of
partnership between health care center with other sectors like public sector, private sectors,
or non-government organization. Conclusion: Required a comprehensive effort to solve
the problems. The governments have to review the policy and guidance related to UKS
implementation di school. Besides that, it is required to improve the organizing skill from
program officer (teacher and health care officer) so that they are capable to implement
comprehensive UKS program through training and communication forum as the learning,
involve the parent of the student, and involve the students in planning until evaluation

"Penyelenggaraan program Sekolah Bertaraf Internasional di SMP Negeri 5 dan SMA Negeri 3 Bandung sudah berjalan dalam waktu 4 tahun. Setelah 4 tahun berjalan implementasi kebijakan Sekolah Bertaraf Internasional pada kedua sekolah tersebut, perlu dilakukan analisis atau evaluasi untuk mengetahui keberhasilan program tersebut.
Analisis penelitian ini berdasarkan teori yang disampaikan oleh George C. Edward III (1980). Menurut George C. Edward III ada empat faktor yang mempengaruhi keberhasilan implementasi kebijakan publik yaitu, faktor komunikasi, faktor sumberdaya,faktor sikap/disposisi dan faktor struktur birokrasi.Penelitian ini menggunakan pendekatan kuantitatif, studi eksplorasi terhadap kepustakaan yang relevan. Hasil penelitian ini di SMP Negeri 5 Bandung menunjukkan bahwa, faktor komunikasi masih mengalami hambatan atau kendala di dalam implementasi kebijakan Sekolah Bertaraf Internasional, terkait masih belum samanya persepsi antara Kepala SMP Negeri 5 Bandung dengan Wakil Kepala SMP Negeri 3 Bandung. Faktor lain yang menjadi hambatan atau kendala adalah faktor sarana dan prasarana terutama, terkait pemenuhan ruang kelas belum seluruhnya berbasis TIK/ICT.
Hasil Penelitian di SMA Negeri 3 Bandung, menunjukkan bahwa, faktor SDM terutama Guru masih menjadi kendala atau hambatan, terutama Guru-guru yang sudah berusia 40 tahun keatasmasih belum maksimal dalam memberikan materi dalam bahasa Inggris. Faktor lainnya adalah faktor saran dan prasarana terkait pemenuhan lahan tanah sebagai pengembangan Sekolah Bertaraf Internasional.

Factors that influence the implementation of international school policy in SMP Negeri 5 Bandung and SMA Negeri 3 Implementation of international school program at Junior High School 5 and SMA Negeri 3 Bandung has been running in 4 years. After 4 years of running international school policy implementation at both schools, the need to do analysis or evaluation to determine the success of the program. The analysis of this study is based on the theory presented by the George C. Edward III (1980). According to George C. Edward III, there are four factors that influence the successful implementation of public policy, namely, communication factors, resource factors, factor the attitude / disposition and bureaucratic structure factor.
This study uses a quantitative approach, in which the framework of theoretical concepts to the development of strategies to be assessed and analyzed through exploratory study of the relevant literature.
The results of this study in SMP Negeri 5 Bandung indicates that, the communication factor is still experiencing delays or obstacles in the implementation of international school policy, is still associated with him in perception between the Head of Junior High School 5 deals with the Deputy Head of SMP Negeri 3 Bandung. Another factor is a barrier or obstacle is a factor, especially infrastructure, related to the fulfillment of the classrooms have not been entirely based ICT / ICT. Outcomes Research in SMA Negeri 3 Bandung, showed that, human factors, especially Guru is still an obstacle or hindrance, especially teachers who are aged 40 years and over still have not been up to provide material in English. Another factor is the factor of suggestions and related infrastructure land as the fulfillment of international school development."

Thesis ini mendiskusikan tentang implementasi kebijakan pada pendidikan anak usia dini di Kecamatan Tajur Halang, Bogor.Pendidikan Usia Dini adalah suatu program kebijakan yang dicanangkan oleh Pemerintah Pusat yang didukung oleh Pemerintah Daerah melaui instansi terkait dalam mengimplementasikan kebijakan tersebut.
Penelitian ini bertujuan untuk mengetahui gambaran dan faktor-faktor yang berhubungan dengan upaya Pemerintah Daerah Kabupaten Bogor dalam menerapkan kebijakan PAUD agar dapat meningkatkan dan mempermudah akses pendidikan tersebut bagi masyarakatnya serta menggali lebih jauh bagaimana upaya para pengelola sekolah PAUD dalam meningkatkan akses mutu layanannya terhadap masyarakat serta melihat kontribusi para orang tua murid dalam meningkatkan performa layanan bagi kemajuan sekolah PAUD.
Hasil penelitian ini menerangkan bahwa masih terdapatnya kelemahan dalam impementasi kebijakan yang dimulai dari Dinas Pendidikan Kabupaten Bogor hingga ketingkat yang lebih rendah yaitu UPTP Kecamatan Tajur Halang. Hal ini disebabkan oleh kurangnya kompetensi dari pelaksana kebijakan, penyelenggara PAUD hingga pada tutornya.

ABSTRACT
This thesis discusses about the implementation of a policy on early childhood education in the district of Tajur Halang, Bogor. Early Childhood Education (ECE) is a program policies promulgated by the Central Government which is supported by the local government through the related institutions for implementing the policy.
The aims of this research is to describe the factors whose had related with efforts of local government to implementing the early childhood policies in order to increase and facilitate the access of early education for wider segment of community, plus to explore the efforts to the early childhood school management in improving the quality of services to the communities. This study also wish to describe the parents contribution in improving the performance of services to the advancement early childhood school.
The results of this research are found weakness in the implementation of policy begins from the top of the local government until the lower level that is UPTP District of Tajur Halang.
This weakness arises due to lack of competence and capacity from the human resources in local government, school managers and the tutor of early childhood education."
