"Strategi kebijakan layanan informasi di Biro Humas dan Hubungan Luar Negeri belum mampu mémberikan pelayanan informasi sesuai harapan public, Oleh karena itu perlu diteliti bagaimana agar strategi kebijakan pelayanan informasi menjadi lebih efektif dalam merumuskan strategi berdasarkan empat teori George Edward HI yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi.
Pendekatan penelitian ini adalah deskriptif-kuantitatif yang mencoba untuk menjelaskan masalah yang dianalisis berdasarkan data yang dikumpulkan dari pengamatan dan wawancara. Wawancara terlibat informan kunci eksternal dan infernal, pembuat kebijakan dan pelaksana (wartawan dan masyarakat).
Permasalahan da1am penelitian ini adalah Bagaimana pelaksanaan sitrategi kebijakan untuk rneningkatkan layanan informasi juga untuk menganalisis masalah-rnasalah yang mengharnbat penerapan strategi kebijakan untuk infonnasi publik di Biro Humas dan Hubungan Luar Negeri Kementrian Hukum dan Hak AsaSi Manusia, dan mengidentifkasi hal-hal yang dapat menghambat strategi kebijakan.
Teori yang digunakan dalam analisis terhadap pelaksanaan kebijakan strategi untuk meningkatkan layanan informasi ini dari George Edward III. Selanjutnya, untuk menganalisis strategi kebiiakan layanan informasi.
Hasil penelitian menjelaskan bahwa pelaksanaan strategi kebijakan pelayanan informasi memiliki dampak yang mendalam pada pelaksanaannya. Tapi, ada juga beberapa kelemahan dalam pelaksanaan di Biro Humas dan Hubungan Luar Negeri. Mengacu pada teori George Edward III, kelemahan pada Biro Humas dan Hubungan Luar Negeri adalah aspek komunikasi, sumber daya, dan struktur birokrasi. hal ini dapat ditingkatkan dengan koordinasi yang? jelas dan komunikasi, dan konsisten dengan pelaksanaan. Hasil penelitian juga menunjukkan memiliki dampak yang mendalam tentang pelaksanaan layanau informasi di Biro Humas dan Hubungan Luar Negeri, meskipun ada beberapa kelemahan. Untuk menginplementasikan strategi kebijakan pelayanan informasi yang lebih baik, dapat menggambarkan langkah - langkah perumusan strategi menurut teori kollter.

The policy strategy of infomation service in Bureau of Public and Foreign Relations has not fulfill the public expectation of information service. Therefore, this research will explain how the information service policy strategy is to be more effective in formulating strategy based on four dimensions theory by Edward III namely communication, resources, disposition, and bureaucracy stmctnre.
The approach of this research is descriptive-qualitative which tries to describe the problems being analyzed based on data collected liom the observations and interviews. The interviews involved key external and intemal infonners, policy makers and implementers (journalists and public).
The problems in this research are How is the implementation of policy strategy for improving information service also to analyze the problems which constrain the implementation of policy strategy for public information in Bureau of Public and Foreign Relations ofthe Ministry of Law' and Human Rights, and to identity the things that can restrain the policy strategy for improving the public information.
The theory used in analyzing the implementation of strategy policy for improving the information service is from Edward 111. Subsequently, to analyze the policy strategy of information service.
The result describes that the implementation of policy Strategy of information service has deep impacts on the implementation. But, there are also some weaknesses in the implementation at Bureau of Public and Foreign Relations. Referring to the theory of Edward 111, the Weaknesses at Bureau of Public and Foreign Relations are the aspects of communication, resources, and bureaucracy structure. It can be improved by clear coordination and communication, and consistent with implementation. The result also shows that have deep impact on the implementation of information service at Bureau of Public and Foreign Relations, although there are some weaknesses. To implement better information service policy strategy, it can apply the steps of strategy formulation from Kollter theory.

"Tesis ini membahas mengenai tanggung jawab seorang Notaris berkaitan dengan pelaporan Akta Wasiat yang dibuatnya ke Seksi Pusat Daftar Wasiat Kementerian Hukum Dan Hak Asasi Manusia Republik Indonesia. Dimana metode penelitian yang penulis gunakan dalam penulisan tesis ini adalah metode kepustakaan yang bersifat yuridis normatif serta konsultasi dengan dosen pembimbing tesis penulis dengan menggunakan alat penelitian kepustakaan berupa studi dokumen, yaitu mempelajari dan meneliti berbagai sumber kepustakaan yang memberikan penjelasan terhadap penyelesaian secara yuridis terhadap tidak terdaftarnya Akta Wasiat dalam kasus yang menjadi bahasan dalam tesis ini. Notaris adalah pejabat umum yang berwenang untuk membuat akta otentik sejauh pembuatan akta otentik tersebut tidak dikhususkan bagi pejabat lainnya. Notaris bertindak sebagai pelayan masyarakat sebagai pejabat yang diangkat oleh pemerintah yang memperoleh kewenangan secara atributif dari Negara untuk melayani kebutuhan masyarakat dalam hubungan hukum yang terjadi antara mereka yang digunakan sebagai alat bukti akan dokumen-dokumen legal yang sah yang memiliki kekuatan pembuktian yang sempurna.
Akta otentik sebagai alat bukti terkuat dan terpenuhi mempunyai peranan penting dalam setiap hubungan hukum dalam kehidupan masyarakat. Akta Wasiat adalah merupakan salah satu bentuk dari akta otentik. Berkaitan dengan akta wasiat tersebut maka Notaris memiliki tanggung jawab tersendiri atas akta wasiat yang dibuatnya. Salah satu bentuk tanggung jawab notaris tersebut adalah berkaitan dengan pelaporan akta wasiat yang dibuatnya tersebut. Notaris dalam melaksanakan jabatannya sebagai Pejabat umum yang melayani masyarakat dapat dimintakan pertanggung jawabannya atas setiap akta yang dibuatnya dalam hal ini termasuk akta wasiat hingga sampai kepada pelaporan akta wasiat yang dibuatnya itu ke Daftar Pusat Wasiat. Segala formalitas yang berkaitan dengan Akta Wasiat termasuk dalam hal Pelaporannya ke Daftar Pusat Wasiat harus dilaksanakan dengan tepat, jika tidak maka akta wasiat tersebut batal serta Pihak yang merasa dirugikan akibat batal demi hukumnya sebuah akta wasiat dapat menuntut penggantian biaya, ganti rugi, dan bunga kepada Notaris yang bersangkutan.

This thesis discusses the responsibilities associated with reporting a Notary Deed of wills he made to Central Register of Wills Of The Ministry of Law And Human Rights Of The Republic of Indonesia. The research methods I use in this thesis is the method of literature that is both normative and consultation with the supervisor thesis writers by using the research literature in the form of a study document, namely studying and researching various sources of literature provide an explanation for the settlement judicially against not registered Deed of wills in the case that be the discussion in this thesis. Notary is a public official who is authorized to make the authentic act in so far as the manufacture of authentic deeds are not reserved for other officials. Notary acting as a public servant appointed by the government officials who obtained attributive authority of the State to serve the needs of society in a legal relationship that occurs between those that are used as evidence in legal documents will be valid has the strength of evidence was perfect.
Authentic deeds as the strongest evidence and fulfilled an important role in any legal relations in society. Deed of Probate is a form of authentic deed. In connection with the Notary deed that will have its own responsibility for the deed of will that made it. One form of the notary's liability is related to the reporting of the deed will he made. Notaries in carrying out his post as public officials who serve the public should be held accountable for every deed he made in this regard, including the deed to the reporting testament to the deed of will that made it to the list testament Center. All formalities relating to the Deed of wills, including in terms of reporting to List Centre Testament should be implemented properly, otherwise it will is canceled and the parties who feel harmed by void by law a certificate will be able to claim reimbursement, compensation, and interest to the notary concerned

"Tujuan Penelitian tesis ini adalah untuk mengetahui apakah jabatan sebagai Notaris dapat dirangkap sebagai Konsultan Hak Kekayaan Intelektual, serta untuk mengetahui alasan hukum (Ratio Legis) mengenai pendapat bahwa Notaris sebagai Pejabat Umum tidak dapat dirangkap sebagai Konsultan Hak Kekayaan Intelektual sejalan dengan dikeluarkannya Surat Direktur Perdata Direktorat Jenderal Administrasi Hukum Umum Kementerian Hukum Dan Hak Asasi Manusia Republik Indonesia Nomor AHU2.UM.01.01-369 Tertanggal 22 Desember 2010 Perihal Notaris Sebagai Konsultan Hak Kekayaan Intelektual dan disertai dengan Surat Direktur Kerja Sama dan Pengembangan Direktorat Jenderal Hak Kekayaan Intelektual Nomor HKI.5-HM.02.03-110.455 tertanggal 27 Desember 2010 perihal Konsultan HKI.
Metode penelitian yang digunakan dalam penelitian ini adalah penelitian yuridis normatif, yang sumbernya dapat diperoleh dari bahan pustaka dan studi dokumen, serta penulis mengadakan wawancara kepada narasumber atau informan untuk menambah informasi untuk penelitian ini. Tesis ini membahas mengenai apakah jabatan Notaris dapat dirangkap sebagai Konsultan Hak Kekayaan Intelektual sejalan dengan dikeluarkannya produk hukum Tata Usaha Negara petunjuk (Regelingen) dan keputusan Tata Usaha Negara (Beschiking). Namun, produk hukum Tata Usaha Negara tersebut cacat hukum karena dibuat tidak berdasarkan ketentuan hukum yang berlaku dan merupakan bentuk kesewenang-wenangan Pejabat Tata Usaha Negara.
Hasil penelitian menyarankan bahwa sebaiknya professional lebih fokus terhadap kewenangan dan/atau kewajiban masing-masing, dan karena berhubungan dengan suatu produk hukum Tata Usaha Negara maka sebaiknya Pejabat Tata Usaha Negara lebih cermat dalam menerapkan hukum demi tegaknya tujuan hukum yaitu keadilan, kepastian dan kemanfaatan.

Objective of this thesis was to determine whether the position as a Notary may be concurrently as Intellectual Property Rights Consultant, as well as to find out the reasons of law (ratio legis) of the opinion that the Notary as Acting General can`t concurrently as Intellectual Property Rights in line with the issuance of the Director of Civil Directorate General of General Law Administration of the Ministry of Justice and Human Rights of the Republic of Indonesia Number AHU2.UM.01.01-369 22nd of December, 2010 regarding Notary As Intellectual Property Rights and accompanied by a letter of the Director of Cooperation and Development of the Directorate General of Intellectual Property Rights No. HKI.5- HM.02.03-110.455 27th of December, 2010 regarding IPR Consultant.
The method used in this research is a normative juridical research, which can be obtained from the source material library and study documents, as well as the authors conducted an interview to the informant or informants to add information for this study. This thesis discusses about whether the office of Notary may be concurrently as Intellectual Property Rights laws in line with the release of the State Administrative instructions (Regelingen) and the decision of the State Administration (Beschiking). However, the laws of the State Administration legally flawed because it was not made under the provisions of applicable law and is a form of arbitrariness Administrative Officer.
Results of the study suggest that there should be professional focus towards authority and / or obligations of each, and because it deals with a legal product Administrative then you should Officers Administrative more careful in applying the law in order to uphold the purpose of the law is fairness, certainty and expediency."

"Pengembangan sumber daya manusia merupakan salah satu bagian dari manajemen sumber daya manusia yang harus dilaksanakan oleh organisasi. dalam organisasi publik, Pengembangan SDM dilakukan untuk meningkatkan knowledge, skill dan abilities PNS di maksud. Di dalam Peraturan Pemerintah Nomor 11 Tahun 2017 tentang Manajemen PNS yang menyatakan bahwa setiap PNS memiliki hak untuk memperoleh pengembangan kompetensi selama dua puluh jam pelajaran dalam satu tahun. Pengembangan kompetensi dilakukan untuk meningkatkan kompetensi setiap PNS melalui berbagai kegiatan, salah satunya dengan melaksanakan pendidikan dan pelatihan (Diklat). Diklat dapat dilaksanakan dengan berbagai metode baik secara klasikal maupun non-klasikal. Penelitian ini dilakukan dengan pendekatan kualitatif yang bersifat deskriptif dengan jenis penelitian terapan yang bertujuan untuk memberikan solusi terhadap strategi pengembangan SDM yang di lakukan oleh Kementerian Hukum dan Hak Asasi Manusia melalui Badan Pengembangan Sumber Daya Manusia Hukum dan HAM dan Balai Pendidikan dan Pelatihan Hukum dan HAM. Teknik pengumpulan data dalam penelitian ini dilakukan melalui wawancara terhadap informan internal dan eksternal yang berjumlah sebanyak sepuluh informan. Informan internal di antaranya Sekretaris Badan, Kepala Bidang Program di Pusat Pengembangan Diklat Teknis dan Kepemimpinan dan Pusat Pengembangan Diklat Fungsional dan HAM serta Kepala Pusat Penilaian Kompetensi. Sedangkan, informan eksternal BPSDM Hukum dan HAM di antaranya, Kepala Kantor Wilayah, Kepala Divisi Administrasi dan Kepala Bagian Pengembangan Karir di Biro Kepegawaian. BPSDM Hukum dan HAM dan Balai Diklat Hukum dan HAM memiliki tugas dan fungsi untuk melaksanakan pengembangan SDM terhadap seluruh PNS di lingkungan Kementerian Hukum dan Hak Asasi Manusia. BPSDM Hukum dan HAM dan Balai Diklat Hukum dan HAM saat ini menyelenggarakan pengembangan SDM dengan melaksanakan pendidikan dan pelatihan (Diklat) melalui daring dengan metode Pembelajaran Jarak Jauh (PJJ) dan e-learning. Diklat dilaksanakan sesuai dengan sasaran strategis BPSDM Hukum dan HAM yang berpedoman pada rencana strategis Kementerian Hukum dan HAM. This research was conducted with a qualitative approach that is descriptive with the type of applied research that aims to provide solutions to human resources development strategies conducted by the Ministry of Law and Human Rights through the Human Rights Human Resources Development Agency of Law and Human Rights and the Center for Education and Training of Law and Human Rights. Data collection techniques in this study were conducted through interviews with internal and external informants totaling ten informants. Internal informants include the Secretary of the Agency, The Head of Program Affairs at the Center for Technical and Leadership Training Development and the Center for The Development of Functional and Human Rights Training and the Head of the Competency Assessment Center. Meanwhile, external informants include, Head of Regional Office, Head of Administration Division and Head of Career Development Department at Staffing Bureau. The Human Resources Development Agency of Law and Human Rights and The Education and Training Center of Law and Human Rights have the task and function to carry out human resources development to all civil servants within the Ministry of Law and Human Rights. The Human Resources Development Agency of Law and Human Rights and The Education and Training Center of Law and Human Rights are currently organizing human resources development by carrying out education and training through online by distance learning and e-learning methods. Training is carried out in accordance with the strategic objectives of the Human Resources Development Agency of Law and Human Rights which is guided by the strategic plan of the Ministry of Law and Human Rights. "The existence of human resources in management is very strategic; even it becomes a crucial factor to success in implementing any activities and achieving its goals. It can be comprehended because even other resources are available; they are beneficial if other resources are empowered by good quality human resources. It means that human who has ability and willingness, and meets the need of organizational activities will accomplish expected productivity of work.
This research aims to analyze the main problem in this thesis which is, is there any relation between human resource empowemlent with employee's productivity of work in that institution and what are the factors which relate to human resource empowerment" The aim of the research is to analyze, the relation between human resource empowerment and employee's productivity of work and factors which are significant in the human resource empowerment process.
The method of survey is used in this research which is carried out in the National Law Education Institution. It is applied to analyze the population (universe), big and small population, then select and analyze the sample which is chosen from the population, to find incident, distribution, and relative inter-relation of the sociology and psychology variables.
The result of the analysis show that respondents characteristics influence the productivity except age of respondent. Meanwhile, correlation between empowerment of human resource and empIoyee's productivity of work is significantly strong, The factors which intiuence the empowerment of human resource are ability, employee?s work placement, obvious authority, responsibility, trust, support, leadership and motivation."

Negara dapat mengatur dan melakukan pengawasan dalam kegiatan usaha perseroan terbatas yakni melalui penerapan aturan hukum pada Sistem Administrasi Badan Hukum (SABH) di Direktorat Jenderal Administrasi Hukum Umum (AHU) Kementerian Hukum dan Hak Asasi Manusia Republik Indonesia. Sistem Administrasi Badan Hukum yang selanjutnya disingkat SABH adalah pelayanan jasa teknologi informasi Perseroan secara elektronik yang diselenggarakan oleh Direktorat Jenderal Administrasi Hukum Umum. Dalam sistem ini berisi muatan seluruh data pada Perseroan Terbatas, sehingga pemerintah dapat melakukan sebuah pengawasan. Sistem ini akan menghasilkan produk hukum berupa keputusan dan/atau pemberitahuan yang mempunyai kekuatan hukum. Penelitian ini menggunakan metode yuridis normatif, yang mana meneliti aturan yang mengatur tentang Sistem Administrasi Badan Hukum, yaitu Peraturan Menteri Hukum dan Hak Asasi Manusia Republik Indonesia Nomor 4 Tahun 2014 yang telah mengalami 2 (dua) kali perubahan. Pelayanan pada sistem ini mempunyai kelemahan dalam menjamin kepastian hukum apabila terdapat perbuatan melawan hukum, karena seluruh tindakan pemerintah hanya melalui sistem dan seharusnya dilakukan pemeriksaan secara manual melalui dibentuknya aturan yang baru.

In the economic development in Indonesia, many business actors are involved in the form of Limited Liability Companies, because the main objective is making of profit. The state can regulate and supervise the business activities of limited liability companies, namely through the application of legal rules to the Legal Entity Administration System at the Directorate General of General Legal Administration (AHU), Ministry of Law and Human Rights of the Republic of Indonesia. Legal Entity Administration System, hereinafter abbreviated as SABH, is the Company's electronic information technology services provided by the Directorate General of General Legal Administration. In this system, it contains all data on Limited Liability Companies, so that the government can carry out an oversight. This system will produce legal products in the form of decisions and / or notifications that have legal force. This study uses a normative juridical method, which examines the rules governing the Legal Entity Administration System, that is Peraturan Menteri Hukum dan Hak Asasi Manusia Nomor 4 Tahun 2014 which has undergone 2 (two) changes. Services in this system have weaknesses in ensuring legal certainty if there is an act against the law, because all government actions are only through the system and properly manual inspection through the formation of new rules.

"Penelitian ini dilakukan untuk mengetahui sejauh mana pengaruh dimensi struktur organisasi (kompleksitas, formalisasi dan sentralisasi) baik masing-masing maupun simultan terhadap efektivitas organisasi Direktorat Jenderal Administrasi Hukum Umum. Penelitian dilaksanakan di Direktorat Jenderal Administrasi Hukum Umum pada bulan Mei-Juni 2013. Metode yang digunakan dalam penelitian ini adalah kuantitatif eksplanasi.
Hasil dari penelitian ini menunjukkan bahwa formalisasi dan sentralisasi memiliki berpengaruh signifikan terhadap efektivitas organisasi. Sedangkan kompleksitas tidak berpengaruh signifikan terhadap efektivitas organisasi. Penelitian juga menunjukkan bahwa formalisasi memiliki hubungan yang paling kuat dengan efektivitas organisasi. Untuk meningkatkan efektivitas organisasi, maka perlu ditingkatkan hal-hal yang berkaitan dengan formalisasi.

This study was conducted to determine the extent of the influence of the dimensions of organizational structure (complexity, formalization and centralization) either individually or simultaneously to organizational effectiveness Directorate General of Law Administration Affair Ministry of Law and Human Rights. Research conducted at the Directorate General of Law Administration Affair in May-June 2013. The method used in this study is a quantitative explanation.
The results of this study indicate that formalization and centralization has a significant effect on organizational effectiveness. Whereas no significant effect on the complexity of organizational effectiveness. Research also shows that formalization has the strongest relationship with organizational effectiveness. To improve the effectiveness of the organization, it needs to be improved matters relating to formalization.

"Tesis ini membahas tugas dan kewenangan Tim Investigasi Permasalahan Notaris Kementerian Hukum dan Hak Asasi Manusia berkaitan dengan pembinaan dan pengawasan Notaris. Semakin berkembangnya peranan Notaris dalam segala aspek kehidupan bermasyarakat mengharuskan lembaga pengawas profesi Notaris untuk dapat menjalankan fungsi pengawasan dan pembinaan secara optimal, demi menjamin terciptanya kepastian, ketertiban, dan perlindungan hukum bagi masyarakat sebagai pengguna jasa Notaris. Permasalahan yang akan dibahas dalam penelitian ini adalah mengenai latar belakang pembentukan Tim Investigasi dengan kewenangan di bidang pengawasan Notaris serta keberadaan akibat hukum dari temuan Tim Investigasi terhadap tugas dan kewenangan Notaris. Penelitian ini akan menggunakan metode penelitian yuridis normatif dengan tipologi penelitian eksplanatoris. Adanya banyak keluhan dari masyarakat yang disampaikan langsung kepada Menteri Hukum dan HAM bahwa laporan dugaan pelanggaran Undang-Undang Jabatan dari masyarakat tidak diproses lebih lanjut oleh MPD ataupun MPW, Menteri Hukum dan Hak Asasi Manusia pun membentuk suatu tim bernama Tim Investigasi Permasalahan Notaris Wilayah dengan tugas utama yakni membantu kelancaran tugas dan fungsi Majelis Pengawas Notaris. Susunan keanggotaan dari Tim Investigasi adalah persis sama dengan keanggotaan yang ada pada Majelis Pengawas Wilayah dari unsur pemerintah. Dengan berlakunya Keputusan Menteri Hukum dan Hak Asasi Manusia Nomor AHU-03.UM.01.01 Tahun 2018 tentang Tim Investigasi Permasalahan Notaris Wilayah tidak ada penambahan ataupun pengurangan kewenangan Majelis Pengawas dan tidak ada pula tumpang tindih kewenangan yang dikhawatirkan akan terjadi apabila ada organ lain yang memiliki kewenangan di bidang pengawasan Notaris. Oleh karena tidak adanya kewenangan untuk mengeluarkan putusan atau penjatuhan sanksi bagi Notaris Terlapor, maka akibat hukum dari temuan Tim Investigasi bukanlah penjatuhan sanksi melainkan sebatas usulan kepada Menteri Hukum dan Hak Asasi Manusia untuk menutup sementara akses akun Notaris yang sedang dalam proses investigasi yang dapat memberikan batasan yang lebih nyata untuk menghindarkan masyarakat dari kerugian. Hambatan berupa keterbatasan anggaran dan sumber daya manusia yang dialami MPD seharusnya menjadi fokus pihak Kementerian Hukum dan HAM agar segera diselesaikan sebagai solusi untuk mengoptimalkan tugas pengawasan dan pembinaan Notaris, salah satunya dengan peningkatan anggaran biaya operasional dan peningkatan jumlah dan kualitas sumber daya manusia anggota Majelis Pengawas Daerah di seluruh Indonesia.

This thesis discussed about duties and authorities from Investigation Team of The Ministry of Law and Human Rights of The Republic of Indonesia Relating Notary Development and Supervision. The development of notary`s role in every aspect of social life requires a professional Notary supervisory institution to be able to manage an optimal supervision and guidance, to ensure the creation of certainty, order and legal protection for the public as a user of Notary`s service. The problems that will be discussed in this study are about the background of the establishment of an Investigation Team with authorities in the field of Notary supervision and legal settlement of the findings of the Investigation Team on the duties and authorities of the Notary. This study will use normative research methods with explanatory research typologies. The existence of many lawsuits from the people that submitted directly to the Minister of Law and Human Rights indicates that reports of alleged violations of UUJN from the society are not processed further by MPD or MPW, then the Minister of Law and Human Rights formed a team called the Regional Notary Investigation Team with the main task are to help continuity the tasks and functions of the Notary Supervisory Board. The composition of the members of the Investigation Team are always the same from those who are in the Regional Supervisory Board from the government element. With the enactment of the Decree of the Minister of Law and Human Rights Number AHU-03.UM.01.01 of 2018 concerning the Regional Notary Investigation Team, there is no one supporting the Supervisory Articles of Association and nothing involving overlapping which is feared that there will be other organs that have the authority in the field of Notary supervision. Therefore, there is no privilledge or authority to issue a decision or giving sanction for the Reported Notary, the legal consequences of the Investigation Team`s findings only as much as agreed by the Minister of Law and Human Rights for closing access to an investigated notary account that can provide more real assistance to prevent society from getting a loss. Constraints concerning the budget and human resources spent by MPD must be a priority for the Ministry of Law and Human Rights to be immediately resolved as a solution to facilitate the task of supervising and develop Notaries, two of the solutions are by increasing operational costs and increasing the number of human resources all over Indonesia."

"ABSTRAK
Hubungan media media relations merupakan salah satu fungsi manajemen public relations yang dipelihara demi keberhasilan publisitas organisasi. Setiap organisasi menjalankan dimensi hubungan media sesuai strategi komunikasi public relations organisasinya. Tujuan penelitian ini adalah untuk mengetahui dimensi hubungan media Kementerian Luar Negeri Republik Indonesia serta pengaruhnya pada publikasi pemberitaan media. Penelitian ini dilakukan dengan metode deskriptif kualitatif yaitu melakukan wawancara mendalam dengan informan. Penelitian menunjukkan dimensi hubungan media Kemlu dominan pada hubungan personal dan pelayanan informasi, tetapi tidak pada mengantisipasi keadaan darurat. Temuan penelitian adalah hubungan personal mempengaruhi loyalitas media pada organisasi tetapi tidak dapat mengubah fakta pada materi publikasi berita.

ABSTRACT Media relations defined as the management functions of public relations that maintained for the successful publicity of an organization. An organization apply different dimensions of media relations in accordance to public relations strategic communication in organization. The research objective is to determine Ministry of Foreign Affairs Republic of Indonesia dimensions of media relations and its influence on the publication of the news media. Research shows that the dimensions of media relations in Foreign Ministry dominant on personal contact and information services, but not on contingency plan. The research findings is personal relationships affect media loyalty to the organization, but could not change the facts on the news publicity materials.
