ABSTRACT
Penelitian ini membahas tentang penerapan Sistem Manajemen Mutu ISO 9001:2015 pada institusi Perpustakaan Perguruan Tnggi didalam kegiatan pengembangan koleksi. Kata ISO berasal dari bahasa Yunani ISOS , yang memiliki arti "sama" dan 9001 merupakan standar yang terkait dengan Manajemen Mutu. Penelitian ini bertujuan untuk memberikan gambaran mengenai proses penerapan Sistem Manajemen Mutu ISO 9001:2015 di Perpustakaan Universitas BINUS dalam kegiatan pengembangan koleksi khususnya dalam proses akuisisi. Penerapan ISO pada institusi perpustakaan perguruan tinggi merupakan suatu proses berkesinambungan serta mendukungkan dukungan dari segala pihak didalam institusi terkait. Proses penerapan yang dilakukan mengikuti tatanan yang berdasarkan kepada klausul ISO 9001:2015. Penelitian ini dilakukan dengan menggunakan pendekatan kualitatif dengan teknik pengumpulan data berupa observasi dan wawancara semi terstruktur. Adapun manfaat dari penerapan ISO 9001:2015 pada institusi Perpustakaan Universitas BINUS adalah dapat meningkatkan kepercayaan dan kepuasan pemustaka melalui jaminan mutu (kualitas) yang terorganisir dan sistemik. Selain itu meningkatkan citra institusi perpustakaan terkait serta daya saing dalam memasuki pasar global serta meningkatkan kesadaran mutu perpustakaan.

ABSTRACT
This study discusses the implementation of the ISO 9001:2015 Quality Management System at the college library institution in collection development acivities. The word of ISO comes from greek ISOS which means "the same" and 9001 is a standard related to Quality Management. This study aims to provide an overview of the process of imlementing the ISO 9001:2015 Quality Mananagement System in BINUS University Libraries in Collection Development Activities especially in the acquisition process. The application of ISO to higher education library institutions is a continous process and requires support from all parties with in the college libraries institution. The implementation process carried out follows an order based on the ISO 9001:2015 clauses. This research was conducted using a qualitative approach, with data collection techniques in the form of observation and semi-structure interviews. The benefits of implementing ISO 9001:2015 at BINUS University Library Institutions are to increase trust and satissfaction users through organized and systemic quality , besides that it enhances the image of related to library institutions and competitiveness in entering global market and increasing library quality awareness.

Skripsi ini membahas mengenai persepsi dan harapan pemustaka terhadap rencana perubahan sistem perpustakaan Universitas Indonesia (UI) dalam hal sistem layanan, sarana dan prasarana, koleksi, dan SDM (staf perpustakaan). Penelitian ini adalah penelitian kuantitatif dengan metode survei. Hasil penelitian menyarankan bahwa perlu menyediakan akses yang mudah untuk menuju perpustakaan UI yang bare seperti tersedianya sarana transportasi umum yang memadai; harus memperhatikan disain ruangan dan tats letak setiap fasilitas, terutama fasilitas yang mengandung unsur hiburan; staf perpustakaan harus meningkatkan kompetensi yang dimiliki, baik kompetensi profesional, maupun kompetensi individu.

The focus of this study is about the perceptions and expectations users through the changing plan of the library system in University of Indonesia (UI), in terms of services system, facilities, collections, and human resources (library staff). This research is quantitative with survey method. The results suggest that the need for providing easy access to the new UI library. For instance, available public transportation facilities; pay attention to the room design and layout of each facility, especially facilities that contain of entertainment element; improved library staff competences, both professional competence and individual competence.

Abstrak :
Sejalan dengan semangat entrepreneurship, telah terjadi perubahan yang signifikan dalam status beberapa perguruan tinggi negeri, dari PTN menjadi BHMN, termasuk IPB BHMN. Konsekuensi dan perubahan IPB menjadi IPB BHMN juga membawa akibat pada Perpustakaan IPB yakni, perubahan visi, misi dan orientasi perpustakaan sesuai dengan status BHMN. Untuk mewujudkan entrepreneurship di perpustakaan tentu perlu di bangun karakteristik entrepreneurship para pengelolanya. Adanya karakteristik entrepreneurship pada perpustakaan dan para pengelolanya, maka dapat lebih mengembangkan dan memanfaatkan semaksirnal mungkin sumber daya perpustakaan dan guna mendapatkan keuntungan bagi kesejahteraan pengelolanya. Penelitian tentang entrepreneurship ini dilakukan pada Perpustakaan IPB. Berdasarkan hasil penelitian awal yang dilakukan pada Perpustakaan IPB ditemukan adanya entrepreneurship dalam pcngelolaan perpustakaan. Permasalahan dalam penelitian ini berfokus pada karakteristik entrepreneurship dalam Perpustakaan IPB dilihat pada level Teks, Praktik Wacana dan Praktik Sosial-budaya. Berdasarkan permasalahan tersebut, penelitian ini bertujuan untuk: 1) menganalisa karakteristik entrepreneurship dalam Perpustakaan IPB pada level teks, praktik wacana dan praktik sosial-budaya; 2) menemukan kesesuaian karakteristik entrepreneurship Perpustakaan IPB pada level teks, praktik wacana dan praktik sosial-budaya; 3) menemukan ideologi yang bekerja di baik perubahan PTN menjadi BHMN melalui analisis wacana karakteristik entrepreneurship Perpustakaan IPB BHMN. Penelitian ini hanya meneliti aspek yang berkaitan dengan tujuh karakteristik entrepreneurship di lihat pada konsep visi, keinginan untuk mengambil risiko, fokus pada pengguna, inisiatif, kreativitas, dorongan untuk sukscs dan inovasi ada dalam Perpustakaan IPB. Penelitian ini termasuk penelitian kualitatif dengan metode penelitian Analisis Wacana Kriris Norman Fairclough, yakni: analisis wacana pada level macro (wacana Teks), level meso (Praktik Wacana), dan level makro (Praktik social-budaya). Penelitian ini dilakukan tiga tahap kerangka analisis yang digunakan. 1), deskripsi, yakni menguraikan isi dan analisis secara deskriptif atas teks, praktik wacana, dan praktik sosial-budaya tanpa dihubungkan dengan aspek lain. 2), Interpretasi, yakni menafsirkan Teks dihubungkan dengan manajemen perpustakaan yang dilakukan. 3), Eksplanasi, bertujuan untuk mencari pcnjelasan atas penafsiran pada tahap kedua. Penjelasan itu dapat diperoleh dengan mencoba menghubungkan produksi teks (praktik wacana) dengan praktik sosial-budaya suatu Perpustakaan Perguruan Tinggi BHMN berada. Berdasarkan analisa dan hasil penelitian ini dapat disimpulkan bahwa : 1) Adanya karakteristik entrepreneurship pada Perpustakaan IPB yang terlihat dari wacana Teks (Konsep dan Aksi), Praktik Wacana (Produksi/Pengelola Perpustakaan dan Konsumsi/Pengguna), Praktik Sosial-budaya. 2). Ada beberapa kesesuaian karakteristik entrepreneurship Perpustakaan IPB pada level teks dan praktik wacana. Kesesuaian ini juga terdapat pada Praktik Sosialbudaya. 3). Ada ideologi kapitalisme yang bekerja di balik perubahan PTN menjadi BHMN melalui analisis wacana karakteristik entrepreneurship Perpustakaan IPB BHMN. Penelitian ini perlu dilanjutkan dengan topik yang lebih detail dan lebih tajam dibandingkan penelitian yang peneliti telah dilakukan. Kesimpulan dalam penelitian ini tidak berlaku umum dan hanya berlaku pada Perpustakaan IPB saja. In line with the entrepreneurial spirit, there was significant change happen in the state own university, the change is the form of institution, from PTN institution become BHMN. IPB is one of the some institutions that were change, from IPB to IPB BHMN. The consequence of the change has the affect to vision, mission and orientation of the library vision to accommodate the changes in the institution. The organizer or personnel in the library has to develop entrepreneurship characteristic. This is important thing to make realization of the entrepreneurship in the library. The existence of the entrepreneurship characteristic in the organizer or personnel in the library will more effective to developing and exploiting of library resources to gain benefit and welfare for the library and its organizer or personnel. The research about entrepreneurship has been conduct in the IPB Library. The preliminary research in the IPB BHMN was found that there is entrepreneurship exist in the library management. The matter in this research was focused to the entrepreneurship characteristic in the IPB Library in the level Texts, Discourse Practice and Socio-cultural Practice. Base on that matter, the purposes of this research are: 1) to analyze the characteristic entrepreneurship in the IPB Library in the level texts, discourse practice and socio-cultural practice; 2) to find true relation of the entrepreneurship characteristic of IPB Library in text level, practical discourse and social-culture practice; 3) to find what ideology exist and work behind the change of the PTN to BHMN. The research is only check the aspect that have the relation with seven entrepreneurship characteristic in term of vision concept, willingness to take risk, costumer focus, initiative, creativity, desire to success and innovation that exist in the IPB Library This research is qualitative research with discourse analysis Norman Fairclough method, such as: discourse analysis in micro level (text discourse) mesa level (discourse practice) and macro level (socio-cultural practice). This Research was conducted with three phase analysis framework. 1), Description: elaborate the content and analysis descriptively for text, discourse practices, and socio-cultural practices without attributed by another aspect. 2) Interpretation, interpret the Text and relate the interpretation to library management adopted. 3) Explanation, to find explanation of interpretation as in second step. Explanation was obtained by trying to make relation between text productions (discourse practice) with socio-cultural practice at Library in Higher Education BHMN. Base on analysis and result of this research, the conclusions are: 1) there are existent of characteristic entrepreneurship in IPB Library, as seen from Text discourse (Concept and Action), Discourse Practice (Production/Library Organizer and Customer/User), Socio-Cultural Practice. 2) There are some relevant entrepreneurship characteristics in IPB Library at Text level, Discourse practice and in level socio-cultural practice. 3) There was Capitalism ideology, exists and works behind the exchange of PTN to BHMN. This research need to continue in detail topic and more focus, compare to researcher conduct in this research. The conclusions in this research not applied generally and applicable in IPB Library only.
