Abstrak :
Perkembangan kota di Indonesia ini ditandai oleh perkembangan empat kawasan kota besar, yaitu Jabotabek, Bandung Raya, Gerbang Kertasura (Surabaya), dan Mebidang (Medan). Secara keruangan (spasial), perkembangan kota juga memperlihatkan terjadinya koridor perkotaan-pedesaan yang mengaburkan perbedaan ciri wilayah perkotaan (urban) dan wilayah pedesaan (rural). Perkembangan kota seperti ini memunculkan cara pandang baru dalam melihat kota, yakni tidak lagi pada city based tetapi pada region based dan kota pun kurang dilihat lagi sebagai suatu sistem yang berjenjang (McGee 1991; Finnan 1997). Pergeseran fungsi kota dan meluasnya wilayah perkotaan (melampaui batas administratif kota) membawa dampak pada berbagai aspek kehidupan masyarakat kota. Utamanya adalah konsentrasi penduduk mengarah ke pinggiran karena mengikuti perluasan wilayah industri dan tempat tinggal. Namun demikian, pusat kota tetap menjadi orientasi masyarakat, karena kota mempunyai berbagai fasilitas umum yang tidak dimiliki oleh wilayah-wilayah pinggiran, seperti pusat berbelanja, perkantoran, dan sekolah lanjutan. Dalam kesatuan wilayah yang luas seperti itu, peran transportasi sangat penting guna menunjang gerak perpindahan penduduk bukan hanya ke tempat kerja, tetapi juga ke sekolah, berbelanja, dan kebutuhan sosial lainnya. Dengan kata lain, transportasi merupakan salah satu komponen penting dalam perkembangan kota. Dalam tesis ini, secara khusus menyoroti fenomena angkutan kota (angkot) di Kota Bogor, dan permasalahan penelitian difokuskan terhadap masalah: 1) Bagaimanakah perkembangan transportasi kota di Kota Bogor? 2) Bagaimanakah keberadaan transportasi kota dalam konteks perkembangan wilayah mega-urban Jabotabek?, dan 3) Sejauh manakah perkembangan transportasi kota memunculkan fenomena sosiologis di Kota Bogor? Melalui penelitian ini diharapkan dapat memperoleh gambaran tentang dilema yang muncul dalam sistem transportasi kota, khususnya dalam perkembangan sosial ekonomi wilayah mega-urban, dan dampak sosiologis dari fenomena angkutan kota (angkot) sebagai salah satu pelayanan publik yang memadai. Penelitian ini menggunalan metode penelitian kualitatif, dimana data penelitian dikumpulkan melalui metode wawancara mendalam, pengamatan, dan data statistik. Para informan dipilih melalui teknik penarikan sampel purposif dan teknik bola salju (snow ball). Penelitian ini bersifat deskriptif analitis yang melukiskan keberadaan sarana transportasi umum kota dalam kaitannya dengan fenomena sosiologis yang ditimbulkannya. Hasil penelitian memberikan gambaran bahwa: Pertama, perkembangan transportasi kota di Kota Bogor terus berkembang dari tahun ke tahun, terutama pada angkutan umum jenis angkot, bahkan mengarah pada kondisi yang sulit dikendalikan. Dalam era otonomi daerah, kewenangan, hak dan tanggungjawab pemerintahan kota semakin besar dalam mengatur sistem transportasi kota. Transportasi kota menjadi sumber pendapatan daerah juga masyarakat kota. Namun prasarana transportasi belum memadai, dan pemecahannya pun tersendat karena masalah dana dan sumber daya manusia. Dalam kondisi ini, kinerja pemerintah kota seringkali dipandang lambat. Kedua, dalam konteks wilayah mega-urban, keberadaan transportasi kota ikut mewarnai perkembangan wilayah yakni mendorong munculnya desa-perkotaan, dan terpenuhinya kebutuhan antarwilayah terhadap barang dan jasa, dan ketiga, perkembangan transportasi angkutan kota telah memunculkan dilema sosiologis bagi masyarakat kota, diantaranya berkaitan dengan perannya sebagai sumber ekonomi penduduk kota, penggerak mobilitas penduduk kota, pendukung penyebaran konsentrasi penduduk, tetapi dampaknya adalah terjadi kemacetan lalu lintas yang melahirkan sebagian tindak kriminalitas, polusi kota, dan munculnya kehidupan premanisme. Terkait dengan hal tersebut, transportasi kota menunjukkan kondisi yang dilematis, dimana dapat dianggap sebagai hal yang menguntungkan bagi satu pihak tetapi dapat pula merugikan pihak lain. Hal ini terjadi karena kelemahan berbagai pihak dalam menegakkan komitmen untuk menyediakan sarana angkutan kota yang baik, menguntungkan secara ekonomi tetapi juga kenyamanan sosial dan psikologis bagi warga kota. Perkembangan mega-urban, dalam konteks transportasi kota, cenderung kurang memihak kepentingan masyarakat kalangan menengah ke bawah, dimana mereka justru secara langsung terkait dengan pelayanan transportasi umum ini dan juga sebagai penyangga tenaga kerja industri.

Skripsi ini membahas mengenai fenomena perilaku 'ugal-ugalan' yang dilakukan oleh supir-supir bus Metromini sehari-hari. Perilaku 'ugal-ugalan' terjadi karena faktor yang melatarbelakanginya adalah masalah ekonomi, sehingga sistem-sistem transportasi informal lebih menjadi ukuran yang mereka gunakan dalam kegiatan transportasinya sehari-hari. Selain itu bagaimana hubungan yang terjadi antara supir-supir ini dengan penumpang, Provider Jasa, 'timer-timer', dan negara secara umumnya. Penelitian ini merupakan penelitian kualitatif dengan desain eksplanatif. Kesimpulan dari penelitian ini adalah dalam keseharian supir-supir pasti 'ugal-ugalan' atau melakukan penyimpangan selama perjalanan, hal ini mereka lakukan untuk memenuhi kebutuhan dasarnya yaitu kebutuhan ekonomi, masalah politik, dan sosial yang berdampak terjadinya keresahan masyarakat, kemacetan, dll. Tetapi selain supir, ada pihak lain yang harus mempertanggungjawabkan mengapa supir-supir ini bertindak 'ugal-ugalan' yaitu, penumpangnya sendiri, PT Metromini sendiri, dan kebijakan-kebijakan dari negara yang dilihat tidak ada kontribusinya untuk memperbaiki sistem transportasi menjadi layak dan manusiawi. ......This thesis discusses the phenomenon of "reckless" behavior performed by the Metromini bus driver everyday. The factors behind this behavior is caused by a matter of economics, which later turns the informal transport systems as a system more often referred to be used in daily transportation. Furthermore, this study would look into the relationship that occurs between the driver with a passenger, Service Provider, timers, and the state generally. This study counts as a qualitative research designed to focus on explanative. The conclusion of this study is that a daily driver must be "reckless" and defy the road rules when they drive, in order to meet their basic needs such as the needs of economic, political, and social. Their 'recklessness' give impacts on public anxiety, traffic jams, etc.. Of course, other than the drivers themselves, there are other parties who contributes their own roles on this matter. The passengers themselves, PT Metromini, and the policies of the state does nothing to improve the transportation system in order to make it more feasible and humane.

This book introduces concepts and technologies of Intelligent Transportation Systems (ITS). It describes state of the art safety communication protocol called Dedicated Short Range Communication (DSRC), currently being considered for adoption by the USDOT and automotive industry in the US. However, the principles of this book are applicable even if the underlying physical layer protocol of V2X changes in the future, e.g. V2X changes from DSRC to cellular-based connectivity.

This book focuses on the role of interdependent infrastructure systems in such smart cities especially as it relates to timely and poignant questions about resilience and sustainability. In particular, the goal of this book is to present, in one volume, a consistent Hetero-Functional Graph Theoretic (HFGT) treatment of interdependent smart city infrastructures as an overarching application domain of engineering systems. This work may be contrasted to the growing literature on multi-layer networks, which despite significant theoretical advances in recent years, has modeling limitations that prevent their real-world application to interdependent smart city infrastructures of arbitrary topology. In contrast, this book demonstrates that HFGT can be applied extensibly to an arbitrary number of arbitrarily connected topologies of interdependent smart city infrastructures. It also integrates, for the first time, all six matrices of HFGT in a single system adjacency matrix. The book makes every effort to be accessible to a broad audience of infrastructure system practitioners and researchers (e.g. electric power system planners, transportation engineers, and hydrologists, etc.). Consequently, the book has extensively visualized the graph theoretic concepts for greater intuition and clarity. Nevertheless, the book does require a common methodological base of its readers and directs itself to the Model-Based Systems Engineering (MBSE) community and the Network Science Community (NSC). To the MBSE community, we hope that HFGT will be accepted as a quantification of many of the structural concepts found in model-based systems engineering languages like SysML. To the NSC, we hope to present a new view as how to construct graphs with fundamentally different meaning and insight. Finally, it is our hope that HFGT serves to overcome many of the theoretical and modeling limitations that have hindered our ability to systematically understand the structure and function of smart cities.
