Abstrak :
Tesis ini membahas mengenai Program Tanggung Jawab Sosial Terhadap Peningkatan Pengamanan Obyek Vital Nasional. Tanggung jawab pengamanan pada perusahaan bagi keberlangsungan bisnis perusahaan bukanlah semata peran dan fungsi sekuriti departemen saja, apalagi perusahaan juga telah berstatus sebagai Objek Vital Nasional. Fungsi dan peran lainnya memiliki peranan penting dalam rangka ikut serta menciptakan kondisi aman untuk menjaga keberlangsungan perusahaan. Salah satunya melalui program Corporate Social Responsibility (CSR) atau yang dikenal dalam istilah migas sebagai Tanggung Jawab Sosial (TJS). Penelitan ini menggunakan metode kualitatif. Teknik pengumpulan data menggunakan obeservasi partisipasi, wawancara mendalam, life story, analisa dokumen dan kepustakaan. Dasar penelitian ini dilakukan dengan studi kasus. Hasil penelitian menunjukan bahwa perusahaan telah melakukan Program TJS nya dengan berfokus kepada tiga hal yaitu Pendidikan, Pemberdayaan dan Lingkungan & Kesehatan. Bahwa kemudian masih terjadi ketidakpuasan yang berujung kepada konflik antara perusahaan dengan stakeholdernya yaitu masyarakat terdampak harus dipahami sebagai bentuk dari suatu interaksi sosial antara perusahaan dengan stakeholdernya. Kondisi ini disebabkan karena komunikasi yang berjalan kurang baik pasca re-strukturisasi organisasi stakeholder departemen, belum terintegrasi serta minimnya keterbukaan komunikasi program TJS dengan departemen lainnya termasuk dengan departemen sekuriti, belum tersosialisasinya program TJS yang telah dilakukan dengan baik kepada pemangku kepentingan, keterbatasan kompetensi komunikasi staff stakeholder, serta adanya kepentingan kelompok dengan memanfaatkan isu TJS ini. Kondisi ini sangat berdampak terhadap pelaksanaan pengamanan pada lapangan operasionalnya. ......This thesis discusses the Corporate Social Responsibility Program for Enhancing the Security of National Vital Objects. The responsibility of securing the company for the continuity of the company's business is not merely the role and function of the department's security, moreover the company also has the status of a National Vital Object. Other functions and roles have an important role in participating in creating safe conditions to maintain the company's sustainability. One of them is through the Corporate Social Responsibility (CSR) program or known in the term oil and gas as Tanggung Jawab Sosial (TJS). This research uses qualitative methods. Data collection techniques using observation of participation, in-depth interviews, life stories, document analysis and literature. The basis of this research is the case study. The results showed that the company had carried out its TJS Program by focusing on three things comprises Education, Empowerment and Environment & Health. Nevertheless, dissatisfaction still occurred subsequently, led to conflict between the company and its stakeholders which is resulting bad impact to the social interaction of company and Community. This condition is caused by poor communication after restructuring of the stakeholder organization, not being integrated and lack of communication between TJS program and other departments including the security department. In addition, the TJS program has not been well socialized to stakeholders, limited competency of stakeholder communication staff, as well as group interests by utilizing this TJS issue. This condition greatly affects the implementation of security at the operation field.

Keberhasilan sebuah program komunikasi akan sangat ditentukan oleh pemahaman tentang pihak-pihak yang berkepentingan (stakeholder) dan terkena dampak langsung atas program komunikasi tersebut. Tesis ini membahas mengenai strategi proaktif komunikasi stakeholder yang digunakan organisasi dalam membangun stakeholder engagement. Penelitian ini dilakukan dengan metode kualitatif deskriptif melalui pendekatan studi kasus untuk meneliti penggunaan strategi keterlibatan audiens dalam kegiatan dialog melalui kepentingan audiens (audience interest), partisipasi audiens (audience participation), umpan balik audiens (audience feedback) dan kegiatan-kegiatan pemicu (triggering events). Hasil penilaian kegiatan dalam hal kualitas prosedural (procedural quality), kualitas respon (responsiveness quality), dan kualitas hasil (quality of outcomes) menunjukkan hasil yang baik, namun level keterlibatan pemangku kepentingan (stakeholder engagement) yang dicapai masih berada pada level menengah (middle) karena tidak diikuti dengan kegiatan-kegiatan yang memicu pada level keterlibatan yang lebih tinggi (triggering event). Kegiatan-kegiatan pemicu tersebut akan mengikat audiens dalam hubungan yang lebih intens dan meningkatkan level keterlibatan pemangku kepentingan (stakeholder engagement). ......The success of a communication program will be determined by the understanding of the parties concerned (stakeholders) and were directly affected on a communication program.The focus of this study is on the stakeholder communication strategies used by organization in achieving stakeholder engagement. This research is using qualitative method with the case study approach to research the use of audience engagement strategy in dialogue through audience interest, audience participation, audience feedback and trigerring events. The research is showing good result in terms of procedural quality, responsiveness quality, and quality of outcomes, but showed moderate results in a level of stakeholder engagement because it is not followed by the trigerring events. Trigerring event will bind the audience in a more intense relationship that will ultimately enhance the level of stakeholder engagement.

Despite the emergence of social media in many aspects of Vietnamese lives, including marketing and promotional activities, Vietnamese organizations have used little social media in their crisis communication efforts. The organizations are hesitant to adopt social media in crisis communication and prefer to use traditional media because of its controllability and professionalism. However, with the increasing number of organizational crises that started on social media in the past years, it is arguably that Vietnamese stakeholders use social media as one of their main communication channels during crises. Should the organizations use social media in response? Through a series of interviews to PR practitioners and stakeholders in Vietnam, this research aims to find out the similarities and gaps in the perception of social media use for crisis communication between these two groups, and to guide a crisis communication practice that is appreciated by stakeholders.
