Abstrak :
Penelitian ini bertujuan untuk mengetahui apakah pemahaman pihak ahli terkait mengenai bentuk tindak kejahatan yang baru dan masih jarang terjadi di Indonesia, seperti Munchausen Syndrome by Proxy (MSBP), memiliki pengaruh terhadap bentuk perlindungan anak yang bisa diberikan sebagai bentuk penanganan maupun intervensi apabila tindak kejahatan tersebut dijumpai di Indonesia, serta kaitannya dengan situational awareness pihak ahli terkait dalam mewujudkan legal awareness pada masyarakat di Indonesia. Metode penelitian yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan fenomenologi. Keseluruhan narasumber menjawab “ya” ketika ditanya apakah MSBP dapat dihukum secara pidana, walaupun 3 (tiga) dari 9 (sembilan) narasumber belum memiliki konsep dasar mengenai bentuk tindak kejahatan MSBP itu sendiri. Hasil penelitian tersebut menjawab hipotesis yang diangkat, bahwa kurangnya tingkat pemahaman pihak ahli mengenai MSBP dapat mengakibatkan tidak tepatnya bentuk penanganan yang diambil serta kurang tepatnya bentuk intervensi yang diberikan, baik terhadap pelaku maupun korban, dan kemungkinan terjadinya pengelakan tindak pidana oleh pelaku juga dapat terjadi ......This study aims to determine whether the level of understanding of related experts regarding new and rare forms of crime in Indonesia, such as Munchausen Syndrome by Proxy (MSBP), has an influence on the form of child protection that can be provided or the intervention that could be given either for the victim or the perpetrator, as well as it’s relation to the situational awareness of the related experts to raise legal awareness in Indonesian society. The research method used in this research is a qualitative method with a phenomenological approach. All informants answered “yes” when asked whether MSBP could be criminally punished, although 3 (three) out of 9 (nine) informants did not yet have a basic concept regarding the form of MSBP itself. The results of this study can answer the hypothesis raised, that the lack of understanding of the expert on MSBP can result in the inaccurate form of treatment taken and the inaccurate form of intervention given, both to the perpetrator and the victim, and the possibility of evading the crime by the perpetrator can also occur.

Dalam mendukung aktivitas logistik maritim yang menunjang pertumbuhan ekonomi dan pemerataan pembangunan wilayah, diperlukan adanya strategi khusus dalam melakukan efektivitas dan efisiensi aktivitas wilayah pelabuhan serta area pendukungnya. Sistem klaster pelabuhan yang membangun interdependensi antara perusahaan yang bergerak dalam aktivitas pelabuhan yang sama sehingga menghasilkan keunggulan kompetitif dapat menjadi strategi yang dapat digunakan. Namun, dalam perencanaan sistem klaster pelabuhan, diperlukan adanya sinergi dan kesadaran untuk saling berkoordinasi dari stakeholder terkait agar dapat menghasilkan kualitas keputusan yang berujung pada sistem klaster pelabuhan yang efektif dan efisien. Untuk meningkatkan tingkat kesadaran serta melakukan eksplorasi bentuk koordinasi antar stakeholder, diusulkan sebuah media pembelajaran menggunakan serious simulation game. Perancangan serious simulation game dapat memberikan simulasi pengalaman tentang bagaimana berkoordinasi untuk merancang sistem klaster pelabuhan, sehingga serious simulation game yang dirancang harus memberikan aspek realita, permainan, dan pengalaman yang seimbang sehingga dapat memberikan peningkatan pemahaman tentang sistem kompleks yang ada dalam klaster pelabuhan dan pentingnya koordinasi dalam menciptakan rancangan sistem klaster. Permainan ini dibangun melalui kerangka kerja Lukosch untuk merancang serious simulation game dan mengadaptasi kerangka kerja Port Cluster Simulation Game, sehingga dihasilkan rancangan permainan simulasi Multi Actor Game for Port Cluster. ......In supporting maritime logistics activities that support economic growth and equitability in regional development, strategic support is needed specifically in constructing efficient port activities and the supporting regions. A cluster system used for port development could build interdependency between companies engaged in similar port activities that could produce competitive advantage can be a strategy that can be used. However, in the planning process of port cluster system, there is a need for synergy and awareness to coordinate with relevant stakeholders in order to produce quality decisions that lead to an effective and efficient port cluster system. To increase the level of awareness and evaluate forms of interaction among stakeholders, a learning media in form of serious simulation game is constructed. Designing simulation games can seriously provide simulated experiences on how to coordinate in port cluster systems. The serious simulation game that is designed must provide balanced aspects of reality, play, and experiences to provide better understanding in cdesigning port cluster systems. This game was built with Lukosch's framework in designing a serious simulation game for complex system and adapted the mechanics of the Port Cluster Simulation Game, hence the design of Multi Actor Games for Port Clusters was made.
