Abstrak :
Pusintek sebagai unit TIK Pusat di Kemenkeu, sesuai amanah arah pengembangan TIK Kemenkeu dalam mendukung integrasi TIK Kemenkeu dalam mewujudkan sistem informasi manajemen keuangan terpadu, bertanggung jawab dalam penyediaan dukungan TIK yang meliputi staf pendukung teknis dan Service Desk. Pusintek sudah memiliki aplikasi pengelolaan layanan TIK yang digunakan untuk mendokumentasikan laporan permintaan, laporan gangguan, dan laporan permintaan perubahan dalam sebuah sistem yang berbasiskan ITIL bernama aplikasi Sipelantik. Penerapan knowledge based untuk penyelesaian laporan incident belum optimal karena pegawai belum memanfaatkan sharing pengetahuan atau dokumen petunjuk teknis untuk penyelesaian incident pada aplikasi Sipelantik, selain itu pegawai kesulitan mencari pengetahuan yang telah ada. Tujuan penelitian ini adalah membuat rancangan KMS yang sesuai untuk Pusintek Kementerian Keuangan. Pendekatan dengan kontingensi menyediakan beberapa alternatif yang dapat diterapkan sesuai dengan karakteristik organisasi. Dengan begitu untuk mendapatkan solusi rancangan KMS yang sesuai dengan karakteristik Pusintek maka analisis yang diterapkan pada penelitian ini menggunakan analisis kontingensi dari Becerra-Fernandez dan Sabherwal. Penelitian ini menghasilkan rancangan KMS yang sesuai untuk Pusintek Kemenkeu, dimana proses KM yang dihasilkan adalah routines, socialization for knowledge sharing, exchange, dan externalization. Kebutuhan fungsionalitas sistem menghasilkan empat fitur utama untuk mendukung proses KM tersebut yaitu mengelola dokumen, forum diskusi, expert locator, dan wiki. ......Pusintek as a Centre ICT unit of the Ministry of Finance, according mandate directions of ICT development in supporting the integration of ICT of the Ministry of Finance in realizing an integrating financial management information system, is responsible for the provision of ICT support that includes technical support staff and Service Desk. Pusintek has already own ICT service management application that used to document the report requests, bug reports, and report change request for an ITIL based system called Sipelantik application. The application of knowledge based on the completion of incident report is not optimal because the employees do not take advantage of sharing knowledge or technical guidance documents for the completion of the Sipelantik incident, other than that of employees having trouble finding the knowledge that already exists. The purpose of this study is to design an appropriate KMS for Pusintek of the Ministry of Finance. Contingency approach presents several alternatives that can be applied in accordance with the characteristics of the organization. To obtain a design solution that is suitable with the KMS Pusintek characteristics the analysis in this study will be using contingency analysis of Becerra Fernandez and Sabherwal. The research resulted in the design of appropriate KMS for Pusintek of the Ministry of Finance, which is the process of KM generated routines, socialization for knowledge sharing, exchange, and externalization. System functionality produces four main features to support the KM processes which are manage documents, discussion forums, expert locator, and wiki.

satu tugas Pusat Sistem Informasi dan Teknologi Keuangan Pusintek adalah melakukan pengembangan sistem informasi di lingkungan Kementerian Keuangan. Pengembangan dan pembangunan sistem TIK ini mencakup perancangan, pembangunan, pengembangan, dan pengujian perangkat lunak dan jaringan. Untuk mendukung proses bisnis unit eselon 1 di lingkungan Kementerian Keuangan, perangkat lunak yang dihasilkan diharapkan berkualitas. Akan tetapi, berdasarkan data pengembangan perangkat lunak, perangkat lunak yang dihasilkan masih tidak sesuai harapan pengguna, yaitu pengembangan perangkat lunak tidak selesai sesuai jadwal dan ditemukan banyak permasalahan ketika sudah hosting.Untuk mengatasi permasalahan ini dibutuhkan suatu langkah perbaikan proses pengembangan perangkat lunak. Tahapan awal untuk meningkatkan proses pengembangan perangkat lunak adalah dengan mengetahui tingkat kapabilitas proses pengembangan perangkat lunak saat ini. Penelitian ini bertujuan untuk mengetahui tingkat kapabilitas proses pengembangan perangkat lunak di Pusintek. Tingkat kapabilitas ini selanjutnya digunakan sebagai dasar dalam melakukan perbaikan proses pengembangan perangkat lunak. Kerangka kerja CMMI-Dev digunakan sebagai rujukan dalam mengukur tingkat kapabilitas proses pengembangan perangkat lunak. Prosedur penilaian mengikuti standar baku yang telah dirumuskan dalam penilaian tipe SCAMPI-C.Ruang lingkup pada penelitian ini dibatasi pada evaluasi tingkat kapabilitas proses pengembangan perangkat lunak yang dikembangkan oleh Pusintek dan penyusunan rekomendasi perbaikan proses pengembangan perangkat lunak yang dikembangkan oleh Pusintek. Hasil yang diharapkan pada penelitian ini yaitu mengetahui tingkat kapabilitas organisasi dalam proses pengembangan perangkat lunak sehingga dapat ditentukan langkah perbaikan dan peningkatan yang harus dilakukan agar perangkat lunak yang dihasilkan menjadi lebih baik sehingga dapat mendukung proses bisnis unit eselon 1 di lingkungan Kementerian Keuangan.

ABSTRAK
One of the task of Center for Financial Information Systems and Technology Pusintek is to develop information systems in the Ministry of Finance. Development and construction of ICT systems include the design, construction, development, and testing of software and network. To support the business processes of Echelon 1 unit within the Ministry of Finance, the developed software is expected have good quality. However, according to software development data, the developed software is still not match the expectations of users, namely software development is not completed on schedule and found a lot of problems when it was hosting.To deal with this problem we need a software development process improvement. Early step to improve the software development process is to determine the capability level of the current software development process. This research aims to determine the level of capability of the software development process in Pusintek. The capability level is then used as base for software development process improvement. CMMI Dev framework is used as a reference in assessing the capability of the software development process. Assessment procedures follow the standards that have been formulated in type C SCAMPI appraisal.The scope of this research is limited to the evaluation of capability level of the software development process developed by Pusintek and preparation of recommendations for improvement the software development process developed by Pusintek. Expected result from this research is to know capability level of organization in the software development process to determine which improvements measures must be done so that the resulting software to be better in order to support the business processes eselon 1 unit within the Ministry of Finance.

Pusat Sistem Informasi dan Teknologi Keuangan Pusintek ditunjuk sebagai unit TIK Pusat di lingkungan Kemenkeu yang fungsi utamanya memberikan layanan TIK di seluruh lingkungan Kemenkeu. Untuk mengukur kualitas layanan publik yang diberikan Kemenkeu dalam memenuhi harapan pengguna layanan, Kemenkeu melakukan Survey Kepuasan Pengguna SKP .Pusintek mempunyai berbagai jenis layanan dibidang TIK. Agar layanan tersebut dikenali secara tepat dan diminta sesuai kebutuhan, maka dibuat Daftar Layanan TIK. Salah satu layanan yang termasuk dalam penilaian SKP Kemenkeu tahun 2015 adalah layanan cloud server, yaitu layanan yang menyediakan infrastruktur server dengan menggunakan teknologi virtualisasi. Berdasarkan SKP tahun 2015, layanan cloud server belum memenuhi target. Penelitian ini bertujuan untuk menyusun rancangan spesifikasi layanan cloud pada daftar layanan TIK Pusintek, agar dapat memenuhi ekspektasi kebutuhan user.Dalam menyusun rancangan spesifikasi layanan cloud server untuk daftar layanan TIK Pusintek Kemenkeu, penulis menggunakan teori pattern-based infrastructure oleh Robertson dan Sribar dan memulai dengan menyusun data profil aplikasi yang digunakan di lingkungan Kemenkeu. Kemudian dengan menggunakan metode statistik deskriptif menggunakan tabel distribusi frekuensi, didapatkan hasil klasifikasi kapasitas server berupa pengelompokan spesifikasi tinggi, sedang, dan rendah. Selain itu dilakukan pemetaan aplikasi terhadap pengelompokan spesifikasi tersebut berdasarkan tingkat kritikalitas yang didapat dari analisis dampak bisnis.

Center of Information Systems and Technology Finance Pusintek Pusat Sistem Informasi dan Teknologi Keuangan was appointed as ICT central unit within the Ministry of Finance whose primary function provides ICT services in all spheres of MOF. To measure the quality of public services provided by MoF to meet the expectations of users, the Ministry of Finance conduct User Satisfaction Survey SKP Survey Kepuasan Pengguna .Pusintek has various types of services in the field of ICT. To make that services appropriately identified and requested as needed, they have a Service Catalog. One of the services included in the assessment of the Ministry of Finance SKP 2015 is a cloud services, which provide infrastructure server using virtualization technologies. Based on SKP 2015 report, cloud services user satisfactions do not meet the target. This study aims to draft specifications cloud services on the Pusintek IT service catalog, in order to meet the expectations of user needs.In preparing the draft service specification cloud server to the list of ICT services In preparing the draft of cloud service specification to the Pusintek IT service catalog, the author uses the theory of pattern based infrastructure by Robertson and Sribar, and begin to compile profile data applications used in the Ministry of Finance. By using descriptive statistical methods using the frequency distribution table, the capacity classification server grouping specifications of high, medium, and low. Besides the mapping of applications to the grouping is based on the specifications of the criticality levels obtained from the business impact analysis.
