Pelaksanaan tugas pengawasan dewasa ini merupakan harapan masyarakat Indonesia yang pada saat ini sedang melaksanakan pembangunan dalam rangka peningkatan pendapatan negara sebagai usaha untuk kesejahteraan masyarakat seperti yang tertuang didalam GBHN dan Undang-Undang Dasar 1945.

Kalau kita meninjau sejarah pengawasan di negara kita sejak dimulainya pelaksanaan pembangunan yang dikenal dengan REPELITA (Rencana Pembangunan Lima Tahun) maka sejak itu pula kita mulai melaksanakan dasar-dasar manajemen dalam Administrasi Negara yaitu adanya siklus perencanaan, pelaksanaan, pengawasan dan kernbali ke perencanaan. Dalam siklus manajemen itu, perencanaan harus merupakan batasan-batasan bagi pelaksanaan, selanjutnya pelaksanaan perlu diawasi agar sesuai dengan rencana, akhirnya hasil pengawasan merupakan masukan untuk perencanaan selanjutnya. Dengan demikian, ketiga unsur manajemen tersebut merupakan satu kesatuan dan sama pentingnya untuk melakukan pengawasan.

Oleh karena itu, mulai Repelita II dan III pelaksanaan tugas pengawasan secara bertahap telah dikembangkan dengan diadakannya penugasan secara bertahap, khususnya kepada Wakil Presiden untuk menangani pengawasan. Secara kronologis tugas pengawasan itu dituangkan dalam berbagai peraturan yaitu dimulai dari Keputusan Presiden No. 31 tahun 1974 sebagai pengganti Keputusan Presiden No. 15 tahun 1966 yang telah mengharuskan adanya Inspektorat Jenderal pada setiap departemen. Kemudian dikeluarkan lagi keputusan Presiden No. 25 tahun 1974 yang membentuk Irjenbang. Dan Instruksi Presiden No. 9 tahun 1977 tentang Pembentukan Operasi Tertib dipusat dan di daerah.

Kemudian oleh pemerintah diangkatlah seorang menteri yaitu, Menteri Negara Pengawasan Pembangunan dan Lingkungan Hidup pada Kabinet Pembangunan III, dan Keputusan Presiden No. 20 tahun 1984 yang membentuk Tim Koordinasi Pengendalian dan Pengawasan Proyek Pembangunan di Daerah, serta demikian juga dengan dikeluarkannya Keputusan Presiden No. 29-30 tahun 1984 tentang pedoman pelaksanaan Anggaran Pendapatan dan Belanja Negara. Pada periode kabinet Pembangunan IV pengawasan diharapkan lebih ditingkatkan lagi, karena bertambahnya dana dalam Repelita IV dan makin tumbuhnya kehidupan Konstitusional demokratis serta pengembangan stabilitas yang sehat dan dinamis bagi terwujudnya pembangunan tahun-tahun berikutnya.
