Abstrak :
Image segmentation is typically used to distinguish objects that exist in an image. However, it remains difficult to accommodate favourable thresholding in multimodal image histogram problem with specifically desired number of thresholds. This research proposes a novel approach to find thresholds in multimodal grayscale image histogram. This method consists of histogram smoothing, identifi-cation of peak(s) and valley(s), and merging process using hierarchical cluster analysis. Using five images that consisted of grayscale and converted-to-grayscale images. This method yields maximum value of accuracy, precision, and recall of 99.93%, 99.75%, and 99.75% respectively. These results are better than the similar peak finding method in multimodal grayscale image segmentation.

Salah satu penggunaan segmentasi citra adalah membedakan objek-objek yang ada dalam suatu citra. Namun, untuk mengakomodasi suatu metode penentuan nilai ambang yang diinginkan dalam histo-gram multimodal citra masih sulit dilakukan. Maka dari itu, penelitian ini memberikan suatu pen-dekatan baru untuk menentukan nilai ambang dalam histogrammultimodal citra keabuan. Metode ini terdiri dari penghalusan histogram, identifikasi lembah dan puncak, dan proses penggabungan dengan analisis kluster hierarkis. Metode ini diuji dengan lima citra keabuan dan citra warna yang dikonversi ke citra keabuan dan menghasilkan nilai maksimum dari akurasi, presisi, dan recall masing-masing 99,93%, 99,75%, dan 99,75%. Hasil ini lebih baik daripada metode segmentasi citra keabuan dengan penentuan puncak yang mirip dengan metode dalam penelitian ini.

ABSTRAK
Pemeliharaan jalan pada segmen jalan tertentu adalah kewajiban yang harus dilaksanakan oleh operator jalan atau pihak lain secara rutin. Oleh karena itu pemeliharaan jalan tidak boleh memiliki dampak besar pada lalu lintas, keselamatan dan pelayanan. Pada beberapa kasus, penutupan lajur sementara diperlukan yang akan mempengaruhi kecepatan kendaraan pada zona kerja. Panjang merging taper pada lajur yang ditutup berfungi juga sebagai petunjuk visual bagi pengemudi untuk berpindah dari lajur yang ditutup. Pada taper length yang lebih panjang, perangkat untuk menyalurkan digunakan untuk mendorong pengemudi berpindah lajur. Kendaraan dengan pandangan yang terhalang dapat terjebak dan menyebabkan permasalahan dalam mobilitas di arus lalu lintas. Pada taper length yang lebih pendek, pengemudi bereaksi terhadap panjang merging taper itu sendiri walaupun kendaraan akan tetap terjebak mendekati titik penyatuan tetapi dalam jumlah yang lebih sedikit. Hubungan antara panjang merging taper dan kecepatan kendaraan di dalam zona kerja akan diidentifikasi menggunakan simulasi mikroskopik lalu lintas dengan bantuan program PTV VISSIM 6.0.
ABSTRACT
Road maintenance at road segment is a task that must be done by operator or other party routinely. Therefore it cannot have any major impact on traffic, safety, and service. In some cases, temporary lane closure are required that affected the vehicle speed in workzone. Merging taper length in the closed lane served as visual cues to driver to change lanes. Vehicles with occlude views, however, were more likely to become trapped and to create mobility issues in the traffic stream. On shorter tape lengths, drivers reacted to the merging taper itself. Although fewer vehicles became trapped near the merge point. The relation between merging taper length and vehicle speed in the workzone will be identified using microscopic traffic simulation with the help of PTV VISSIM 6.0

Research on medical images becomes one of the studies that attracted many researchers, because it can help medical field to analyse the disease. One of the existing research in medical image is using dental panoramic radiographs image to detect osteoporosis. The analysed area is the width of cortical bone. Determination of the cortical bone width requires proper segmentation on the dental panoramic radiographs image. This study proposed the integration of watershed and region merging method based on statistical features for cortical bone segmentation on dental panoramic radiographs. Watershed segmentation process perform using gradient magnitude value from the input image. The watershed image that has excess segmentation can be solved by region merging based on statistical features. Statistical features used in this study is mean, standard deviation, and variance. The similarity of adjacent regions measure with weighted Euclidean distance from the statistical feature of the regions. Merging process will run by incorporating the background regions as many as possible, while keeping the object regions from being merged. Results of segmentation has succeeded in forming contour of the cortical bone. The average value of accuracy is 93.211%, the average value of sensitivity is 93.858%, and the average value of specificity is 93.071%.
Penelitian terhadap citra medis menjadi salah satu penelitian yang banyak diminati karena dapat membantu dokter untuk menganalisa penyakit. Salah satu penelitian yang ada dalam citra medis adalah menggunakan citra dental panoramic radiographs untuk mendeteksi osteoporosis. Daerah yang dianalisis adalah lebar dari cortical bone. Segmentasi yang tepat sangat dibutuhkan untuk me-nentukan lebar cortical bone pada dental panoramic radiographs. Pada penelitian ini diusulkan inte-grasi metode watershed dan metode region merging berbasis fitur statistik untuk segmentasi cortical bone pada dental panoramic radiographs. Citra masukan berupa cortical bone dilakukan proses gradient magnitude kemudian dilanjutkan dengan proses segmentasi menggunakan watershed. Citra hasil proses watershed yang masih memiliki segmentasi berlebih dilakukan proses region merging berbasis fitur statistik. Selanjutnya kemiripan antar region dihitung dengan menggunakan weighted Euclidean distance dari fitur statistik setiap region. Fitur statistik yang digunakan adalah mean, vari-ance, dan standar deviasi. Proses merging akan berjalan dengan melakukan penggabungan pada dae-rah background telebih dahulu selanjutnya sisa region yang dihasilkan akan digabungkan sebagai dae-rah objek. Hasil segmentasi yang dilakukan telah berhasil membentuk contour dari cortical bone. Da-ri hasil uji coba didapatkan rata-rata akurasi 93,211%, rata-rata sensitifitas 93,858%, dan rata-rata spesifisitas 92,071%.

[Terpisahnya kelembagaan pengelolaan riset, teknologi dan inovasi dengan institusi pendidikan tinggi dianggap sebagai salah satu penyebab lemahnya hilirisasi produk dari hasil litbang; dan peningkatan daya saing bangsa. Tesis ini menganalisis perubahan strategis penggabungan Kementerian Riset dan Teknologi (Kemenristek) dan Direktorat Jenderal Pendidikan Tinggi (Ditjen Dikti) menjadi Kementerian Riset, Teknologi dan Pendidikan Tinggi (Kemenristekdikti) dan sekaligus menganalisis tipe perubahan tersebut. Metode penelitian yang digunakan adalah kualitatif deskriptif dengan pendekatan post-positivis. Hasil analisis menunjukkan bahwa perubahan strategis nampak pada proses bisnis Kemenristekdikti. Tantangan yang dihadapi dalam perubahan tersebut yaitu : kekurangan SDM tenaga penunjang, revitalisasi koordinasi LPNK dan perguruan tinggi, penyelarasan program dan konsolidasi anggaran serta perubahan kultur dan tupoksi organisasi dari kementerian non teknis (klaster III) menjadi kementerian teknis (Klaster II). Dikaji dari The Drivers Of Change dan strategi perubahan yang dilaksanakan, perubahan ini baru bersifat transisional. Untuk mensukseskan perubahan, disarankan dengan membentuk tim analisis perubahan untuk mengevaluasi pra dan pasca perubahan serta kesesuaian kinerja yang diharapkan. Saran lain untuk mengatasi tantangan yang dihadapi meliputi: 1) optimalisasi SDM meliputi penyusunan regulasi tupoksi individu, standar penilaian kinerja, dan pengaturan hak dan kewajiban pegawai, 2) penyusunan kebijakan pengaturan pendidikan tinggi dengan model skenario ‘kepentingan publik’ dalam perguruan tinggi, 3) sinergi regulasi universitas-LPNK-industri, 4) sinkronisasi anggaran dan program melaui trilateral meeting stakeholders, 4) perencanaan, monitoring, evaluasi dan pelaporan yang terintegrasi teknologi sistem informasi dan 5) manajemen pengetahuan yang didesain dengan memobilisasi kapitalisasi pengetahuan untuk menjamin kesuksesan proses bisnis Kemenristekdikti. ......Institutional separation of the management of research, technology and innovation with the higher education institution is considered as one of the causes of the weakness in downstream product resulted from research and development and improving the competitiveness of the nation. This thesis analyzes the strategic change merging the Ministry of Research and Technology (Kemenristek) and the Directorate General of Higher Education (Ditjen Dikti) to the Ministry of Research, Technology and Higher Education (Kemenristekdikti) and simultaneously analyze the types of changes. The method used is descriptive qualitative post-positivist approach. The analysis showed that the apparent strategic change in business processes within Kemenristekdikti. Challenges faced in these changes are: a shortage of human resources supporting staff, revitalization of LPNK coordination with colleges and universities, harmonization of program and consolidation of budget as well as culture change and organizational duties of the ministry of non-technical (cluster III) into the technical ministries (Cluster II). Consulted by The Drivers Of Change and strategy changes are implemented, the new transitional changes. To achieve change, it is advisable to form a team to evaluate the analysis of changes in preand post-change as well as the suitability of the expected performance.
