Abstrak :
Tujuan penelitian ini untuk mengetahui implementasi dan faktor keberhasilan kritis manajemen risiko di lembaga-lembaga pengelola bantuan sosial. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus pada lembaga yang melakukan penanganan bantuan bencana gempa bumi di Provinsi Sulawesi Tengah Tahun 2018. Pengumpulan data dilakukan peneliti dengan metode studi lapangan dan kepustakaan. Data sekunder diperoleh dari dokumen internal maupun peraturan perundang-undangan yang terkait dengan implementasi manajemen risiko pada obyek penelitian, sedangkan data primer dikumpulkan melalui wawancara narasumber kemudian direduksi untuk dapat ditarik suatu kesimpulan. Hasil analisis menunjukkan bahwa obyek penelitian telah mengimplementasikan manajemen risiko. Berdasarkan observasi melalui wawancara yang dilakukan kepada 5 (lima) orang pelaksana di masing-masing lembaga menunjukkan bahwa dari 8 (delapan) faktor keberhasilan kritis, Pendidikan dan Pelatihan menjadi faktor kritis dalam implementasi manajemen risiko di Lembaga Pengelola Bantuan Sosial. Penguatan pemahaman manajemen risiko kepada pelaksana dapat membantu lembaga dalam pengelolaan manajemen risiko yang lebih baik. Penelitian ini diharapkan dapat memberi pemahaman kepada lembaga-lembaga pengelola bantuan sosial sehingga manajemen risiko dapat diterapkan untuk mencegah kemungkinan risiko yang dapat terjadi. ......This research aims to determine the implementation and critical success factors of risk management in social management institutions. This study uses a qualitative research method with a case study approach to institutions that manage earthquake assistance in The Central Sulawesi Province in 2018. Data collection was carried out by researchers using field study methods and literature. Secondary data was obtained from internal documents, laws and regulations related to the implementation of risk management on the object of research, while primary data was collected through interviews with informants and then reduced to draw conclusions. The results of the analysis show that the object of the research has implemented risk management. Based on observations through interviews conducted with 5 (five) implementers in each institution, it shows that of the 8 (eight) critical success factors, Education and Training are critical factors in the implementation of risk management in Social Assistance Management Institutions. Strengthening the understanding of risk management for implementers can assist institutions in managing risk management better. This research is expected to provide understanding to social assistance management institutions so that risk management can be applied to prevent possible risks that may occur.

Sebagai perusahaan pelopor inovasi dalam mikroprosesor, Intel Corporation terus berusaha menciptakan dan mengelola hubungan antara perusahaan dan pelanggan agar terbentuk loyalitas pelanggan terhadap perusahaan melalui upaya Customer Relation Management (CRM). Upaya ini dilakukan Intel Corporation salah satunya melalui media sosial online twitter. Media sosial tersebut marak digunakan untuk menunjang prinsip kerja seorang praktisi Hubungan Masyarakat (Humas) dalam menciptakan komunikasi dua arah antara perusahaan dan pelanggan yang kini banyak dipengaruhi oleh perkembangan teknologi internet, seperti yang dilakukan oleh Intel Corporation melalui account twitter @Intel_Indonesia. Berdasarkan pengamatan yang dilakukan selama kurang lebih satu minggu terhadap aktivitas komunikasi di account twitter tersebut, komunikasi yang ada dapat menjadi bukti bahwa besarnya nama suatu perusahaan bukan jaminan atas berjalan dengan baiknya komunikasi yang telah dilakukan oleh perusahaan. Pengamatan ini dilakukan untuk mengetahui upaya CRM dari perusahaan besar sekelas Intel Corporation melalui media sosial online dan hasil yang diperoleh adalah komunikasi perusahaan dengan pelanggan melalui account twitter cenderung pasif dan satu arah. Perusahaan juga tidak banyak menanggapi komentar pelanggan dan hanya sebatas melakukan distribusi informasi dari perusahaan kepada pelanggan. ......As a pioneer of innovations in microprocessor company, Intel Corporation continues to create and manage the relationship between companies and customers in order to establish customer loyalty through the efforts of Customer Relation Management (CRM). The efforts made by Intel Corporation one of them is through social media online Twitter. The widespread use of social media to support the working principle of a Public Relation (PR) practitioner in creating two-way communication between the company and customers who are now heavily influenced by the development of internet technology, as did Intel Corporation through @Intel_Indonesia twitter account. Based on observations during the approximately one week to the communication activity on the twitter account, existing communication may be evidence that the magnitude of a company’s name is not collateral for running with good communication has been made by the company. This observation was conducted to determine the CRM effort of large corporations class Intel Corporation through social media online and the results obtained are corporate communications with customers via twitter is passive and only one-way communication. as it has been applied by Intel Corporation. Corporate communication with customers through social media online Twitter is passive and one-way. Companies is also do not respond to customer comments and only limited to the distribution of corporate information to customers.

Abstrak :

Pembangunan desa merupakan proses peningkatan atau perbaikan kualitas hidup dan kesejahteraan ekonomi masyarakat yang tinggal di daerah pedesaan. Pemerintah Desa Panggungharjo dalam upayanya membangun sistem jaminan sosial bagi masyarakat menggunakan pendekatan tata kelola kolaborasi. Kolaborasi dilakukan dengan  melibatkan masyarakat dan penyedia layanan untuk menjalin suatu hubungan dan bekerja sama dan berkomitmen untuk mencapai tujuan lebih cepat dan lebih besar jika dibandingkan dengan bekerja sendiri. Kebijakan publik berupa sistem jaminan sosial yang dibangun oleh Pemerintah Desa Panggungharjo dengan tata kelola yang kolaboratif diharapkan akan lebih cepat meningkatkan kualitas hidup dasar berupa pendidikan dan kesehatan.

 

Penelitian sebelumnya menunjukkan bahwa aspek leadership dari kepala desa sangat mempengaruhi keberhasilan sebuah program pembangunan di desa. Penelitian ini menganalisis keberhasilan Pemerintah Desa Panggungharjo dalam upayanya mewujudkan sistem jaminan sosial melalui tata kelola yang kolaboratif.  Melalui pendekatan kualitatif, penelitian mempergunakan wawancara mendalam, diskusi kelompok terfokus, observasi dan studi literatur untuk mengumpulkan data. Informan dipilih dengan purposive sampling dan snowball. Jumlah seluruh informan sebanyak delapan belas (18) informan. Hasil penelitian menyimpulkan bahwa pemerintah Desa Panggungharjo membangun sistem jaminan sosial di desa tersebut secara partisipatif dengan menggunakan potensi lokal.

Village development is a process of increasing or improving the quality of life and economic well-being of people living in rural areas. The Village Government in their efforts to build a social security system for the community uses a collaborative governance approach. Collaboration is held by entangling the community and service providers to establish a dealings and team up in committment to achievee the goals faster and greater than working individually. Public policy in the form of a social security system built by the Panggungharjo Village Government with collaborative governance is expected to produce  improvement of education and health as basic quality of life.

 

Previous research showed that the role of heads of village have big influences to the village program’s fruitfulness. This study analyzes the triumph of the Panggungharjo Village Government for their exertion to raise a social security system based on participation of the stakeholders in community. Through a qualitative approach, research used in-depth interviews, focus group discussions, observation and literature studies to collect data. Informants were selected by purposive sampling and snowball. The total number of informants was eighteen (18) informants. The results of the study showed that the Panggungharjo Village government used a collaborative governanance to construt a participative social security system in the village based on local potential

Tujuan dari Millenium Developmet Goals 2015 untuk menekan angka kemiskinan diprediksi tidak akan berhasil dicapai pada tahun 2015 (Laporan Utusan Khusus Presidan untuk MDGs, 2011). Hal ini disebabkan oleh kegagalan mekanisme pasar, pendekatan policy dan inisiatif organisasi sipil (Murray, 2012). Konsep inovasi sosial adalah konsep pendekatan multi-stakeholder yang dapat menjadi alternatif untuk memecahkan permasalahan sosial dengan cara mengkolaborasikan sektor tripartit. Meskipun demikian, konsep inovasi sosial yang dijalankan dengan cross partnership membutuhkan sistem manajemen pengetahuan yang terintegrasi sehingga sumber daya inovasi sosial yang tersebar pada berbagai sektor dapat diakumulasikan dan diakses bersama. Melalui penelitian ini, peneliti merancang sistem manajemen inovasi sosial Indonesia yang akan menghimpun sumber daya inovasi sosial pada sektor tripartit dan memecahkan permasalahan-permasalahan sosial. Metode yang digunakan dalam penelitian ini yaitu SECI Model. Metode tersebut mencakup, pemetaan karakteristik pengetahuan dan analisis penciptaan dan transfer pengetahuan pengetahuan tacit-explicit. Hasil dari penelitian ini berupa platform online open innovation/shared design thinking, platform online community of practice untuk inovasi sosial, platform open volunteerism, platform crowdfunding, dan platform Changemakers Hub yang menghubungkan sektor tripartit. ...... The goal of Millenium Developmet Goals 2015 to reduce the number of poverty rate is predicted will not be achieved by 2015. (Envoy of the President on MDGs, 2011). Market mechanism, government policy and civic organizations inisiatif failed to fill it (Murray, 2012). The concept of Social Innovation as a multi-stakeholder approach is an alternative approach to solve a social problem with collaboration of tripartite sectors. However, the concept of social innovation characterized by cross partnership requires an integrated knowledge management system in order that the social innovation resources can be accumulated. Researcher elicits social innovation knowledge management system that will collaborate tripartite sectors to accumulate social innovation resources and solve social problems. Methodology used in this research is SECI Model analysis. The methodology includes knowledge characteristic analysis and formulation for creating and transferring tacit-explicit. The research products are platform onlines for open innovation/shared design thinking, community of practice for social innovation, open volunteerism, crowdfunding, and changemakers hub for the tripartite sectors.
