Rumah Sakit memiliki fungsi sosial dan ekonomi, sehingga dalam pengelolaannya mengadopsi pendekatan public private mix. Bahkan bagi RSUD yang dianggap sudah mampu untuk mandiri, Pcmerintah Pusat membuka kesempatan RSUD mengelola keuangannya secara lebih flexible dengan sistem Badan Layanan Umum (BLU), yang diatur dalam PP No. 23 tahun 2005. Kehadiran sistem BLU diharapkan dapat meningkatkan kinerja pengclolaan pelayanan kesehatan menjadi lebih efektif dan efisicn, dengan memberikan keleluasaan kepada RSUD dalam mengelola sumber daya yang dimilikinya.
