"Penelitian ini bertujuan untuk menganalisis secara komprehensif pengelolaan hibah luar negeri pada Kementerian Kelautan dan Perikanan (KKP). Analisis dilakukan melalui telaah Laporan Hasil Pemeriksaan (LHP) Badan Pemeriksa Keuangan (BPK) atas Laporan Keuangan KKP tahun 2009 sampai dengan tahun 2012 dan hasil wawancara dengan narasumber yang terlibat langsung dalam pengelolaan hibah luar negeri. Hasil penelitian menunjukkan bahwa pengelolaan hibah luar negeri di lingkup KKP telah dilakukan secara berjenjang dan telah menerapkan kebijakan satu pintu (one gate policy). Namun, terdapat beberapa permasalahan yang dihadapi KKP dalam pengelolaan hibah luar negeri. Oleh karena itu, KKP tengah berusaha melakukan beberapa upaya untuk mengatasi permasalahan tersebut.

The purpose of this research is to analyze comprehensively the management of foreign grant received by Ministry of Marine Affairs and Fisheries. The analysis was done through understanding the results of BPK audit on financial statements of Ministry of Marine Affairs and Fisheries from 2009 to 2012 and interpreting interview results. The research shows that the management of foreign grant has been done thoroughly from the lowest to the highest entities and one gate policy has also been implemented. Nevertheless, there are several problems faced by the ministry in managing foreign grant. Therefore, the ministry is trying to create solutions in order to overcome the problems."

"Tesis ini membahas mekanisme penerimaan hibah luar negeri terkait dengan upaya meningkatkan efektivitas pemanfaatan hibah. Efektivitas hibah tergantung pada: 1) kualitas pemerintahan Negara Penerima, 2) kualitas hibah, dan 3) tata kelola pengorganisasian hibah. Prinsip efektivitas bantuan/hibah yaitu alignment, menegaskan pentingnya penggunaan sistem pengelolaan keuangan pemerintah (use of country system) dalam pengelolaan hibah. Mekanisme penerimaan hibah secara langsung dianalisis menggunakan indikator use of country systems, yaitu: on plan, on budget, on parliament, on treasury, on accounting, on procurement, on auditing, dan on reporting. Hasil analisis menyebutkan bahwa mekanisme penerimaan hibah secara langsung tidak memenuhi indikator on plan, on budget dan on parliament. Efektivitas mekanisme penerimaan hibah langsung dipengaruhi oleh tingkat pencatatan hibah yang diterima, serta dua hal yang masih harus dikaji lebih mendalam yaitu kepatuhan Kementerian/Lembaga untuk melaporkan hibah yang diterima dan sikap Donor terhadap use of country systems.

This thesis examine the mechanism of foreign grants acceptance related to efforts to improve the effectiveness of utilization of grants. The effectiveness of the grant depends on: 1) the quality of the Recipient Country, 2) quality of the grant, and 3) business process of the grant. The principle of the effectiveness of aid of alignment, stressing the importance of use of country systems in the management of grants.

Direct acceptance grant mechanism is analyzed using the indicators of use of country systems, comprise of: on plan, on budget, on parliament, on the treasury, on accounting, on procurement, on auditing, and on reporting. The results of the analysis stated that the direct acceptance grant mechanism do not meet with the indicator on plan, on budget and on parliament.

The effectiveness of the direct grant acceptance mechanism influenced by the level of recorded grants, and the two things that still need to be studied more deeply: the compliance of the Ministry/Agency to report on grants accepted and Donor commitment to use of country systems."

"ABSTRAKPenelitian ini bertujuan untuk memfokuskan pada studi kasus Penyerapan Hibah Luar Negeri pada Proyek XYZ, dimana akan di analisa faktor-faktor yang menjadi penyebab rendahnya daya serap dana Hibah pada proyek XYZ yang terjadi di tahun anggaran 2015 dan 2016 serta meberikan saran untuk mengatasi rendahnya daya serap hibah luar negeri pada Proyek XYZ. Pendekatan penelitian yang dilakukan dalam mengkaji permasalahan tersebut adalah bersifat kualitatif, dengan harapan dapat digunakan secara tepat dan sesuai dengan permasalahan yang terjadi di lapangan. Dalam penelitian ini digunakan 2 dua kelompok metode analisis yaitu: 1 analisis siklus dan efektivitas proyek, 2 analisis manajemen keuangan dan aliran dana proyek. Hasil dari penelitian ini menunjukan bahwa rendahnya penyerapan anggaran di Proyek XYZ dikarenakan adanya masalah paradigmatik, yaitu yang berhubungan dengan lingkungan pengendalian, masalah sistemik/ teknis serta masalah transisional. ABSTRACTThis study aims to focus on case studies Evaluation of Low Budget Disbursement In Nonprofit Organization A Case Study Grant Project XYZ, the factors that account for the low budget disbursement of Grant funds to the project XYZ is occurred in fiscal year 2015 and 2016 will be analyzed, and it also will address some advices to cope with low absorption matters on the Project XYZ. The research will use qualitative method to assessing the problem, in the future it could be used as appropriately and in accordance with the problems that occur in the field. This study used 2 two groups of methods of analysis, named 1 the effectiveness analysis of the project cycle, 2 the financial management and the budget flow of project funds analysis. The results of this study indicates that the low uptake of the budget in XYZ project due to problems paradigmatic, that related to the control environment, the systemic problems technical and transitional issues.
