ABSTRAK
The low educational level of the government employees at the State Civil Service and Human Resources Development Agency of Biak Numfor Regency in Papua Province affects the quality of public services which was far from the society's expectations. The development of competence that has been given so far had not been able to change the primal aspects of the government employees. Therefore, the development of competence provided must touch the large and varied cultural diversity that leads to the improvement of knowledge, capability, and skills to generate better performance and services. This study aims to analyze the development of the government employees' competence at the State Civil Service and Human Resources Development Agency of Biak Numfor Regency, Papua Province. The method used in this research was descriptive research with a qualitative approach. Primary data was collected through observation, interviews and Focus Group Discussion (FGD): the respondents were the government employees in the State Civil Service and Human Resource Development Agency of Biak Numfor Regency, Papua Province. Secondary data were obtained through documentation studies. The data were analyzed using interactive models. The results showed that the process of developing the socio-cultural competence of the government employees in the State Civil Service and Human Resource Development Agency of Biak Numfor Regency, Papua Province was through: 1) BIMTA (Mental and Spiritual Guidance), 2) JUMAT BELI (Friday clean environment program), 3) Leadership Advice through meetings and assembly, 4) Education and Training, which still need to be improved such as providing special program through education and training, seminars, courses, and upgrading related to socio-cultural competence to encourage them to have national insights with a pluralistic society in terms of religion, ethnicity, culture, and able to adapt and communicate effectively, empathetically, and politely among employees and the society.

ABSTRAK
Fenomena multikultural menuntut mahasiswa keperawatan harus memiliki kompetensi budaya. Mahasiswa keperawatan yang kompeten secara budaya lebih memahami perbedaan dan persamaan budaya klien dalam memberikan asuhan keperawatan peka budaya. Penelitian ini bertujuan untuk melihat adanya perbedaan tingkat kompetensi budaya berdasarkan jenjang program. Penelitian ini melibatkan 164 mahasiswa yang terdiri dari mahasiswa reguler semester 8 dan profesi profesi semester 2. Penelitian ini menggunakan desain cross sectional dengan teknik sampling stratified random sampling. Sumber Kuisioner pada penelitian ini yaitu modifikasi dari instrument IAPCC-SV oleh Campinha Bacote. Hasil penelitian menunjukkan bahwa nilai rata-rata tingkat kompetensi budaya mahasiswa profesi semester 2 yaitu 60,0 dan mahasiswa reguler semester 8 yaitu 59,0 p value = 0,283; alpha=0,05 . Hasil tersebut menunjukkan bahwa mahasiswa reguler semester 8 berada pada tingkat sadar budaya dan profesi semester 2 berada pada tingkat kompeten budaya dan secara statistik tidak terdapat perbedaan yang bermakna. Penelitian selanjutnya diperlukan untuk melihat faktor-faktor yang mempengaruhi kompetensi budaya.
ABSTRACT
Multicultural phenomena require nursing students to have cultural competence. Competent nursing students are culturally more understanding of cultural differences and equations of clients in providing culturally sensitive nursing care. This study aims to see the differences in the level of cultural competence based on program level. This study involves 164 students consisting of regular students of 8th term and profession student 2nd term. This research use cross sectional design with stratified random sampling technique. Questionnaire rsquo s sources in this study is a modification from IAPCC SV instrument by Campinha Bacote. The results showed that the average value of the competency level of professional students in the 2nd semester was 60.0 and the regular students of 8th term were 59.0 p value 0.283 alpha 0,05 . The results show that regular students of the 8th term are at a aware level of culture and the profession student term 2nd at the competent level of culture and there is no statistically significant difference. Further research is needed to look at the factors influencing cultural competence.

Fashion telah menjadi sebuah fenomena dimana masyarakat terkalsifikasi berdasarkan selera. Setiap kelas dalm masyarakat memiliki seleranya masing – masing yang dibentuk oleh kompetensi kultural. Perbedaan kompetensi kultural menciptakan perbedaan selera yang hierarkis antara kelas dominan dan kelas terdominasi. Kelas dominan memiliki akses yang lebih baik terhadap fashion dan mampu melegitimasi selera mereka dan menjadi panutan bagi kelas sosial lainnya. Namun, era New Media telah membawa masyarakat memasuki era dengan akses lebih luas terhadap informasi terkait fashion yang mambuat masyarakat dapat memiliki kompetensi kultural untuk dapat memproduksi selera mereka sendiri. Penelitian ini mencoba untuk menemukan bagaimana produksi selera dilakukan di dalam era New Media melalui penggunaan Instagram oleh generasi muda perempuan sebagai kelompok usia yang menjadi agen perubahan di dalam produksi selera melalui fashion. ...... Fashion has been a phenomena where society have been classified by their taste. Each classes of the society has their own taste that shaped by their cultural competence. Different cultural competence hence creating different hierarchy of tastes between The Dominant Class and The Dominated Class. However the Dominant Class has better access to fashion and legitimate their taste and becomes the role model for other social classes. However the age of New Media has brought society to the era of greater access to the information related to fashion which makes society has better cultural competence to produce their own tase. This research is trying to find out how the production of taste occurred in the age of New Media through the use of Instagram by female Youth as group of people who are the game-changer  of the taste  production through fashion.
