Abstrak :
Masalah penelitian ini menyangkut Pembentukan Polisi RW sebagai Implementasi Polmas di Kecamatan Kebayoran Lama. Permasalahan yang tercakup dalam penelitian ini adalah, pertama, pelaksaaan Polisi RW Polsek Kebayoran Lama saat ini, serta peran Polisi RW dalam menerapkan program Polmas pada komunitas masyarakat di tingkat RW dirasakan belum maksimal. Kedua, terdapat beberapa faktor yang mempengaruhi pelaksaaan Polisi RW Polsek Kebayoran Lama dalam rangka mengimplementasikan Polmas, termasuk kekuatan dan kelemahan yang berasal dari internal organisasi, serta peluang dan kendala yang diakibatkan oleh perkembangan lingkungan strategik (eksternal). Ketiga, upaya Polsek Kebayoran Lama dalam meningkatkan kinerja Polisi RW melalui pendekatan Polmas, merupakan strategi Polsek Kebayoran Lama dalam meningkatkan kemampuan individu SDM Polri (enabling) maupun pemberdayaan institusi (empowering) Polisi RW itu sendiri. Penelitian ini menggunakan pendekatan kualitatif dengan menggunakan data dan informasi sebagai representasi dari keadaan sebenarnya atau fenomonologis. Pendekatan ini bertujuan untuk mendapatkan data dan informasi yang obyektif melalui teknik wawancara mendalam (indepth interviewing), studi literatur, dan pengamatan terlibat (participant observer). Konklusi dari hasil penelitian ini adalah pelaksanaan kegiatan Polisi RW melalui pendekatan Polmas di Kecamatan Kebayoran Lama belum tercapai karena tidak ada parameter baku yang digunakan untuk mengukur. Hal ini dipengaruhi faktor yang berasal dari internal dan eksternal. Upaya Polsek Kebayoran Lama dalam menyikapi hal tersebut dengan membangun strategi yang berlandaskan Program Kerja. Sasaran, mencakup penyempurnaan struktur organisasi, pengawakan, dan tahapan serta transformasi organisasi. ......Research concerns with the formation of Neighborhood Policemen regarding the implementation of community policing in Kebayoran Lama District. Issues covered in this study are, first, how far that the implementation of Neighborhood Policemen of Kebayoran Lama Police Sector has not been optimal implementing community policing programs in neighborhood communities. Second, there are several factors that influence the Neighborhood Policemen of Kebayoran Lama Police Sector in realizing the security of public order, namely the strengths and weaknesses from the internal organization, and opportunities and constraints caused by the development of the strategic environment (external). Third, efforts of Kebayoran Lama Police Sector in optimizing the performance of Neighborhood Policemen in realizing the security of public order, is a strategy of Kebayoran Lama Police Sector to increase both of individual capabilities of Neighborhood Policemen and institutional empowerment itself. The research uses a qualitative approach in which data and information is a representation of actual conditions or in accordance with the phenomena. This approach aims to obtain data and objective information through in-depth interview technique (depth interviewing), literature studies, and involved observations (participant observer). Conclusion from this research is the implementation of Neighborhood Police by community policing approach in the District of Kebayoran Lama has not been reached because there are no standard parameters used to measure. This is caused by the presence of factors that affect both from internal and external. Kebayoran Lama Police Sector efforts in addressing this by building a strategy based on work program, goals, organizational structure, manning, and the stages and organizational transformation.

Abstrak :
Skripsi ini membahas peran Facebook Divisi Humas Polri dalam membangun citra kepolisian di mata mahasiswa. Facebook merupakan salah satu media sosial yang dinilai tepat untuk menjangkau publik, salah satunya adalah kelompok mahasiswa yang kerap aktif menggunakan media sosial. Kepolisian Republik Indonesia melalui Divisi Humas Polri memanfaatkan Facebook ini untuk berkomunikasi dengan publik dan membangun citra kepolisian. Penelitian ini menggunakan penelitian kualitatif dengan sifat deskriptif. Hasil penelitian menemukan bahwa Facebook Divisi Humas Polri cukup memiliki peran untuk membangun citra kepolisian di mata mahasiswa dan pengikutnya. Meskipun begitu, sangat disayangkan komentar yang ada di kolom komentar Facebook Divisi Humas Polri kurang direspon oleh pengelola Facebook, sehingga masih banyak pertanyaan di sana yang belum terjawab. Selain itu, jumlah pengikut Facebook Divisi Humas Polri juga masih sedikit jika dibandingkan dengan pengguna Facebook di Indonesia secara keseluruhan.

This paper discussed the role of Indonesian Police Public Relations Division in building the police image in the eyes of undergraduate student. Facebook is one form of social media which value is appropriate in reaching public, in which group of undergraduate students use Facebook actively. The Indonesia National Police, through the Police Public Relation Division, uses Facebook to communicate with public and building the police image. The research uses Qualitative method with descriptive. The result of the research found that "Facebook Divisi Humas Polri" has a significant role in building the image of police in the eyes of undergraduate students and other Facebook followers. Nonetheless, it is unfortunate that the comments that are present in "Facebook Divisi Humas Polri" comment column do not have enough respond from the administrator resulting many unanswered questions from the followers. Moreover, the followers of "Facebook Divisi Humas Polri" are still few from the total number of all Facebook users in Indonesia.
