"Era globalisasi akan dimulai tahun 2003 (AFTA) berlanjut ke tahun 2020 (WTO). Pengangguran pada tahun 2000 sudah mencapai lebih dari 36 (tiga puluh enam) juta orang (Mennaker-trans 01.08.2000); menurut Survei Angkatan Kerja Nasional Biro Pusat Statistik Agustus 1999 pengangguran terbuka 6.030.300, dan setengah pengangguran 31.371.100 orang. Kualitas SDM Indonesia - menurut para pakar tenaga kerja - sangat rendah: pada tahun 2000 Human Developent Index (HDI) berada pada urutan ke-109 dari 1974 negara di dunia; Filipina (77), Thailand (76), Malaysia (61), Brunei (32), Korsel (30), Singapura (24), (UNDP dalam H.D. Report tahun 2000). Untuk meningkatkan mutu TKI diperlukan reformasi pendidikan pelatihan dan merevitalisasi mereka agar menjadi "knowledge based workers" dan "multiskilled workers".
Telah dilakukan penelitian deskriptif-normatif(historis-empiris). Didasarkan data sekunder Biro Pusat Statistik,=hahan dari Badan Perencanaan Pengsmbangan Depnakertrans RI, dari data statistik Malaysia, Singapura, Thailand dan Filipina. Diyakini bahwa dengan revitalisasi pendidikan-pelatihan tenaga kerja bisa menghasilkan tenaga yang bermutu, berkapabilitas dan berkompetensi tinggi. Saran yang dimanfaatkan melalui penambahan anggaran pendidikan minimum 20 persen dari Anggaran Pembangunan (APBH). Operasionil pelaksanaan perencanaan strategik, bersifat komprehensif dan feasible, untuk semua peringkat pendidikan - pelatihan. Diharapkan para pihak yang terkait melakukan tugasnya sebaik-baiknya demi kepentingan bersama rakyat dan Negara tentunya dengan ridho Tuhan yang Haha Kuasa."

"Indonesia became a member of the World Trade Organization (WTO) in 1994 without prior reset on the benefits and adverse impacts, and the rights and obligations involved in taking such a policy measure. The government also did not prepare human resources and other capacities need take advantage of being a WTO member. Consequently, Indonesia is trying hard to comply WTO rules but does not have the capacity to tap the opportunities provided by trade liberalize This article aims to explain the challenges and problems faced by Indonesia related to the WTO is especially about the problem of Indonesia's position in the WTO. Remembering it is only rece that Indonesia began to actively strife for a better bargaining position at the WTO negotiation, ? article also recommends seven steps to improve the situation, including statements that request \ new government to take immediate practical steps involving briefing about WTO to the ministers, study on the impacts of WTO, establish a strong WTO negotiating team, perhaps in office of the president, and to halt all liberalization policies until national trade and industrial ma plans and positions are established"
