Abstrak :
Perkembangan HIV/AIDS di Indonesia sudah sangat mengkhawatirkan karena dari tahun ke tahun terus meningkat. Hal ini disebabkan pergeseran cara penularan penyakit AIDS. Pada saat sekarang telah bergeser dari hubungan seks yang tidak aman ke pemakaian narkoba, psiktropika, dan zat adiktif lainnya (Napza), terutama bagi mereka yang menggunakan jarum suntik Injecting Drug Use (IDU). Masalah HIV/AIDS saat ini bukan hanya masalah kesehatan dari penyakit menular saja, tetapi sudah menjadi masalah kesehatan masyarakat yang luas. Berbagai upaya telah dilakukan, salah satu upaya tersebut adalah deteksi dini untuk mengetahui status seseorang sudah terinfeksi HIV atau belum melalui konseling dan testing HIV/AIDS secara sukarela, yaitu VCT (Voluntary and Counselling Testing). Tujuan penelitian ini adalah untuk mengetahui gambaran manajemen program VCT HIV/AIDS Rumah Sakit Ketergantungan Obat (RSKO) Jakarta tahun 2008. Penelitian ini merupakan penelitian deskriptif kualitatif dengan jenis penelitian kualitatif untuk mendapatkan informasi secara keseluruhan. Dalam penelitian ini, peneliti mewawancarai 4 orang yang terlibat dalam layanan VCT dan melakukan FGD pada 5 orang pasien yang pernah menggunakan layanan VCT serta melakukan telaah data sekunder. Hasil dari penelitian ditemukan bahwa program VCT HIV/AIDS di RSKO Jakarta memiliki input : SDM yang tersedia sudah mencukupi, sarana yang sudah ada belum mencukupi, dana yang diperoleh untuk programVCT hanya untuk operasional kegiatan serta kegiatan layanan VCT dilakukan berdasarkan buku pedoman pelayanan VCT Depkes RI. Process pada program VCT ini adalah perencanaan dilakukan oleh POKJA HIV/AIDS dan terintegrasi dengan perencanaan RSKO secara keseluruhan. Sedangkan pengorganisasian belum terlaksana dengan baik sehingga pembagian tugas melebihi beban kerja. Layanan VCT di RSKO sudah dilaksanakan dengan baik sesuai dengan buku pedoman pelayanan VCT Depkes RI. Kegiatan kendali mutu tidak dilakukan tetapi yang dilakukan hanyalah evaluasi kegiatan setiap bulan. Evaluasi yang dilakukan adalah berupa pendataan pasien yang melakukan tes VCT. Adapun output dari kegiatan layanan VCT adalah jumlah pasien yang mengunjungi layanan VCT di RSKO Saran yang diajukan untuk mengembangkan dan meningkatkan manfaat dari program VCT ini adalah mengadakan pelatihan VCT terutama bagi petugas yang belum pernah mendapatkan pelatihan VCT, menyediakan reward yang pantas agar motivasi petugas meningkat. Selain itu, mengusulkan bantuan dana kepada pemerintah, menyediakan ruangan khusus untuk VCT, dan membentuk struktur organisasi yang jelas serta melaksanakan kegiatan kendali mutu untuk menjamin tersedianya layanan VCT yang terjamin kualitas dan mutu.

Abstrak :
Research is a systematic search for information and new knowledge. It serves two essential and powerfull purposes in accelerating advances in health. First, basic or traditional research is necessary to generate new knowledge and technologies to deal with major unresolved health problems. Second, applied research is necessary to the process of identifying priority problems and to designing and evaluating policies and programs that will be of the greatest health benefit, using existing knowledge and available resources, both financial and human. During the past decade, concepts and research approaches to support health development have evolved rapidly. Many of these have been described by specific terms such as operations research, health services research, health manpower research, policy and economic analysis, applied research, and decision-linked research. Each of these has made crucial contributions to the development of Client-Oriented Research or Health Systems Research (HSR). HSR is ultimately concerned with improving the health of a community, however defined, by enhancing the efficiency and effectiveness of the health system as an integral part of the overall process of socioeconomic development. The aim of Client-Oriented Research or HSR is to provide health managers at all levels with the relevant information that they need to solve the problems they are facing. The participatory nature of such research is one of its major characteristics. Because HSR addresses health problems in the broad context of social, economic, and community development, research inputs from many different disciplines are required. These include demography, epidemiology, health economics, policy and management sciences, social and behavioral sciences, statistics, and some aspects of the clinical sciences. With progressive development, the uses of HSR are becoming more widely appreciated. As a result, it is being integrated into and applied in special areas of management such as quality assurance, technology assessment, and resource management.
