The study aims to usability analysis the National Library of Indonesia home page based the results of Paramjeet and Gupta research. The method used was think-aloud. In this method, one user was observed when doing the assignment and asked to express choices, feelings, or thoughts when testing the website. There are seven phases in this method, i.e 1) literature study of usability, usability testing and think- aloud, 2) self-evaluation of the home page of National Library of Indonesia website, conducted by comparing the results of Paramjeet and Gupta study, 3) determination of assessment parameters, 4) determination of the number and criteria of the respondents, 5) analysis of home page usability by the respondents, 6) analysis of the results, conducted based on the respondent transcripts, and 7) recommendations. There were ten respondents, with medium internet literacy skill. They expressed their thoughts and feelings when testing the home page. There were criteria used in the assessment :1) the main features consist of logo and name of organization, about us, contact us, and archive and archiving; 2)URL (Uniform Resources Locator); 3) window title; 4) date and time; 5) writing content; 6) navigation; 7) search; 8) graphic and animation.Based on the analysis, it shows that home page of the National Library of Indonesia website needs to be improved. The improvements needed are: the addition of about us feature on the main menu; contact us becomes part of about us in the main menu; the results of the archive and archiving is in the form of title, in order to facilitate the information retrieval; the moving boxes in the navigation are replaced with fixed boxes using different colors with the color news; the search is equipped with advanced search, and graphics and animation should also be improved not only as a home page ornament.

ABSTRAK
Tujuan penelitian ini adalah (1) mendapatkan gambaran menyeluruh tentang pelaksanaan pelestarian surat kabar Indonesia, hambatan dalam pelaksanaan, kondisi fisik surat kabar koleksi Perpustakaan Nasional RI, serta perkembangan surat kabar Indonesia tahun 1996-2005 (2) memberikan data tentang anggaran, sumberdaya manusia, metoda pelestarian, serta komitmen Perpustakaan Nasional RI dalam pelestarian surat kabar Indonesia (3) mengidentifikasi beban Perpustakaan Nasional RI dalam pelestarian surat kabar Indonesia selama 10 tahun (1996-2005) (4) mendapatkan alternatif pemikiran tentang upaya pelestarian surat kabar sesuai dengan kondisi peramalan selama 10 tahun mendatang.

Tidak semua tujuan penelitian dicapai melalui pembuktian hipotesis akan tetapi tetap dijawab sebagai permasalahan penelitian. Hipotesis digunakan untuk mencapai tujuan penelitian nomor tiga, yaitu: (1) Ada pengaruh yang maknawi antara perubahan tahun dengan perubahan jurnlah judul surat kabar harian; (2) Ada pengaruh yang maknawi antara perubahan tahun dengan perubahan jumlah judul surat kabar mingguan; (3) Ada pengaruh yang maknawi antara perubahan tahun dengan perubahan jumlah halaman surat kabar harian; (4) Ada pengaruh yang maknawi antara perubahan tahun dengan perubahan jumlah halaman surat kabar mingguan.

Jenis penelitian adalah penelitian deskriptif. Populasi penelitian terdiri dari dua kelompok, pertama adalah surat kabar Indonesia tahun 1982-1994; dan yang kedua adalah pembuat kebijakan di kalangan Perpustakaan Nasional RI. Sampel untuk pembuat kebijakan diambil secara total sampling, yaitu 26 Perpustakaan Daerah dan 1 Perpustakaan Nasional RI di Jakarta sedangkan sampel untuk surat kabar diambil secara acak sederhana. Data tentang pelaksanaan pelestarian, hambatan dalam pelaksanaan pelestarian, dan kondisi koleksi surat kabar Indonesia diperoleh melalui kuesioner serta wawancara sebagai alat pengumpul data pelengkap. Data surat kabar diperoleh dari dokumentasi. Analisis data dilakukan dengan teknik analisis deskriptif analitik serta dengan analisis kuantitatif dengan uji statistik regresi liner sederhana.. Perhitungan menggunakan perangkat lunak Microstat.

Hasil penelitian adalah:(1) pelaksanaan pelestarian surat kabar Indonesia oleh Perpustakaan Nasional RI belum memperhatikan kebutuhan kondisi fisik dan kondisi lingkungan penyimpanan, (2) terdapat hambatan dalam pelaksanaan pelestarian seperti belum adanya kebijakan tertulis tentang pelestarian surat kabar Indonesia, rendahnya pengetahuan tentang pelestarian, rendahnya anggaran, rendahnya sumberdaya manusia baik secara kualitas maupun kuantitas, dan sulitnya mendapatkan peralatan dan bahan yang sesuai standar, (3) surat kabar koleksi Perpustakaan Nasional RI mengalami penurunan kondisi fisik berupa pemudaran warna kertas maupun kerapuhan, (4) Perpustakaan Nasional RI melestarikan bentuk fisik maupun isi intelektual surat kabar terbitan Indonesia, mekanisme pelaksanaannya diatur Undang-undang No.4 tahun 1990, (5) anggaran dan sumberdaya manusia Perpustakaan Nasional RI belum sesuai dengan beban yang harus dipikul (6) pertumbuhan persuratkabaran Indonesia mengalami peningkatan relatif pesat untuk skala nasional tetapi bila dilihat per daerah ditemui beberapa daerah tidak mengalami peningkatan, bahkan ada yang mengalami penurunan, (7) berdasarkan ramalan pertumbuhan surat kabar Indonesia selama kurun waktu 10 tahun didapatkan gambaran beban Perpustakaan Nasional RI untuk pelestarian surat kabar Indonesia tahun 1996-2005 yang dideskripsikan dalam bentuk jumlah eksemplar fisik asli, jumlah media penyimpan informasi (mikrofilm), perlengkapan penyimpanan berupa rak dan kotak, beban ruangan penyimpanan; beban juga dinyatakan dalam bentuk rupiah, 8) dengan pertimbangan rendahnya sumber daya dan saran pelestarian di Perpustakaan Nasional RI, perlu dilakukan pembatasan jumlah eksemplar yang disimpan dan pembagian tugas dalam pelaksanaan penyimpanan dan alih media.
ABSTRACT
The research has four purposes, namely: (I) to draw the feature of conservation of Indonesian newspapers performed by the National Library of Indonesia, constraint under with the conservation is carried out, physical condition of the newspaper collection owned by the National Library of Indonesia, and the trend of Indonesian newspapers development during 1996-2005, (2) to get data about the budget set for, human resources available for, and method applied in the conservation performed by the National Library of Indonesia and the commitment of the institution regarding the matters, (3) to identify the load put on the shoulder of the National Library of Indonesia for a ten-year period (1996-2005) concerning the conservation of Indonesian newspapers, (4) to suggest alternative conception of conservation to meet the forecast made for the next ten years.

Three of the above purposes are answered as problems of the research. Following hypothesis are proposed to obtain the third purpose: (1) changing of year has considerable influence to the number of titles of existing daily newspaper, (2) changing of year has considerable influence to the number of titles of existing weekly newspaper, (3) changing of year has considerable influence to the number of pages of existing daily newspaper, (4) changing of year has considerable influence to the number of pages of existing weekly newspaper.

The research is descriptive one. The population consists of two groups, namely: Indonesian newspaper published in 1982-1994 and the decision makers of the National Library of Indonesia. Simple random method for sampling is applied for the first group, while total sampling is applied to the second group of population. Data about the conservation, it?s performing and constrain as well as the condition of the Indonesian newspaper collection is gathered by means of questionnaire. Interviews are held to obtain additional data needed. Data about Indonesian newspaper is taken from documentation. Analysis method used here are analytical descriptive and quantitative methods with simple linear regression statistic test. Computer software is used in computation in Microstat.

The results of the research are as follow: (1) in carrying out the conservation of Indonesian newspaper, the National Library of Indonesia has not give proper attention concerning the physical and environmental aspects of storage, (2) conservation is performed under the following constraints, lacking of knowledge about conservation, lacking of budget, quantitative as well as qualitative lacking of human resources, difficulties in obtaining conservation material and equipment which meet the standard qualification, (3) there is physical degradation of the Indonesian newspaper of the National Library of Indonesia collection, concerning both color and the fragility of the paper, (4) the National Library of Indonesia is to conservate both physical form and intellectual content of the newspaper. The mechanism is arranged is the W No.4 1990, (5) budget provided and human resources available do not meet the conservation load put on to the National Library of Indonesia, (6) Indonesian newspaper undergoes rapid growth as far as national scale is concern; however, the fact for regional scale appears different since several provinces show no increase at all and even a decrease, (7) based on development forecast of Indonesian newspaper for ten-year period, the views of conservation load beared by the National Library of Indonesia during 1996-2005 can be drawn, describe in the forms of: number of exemplars of the originals, number of the information storage media (microfilm), storage equipment such as boxes and shelves, and the load of the storage areas; the load is described in the forms of rupiahs, (8) considering the lack of human resources and conservation utilities available at the National Library of Indonesia, it is of great urgency to limit the number of exemplars deposited and to allocate the depositing and the medium-transferring tasks.

Penelitian ini membahas mengenai apa yang pengguna rasakan pada saat mereka berinteraksi dengan situs web Perpustakaan Nasional Republik Indonesia. Penulis menggunakan metode penelitian kualitatif pada penelitian ini. Hal ini dikarenakan peneliti ingin mengetahui apa yang pengguna rasakan dan masalah yang ditemukan saat menggunakan web tersebut. Data yang diperoleh peneliti pada penelitian diambil melalui proses wawancara kepada empat orang informan dan observasi terhadap web yang ada. Penelitian ini dilakukan dengan menggunakan teori yang dibawa oleh Steve Krug dalam mendesain web yang baik dan ramah terhadap pengguna. Hasil penelitian ini menunjukan bahwa situs web yang dibuat oleh Perpustakaan Nasional Republik Indonesia sudah memenuhi beberapa kriteria yang ada namun masih dibutuhkan beberapa perbaikan pada bagian-bagian tertentu. Beberapa bagian sudah dapat dikategorikan sesuai dengan teori yang ada dan beberapa lainnya belum sesuai. Penelitian ini diharapkan dapat menjadi masukan kepada pihak Perpustakaan Nasional Republik Indonesia untuk terus mengembangkan webnya menjadi lebih baik dan ramah pengguna.
ABSTRACT
This study discusses what users feel when they interact with the National Library of Indonesia website. The author uses qualitative research methods in this study. This is because the author wants to know what users feel and problems found while using the web. Data obtained by the author in the study was taken through the process of interviewing to four informants and observation of the existing web. This study was conducted using the theory brought by Steve Krug in designing good web usability for users. The results of this study indicate that the website created by the National Library of Indonesia has met several criteria that exist but still needed some improvement on certain parts. Some parts can already be categorized according to existing theory and some others are not yet appropriate. This research is expected to be an input to the National Library of Indonesia to continue to develop the web to be better for users.

The 23rd Edition of DDC has been published in 2011. The edition provides notations related to Indonesia such as Table 2. Geographical area, historical period, biography for Indonesia ? 598. With teh extension of Indonesian area, librarians are given much help in classifying the library materials on Indonesia or other subjects related, especially those related to areas or regions in Indonesia. However, this extension has only covered the provincial area nd has not yet reached the regency/city. It needs to create area extension which covers the whole regencies and cities as drafted by the National Library of Indonesia in its publication in 2004 which notes about the extension and adaptation of DDC notation for Indonesian areas.

One of librarys most important element of the library is collection. The rise information and technology, has improved library needs to transforms into digital era. Library users preferred e resources collections. The National Library of Indonesia (NLI) realized e resources collection has become one of the primary collection. During these five years, there are not enough research about usage of e resources collection services evaluation. This research took evaluation of the usage of e resources collection services with a quantitative approach of the ISO 11620:2014 as general standard for library performance indicators. ISO 11620:2014 is a statement of symbol, numeric, and verbal that is obtained through the library statistics and data that is used to characterized the library performance indicators. There are 6 (six) performance indicators that are used as benchmark in assesing how far e resources collection is used in The NLI on 2014 2015. Those 6 (six) indicators are : (1) The percentage of e resources collection that is not used); (2) the number of content unit downloaded per capita; (3) the number of visitors that join the e resources training; (4) the expense of the e resources collection procurement; (5) the percentage of expenditure on the provision of information for the collection of e resources; (6) Percentage of library staff who provide the guidance of the eresources collection services for. This research found that e resources usage collections services in The NLI is not optimized. E resources collections service has not maximized for following reasons. First, The NLIs e resources is in balanced referring to covered subjects. The high e resources collections that were not used by user, only 3% of the whole e resources collections are used by users. Although, the level of content downloaded unit per capita for each e resources collections decreased from the previous year. E journals downloaded are more higher than the e books and e videos downloaded from whole e resources collections. In 2015, the number e books and e video downloaded are less than 5 per 1000 user. PROQUEST download decreased from 2.7 to 1.9 for all users served. These conditions was caused by lack of e resources development policy that becomes controlling in the process of collection management at the National Library of Indonesia. NLI needs to improve the e resources development a primary missions to create a great form of national collections. Second, NLI need to set priority in providing technology based services. E resources training and promotion are also need to set up as priority to colleges that have limited infrastructure and internet access. There are a large number user can be a potential gateway to increasing e-resources usage. This research found users were trained at the NLIs e resources has decreased in 2015. There was about 3 users per 1000 the NLIs users in the previous year. Third, the level of the percentage of staff who provide training increased by 12.34% from the previous year. Although there was improvement the percentage of the GCC staff training is still very small compared with the number of staff at service center. Librarians competencies also needed to improve e resources training in NLI. Librarian must have competenciies as much skill in providing information services in technology, has skill in searching strategy using e resources. The research also found evaluation of e resources usage at NLI will increase. Fourth, in terms of budget indicators issued for the provision of information in the form of a collection of e resources shows the results are quite positive. Costs incurred for the provision of e resources collections always increase every year. The research recommended further research related to the application of e resources system performance measurement standards. It is important for the evaluation of performance of e resources development at NLI to improve performance even better in the future.

Penelitian ini bertujuan untuk menggambarkan pelaksanaan Undang-Undang Deposit di Perpustakaan Nasional Republik Indonesia dan Perpustakaan Negara Malaysia. Metode penelitian yang digunakan adalah studi kasus. Pengumpulan data dilakukan dengan wawancara, studi dokumen, dan observasi. Hasil penelitian menunjukkan bahwa pelaksanaan Undang-Undang Deposit di Indonesia dilakukan sejak Tahun 1990, sedangkan di Malaysia dilakukan sejak tahun 1986. Pada umumnya Undang-Undang Deposit kedua negara hampir sama, namun terdapat beberapa perbedaan antara lain: a) Jumlah koleksi yang diserahkan kepada Perpustakaan Nasional, di Indonesia 2 (dua) eksemplar terbitan cetak dan 1 (satu) eksemplar terbitan non cetak, sedangkan di Malaysia 5 (lima) eksemplar terbitan cetak dan 2 (dua) eksemplar terbitan non cetak. b) Penyimpanan, di Indonesia disimpan di Perpustakaan Nasional RI Jakarta, sedangkan di Malaysia disimpan di empat tempat yaitu di Perpustakaan Negara Malaysia, di Daerah Sungai Besi Kuala Lumpur, di Sabah, dan di Pulau Pinang. c) Imbalan harga, di Indonesia koleksi diserahkan secara gratis sedangkan di Malaysia harga buku yang dianggap mahal mendapat penggantian sebesar 30% dari harga penerbitan. d) Sanksi, pelanggaran terhadap pelaksanaan Undang-Undang Deposit di Indonesia denda 5 juta rupiah atau pidana kurungan 6 bulan, sedangkan di Malaysia hanya denda 3 ribu ringgit. Kedua negara belum maksimal melaksanakan Undang Undang Deposit dan masih terfokus pada terbitan komersial.

Tujuan dari penelitian ini: , (1). Untuk mengungkapkan kebutuhan informasi peneliti bidang ilmu Sosial dan Kemanusiaan di Perpustakaan Nasional RI dalam melaksanakan penelitian. (2). Untuk mengungkapkan bagaimana perilaku pencarian informasi peneliti bidang ilmu sosial dan kemanusiaan di Perpustakaan Nasional RI ketika melakukan penelitian. (3). Untuk mengungkapkan kendala-kendala yang dialami oleh peneliti bidang ilmu sosial dan kemanusiaan di Perpustakaan Nasional ketika melaksanakan pencarian informasi dalam melakukan penelitian. Jumlah responden dalam penelitian ini 18 orang peneliti dalam bidang ilmu sosial dan kemanusiaan. Pengambilan data dilakukan melalui wawancara yang dilaksanakan pada bulan April-Mei 2004. sedangkan penelitian ini merupakan penelitian kualitatif deskriptif. Dari hasil penelitian ini dapat disimpulkan bahwa: 1. Kebutuhan informasi peneliti bidang ilmu sosial dan kemanusiaan yang menjadi anggota Perpustakaan Nasional RI tahun 2002 sebagai berikut: a. Subjek informasi yang dibutuhkan sangat beragam yang meliputi masalah politik, konflik, penegakan hukum, pendidikan, industri, tata ruang perkotaan, kebudayaan, wanita, lansia, manajemen SDM dan kesenian. Beragamnya subjek yang dipilih menunjukan bahwa minat terhadap penelitian sangat tinggi. b. Sumber informasi yang dibutuhkan seperti : Majalah, jurnal, surat kabar, buku, naskah kuno, audio visual, arsip dan web site. Tidak hanya sumber dokumen tapi juga sumber non dokumen seperti : wawancara dengan informan penelitian, dosen dan ahli bidang ilmu tertentu. c. Tahun publikasi yang digunakan peneliti dalam menggarap penelitiannya terdiri dan terbitan lama yaitu abad 19 sampai dengan abad 20 dan juga publikasi terbitan baru yaitu tahun 1970an sampai tahun 2000an. d. Untuk lokasi perolehan informasi di Perpustakaan Nasional kebanyakan memanfaatkan koleksi buku langka, naskah kuno, surat kabar, majalah dan buku terbitan baru, disamping itu juga koleksi bentuk audio visual seperti mikrofilm dan foto. Sedangkan lokasi perolehan informasi di luar Perpustakaan Nasional RI yang banyak di kunjungi peneliti adalah Arsip Nasional, PDII-LIPI, Perpustakaan LP3ES, Perpustakaan CSLS, Perpustakaan Gedung Juang 45, Perpustakaan British Counsil, Perpustakaan Umum DKI Jakarta Sumantri Brojonegoro, dan perpustakaan kampus seperti UI, UNJ, UIN, IPB, ITB dan Unpad. Serta perpustakaan diluar negeri seperti Perpustakaan KITLV, Perpustakaan ISEASSingapura, Perpustakaan Leiden University, Perpustakaan Michigan University, Perpustakaan Cornell University, Perpustakaan National Library of Australia dan ARA Belanda. 2. Perilaku pencarian informasi Pada umumnya perilaku pencarian informasi peneliti bidang ilmu sosial dan kemanusiaan yang menjadi anggota Perpustakaan Nasional RI tahun 2002 mengikuti pola tahapan pencarian informasi seperti yang pernah diteliti oleh Ellis (1987) yaitu starting, chaining, browsing, differentiating monitoring dan extracting. Kemudian terlihat adanya kecenderungan peneliti untuk meninggalkan cara tradisional, namun pada umumnya peneliti masih menggunakan koleksi tercetak dari pada dalam bentuk elektronik seperti mengakses dari web site. 3. Kendala dalam pencarian informasi ikut menentukan tingkat keberhasilan peneliti dalam melakukan penelitiannya. Kendala yang dialami peneliti terdiri dan kendala individu yaitu dari dalam diri sendin, kendala dari antar individu yaitu dari orang lain ketika melakukan kontak dalam rangka pencarian informasi serta kendala lingkungan di antaranya segi sistem layanan, jam buka perpustakaan, sarana penelusuran, teknologi informasi, ruang baca, petugas koleksi, perawatan bahan pustaka, dan reproduksi, yang perlu mendapatkan perhatian yang serius dalam meningkatkan layanan kepada pemakai perpustakaan. ......The Needs and Information Seeking Behaviour of Social and Humanity Sciences Researcher at The National Library of IndonesiaThe objectives of this research are: (1) To reveal information need of social and humanity sciences researcher at National Library of Indonesia , (2) to reveal information-seeking behaviour of social and humanity sciences researcher at the National Library of Indonesia,...(3) .to--reveal intervene of the researcher in information-seeking. The respondents of the research are 18 social and humanity sciences researchers. Data was collected using interview method that was carried out from April to May 2004. This research is descriptive qualitative in from. From this research, it could be concluded that: 1. The need of -information of social and humanity researchers at National Library of Indonesia year 2002 are as follow: a. The subjects needed vary, including politic, conflict, law enforcement, education, industry, city landscape, culture, women, old people, human resources management and art. It shows that the interest on research is high enough. b. The sources of the information are magazines, journals, newspapers, books, manuscripts, audio visual, archives and websites. In addition, the are also non-document sources, such as interview with research informants, lectures and experts. c. Year of publication used by the researcher comes from 19th to 20th century, in addition to those come from 1970s to 2000s. d. The location acquirement of information at The National Library of Indonesia, generally collected from old books, manuscripts, newspapers, magazines, other new books, other collections of audio visual such as microfilms and photos. While location acquirement of information outside the National Library of Indonesia, the researcher search information from other sources such as National Archives of Indonesia, PDII-LIPI, LP3ES Library, CSIS Library, Gedung Juang 45 Library, British Council Library, DKE Jakarta Sumantri Brojonegoro Library, University libraries like UI, UNJ, UIN, IPB, ITB, and Unpad. And foreign libraries such as KITLV Library, ISEAS-Singapore Library, Leiden University Library, Michigan University Library, Cornell University Library, National Library of Australia and ARA Netherland Library. 2. Information-Seeking behaviour Generally, information-seeking behaviour of social and humanity sciences researchers at National Library of Indonesia followed Information-Seeking behaviour stages proposed by Ellis (1987), namely starting, chaining, browsing, differentiating, monitoring, and extracting. Furthermore, there is new trend to leave traditional ways. However, in general the researchers prefer printed collection to electronics one such as accessing web sites. 3. The intervene in Information-Seeking play important role in their success. These consisted of individual intervene, inter individual intervene resulting from other people in searching information, and environmental intervene such as service system, library open hour, exploring . means,. information technology, reading room, collection, librarians, conservation, and reproduction requiring serious attention in order to improve service to library users.

Tujuan penelitian ini adalah: (1) Untuk mendapatkan data tentang jumlah koleksi manuskrip terjilid yang dimiliki oleh Perpustakaan Nasional RI, bagaimana kondisi fisik manuskrip dan bentuk mikronya serta kondisi lingkungan tempat penyimpanan manuskrip tersebut; (2) Mendapatkan data tentang pelaksanaan pelestarian manuskrip, baik konservasi preventif, konservasi pasif maupun konservasi aktif; (3) Mengkaji kebijakan pelestarian dan negara-negara yang sudah maju dari berbagai sumber untuk menyusun kebijakan pelestarian manuskrip yang akan direkomendasikan kepada Perpustakaan Nasional RI. Metode yang digunakan dalam penelitian ini adalah metode survei, yaitu: (1) survei kuantitatif untuk mengetahui jumlah koleksi manuskrip berdasarkan tingkat kerusakan fisik manuskrip, tingkat keasaman kertas manuskrip, pengaruh tinta iron gall pada kertas manuskrip, adanya indikasi serangan serangga dan jamur serta tingkat kerusakan mikrofilm positif, (2) survei kualitatif untuk mengetahui kondisi lingkungan tempat penyimpanan manuskrip dan bentuk mikronya. Hasil penelitian menunjukkan bahwa: (1) Kondisi fisik manuskrip yang masih baik sebesar 23,8 %, kondisi sedang 29,9 %, sedangkan yang kondisinya rusak 46,3 %; kertas manuskrip bersifat asam sebesar 71,8 % dan sangat asam 20,3 % dan 7,9 % bersifat netral; berlubang karena dimakan serangga sebesar 30,8 % dan ditumbuhi jamur sebesar 1,3 %. Data hasil survei menunjukkan bahwa dari 17 % koleksi yang rusak berdasarkan hasil survei The IRT for Conservation & Preservation pada tahun 1989 menjadi 46,3 % berdasarkan hasil penelitian ini; (2) Kerusakan mikrofilm positif didominasi oleh faktor lingkungan tempat penyimpanan, diikuti oleh salah penanganan dan kurang telitinya dalam kontrol kualitas, termasuk di dalamnya tidak diterapkannya methylene blue test untuk mengetahui adanya residu tio sulfat; (3) Kondisi lingkungan tempat penyimpanan manuskrip dan bentuk mikronya kurang optimal karena suhu dan kelembaban udara tidak terkontrol serta tidak adanya usaha-usaha pengendalian pencemar udara dan kerusakan oleh pencahayahaan. Untuk melestarikan koleksi manuskrip Nusantara diperlukan perencanaan yang sistematis, baik tentang perencanaan konservasi preventif yang di dalamnya mencakup penyusunan kebijakan pelestarian, konservasi pasif maupun konservasi aktif dan restorasi. Implementasi dan perencanaan dan kebijakan pelestarian tersebut di atas dapat mewujudkan pelestarian manuskrip Nusantara yang menyeluruh di Perpustakaan Nasional RI, baik pelestarian fisik maupun informasi yang terkandung di dalamnya. The objectives of this research are: 1) to collect data of hounded manuscript collection owned by The National Library of Indonesia, especially on physical condition of manuscript and their microform and also their repository environmental condition. 2) To gain data on the implementation of preservation policy such as preventive conservation, passive conservation, active conservation and restoration. 3) To study other countries preservation policy through sources, in order to prepare a preservation policy planning to be recommended to The National Library of Indonesia. The research methods used are survey techniques consisting of 1) quantitative survey to collect data on the physical condition of the manuscripts, such as the level of physical damage, pager acidities, influence of iron gall ink, indication of insect and fungus attack, including the physical condition of microform collection. 2) Qualitative survey, to gain data on the repository environment condition of manuscript and their microform. Research shows, that: 1) 23.8 % manuscripts are in good physical condition, 29.9 % are in moderate condition, 46.3 % are in damage or bad condition; 20.3 are in % highly acidity of papers condition, 71.8 % are in moderate acidity and 7.9 % are in neutral; 30.8 % are damage by insects, and 1.3% are caused by fungus. Research finding shows, there are 17 % degradation of collections according to the IRT for conservation & Preservation in 1989, become 46.3 % according to this research. 2) Positive microfilm damage is predominated by repository environmental factors, mainly by lack of handling and minimum quality control, including unused methyline blue test to detect thio sulfate residue existences. 3) Unfavorable conditions of repository environment of the manuscript and their microforms are especially caused by uncontrolled temperatures, dampness and lighting repository rooms system. Preserving Nusantara manuscript collections needs a systematic preservation planning, including: preventive conservation planning such as preparing preservation policy, passive conservation, active conservation and restoration. The implementation of planning and preservation policy would be of some use by The National Library of Indonesia concerning the manuscript preservation physically or their information contents.

Penelitian ini membahas mengenai pemeliharaan naskah kuno di Perpustakaan Nasional Republik Indonesia. Penelitian ini bertujuan untuk mengidentifikasi pemeliharaan terhadap naskah kuno yang dilakukan di Perpustakaan Nasional Republik Indonesia agar dapat menganalisis faktor yang mempengaruhi pemeliharaan koleksi naskah kuno yang ditemukan di lapangan. Pemeliharaan adalah suatu usaha yang dilakukan untuk memperpanjang keberadaan koleksi perpustakaan dan arsip dengan mempertahankannya dalam kondisi yang sesuai untuk digunakan, baik dalam format aslinya atau dalam bentuk yang lebih tahan lama dengan kondisi lingkungan yang tepat dan tindakan yang diambil setelah koleksi rusak untuk mencegah kerusakan lebih lanjut. Pemeliharaan terhadap naskah kuno merupakan salah satu tugas yang diemban oleh Perpustakaan Nasional agar dapat dipertahankan keberadaannya. Perpustakaan Nasional Republik Indonesia mempunyai peranan penting dalam melestarikan budaya nasional, termasuk naskah kuno. Pada Tahun 2017, terdapat 11.147 eksemplar naskah kuno di Perpustakaan Nasional Republik Indonesia dengan koleksi tertua pada tahun 1600. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode deskriptif dan pendekatan studi kasus. Hasil penelitian mengungkapkan bahwa kegiatan pemeliharaan naskah kuno di Perpustaakaan Nasional Republik Indonesia dilakukan berdasarkan pedoman pemeliharaan yang ada, sehingga kegiatan pemeliharaan naskah kuno dapat berjalan dengan lancar.
ABSTRACT
This study discusses the maintenance of ancient manuscripts in the National Library of Indonesia. This study aims to identify the maintenance of ancient manuscripts conducted in the National Library of the Republic of Indonesia in order to analyze the factors that affect the maintenance of ancient manuscripts found in the field. Maintenance is an endeavor undertaken to extend the existence of library and archive collections by maintaining them in appropriate conditions for use, whether in their original format or in more durable form with appropriate environmental conditions and actions taken after damaged collections to prevent further damage Maintenance of the ancient manuscript is one of the tasks carried by the National Library can be maintained its existence. National Library of the Republic of Indonesia has an important role in preserving national culture, including ancient manuscripts. In the Year 2017, there are 11,147 copies of the manuscripts in the National Library of Indonesia with the oldest collection in 1600. This research is a qualitative research using descriptive method and case study approach. The results revealed that the maintenance activities of ancient manuscripts in National Library of Indonesia conducted based on existing maintenance guidelines, so that the maintenance activities of ancient manuscripts can run smoothly.
