Abstrak :
Dengan semakin berkembangnya konsep Green Building di Indonesia yang kemudian didukung oleh Pergub DKI Jakarta dan Permen LH tentang bangunan hijau, membuat seorang manajer proyek konstruksi atau biasa disebut Construction Manager harus menyesuaikan kompetensi yang dimilikinya dengan konsep Green Building agar dapat mencapai kinerja proyek yang optimal. Pada konsep Green Building, terdapat enam aspek yang menjadi pedoman pelaksanaan Green Building. Namun, penulis hanya meneliti aspek Manajemen Lingkungan Bangunan yang terkait dengan kompetensi Construction Manager dengan harapan dapat memberikan informasi mengenai pengetahuan dan ketrampilan yang diperlukan seorang Construction Manager pada proyek Green Building dilihat dari aspek Manajemen Lingkungan Bangunan dan didapat 11 pengetahuan dan 9 keterampilan menggunakan metode Relative Importance Index (RII). ......With the development of the Green Building concept in Indonesia which has been gaining support from the Governor of DKI Jakarta Law and Minister of Environmental Law, the Construction Manager will have to adjust to the developing concept of green building so as to optimize or even improve project performance. In the concept of Green Building, there are six main aspects as to the construction of the Green Building itself. For this research, the writer will only discuss the aspect of Building Environmental Management (BEM) with the competence of the Construction Manager, in hopes to receive information regarding the basic knowledge and skills needed from a Construction Manager in a Green Building Project and has found 11 knowledges and 9 skills using Relative Importance Index (RII) method.

Seiring dengan perkembangan green construction di Indonesia, maka seorang Construction Manager (CM) perlu menyesuaikan kompetensi yang dimilikinya dengan tantangan-tantangan green construction tersebut. Tantangan-tantangan ini apabila tidak ditangani akan mengakibatkan dampak berupa keterlambatan proyek, penyimpangan mutu, pembengkakan biaya, dan sebagainya. Penelitian ini dilaksanakan untuk mengetahui faktor-faktor tantangan pada proyek green construction yang mempengaruhi kompetensi CM, dengan studi kasus pada PT. X. Melalui studi literatur, survei menggunakan kuesioner, dan validasi pakar, maka diperoleh sepuluh faktor tantangan tersebut, dimana beberapa yang signifikan diantaranya harga konstruksi yang dibebankan kepada pemilik proyek lebih tinggi, kurangnya pengetahuan dan kepedulian dari para stakeholder, dan adanya ekspektasi pemilik proyek. ......In line with green construction development in Indonesia, a Construction Manager (CM) needs to fix his/her competence with green construction challenges. If they aren‟t handled correctly, they will make bad effects such as project delay, quality deviation, cost over, etc. This study is held to identify challenge factors on green construction projects affecting CM‟s competence, study case of PT. X. Through literature review, survey by using questionnaire, and expert judgement, we find ten challenge factors, which more significant are: higher costs for green construction practices which is imposed by the owner, lack of knowledge and awareness in stakeholder's mind, and owner's objective.

Salah satu metode pengelolaan yang dapat diterapkan adalah manajemen konstruksi. Manajer konstruksi sebagai personil manajemen konstruksi harus kompeten dalam menjalankan tugasnya, yaitu dengan memiliki knowledge, skill dan attitude yang baik. Oleh karena itu, manajer konstruksi harus menguasai dan memahami knowledge area yang terdapat dalam Construction Management Body Of Knowledge (CMBOK) agar tercipta peningkatan kinerja proyek dalam segi biaya, mutu dan waktu. Manajemen keputusan sebagai bagian dari knowledge area dalam CMBOK harus dipahami oleh manajer konstruksi untuk dapat menetapkan suatu keputusan yang tepat sehingga tercapai sasaran proyek yang diinginkan. Penelitian ini bertujuan untuk mengetahui faktor-faktor tingkat pemahaman manajemen keputusan yang terdapat dalam CMBOK oleh manajer konstruksi PT. X di tahap pelaksanaan. Adapun strategi penelitian yang digunakan adalah studi kasus. Analisa data menggunakan analisa statistik deskriptif untuk mengetahui kelayakan sampel dan analisa korelasi untuk mengetahui hubungan antar variabel. Dari hasil penelitian diperoleh bahwa faktor-faktor dominan tingkat pemahaman manajemen keputusan oleh manajer kostruksi PT.X yang dipengaruhi oleh kegiatan-kegiatan pelaksanaan adalah pemahaman/penguasaan job description, penggunaan sumber daya, prosedur laporan, mengikutsertakan personil dalam pengambilan keputusan yang akan mempengaruhi mereka, manajemen peralatan, condition of contract tugas dan tanggung jawab masing-masing pihak, berkomunikasi dengan jelas, pembinaan SDM, proses negosiasi. ......One of management methods which can be applied is construction management. Construction manager as construction management personnel must be competent in performing his duty, by having good knowledge, skills and attitude. So, construction manager must be capable and understanding the knowledge area which included in Construction Management Body Of Knowledge (CMBOK) so the raising of project performance in cost, quality and time can be achieved. Decision management as a part of knowledge area in CMBOK must be understood by costruction manager in order to make the right decision so the project goals can be achieved. The objective of this research is to know the factors which influence the understanding level of decision management that included in CMBOK by construction manager of PT. X on implementation phase. The research strategic which is used is case study. Data analysis are descriptive statistic analysis to know the suitability of the sampel and correlation analysis to know the relation inter variable. The result shows that factors of the understanding level of decision management by the construction manager of PT. X those are affected by implementation activities are the understanding of job description, the utilizing of the resource, report procedure, inviting personnel in decision making, equipment management, condition of contract of job and responsibilities of each party, clearly communication, development of resource, negotiation process.

Abstrak :
Peran Manajer Konstruksi Jalan di industri konstruksi sangatlah penting untuk menjamin kelancaran pengelolaan proyek jalan. Peran penting tersebut haruslah didukung kompetensi yang tepat sebagai jabatan kerja. Penelitian ini bertujuan untuk mengetahui signifikansi hambatan-hambatan yang menjadi kendala seorang manajer untuk memiliki kompetensi sesuai bakuan kompetensi jabatan kerja yang berlaku. Data yang dikumpulkan yaitu dengan melalui 2 tahapan penelitian dengan mengguanakan questioner. Untuk tahap pertama, questioner disebar kepada beberapa orang pakar dan tahapan kedua, questioner disebar kepada kontraktor jalan dan lembaga terkait. Pengolahan data penelitian menggunakan AHP dan software SPSS. Hambatan-hambatan yang menjadi kendala untuk memperoleh kompetensi adalah kurangnya manajemen skill tentang pembuatan berita acara setiap pemerikasaan proyek bersama owner dan pihak terkait lainnya, kurangnya pengetahuan tentang pembuatan anggaran biaya pelaksanaan proyek dan jadwal cash flow, kurangnya manajemen skill tentang penyaluran dan pengendalian biaya proyek agar tepat waktu pada hambatan internal dan belum ada standar nasional tentang bakuan kompetensi serta koordinasi dengan kantor pusat yang tidak terjadwal dan jarang dilakukan. Solusi dari pemecahan masalah hambatan-hambatan tersebut adalah dengan menetapkan standar minimal pada saat recruitment manajer, melakukan sosialisasi bakuan kompetensi, dan memberlakukan bakuan kompetensi itu sendiri.

The role of Road Construction Manager in constructions industry is very important to guarantying success of management road project. This role should be supporting the good competence it will be working occupation. This experiment objective is to know the resistance which to constrain of the manager to have competence the suitable competency standard. The files witches collected are by two-step of the experiment by questioner. The first step, questioner is disseminated to several expert. The second step, questioner is disseminated to the road contractor and related department. The processing files experiment by AHP and software SPSS. The resistances which to be constrain to getting competence are lack of management skill about making program news of checking project, lack of the information about creating project budget and cash flow schedule, lack of management skill about distribution and anticipation project budget in the internal constrain and nothing the national standard about competency standard and coordination with central office witch not schedule and seldom be conducted. The trouble solution of constrain is specifying minimum standard when construction manager recruitment, do socialization competency standard and applying of the competency standard.
