Abstrak :
Skripsi ini menganalisis manajemen perubahan aplikasi penyusunan Anggaran Pendapatan dan Belanja Daerah (APBD) di Pemerintah Provinsi DKI Jakarta, dengan studi kasus terhadap perubahan aplikasi Sistem Informasi Perencanaan (SIP) menjadi aplikasi e-Budgeting. Hasil analisis menyimpulkan bahwa hasil perubahan aplikasi, yaitu aplikasi e-Budgeting, lebih unggul dibandingkan dengan aplikasi SIP dalam mendukung proses penyusunan APBD. Hal tersebut karena aplikasi e-Budgeting membuat perencanaan lebih rinci, penyusunan APBD lebih mudah, dan manajemen kendali anggaran lebih baik daripada sebelumnya. Terkait manajemen perubahan aplikasi, pendekatan manajemen perubahan aplikasi yang dipilih sudah sesuai, namun beberapa praktik dalam tahapan manajemen perubahan aplikasi yang tidak sesuai. Ketidaksesuaian tersebut berdampak pada timbulnya masalah dan potensi masalah. Masalah yang terjadi adalah keterlambatan penetapan APBD TA 2014. Sedangkan potensi masalah yang dapat muncul adalah rendahnya realisasi penyerapan anggaran pada TA 2014, kemungkinan anggaran siluman muncul, tidak terukurnya kinerja SKPD, dan kesalahan manajemen perubahan aplikasi yang dapat terulang kembali di masa depan. ......This thesis analyzes the application change management on Regional Income and Expenditure Budgeting (APBD) in DKI Jakarta Provincial Government, with a case study of the changes in Information Systems Planning (SIP) application into e-Budgeting application. The results of the analysis concluded that the application changes results, namely e-Budgeting application, is superior to SIP application in support the budgeting process. This is due to e-Budgeting application that made planninng more detailed, budgeting easier, and budget control management better than before. Related to application change management, selected application change management approach is appropriate, but some practices in application change management phase is not appropriate. Such discrepancy affects the onset of problems and potential problems. The problem that occurs is the delay in setting APBD Final Year (FY) 2014. While the potential problems that can arise is the low absorption in the FY 2014 budget, the possibility arises stealth budget, the SKPD performance not measurable, and the fault on application change management can reoccur in the future.

Pertumbuhan penduduk global yang cepat menyebabkan peningkatan produksi dan konsumsi plastik, yang berdampak negatif terhadap lingkungan, termasuk penumpukan sampah plastik di ekosistem laut. Penelitian ini bertujuan untuk menganalisis tingkat pencemaran sampah plastik di Kawasan Suaka Marga Satwa Muara Angke (SMMA), serta memahami kondisi sosial masyarakat sekitar terkait masalah tersebut. Metode yang digunakan meliputi analisis komposisi sampah, distribusi, dan pengelolaan sampah. Hasil penelitian menunjukkan tingkat pencemaran yang signifikan, dengan dominasi sampah plastik yang mempengaruhi kesehatan ekosistem dan manusia. Kesimpulan penelitian menegaskan perlunya strategi pengelolaan limbah yang lebih efektif dan kebijakan pengurangan penggunaan plastik untuk melindungi ekosistem laut dan kesejahteraan masyarakat sekitar. ......The rapid global population growth has led to an increase in plastic production and consumption, adversely affecting the environment, including the accumulation of plastic waste in marine ecosystems. This study aims to analyze the level of plastic waste pollution in the Muara Angke Wildlife Reserve (SMMA) area and understand the social conditions of the surrounding community regarding this issue. The methods used include the analysis of waste composition, distribution, and management. The results indicate significant pollution levels, with plastic waste predominantly affecting the health of ecosystems and humans. The conclusion of the study emphasizes the need for more effective waste management strategies and policies to reduce plastic use to protect marine ecosystems and the well-being of the surrounding community.

Studi ini membahas konflik yang terjadi antara pihak eksekutif dan legislatif yaitu antara Gubernur Basuki Tjahaja Purnama dengan DPRD dalam proses penganggaran APBD DKI Jakarta tahun 2015. Studi ini akan mengkaitkan dampak dari konflik tersebut terhadap kinerja anggaran DKI Jakarta tahun 2015, khususnya terhadap proses penyerapan APBD karena terdapat kondisi rendahnya kinerja penyerapan APBD DKI Jakarta tahun 2015. Studi ini dapat menjadi sebuah kebaruan dalam studi konflik maupun penyerapan anggaran dalam bidang ilmu politik. Diskursus ilmu politik selama ini hanya menganalisis faktor-faktor penyebab konflik anggaran tanpa menguraikan dampaknya terhadap proses dan kinerja penyerapan anggaran. Sementara itu, studi mengenai faktor-faktor rendahnya penyerapan anggaran selama ini hanya melihat dari perspektif di luar politik, seperti buruknya kinerja birokrasi atau sistem anggaran, tanpa melihat bahwa terdapat kemungkinan faktor politik yang berperan lebih besar. Studi ini menggunakan teori politik anggaran, konflik dan konsensus, hubungan eksekutif dan legislatif, dan kinerja anggaran untuk menganalisis permasalahan. Metode penelitian yang digunakan yaitu kualitatif dengan menggunakan teknik pengumpulan data wawancara mendalam dan studi pustaka. Studi ini menemukan bahwa penyebab terjadinya konflik karena terdapat perbedaan kepentingan antara pihak eksekutif dengan legislatif, khususnya terkait program-program usulan DPRD yang disebut Pokir (Pokok-Pokok Pikiran). Adanya konflik tersebut menyebabkan terhambatnya proses anggaran dari pembahasan, penetapan, hingga penyerapan. Kondisi tersebut menyebabkan angka penyerapan anggaran DKI Jakarta tahun 2015 menjadi rendah, terendah kedua dari seluruh provinsi di Indonesia. ......This study explores conflicts between executive and legislative in Special Capital Region of Jakarta in 2015. The conflict occurred between the Governor of Jakarta at that time, Basuki Tjahaja Purnama, and DPRD (Regional Legislative Board) of Jakarta that impacted the spending rate of the APBD or the local budget. This study elaborates the impacts of the conflict to the relatively low percentage of spending rate of the local budget in 2015. The study offers a new perspective in the cause of the spending performance studies. In political science the discourses of this topic only analyzes the casual factors of the conflict without analyzing the impact itself to the budget performance, in term of formulizing and spending. On the other hands, studies about the causal factors of low spending conducted by applying perspective from political science are relatively minimal. For example, studies on this subject only argue that bad bureaucrats are the main factors which therefore disregard the probality political factors as the main causes. This study uses political budgeting theory, and also conflict and consensus, relationship between executive and legislative, and performance budgeting theory to analyze the issue. This study also uses qualitative method and uses technique of in-depth interview and literature study to collect and analyze the data. This study argues that the causes of the conflict is due to conflict of interest between executive and legislative, especially on the implementation of pokir (pokok-pokok pikiran or points of opinion about local budget) from DPRD. This conflict has delayed the budgeting process and therefore is considered late based on the regulation set up by the central government. This condition then influenced to the spending of the local budget which in 2015 was recorded as the second lowest compared to all provinces in Indonesia
