"The direction of health development and social welfare according to the Outline of State Guideline 1999-2004 is to improve the human resource quality and to develop conducive environtment using health pradigm approach , that give priorities in improving health status, prevention, treatment, recovery, and rehabilitation since the beginning of human conception until old age. Furthermore, the directions is also increase and maintain the quality of institution and health service through sustainable empowerment of human resource and facilities and health inlrastmcture, including the availability of medicines affordable by the people. It is also increase the quality of population through controlling of birth, reduce mortality rate, and to improve the quality of family planning program.
This study is intended to obtain description regarding performance of Midwife in villages as a contracted manpower -that currently are working in Regency of Padang Pariaman during their contract-extended period. The research is intended to examine what factors related to their performance, and what factors is the most closely related to the perfonnance. It was conducted by using cross-sectional study design that study the relationship of dependent variable with related &Cl0l'$ Gndependent variable) by observing the status of independent variable and dependent variable simultaneously (cross sectionally). The population of this research is the whole midwives in villages as contracted workers that are in extended-contract status, which are 92 respondents.
Processing and analysis of data was done using univariate, bivariate and multivariate methods. The univariate analysis is done with descriptive analysis to see the perfomiance and description of each individual variable. The bivariate analysis was using Chi-Square ies! to sec the relationship of independent variable with dependent variable, and multivariate analysis is done by using binary multiple logistic regression test to see the relationship of independent variable together with dependent variable.
The results of bivariate analysis indicates that 9 of the independent variables analyzed, it tumed out that there are three variables that has signihcant relationship (p < 0,05) with the perfomiance _of midwives in villages as contracted workers during extension period, namely knowledge, level tenure, and work load. The result of the multivariate analysis indicates that 2 variables as predictor of performance namely tenure and marriage status.
Recommendation to the midwives in villages as temporary workers for the extension worlc it is necessary to recommend the tenure and marriage status of the midwives should be carefully considered in the placement of the midwives."

"Berdasarkan SDKI I997, Angka Kematian Ibu (AKI) di Indonesia masih tinggi yaitu 334 per 100.000 kelahiran hidup dan angka Kematian Bayi (AKB) sebesar 35 perl000 kelahiran hidup. Begitu juga dengan tingginya angka kesakitan, akses terhadap pelayanan kcsehatan masih rendah,serta perlunya kesiapsiagaan dalam mengatasi keadaan benoana. Untuk mengatasi keadaan tersebut pemerintah mencanangkan program Desa Siaga. Bidan di clesa bertugas sebagai tcnaga kesehatan dan motor penggerak Desa Siaga.
Penelitian ini bertujuan memperoleh gambaran tentang kinerja bidan di desa dalam mcngelola program Desa Siaga di Kabupatcn Ogan Ilir dan faktor-faktor yang berhubungan dengan kinerja serta faktor yang pallng dominan. Kinexja baik bila hasil penilaian kegiatan penencanaan, penggerakan dan pelaksaanan serta penilaian program Analisis data melipuli analisi univariat, analisis bivarial dengan uji Chi square Umuk melihat hubungan amara variabel bebas dengan variabel terikat dan analisismultivariat dengan uji regresi logistikuntuk melihat faktor paling dominan yang mempengaruhi kincxja bidan di desa.
Hasil penelitian menunjukkan bahwa proporsi kelompok bidan kincxja baik hampir sama dengan bidan yang memiliki kinerja kurang. Hasil analisi bivariat menunjukkan bahwa variabel umur, pengetahuan, supervisi dan dukungan masyarakat mempunyai hubungan yang bermakna dengan kinerja bidan di desa dan yang tidak mempunyai hubungan bemwkna adalah domisili, pendidikan, status kawin, larna kerja, motivasi, sikap, imbalan, sarana dan prasarana serta dukungan atasan.Variabel yang paling dominan berhubungan dengan kinemja bidan di desa adalah variabel dukungan masyarakat.
Disarankan agar Dinas Kesehatan mengadakan evaluasi manfaal pelatihan,supen/isi dan penemuan lintas sektor. Bagi Puskesmas agar bidan yang telah mengikuti pelatihan dapat menyampaikan ilmunya kepada bidan yang lain, mcngadakan supervisi yang rutin dan bcrmanfaat scrta Icbih meningkatkan peran bidan koordinator di Puskesmas. Desa Siaga telah dilakukan 2 16, kinerja kurangjika kegialan yang telah dilalcsanakan < 16. Penclitian ini dilakukan di Kahupaten Ogan Ilir dengan menggunakan rancangan penelitian Cross Sectional. Sampel penelitian adalah seluruh bidan di desa yang telah mendapat pelatihan bidan Poskesdes yang berjumlah 12| orang.

Based on SDKI l997, maternal mortality rate in Indonesia is still high, 334 death per 100.000 of living birth and infant mortality rate is 25 death per 1000 of living birth. So is also illness rate is still high, access to health services is still low. Therefore, it is necessary to have preparedness to overcome the possible disaster. To overcome such this condition the government launched the rural preparedness program. Midwives have a special task as the health care provider in the village.
The objective of this research is to obtain description about midwives performance in the management of rural preparedness program at Ogan llir Regency and the related factors with the performance and other dominant factors. It is called good performance when evaluation of planning, encouragement, implementation and rural preparedness program is 2 16, and < I6 is for poor performance. This research is done at Ogan llir Regency using cross sectional research design. Research samples are all 121 midwives in the village who had ever got midwives training. Data analysis used in this research is univariate, bivariare and Chi square test to find out correlation between independent variable and dependent variable and multivariate analysis with logistic regression test is to know dominant factors that inliuenced midwives performance in the village.
This research shows that proportion of midwives with good perfomiance is almost equal to poor performance. Bivariate analysis shows that age, knowledge, supervision and public support variables have significant relation with midwives performance in the village and have no significant relation with domicile, education, marital status, work length, motivation, attitude, reward, means and infrastructure and support from senior officials.
It is recommended to Regional Health Department in order to evaluate the benefits of research, supervision, and cross-sector meeting. To Puskesmas (Public Health Service), midwives who had ever got training could transfer their knowledge and skills to other midwives, to supervise routinely and to increase the role of coordinating midwives at Puskesmas.

"Angka Kematian Ibu di Indonesia masih tertinggi di asia tenggara, Masalah Kesehatan ibu dan anak di Kabupaten Bantul adalah masih tingginya Angka kematian ibu 82/100.000 Kelahiran Hidup namun belum mencapai target Kabupaten Bantul 65/100.000 Kelahiran Hidup, target K1 98,85% Dan K4 82,6% target Standar pelayanan minimal untuk K1 100% dan K4 adalah 95%, indikator ini menunjukkan bahwa kualitas kelayanan Kesehatan ibu dan anak masih rendah sehingga hal ini bisa dijadikan indikator rendahnya kinerja bidan desa di Kabupaten Bantul. Tujuan penelitian ini adalah untuk mengetahui faktor ?faktor yang berhubungan dengan kinerja bidan di desa di Kabupaten Bantul, Merupakan penelitian deskriptif Kuantitatif, cross sectional . populasi penelitian adalah bidan yang ditempatkan di desa di wilayah Kabupaten Bantul, dengan total sampel 75 orang. Pengumpulan data dilaksanakan pada bulan Mei-Juni 2011. Menggunakan data primer yang diperoleh melalui membagian kuesioner langsung kepada responden, Analisis data meliputi analisis univariat dengan distribusi frekuensi masing-masing variabel dan analisis bivariat dengan membuat tabel silang antara variabel beban dan variabel terikat. Hasil penelitian menunjukkan faktor-faktor yang berhubungan dengan kinerja bidan di desa adalah umur , tempat tinggal, pelatihan , pengetahuan motivasi, pikap, penghasilan tambahan, supervisi, sarana prasarana, beban kerja, sedangkan variabel yang tidak berhubungan adalah pendidikan, status perkawinan, pengalaman kerja, dukungan masyarakat dan dukungan atasan. Sesuai dengan hasil penelitian maka disarankan bagi pemanggku jabatan agar bidan yang bekerja mempunyai pengalaman kerja minimal 2 tahun, memberi reward bagi bidan yang bertempat tinggal di desa dimana dia bertugas, peningkatkan sumber daya manusia melalui pelatihan agar menambah pengetahuan, memberi penghargaan baik berupa moril maupun materiil untuk meningkatkan motivasi kerjannya, mengadakan supervisi yang berkualitas, bagi bidan agar menjalin kerjasama lintas sektoral, agar lebih aktif melakukan kunjungan kepada ibu hamil yang belum pernah kontak dengan tenaga kesehatan.

Maternal mortality rate in Indonesia remains highest in South-East Asia. Maternal and child health problem in Bantul Regency is high number of maternal mortality rate 82/100.000 live births yet has not reached 65/100.000 ones of Bantul Regency target, K1 98.85% and K4 82.6%. Standard target for minimum service is 100% for K1 and 95% for K4, this indicator shows that health service quality of maternal and child is still low which indicates poor performance of midwife in Bantul Regency. Objective of this study is to observe factors related to midwife performance in Bantul Regency. It is quantitative study by cross sectional, study population are midwife placed in village of Bantul Province area, by number of samples are 75 people. Data collected on May to June 2011. Using primary data by directly giving questionnaire to respondents. Data analysis includes univariate analysis with frequency distribution to each variables and bivariate analysis by making a cross table between dependent and independent variable. Study result finds that factors related to midwife performance are age, home place, training, knowledge, motivation, attitude, additional income, supervision, facility and infrastructure, work load, while indirect variables are education, marital status, work experience, community and leader support. Based on study result, it is suggested that midwife at least has minimal 2 years work experience, and for officer head to give a reward to midwife places in village, improve human resource through training to enhance knowledge, support either morale or material to develop work motivation, quality supervision, and for midwife expected to establish cross-sector cooperation, more active to visit expectant who has not ever engaged to health officer."

"Tingginya angka kematian ibu, rasio bidan melebihi target nasional dan tata cara penilaian kinerja tidak objektif melihat kinerja bidan desa adalah masalah yang dihadapi. Tujuan penelitian ini merancang sistem penilaian kerja dengan pendekatan manajemen sasaran dengan metode SDLC. Penelitian dilakukan di dinas kesehatan kabupaten Bengkulu Selatan.
Hasil penelitian yaitu tidak diterapkannya penilaian kinerja dan belum adanya alat bantu mendapatkan gambaran hasil kinerja bidan desa secara cepat dan akurat. Monitoring dan evaluasi, hanya sebatas penerimaan laporan data rutin. Kesimpulan penelitian yaitu belum ada alat dan penilaian kinerja objektif bidan desa. Perancangan sistem informasi ini sebagai alat penentu kebijakan yang berbasis bukti.

"Tesis ini membahas rujukan kasus kegawatdaruratan Obstetri Neonatal oleh Bidan Desa ke Puskesmas mampu PONED di Kabupaten Bogor. Penelitian ini adalah penelitian kualitatif. Hasil Penelitian menyarankan bahwa setiap bidan desa harus tinggal di desa dan mendapatkan pelatihan APN dan PPGDON; puskesmas harus membuat sosialisasi dan pembinaan khusus untuk kegiatan PONED; Dinas Kesehatan harus memenuhi kebutuhan Sumber Daya Manusia (SDM) khusus untuk petugas PONED melalui mutasi dan promosi yang tepat; memenuhi kebutuhan sarana dan pembinaan terjadwal secara rutin; membuat penilaian kinerja Puskesmas mampu PONED sebagai tolak ukur keberhasilan kegiatan PONED di Kabupaten Bogor; memberikan bantuan biaya transportasi kepada masyarakat miskin yang akan dirujuk.

The focus of this study is the referral case of an obstetric and neonatal emergency by villagel midwives to the PONED preliminary health Center in Bogor District. This research is a qualitative study. This study results come up with some suggestions. Every midwife need to stay in the rural district and get the training PPGDON and training APN; PHC should make some socialization and coaching program related to PONED activities; Health Department in Bogor must fulfill the need of PONED human resources by some mutation and promotion; in addition, the supervision facility and observation need to be scheduled regulary; some indicator of success have to be developed in order to measure the PONED performance effectively; besides, the cost of transportation also should be allocated to protect the poor.

"Upaya menurunkan kematian ibu menjadi prioritas utama program pem-
bangunan kesehatan nasional. Pelayanan antenatal care (ANC) menjadi
bagian dari ?Empat Pilar Safe Motherhood? sebagai kebijakan Kementerian
Kesehatan untuk mempercepat penurunan angka kematian ibu (AKI).
Kualitas layanan ANC dari aspek kinerja bidan di desa diukur antara lain
dengan parameter tingkat kepatuhan terhadap standar ANC dalam mem-
berikan kepuasan kepada ibu hamil. Penelitian ini bertujuan untuk menge-
tahui berbagai faktor yang berhubungan dengan kepatuhan bidan di desa
terhadap standar ANC. Desain penelitian cross sectional ini menggunakan
data sekunder Dinas Kesehatan Kabupaten Muaro Jambi dengan sampel
165 bidan di desa. Penelitian ini menemukan tingkat kepatuhan bidan di de-
sa terhadap standar ANC masih di bawah standar minimal sekitar 74,28%.
Berbagai faktor yang memengaruhi tingkat kepatuhan bidan di desa ter-
hadap standar ANC adalah supervisi, pengetahuan, dan komitmen organi-
sasi. Supervisi merupakan faktor yang paling dominan dan faktor penge-
tahuan merupakan perancu hubungan faktor supervisi dan komitmen or-
ganisasi dengan tingkat kepatuhan terhadap standar ANC. Disarankan un-
tuk melaksanakan upaya supervisi secara kontinu dan komprehensif di-
awali dari pengukuran tingkat kepatuhan, mengidentifikasi permasalahan,
melakukan upaya perbaikan, dan memberikan umpan balik sehingga mutu
pelayanan kesehatan khususnya ANC dapat terus ditingkatkan.
Efforts to reduce maternal mortality is national health development program
priority. Antenatal care (ANC) became part of the ?Four Pillars of Safe
Motherhood? as a policy of the Ministry of Health to accelerate the reducing
of maternal mortality rate (MMR). The quality of ANC in terms of perfor-
mance of services are measured by village midwives compliance towards
the ANC standards in giving satisfaction to pregnant women. This study
aimed at identifyng factors that influenced compliance rate of village mid- wifes towards ANC standards. This is a cross sectional study using se-
condary data from District Health Office Muaro Jambi, using 165 village mid-
wifes as sample. This study found that compliance rate of village midwifes
is still below the minimum ANC standard, 74,28%. This study proved that
factors that influence compliance of village midwifes to ANC standards are
supervision, knowledge, and organizational commitment. Supervision is the
most dominant factor and knowledge is the confounder factor in the rela-
tionship between supervision and organizational commitment to compli-
ance towards ANC standards. It is recommended to carry out continuously
and comprehensive supervision by measuring compliance, identify prob-
lems, make improvements, and provide feedback so that quality of health
care especially ANC could continously improved."

"Angka Kematian Ibu (AKI) merupakan salah satu indikator pembangunan kesehatan di Indonesia. Pada tahun 1995 Angka Kematian Ibu di Indonesia masih tertinggi di Asia Tenggara yaitu sebesar 373 per 100.000 kelahiran hidup (Survey Kesehatan Rumah Tangga), Penyebab utama kematian ibu ini adalah karena perdarahan, infeksi, keracunan kehamilan. Hal ini disebabkan karena beberapa hal mulai dari latar belakang kondisi sosial ekonomi sampai ke faktor demografi. Tiga keterlambatan sebagai penyebab kematian ibu yaitu: keterlambatan dalam keputusan mencari pelayanan kesehatan, keterlambatan mencapai tempat pelayanan kesehatan, dan keterlambatan menerima pelayanan kesehatan. Banyak upaya telah dilakukan untuk menurunkan angka kematian ibu ini. Antara lain dengan program peningkatan pelayanan kesehatan yang dapat terjangkau masyarakat secara luas sampai ke tingkat desa terpencil. Untuk mempercepat maksud diatas, Departemen Kesehatan Republik Indonesia menempatkan bidan di desa untuk mempermudah pelayanan persalinan di desa sehingga cakupan persalinan yang ditolong oleh tenaga kesehatan dapat ditingkatkan.
Cakupan persalinan oleh tenaga kesehatan secara nasional pada tahun 1998 adalah 62,69%. Untuk Propinsi Sumatera Selatan adalah 62,5%. Proporsi persalinan yang ditolong oleh tenaga kesehatan hanya 46,16%. Cakupan persalinan oleh tenaga kesehatan di Kabupaten Musi Banyuasin tahun 1998 sebesar 63,6%. Tahun 1999 cakupan persalinan oleh tenaga kesehatan 71,1% dan tahun 2000 cakupan persalinan oleh tenaga kesehatan sebesar 72,7%. Berdasarkan profil kesehatan Sumatera Selatan tahun 2000, cakupan persalinan oleh tenaga kesehatan di Kabupaten Musi Banyuasin berada di urutan ke-6 dari 10 kabupaten yang ada di Propinsi Sumatera Selatan. Bila dilihat dari 418 desa yang ada di Kabupaten Musi Banyuasin, 349 desa telah mempunyai bidan di desa (82%) cakupan persalinan di Kabupaten Musi Banyuasin masih rendah.
Penelitian ini bertujuan untuk menganalisis cakupan persalinan di kabupaten Musi Banyuasin, untuk menggali informasi yang lebih dalam mengenai faktor-faktor yang berhubungan dengan cakupan persalinan bidan di desa digunakan pendekatan kualitatif Penelitian dilakukan dengan diskusi kelompok terarah pada 12 bidan di desa, 12 bidan subkoordinator, wawancara mendalam dengan 4 pimpinan puskesmas, 1 kepala seksi ibu, 1 kasubdin kesehatan keluarga dinas kesehatan Kabupaten Musi Banyuasin.
Hasil penelitian menunjukkan bahwa lama tugas, sosialisasi bidan, supervisi, dan pelatihan berhubungan dengan cakupan persalinan bidan di desa. Bidan mengharapkan adanya supervisi dari pimpinan secara terjadwal dalam rangka bimbingan teknis untuk meningkatkan cakupan persalinannya. Dengan pelatihan yang bersifat teknis dan magang pengetahuan dan ketrampilan bidan akan meningkat.
Melihat hasil penelitian ini disarankan kepada dinas kesehatan untuk memberikan rekomendasi perpanjangan kontrak Pegawai Tidak Tetap (PTT) bidan di desa, kepada bidan yang ingin memperpanjang PTTnya tanpa menghambat pada proses perpanjangan tersebut. Penyelenggaraan pelatihan diharapkan lebih banyak yang bersifat magang dan studi kasus, disamping itu topik manajemen Kesehatan Ibu dan Anak (KIA) masih diperlukan guna meningkatkan kemampuan manajerial bidan di desa. Perlu dibuat konsep yang jelas sebelum dinas mengadakan pelatihan sehingga pelatihan dapat terakreditasi dan akhirnya berguna untuk bidan. Untuk pimpinan puskesmas agar memasukkan jadawal supervisi ke dalam perencanaan puskesmas secara rinci dan terjadwal. Memanfaatkan minilokakarya scbagai forum belajar dan evaluasi bagi seluruh pengelola program puskesmas terutama bidan di desa.

Analize Coverage Child Birth Midwives in the Village in the Regency of Musi Banyuasin by year 2001Maternal Mortality Rate is an indicator health development in Indonesia. By year 1995 Maternal Mortality Rate in Indonesia is the highest in Southeast Asia is 373 per 100.000 alive birth (Dwelling Health Survey, 1997). The main cause of maternal mortality is because of bleeding, infection, eclampsi. This matter is caused of some things start social economic condition background until demography factor.
Three of the latest of maternal mortality cause is the latest in deciding seek Health Service, the latest to achieve health service place and the latest of receiving Health Service. Some effort have been done to decrease this Maternal Mortality Rate with Health Service raising program, which can be reached by society at large until the small village.
To accelerate the meaning above, Health Department, Republic of Indonesia, place midwives in the villages to make Child Birth Service in the villages easily, so the coverage of child birth, which is helped by health skilled-person can be developed.
The coverage of child birth by National Health skilled-person by year 1998 is 62,69 %. For Province of South Sumatera is 62,5 %. Child birth proportion which is helped by health skilled-person only 46,16 %. The coverage of child birth by health skilled-person in the Regency of Musi Banyuasin by year 1998 amount 63,6 %. By year 1999 the coverage of child birth by health skilled-person is 71,1% and by year 2000 the coverage of child birth by health skilled-person is 72,2 %.
Based on the Health Profile South Sumatera by year 2000, the coverage of child birth by health skilled-person in the Regency of Musi Banyuasin is number 6 from 10 regencies in Province of South Sumatera. If we take a look at 418 villages in Regency of Musi Banyuasin, 349 villages have had midwives in the villages (82 %). The coverage of child birth in Regency of Musi Banyuasin is still low.
The research aims to analyze the coverage of child birth in Regency of Musi Banyuasin to dig some complete information about factors, which are correlated to coverage of child birth in the village is used qualitative approach. The research with focus group discussion method was done to 12 midwives in the villages, sub coordinator midwives, indepth interview with 4 Health Centre Leaders, 1 Chief of Mother Section, 1 Chief Sub District of Family Health in Musi Banyuasin.
The results of this research show that duty duration, midwives socialization, supervision and training, which are correlated to the coverage of child birth midwives in the villages. The midwives hope with supervision from the chief with schedule in the framework of technical guidance to raise the coverage of child birth. With this technical training and knowledge apprentice and midwives' skill in the villages will be raised.
Looking at this research, it is suggested to the chief of the Health District to give recommendation of freelance contract extension for midwives in the villages, and to the midwives, ,who want to extend the contract without obstacle on the extend process. Training organization is hoped apprentice more and case study, beside that the topic of Save Motherhood Management is used to raise the midwives' management abilities in the hospital.
It is necessary to make a clear concept before Health District to organize the training, so the training can be accredited and at least it is used for midwives. To the chief of Health Centre to fullfill supervision schedule into Health Centre Arrangement in detail and scheduled. Making use of mini workshop as a study forum and evaluation for all arrangement of the Health Centre Program especially midwives in the villages."

"Penelitian ini bertujuau untuk mengetahui gambaran kinerja bidan di desa (bides) dan faktor-falctor yang berhubungan dengan kinerja bidan di desa dalam pelayanan kebidanan program JPKMM di'Kabupaten Aceh Selaian tahun 2007. Penelitian ini dilakukan dengan desain penelitian cross sectional dengan pendekatan kuautitatif dan dianalisa secara univariat, bivariat dan multivariat. Populasi dalam penelitian ini adalah seluruh bides yang bertugas di wilayah Aceh Selatan tahun 2007 berjumlah 117 orang dan yang menjadi sampel adalah bides yang sudah bertugas minimal 1 tahun pada bulan Agustus 2006 berjumlah 104 orang. Hasil penelitian menunjukan sebagian besar kinerja bides dalam pelayanan kebidanan program JPKMM di Kabupaten Aceh Selatan tahun 2007 kurang (56%), Faktor yang dominan berhubungan dengan kinerja adalah pesaing, pembiusan, pengetahuan dan motivasi. Faktor yang tidak berhubungan dengan hides adalah umur, status pernikahan, status kepegawaian, domisili, jumlah desa, sikap, imbalan, kemampuan dan pendidikan. Perlu adanya bememtaan pembinaan kepada bides dan memberikan penghargaan kepada Bidan untuk meningkatkan motivasi bidan di desa dalam melakukan pelayanan kebidanan program JPKMM.

This Research aimed to find out the picture of village midwife performance and what factors that related to village midwife performance in midwifery service of program JPKMM in Aceh Selatan District, year 2007. This Research was done by a cross sectional method with quantitative approach and imivariate, `bivarite, multivariate analyzed. The Population was all village midwives in Aceh Selatan District in 2007 amormt to l 17 people and that become sampel was village midwife. Researches Result shows a large part of village midwife performances in midwifery service of program JPKMM in Sub-Province of Aceh Selatan year 2007 less (56%), Dominant Factor relaters to village midwife performance aria: competitor, supervision, knowledge and motivation. Factors which unrelated to village midwife performance are : age, marriage status, employe status, domicile, amount village, attitude, reward, ability and education. Must existence of supervision generalization to village midwife and give reward to village midwife to improve village midwife motivation in conducting service of program midwifery JPKMM.
