Indonesia is the world 's largest archntelago with at population of roughly 224 million (Jubf 200 estimate), make it the world 's fourth most populous nation. Indonesia people have diferent character and patient in communihi We as developing country, and it grown in entirely area from province to region. 'lhe progressive growth in this decade which possibly have different perception of occurrence and the developing as the real obligation involved if each region, central government as decision maker of policy and planning The diferent condition in each region, influences the pattern and the form of development to appbi in each region. Ihe policy which succesgiillv applied in one region is not necessary as successful region to others. U' we would develop one region, therefore the police should suitable regard the region condition such as problems, needs and potential. A thorough research to know the potential and the prospect ofa certain district should be undertaken. the final result of the research has to be provided to the pertinent decision makers. The district of Bekasi has to undertake similar research. As a strategic region located in the border of Jakarta, Bekasi with its excellent iiyrastructure and transportation could be _hirther developed as an advanced and integrated industrial business district. Recently, there are five industrial business district in the region and oj"course_ there wi ll be more in line with jiirther development. All of these potentials which must be better studied and research. F nrther, the research also tries to answer .several aspects of Belrasi region development, and views on which .sectors need to be better developed and handle seriouslv. Evenlualbf, the results of the research would be put as o henclnnark and tools of .strategic decision making process.

Perbedaan antara dua sektor upah, sektor publik dan sektor swasta, sudah banyak dibahas di berbagai literatur. Tetapi belum banyak studi yang mendalami mengenai penyebab tenaga kerja berakhir di salah satu dari dua sektor tersebut. Tesis ini akan menguji peran individual risk aversion terhadap kecenderungan tenaga kerja berada di sektor publik atau swasta. Diduga, individual dengan degree of risk aversion yang tinggi memiliki kecenderungan yang besar untuk bekerja sebagai pegawai negeri, karena dari berbagai studi literatur sebelumnya ditemukan bahwa sektor publik memiliki job security yang tinggi. Degree of risk aversion di-elisitasi dari data hypothetical gambling questions yang terdapat pada IFLS-5. Hasil analisis dengan model Probit menemukan bahwa dugaan tersebut benar. Tesis ini juga membahas mengenai peran status pekerjaan orang tua individu terhadap kecenderungannya bekerja di sektor yang sama.
This study explores the role of risk aversion on an individual's occupational choice. It examines the effect of individual risk aversion using the choice between public and private sector employment in Indonesia. Public sector employment is considered relatively more secure than private sector work. The risk aversion of workers was observed and elicited using hypothetical gambling questions from the Indonesian Family Life Survey (IFLS). The findings were analyzed using the Probit model. The results show that more risk-tolerant workers choose the private sector. Those with higher education levels had more individual risk aversion. The findings suggest there may be a need to attract less risk-averse individuals to the public sector in Indonesia. This could be accomplished through a revised recruitment process or by equalizing the level of job security between the public and private sectors.

Komitmen afektif organisasi menjadi salah satu persoalan yang harus dihadapi para pemimpin di dalam organisasi sektor publik. Penelitian menunjukan adanya faktor-faktor yang bersifat personal maupun situasional yang dapat membentuk komitmen afektif organisasi. Penelitian ini bertujuan menguji hubungan gaya komunikasi pemimpin melalui enam dimensi di dalamnya, yaitu ekspresif, ketepatan, agresi verbal, keingintahuan, emosional dan kesan manipulatif terhadap komitmen afektif organisasi dan kualitas hubungan interpersonal pimpinan-bawahan atau Leader-Member Exchange (LMX), serta bagaimana LMX memediasi hubungan antara gaya komunikasi pemimpin dan komitmen afektif organisasi dalam organisasi sektor publik. Hasil penelitian ini menunjukan bahwa gaya komunikasi pemimpin pada dimensi ekspresif berhubungan signifikan secara positif terhadap komitmen afektif organisasi, gaya komunikasi pada dimensi ekspresif, ketepatan berhubungan signifikan secara positif terhadap LMX, agresi verbal berhubungan signifikan secara negatif terhadap LMX, dan LMX memediasi hubungan antara gaya komunikasi pemimpin pada dimensi ekspresif, ketepatan, agresi verbal, keingintahuan, emosional dan kesan manipulatif terhadap komitmen afektif organisasi. Perbedaan budaya organisasi di dalam sektor publik menjelaskan kecenderungan komunikasi bawahan terhadap pimpinannya. ......Affective organizational commitment became one of the challenges that leaders in public sector organizations had to face. Research indicated the existence of personal and situational factors that could shape affective organizational commitment. This study aimed to examine the relationship between leader communication style through six dimensions, namely expressiveness, accuracy, verbal aggression, curiosity, emotionality, and manipulative impression, with affective organizational commitment and the quality of leader-member interpersonal relationships (LMX). Additionally, it explored how LMX mediated the relationship between leader communication style and affective organizational commitment in public sector organizations. The results of this study showed that the leader's communication style in the expressive dimension was significantly positively related to affective organizational commitment. The communication style in the expressive and accuracy dimensions was significantly positively related to LMX, while verbal aggression was significantly negatively related to LMX. LMX mediated the relationship between the leader's communication style in the expressive, accuracy, verbal aggression, curiosity, emotionality, and manipulative impression dimensions with affective organizational commitment. Differences in organizational culture within the public sector explained subordinates' communication tendencies towards their leaders

Tujuan utama inovasi di sektor swasta adalah mendapatkan keunggulan kompetitif dan kinerja organisasi, demikian juga di sektor publik untuk mencapai kinerja yang berdampak pada kepuasan pemangku kepentingan. Sudah banyak penelitian yang membuktikan peran perilaku inovatif dalam membentuk iklim inovasi dalam organisasi. Untuk itu penelitian ini mencoba memberikan kontribusi tentang bagaimana meningkatkan kinerja sektor publik secara komprehensif melalui perilaku inovatif yang dibentuk oleh keyakinan individual dan dukungan lingkungan internal organisasi, serta peran kepemimpinan kewirausahaan. Tujuan dari penelitian ini adalah menganalisis apakah perilaku inovatif dipengaruhi oleh efikasi diri kreatif dan iklim inovasi, serta peran moderasi kepemimpinan kewirausahaan, yang pada gilirannya akan mempengaruhi kinerja organisasi sektor publik. Penelitian dilakukan di salah satu organisasi publik di Indonesia. Responden penelitian ini adalah 162 manajer tingkat menengah dan dianalisis menggunakan Structural Equation Model (SEM) dengan pendekatan Partial Least Square (PLS). Hasil penelitian menunjukkan bahwa perilaku inovatif mempengaruhi kinerja organisasi, dan perilaku inovatif dipengaruhi oleh efikasi diri kreatif dan iklim inovasi. Namun, penelitian ini tidak menemukan efek moderasi kepemimpinan kewirausahaan dalam hubungan antara efikasi diri kreatif dan perilaku inovatif. ......The main purpose of innovation in the private sector is to gain competitive advantage and organization’s performance, likewise in public sector to achieve performance that impact stakeholder’s satisfaction. There have been many studies that prove the role of innovative behavior in shaping the innovation climate in organizations. This study tries to contribute to how to improve the performance of the public sector comprehensively through innovative behavior shaped by individual beliefs and support from the internal environment of the organization, as well as the role of entrepreneurial leadership. The purpose of this study was to analyze whether innovative behavior is influenced by creative self-efficacy and innovation climate, as well as the moderating role of entrepreneurial leadership, which in turn will affect the organizational performance of the public sector. The study conducted in one of public organization in Indonesia. The respondent of this study is 162 middle-level managers and analyzes using Structural Equation Model (SEM) with the Partial Least Square (PLS) approach. The results show that innovative behavior affects organizational performance, and innovative behavior is influenced by creative self-efficacy and innovation climate. However, this study did not find the moderating effect of entrepreneurial leadership in the relationship between creative self-efficacy and innovative behavior.

Departemen Keuangan (Depkeu) sebagai salah satu pemegang amanat rakyat dalam pengelolaan keuangan negara terus berupaya untuk menjadi bagian dari reformasi itu sendiri dengan cara melakukan reformasi birokrasi secara bertahap dan terus menerus dengan tujuan untuk menciptakan aparatur negara yang bersih, profesional, dan bertanggung jawab. Selain itu, untuk menciptakan birokrasi yang efisien dan efektif sehingga dapat memberikan pelayanan publik prima. Untuk mempercepat tercapainya tujuan tersebut, Menteri Keuangan memutuskan menggunakan balanced scorecard sebagai sistem manajemen kinerja dan sistem manajemen strategis di departemen yang dipimpinnya. Tesis ini bertujuan untuk mengevaluasi rancangan dan implementasi BSC untuk tema pendapatan negara. Selain itu, kriteria Baldrige juga digunakan untuk mengevaluasi apakah Depkeu memiliki kinerja yang unggul setelah BSC diterapkan. Penelitian atas tingkat kesiapan strategis organisasi juga dilakukan untuk mengukur tingkat kesiapan organization capital Departemen Keuangan dalam menerapkan BSC. Hasil tesis ini mengusulkan perbaikan rancangan dan implementasi BSC yang sudah berjalan dan mengidentifikasi hal-hal yang dapat dijadikan pedoman Depkeu dalam mengambil kebijakan untuk meningkatkan tingkat kesiapan strategis organisasi, serta menyarankan perbaikan agar Depkeu dapat menjadi organisasi yang berkinerja unggul.
Ministry of Finance as one of the owners of people trusteeship in state's finance management continually cope to be a part of reformation process itself by conducting bureaucracy reform step by step and continuously as a mean to create clean, professional and responsible government officers as well as creating efficient and effective bureaucracy enabling it to give excellent public service. In order to speed up the achievement of these objectives, Minister of Finance decided to use balanced scorecard as a performance management and strategic management system in Ministry of Finance. The objective of this thesis is to evaluate balanced scorecard?s design and implementation for revenue generation. Additionally, Malcolm Baldrige Criteria for Performance Excellence is also used to evaluate whether the Ministry of Finance can achieve excellent performance after balanced scorecard is applied. Research in the level of organization strategic readiness is also conducted to measure the level of readiness Ministry of Finance?s organization capital in applying balanced scorecard. Results of this thesis suggest the need of adequate improvement of design and implementation of balanced scorecard that have been done and identify everything that can be used as guidance for Ministry of Finance for creating policy in order to improve the level of organization strategic readiness. This thesis also finds the needs of improvement so that Ministry of Finance can become an organization that can achieve excellent performance.

Penulisan tesis yang berjudul ?Keberadaan Organisasi Kemasyarakatan Berdasarkan Asas Pancasila Ditinjau dari Perspektif Hak Asasi Manusia? ini menggunakan metode penelitian hukum normatif maupun metode penelitian empiris, dengan titik berat pada penelitian normatif. Maksud dan tujuan penulisan ini adalah untuk mengetahui secara yuridis dari perspektif hak asasi manusia terhadap keberadaan organisasi kemasyarakatan berdasarkan asas Pancasila dan mengetahui peran negara terhadap organisasi kemasyarakatan di Indonesia berdasarkan peraturan perundang-undangan yang sedang berlaku. Pada era reformasi menunjukkan dinamika perubahan masyarakat sehingga menyebabkan pertumbuhan organisasi-organisasi kemasyarakatan. Akibatnya muncul beberapa organisasi kemasyarakatan yang berasas agama dan kesukuan. Secara yuridis keberadaan organisasi kemasyarakatan tersebut telah diatur dalam suatu Undang-Undang Nomor 8 Tahun 1985 tentang Organisasi Kemasyaratan. Undang-undang tersebut mewajibkan menggunakan asas Pancasila sebagai asas tunggal dan sampai sekarang masih berlaku. Yang menjadi permasalahannya adalah Apakah keberadaan organisasi-organisasi kemasyarakatan di Indonesia sebagai proses pendemokratisasian yang berasaskan Pancasila sebagai asas tunggal tersebut melanggar hak asasi manusia? Bagaimana konstitusionalitas keberadaan organisasi kemasyarakatan yang tidak berasaskan asas tunggal Pancasila terhadap terhadap UU Ormas? Berdasarkan Pasal 28 UUD 1945 yaitu ?ditetapkan dengan undang-undang? tersebut itu menjadi dasar yang absah bagi keberadaan kewajiban dan tanggung jawab untuk membatasi hak dan kebebasan sesuai dengan semangat demokrasi dan prinsip negara hukum. Keberadaan organisasi kemasyarakatan yang tidak berasaskan tunggal Pancasila itu bertentangan dengan Pancasila tapi tidak bila melihat dari indikator rumusan sila-sila Pancasila. Substansi UU Ormas itu sudah tidak sesuai dengan semangat reformasi sehingga perlu segera direvisi. (Theresia Rifeni Widiartati)

The Conclusion is, first alternative Trase (Gunung Pati street, Cangkiran, Kalimas, Mangkang) have high feasibility views. First alternative have some problem. Problem solving need a good branch of road, consistency middle ring road plan at BSB (Bukit Semarang Baru Regency). Second alternative (Pramuka Street, New street, Kalimas and Mangkang) have feasibility stage two. Peran penentu kebijakan di sektor publik dalam kegiatan inovasi untuk meningkatkan kemaslahatan masyarakat merupakan hal penting dalam menghadapi perubahan masyarakat modern. Pendekatan lama yang menekankan pada pencapaian tujuan yang sudah ditentukan sebelumnya tidak lagi dapat digunakan dalam menghadapi perubahan tuntutan nilai yang lebih tinggi dari masyarakat. Diperlukan terobosan-terobosan baru yang dihasilkan dalam menciptakan layanan-layanan baru yang mampu memberikan penyelesaian terhadap permasalahan yang terjadi dalam dinamika masyakarat. Wirausaha publik sebagai penentu kebijakan publik diharapkan mampu menciptakan solusi terkini terhadap layanan kepada masyarakat dan merancang cara-cara baru dalam menyampaikan informasi dan sistem komunikasi yang dapat memberikan edukasi yang akurat, lengkap, dan menarik kepada masyarakat.

After years of implementation of the policy, there is an inconclusive opinion of whether a mandatory auditor rotation could improve the independence of auditors, including those working within the public sector, such as BPK. This study intends to empirically test the impact of mandatory rotation towards auditors' independence in fact and in appearance. Additionally, the study examines how auditor satisfaction towards the policy affects their perceived benefits and drawbacks of the scheme. Following a statistical assessment of primary data using the independent-samples t-test, findings show that independence in appearance of auditors would be enhanced as a result of mandatory rotation. The rotation policy, however, could not by itself improve auditors’ independence in fact. Consequently, complementary schemes are needed to preserve the independence in fact of auditors. Further, auditors who have a favorable view of mandatory rotation would assume that the mechanism offers more advantages than disadvantages. On the other hand, unhappy employees would perceive that mandatory rotation brings more adverse effects than positive ones. The vast majority of respondents also believe that the rotation mechanism is necessary to be implemented in BPK. Lastly, a number of valuable respondent inputs aimed to improve the rotation scheme are elaborated in this study.
