ABSTRAK
Pelayanan publik berbasis elektronik sudah menjadi kebutuhan di setiap pemerintahan, terutama di kota. Perkembangan teknologi digital ini sekarang sudah mengarah ke bentuk yang lebih luas lagi, yaitu menjadikan kota biasa menjadi kota cerdas smart city . DKI Jakarta sebagai kota setingkat provinsi yang memiliki tanggung jawab dan masalah yang lebih besar dibandingkan daerah lainnya juga memiliki program untuk bertransformasi menuju kota cerdas, yaitu program Jakarta Smart City. Penggunaan teknologi menuju smart city yang terus berkembang diluar kontrol pemerintah mengharuskan pemerintah untuk memiliki dynamic capabilities sehingga dapat menyelesaikan masalah dan beradaptasi dengan perubahan yang terjadi. Skripsi ini membahas dynamic capabilities Unit Pengelola Jakarta Smart City dalam melaksanakan tugasnya mengelola Jakarta Smart City. Penelitian ini dilakukan dengan pendekatan post-positivist dan pengumpulan data melalui wawancara mendalam dan studi literatur. Hasil dari penelitian ini menunjukkan bahwa Unit Pengelola Jakarta Smart City belum menerapkan aspek dynamic capabilities. Hal itu ditunjukkan dari ketiadaan salah satu dari tiga kemampuan kognitif yang membangun dynamic capabilities, yaitu kemampuan thinking across dan adanya kesenjangan pengetahuan tentang proses pelaksanaan program Jakarta Smart City antara Kepala Unit Pengelola Jakarta Smart City dengan struktur dan Tenaga Ahli di bawahnya.
ABSTRACT
Electronic based public service has become a necessity in every government, particularly in the metropolis. The development of digital technology changes a city into a smart city. DKI Jakarta as province level city that has more responsibility and issue than other regions is one of a metropolis that transform itself to a smart city. The program is titled Jakarta Smart City. The use of technology towards smart city that continues to grow beyond the control of government requires the government to have a dynamic capabilities that can solve governmental issues and adapt to change occured. This study discusses the dynamic capabilities of Jakarta Smart City Management Unit in carrying out its duties. This study was conducted by post positivist approach and data collection through in depth interviews and literature studies. The results of this study indicate that the Jakarta Smart City Management Unit have yet to implement aspects of the dynamic capabilities. It was evident from the absence of one of the three cognitive ability to build dynamic capabilities, that is the ability of thinking across and knowledge gap on the process of implementation of Jakarta Smart City program between head of the Management Unit and its subordinates.

This book presents research advances in intelligent transportation and smart cities in detail, mainly focusing on green traffic and urban utility tunnels, presented at the 4th International Symposium for Intelligent Transportation and Smart City (ITASC) held at Tongji University, Shanghai, on May 8-10, 2019. It discusses a number of hot topics, such as the 2BMW system (Bus, Bike, Metro and Walking), transportation safety and environmental protection, urban utility design and application, as well as the application of BIM (Building Information Modeling) in city design. By connecting the theory and applications of intelligent transportation in smart cities, it enhances traffic efficiency and quality. The book gathers numerous selected papers and lectures, including contributions from respected scholars and the latest engineering advances, to provide guidance to researchers in the field of transportation and urban planning at universities and in related industries. The first conference in the ITASC series was held in 2013 as a workshop of the International Symposium on Autonomous Decentralized System (ISADS) in Mexico City. The second and third were held in May 2015 and May 2017, respectively, in Tongji University, Shanghai.
