"SPKMP is a public programme with the objective of uplifting the level of wellness among coastal community particularly the poor households. Since its inception in 2001,the programme has undergone several phases of improvement. However, until nowliving conditions of the coastal poor households remain unchanged. The present studyaimed at assessing performance of SPKMP in terms of implementation of the programas well as the performance of the organizations that involved in the program,particularly looking into the mechanism used in managing the program with specialreference to district of Kuala Terengganu. By using official records and reports fromvarious agencies at the central level and district offices besides observation and in-depthinterviews with households and officials at the agencies involved, the study discoveredsome interesting findings. Firstly, the principles serve as a guideline for theimplementation of the program were not followed by the implementing agencies at thedistrict level. Various malpractices were also detected. Secondly, the evaluation showedthat most of the program outputs cannot help the fishermen to increase their householdincome and savings. Thirdly, the marine resources are depleting, therefore the fishermenare not able to increase their catch. Furthermore, coastal communities have not receivedsufficient assistance in the program so they do not get the necessary moral support. Thisstudy shows that the development agencies have not been able to implement theprogram properly because of weak and inefficient management. Policies, strategies andactivities that are more suitable are needed to improve the program."

"ABSTRAKZakat is one of the Islamic characteristics of the economic system, it is also one of the most effective instruments to unite humanity to help each other against the problems of poverty through respective social lives. This research was conducted to examine the effect of empowerment of Productive Zakat Funds, managed by BAZNAS, on the welfare of the people. The use of analysis technique is Simple Regression and Hypothesis Testing using T-Statistics to test the Partial Regression coefficient with a level of significance of 5%. In addition, a Classic Assumption test that includes Normality Test, Heteroscedasticity Test, and Autocorrelation Test is also carried out. During the observation period for July 2015- December 2017, the results of the study did not find any deviation from classical assumptions, this indicates that the available data have fulfilled the requirements to use the Simple Regression Equation Model. The results of the analysis show that Productive Zakat Funds have a positive and insignificant effect on the welfare of the people as measured by the CIBEST Welfare Index, with a level of significance greater than 5%. Zakat merupakan salah satu ciri dari sistem ekonomi Islam, Zakat adalah salah satu instrumen yang paling efektif untuk menyatukan umat manusia untuk saling membantu permasalahan kemiskinanan dalam kehidupan sosial masing-masing. Penelitian ini dilakukan untuk menguji pengaruh pemberdayaan dana zakat produktif yang dikelola oleh BAZNAS terhadap kesejahteraan umat. Teknik analisis yang digunakan adalah regresi sederhana dan uji hipotesis menggunakan t-statistik untuk menguji koefisien regresi parsial dengan level of significance 5%. Selain itu juga dilakukan uji asumsi klasik yang meliputi uji normalitas, uji heteroskedastisitas dan uji autokorelasi. Selama periode pengamatan periode Juli 2015- Desember 2017 hasil penelitian tidak ditemukan adanya penyimpangan asumsi klasik, hal ini menunjukkan bahwa data yang tersedia telah memenuhi syarat untuk menggunakan model persamaan regresi sederhana. Dari hasil analisis menunjukkan bahwa dana zakat produktif berpengaruh positif tidak signifikan terhadap kesejahteraan umat yang diukur dengan Indeks Kesejahteraan CIBEST dengan level of significance lebih besar dari 5%."

"ABSTRACTThis paper calculates and analyzes the Index of Syariah Financial Inclusion (ISFI) covering three dimensions; the accessibility, the availability and the usage of Islamic banking services. Using the annual data in province level in Indonesia during the period of 2010-2015, this paper found that the Index of Syarial Financial Inclusion is generally low and Bangka Belitung is the most financially inclusive province of Indonesia. Furthermore, the results show that the Index of Syariah Financial Inclusion is positively correlated with the Human Development Index. This conclusion suggests the promotion of Syariah Financial Inclusion to be a policy priority in Indonesia to achieve the central goals of inclusive growth, welfare and economic development. "

"Welfare state is the goal of KSBSI since its declaration on 25th April 1992. Unions which are members of the ITUC (International Trade Union Confederation) as the basic Social Democracy, their goal must either be welfare state or KSBSI. In other occasion, when Soekarno spoke before court in 1937, he stated that the goal of the proclamation the independence of Indonesia was to build a welfare state. In addition, when the founding fathers declared the 1945 Constitution, they placed welfare state as a state goal for the interest of the peoples. Without the implementation of a welfare state, the welfare of the peoples will never be realized."
