"Preface Earth is our home, and it is in crisis. There are two sides to this crisis--our economy on the one hand, and its effect on the ecology of our home planet on the other. Our economy, the human-constructed part of our home, represents the collection of manufactured artifacts, institutions, and technologies with which the human species, over the millennia, has designed with pride and used with arrogance to wrest a material existence from a wondrously bountiful but ultimately finite planet. Despite conventional thinking in the industrialized world that typical monetary and fiscal manipulations will restore order and put us back on the path of economic growth, our economy is in danger of collapse. Furthermore, over the last few decades, we have experienced incessant globalization of the resource, manufacturing, and financial systems; and this serves to extend the threatened collapse to the entire industrialized world, and not simply to the economy of the United States. "ABSTRAK
Selaku kementerian yang mengeluarkan kebijakan mengenai lingkungan hidup, berdasarkan
pengamatan masih terlihat perilaku karyawan yang kurang peduli lingkungan. Program ecooffice
yang dicanangkan pada tahun 2009 pun tampaknya tidak dilaksanakan sepenuhnya. Untuk
itu peneliti menghitung indeks perilaku peduli lingkungan (IPPL) yang mengukur perilaku
sehari-hari responden. Indeks adalah alat ukur yang dirancang untuk mengetahui seberapa peduli
responden terhadap lingkungan, dengan rentang 0-1. Kriteria yang digunakan adalah nilai kurang
dari 0,3 buruk, antara 0,3-0,6 cukup, dan di atas 0,6 baik. Secara keseluruhan, nilai IPPL dari 254
responden PNS KLH Jakarta tergolong baik dengan nilai 0,72, yang terdiri dari perilaku dalam
penghematan energi (0,61), perilaku membuang sampah (0,71), perilaku pemanfaatan air (0,79),
perilaku penyumbang emisi karbon (0,82), perilaku hidup sehat (0,76), dan perilaku penggunaan
bahan bakar (0,74). Pada penelitian ini tidak didapatkan korelasi antara IPPL dengan pendidikan.
Evaluasi terhadap program eco-office yang dilakukan terhadap 83 butir yang dikembangkan dari
28 SOP Eco-Office KLH pelaksanaannya baru 58%. Emisi GRK dari konsumsi kertas per bulan
adalah 1.769.040 kg CO2/bulan dan dari konsumsi listrik sebesar 1.761.550 kWh tahun 2013
adalah 15.431.178 kg CO2/tahun.

ABSTRAK
As an institution that regulates environmental policy, the employee of Minister of Environment
of Indonesia have not practiced pro-environment behavior. As observed, over-use of paper,
usage of disposable food container and plastic bags are still seen in the office area. The Eco
Office Program held in 2009 has not evaluated up until now. There for, this research has
objection to calculate the green behavior index of employee. Index is a tool to measure how
green the respondent’s behavior that has range 0-1. The value less than 0.3 is considered bad,
within range 0.3-0.6 as moderate and above 0.6 good. The mean value of green index of 154
civil servants of MOE Jakarta is good with value 0.72. The green index consists of: behavior of
energy saving (0.61), behavior of garbage disposing (0.71), behavior of water consumption
(0.82), behavior of healthy living (0.76) and behavior of fuel consumption (0.74). The behavior
index calculated is employee's daily behavior at home. This research also analyzes the
correlation between index value and respondent’s education and found no significant correlation.
The evaluation of eco-office program in MOE Jakarta based on 28 SOP is only 58%
implemented. GHG emission from paper consumption is 1,769,178 kg CO2/month and from
electricity consumption 15,431,178 kg CO2/year."

"Pasca runtuhnya orde baru, tuntutan masyarakat akan pemenuhan hak-haknya semakin meningkat, salah satunya adalah hak untuk mengadu. Pemerintah menjawab tuntutan tersebut dengan menyediakan sistem penanganan pengaduan berbasis digital yang bernama Layanan Aspirasi dan Pengaduan Online Rakyat (LAPOR!). Dalam pelaksanaannya terdapat sejumlah kendala yang membuat masyarakat tidak puas terhadap LAPOR!. Untuk itu penelitian ini berusaha menjelaskan faktor-faktor yang memengaruhi kepuasan masyarakat terhadap LAPOR!. Hasil penelitian ini menunjukkan proses dan hasil penanganan pengaduan berpengaruh terhadap kepuasan masyarakat pada LAPOR!. Responsivitas menjadi dimensi yang mempunyai tingkat kekuatan hubungan cukup kuat dengan kepuasan masyarakat pada LAPOR!. Selain itu, diketahui pula bahwa mayoritas pengguna LAPOR! mempunyai keterampilan digital yang tinggi dan merasa puas terhadap LAPOR!. Meskipun kepuasan masyarakat menunjukkan hasil yang tinggi, partisipasi masyarakat menunjukkan hasil rendah. Hal itu tercermin dari rendahnya partisipasi perempuan dan tidak tersebarnya pelapor di seluruh wilayah Indonesia. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik pengumpulan data berupa survei dengan instrumen kuesioner online yang disebarkan kepada pengguna lapor melalui e-mail dan SMS.

After the collapse of the new order era, citizen demand of their rights fulfillment was increasing, one of them is the right to complain. Government answered these demands by providing a digital-based complaint handling system called Layanan Aspirasi dan Pengaduan Online Rakyat (LAPOR!). This study shows, there are a number of obstacles that make people dissatisfied with LAPOR!. Therefore, this study tries to explain the factors that influence citizen satisfaction LAPOR!. The results showed complaints handling process and results had influenced the satisfaction of the citizen on LAPOR!. Responsiveness into dimensions that has a strong relationship with the citizen satisfaction on LAPOR!. In addition, known that the majority of users of LAPOR! have a high digital skills and are satisfied with LAPOR!. Although citizen satisfaction shows a high level, in contrast, the result shows a low participation of citizen. It reflected to the low participation of women and the spread of the complainant in Indonesia regions. This research uses a quantitative approach with data collection in the form of an online survey questionnaire that distributed to LAPOR users by e-mail and text (SMS)."

"Tesis ini membahas permasalahan-permasalahan dalam penyelenggaraan ketenteraman, ketertiban umum, dan pelindungan masyarakat yang mempengaruhi kualitas pelayanan yang diberikan kepada masyarakat. Partisipasi masyarakat yang diharapkan dapat memberikan pengaruh positif dalam penyelenggaraannya, pada kenyataannya tidak dapat diimplementasikan secara optimal. Penelitian ini bertujuan untuk mengetahui faktor-faktor apa saja yang menyebabkan partisipasi masyarakat tidak dapat diimplementasikan secara optimal. Kemudian penelitian ini juga menawarkan solusinya. Penelitian ini merupakan penelitian yuridis normatif dengan menggunakan pendekatan konseptual dan pendekatan perundang-undangan. Hasil dari penelitian ini menekankan pada strategi pembangunan sistem penyelenggaraan ketenteraman, ketertiban umum, dan pelindungan masyarakat yang partisipatif. Optimalisasi partisipasi masyarakat sebagaimana dimaksud, dapat dimulai dengan membangun sistem yang berorientasi pada perwujudan good governance.

This thesis discusses problems in the administration of peace, public order and community protection that affect the quality of services provided to the community. Community participation, which is expected to have a positive effect in its implementation, in fact cannot be implemented optimally. This study aims to determine what factors cause community participation cannot be implemented optimally. Then this research also offers a solution. This research is a normative juridical study using a conceptual approach and a statutory approach. The results of this study emphasize a participatory strategy for the development of a system for implementing peace, public order and community protection. Optimizing community participation as intended, can be started by building a system oriented towards the realization of good governance.
