"Penelitian ini bertujuan untuk menganalisis kemampuan arsiparis dalam melakukan proses digitasi arsip di Unit Kearsipan I yang berada di bawah Asisten Deputi Bidang Dokumentasi, Diseminasi, dan Arsip Presiden dan Menteri Kementerian Sekretariat Negara. Seiring dengan perkembangan teknologi informasi, digitisasi arsip menjadi langkah penting dalam pengelolaan arsip yang lebih efisien dan efektif. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, yang bertujuan untuk menggambarkan proses, tantangan, serta keterampilan yang dimiliki oleh arsiparis dalam melaksanakan tugasnya. Data diperoleh melalui wawancara mendalam, observasi, dan studi dokumentasi yang melibatkan arsiparis dan pengelola arsip di unit tersebut. Hasil penelitian menunjukkan bahwa proses digitasi arsip di Unit Kearsipan I menghadapi kendala seperti keterbatasan sumber daya manusia dan pemahaman mengenai standar digitisasi. Ditemukan pula bahwa arsiparis perlu meningkatkan keterampilan digital mereka, termasuk pemindaian, pengelolaan metadata, dan penerapan standar keamanan informasi. Rekomendasi penelitian ini mencakup pelatihan berkelanjutan bagi arsiparis dan penguatan kebijakan terkait pengelolaan arsip digital untuk meningkatkan efektivitas digitisasi arsip.

This research aims to analyze the ability of archivists in the digitization process of records at Archives Unit I under the Assistant Deputy for Documentation, Dissemination, and Presidential and Ministerial Archives of the Ministry of State Secretariat. Along with the advancement of information technology, archival digitization has become an important step towards more efficient and effective record management. This study uses a qualitative approach with a descriptive method, aimed at describing the process, challenges, and the skills possessed by archivists in carrying out their duties. Data was collected through in-depth interviews, observations, and document studies involving archivists and record managers in the unit. The results show that the digitization process at Unit Kearsipan I faces challenges such as limited human resources and understanding of digitization standards. It was also found that archivists need to improve their digital skills, including scanning, metadata management, and implementing information security standards. This research recommends ongoing training for archivists and strengthening policies related to digital record management to improve the effectiveness of record digitization."

"Penelitian ini membahas mengenai proses digitisasi arsip statis dalam pemanfaatan ruang pada Kantor Arsip Universitas Y. Institusi kearsipan memiliki tugas untuk menjaga keberlangsungan dan keutuhan arsip, perlindungan arsip vital, memberikan pembinaan dan pengawasan manajemen arsip dalam mencakup ketatausahaan dan kearsipan di lingkungan Universitas Y, menyimpan dan melestarikan arsip statis. Tujuan penelitian ini menggambarkan proses digitisasi arsip statis melalui kegiatan alih media terdiri dari sejumlah tahapan dengan memanfaatkan peralatan yang tepat untuk jenis arsip statis dan mengandalkan pengetahuan arsip Kantor Arsip Universitas Y. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui metode wawancara dan observasi lapangan. Hasil penelitian menunjukkan bahwa kondisi arsip statis sebagian sudah tertata dan proses digitisasi telah berjalan. Proses digitisasi arsip statis berlangsung menggunakan pedoman digitisasi. Bersamaan dengan kegiatan tersebut, pengetahuan arsiparis terhadap digitisasi arsip statis berdasarkan pedoman yang menentukan keberhasilan kegiatan digitisasi.

This study discusses the process of digitizing static archives of Archives Office of the Y University in term of space matters. Archival institution has to maintain the continuity and integrity of archives, protect vital archives under certain conditions, provide guidance and supervision of archives management in covering administration and archives within the Y University, store and preserve static archives. The purpose of this study is to describe the process of digitizing static archives through media transfer activities consisting of a number of stages by utilizing the right equipment for this type of static archive and relying on the archive knowledge of the Y University Archives Office. This study uses a qualitative approach with data collection techniques through interviews and field observations. The results of the study show that the condition of the static archives is partly organized and the digitization process has been running. The process of digitizing static archives takes place using digitization guidelines. Along with these activities, the archivist's knowledge of digitizing static archives is based on guidelines that determine the success of digitization activities."

"Di era digitalisasi informasi yang berkembang pesat, universitas memainkan peran vital dalam melestarikan dan menyebarkan aset akademik dan sejarah. Universitas Indonesia telah meluncurkan platform seperti SEKAR dan OVIS, namun masih menghadapi tantangan dalam optimalisasi digitalisasi dan manajemen arsip. Penelitian ini bertujuan merancang antarmuka intuitif untuk situs arsip multimedia yang sesuai dengan kebutuhan khusus UI. Dengan pendekatan kualitatif dan metode pengembangan perangkat lunak dan desain berpusat pada pengguna, tercipta platform bernama UI-Heritage. Ini akan menjadi pusat data arsip universitas dengan antarmuka modern, empat tingkat otorisasi pengguna, fitur pencarian dan kategorisasi yang dioptimalkan, serta penyajian arsip multimedia yang terstruktur. Dibandingkan SEKAR, UI-Heritage menerapkan prinsip desain yang lebih baik. Uji efektivitas desain menggunakan SUS mendapat skor rata-rata yang baik, namun masih ada kekurangan pada arsitektur informasi yang perlu perbaikan saat implementasi. Penelitian ini berkontribusi dalam meningkatkan praktik arsip multimedia universitas dengan menyediakan kerangka kerja komprehensif untuk antarmuka yang memfasilitasi pengguna dalam mengeksplorasi dan berkontribusi pada kekayaan pengetahuan dan budaya universitas.

Universitas Indonesia has launched platforms like SEKAR and OVIS, yet still faces  challenges in optimizing digitalization and archive management. This research aims to design an intuitive interface for a multimedia archive site tailored to UI's specific needs. Through qualitative approaches and user-centered software development and design methods, a platform called UI-Heritage has been created. It will serve as the university archive's data hub with a modern interface, four levels of user authorization, optimized search and categorization features, and structured multimedia archive presentation. Compared to SEKAR, UI-Heritage applies superior design principles. Usability testing using SUS yielded a good average score, although there are still deficiencies in the information architecture requiring improvement during implementation. This research contributes to enhancing university multimedia archive practices by providing a comprehensive framework for a user-friendly interface facilitating exploration and contribution to the university's wealth of knowledge and culture."

"Integritas arsip elektronik merupakan suatu hal yang perlu dijaga sebagai bentuk pemenuhan tujuan penyelenggaraan kearsipan baik itu di institusi pemerintahan maupun swasta. Di era teknologi seperti sekarang ini, muncul beberapa teknologi yang dapat membantu untuk mencapai tujuan tersebut, salah satunya adalah teknologi blockchain atau distributed ledger technology (DLT). Penelitian ini menggunakan metode tinjauan literatur sistematis (systematic literature review) untuk menjabarkan penggunaan teknologi blockchain untuk menjaga integritas arsip elektronik. Hasil yang didapatkan adalah ditemukan artikel-artikel yang memaparkan mengenai permasalahan terkait dengan integritas arsip elektronik yang berusaha diselesaikan, penyelesaiannya, dan kekurangan atau keterbatasan dari pengimplementasian yang telah dilakukan. Melihat dari hasil tersebut, teknologi blockchain sudah berhasil memperkenalkan mekanisme atau protokol baru untuk menjaga integritas dari arsip elektronik dengan penggunaan teknologi hashing, namun ditemukan juga terdapat banyak kekurangan atau keterbatasan dalam beberapa aspek pada hasil dari pengimplementasiannya.

The integrity of electronic archives is something that needs to be maintained as a form of fulfilling the goals of organizing records, both in government and private institutions. In today's technological era, several technologies have emerged that can help achieve this goal, one of which is blockchain technology or distributed ledger technology (DLT). This study uses a systematic literature review method to describe the use of blockchain technology to maintain the integrity of electronic records. The results obtained were articles that explained the problems related to the integrity of the electronic archives that were trying to be resolved, their resolution, and the deficiencies or limitations of the implementation that had been carried out. Judging from these results, blockchain technology has succeeded in introducing new mechanisms or protocols to maintain the integrity of electronic archives with the use of hashing technology, but there are also many deficiencies or limitations in several aspects in the results of its implementation."

"ABSTRAKKompetensi merupakan kriteria yang harus dimiliki oleh setiap pegawai yang melakukan pekerjaan dalam bidang tertentu, termasuk dalam bidang kearsipan. Kompetensi sangat dibutuhkan dalam membentuk sebuah kinerja yang baik demi mencapai tujuan organisasi atau perusahaan. Karena jika setiap pegawai memiliki kompetensi yang tinggi maka akan menghasilkan kinerja yang terbaik. Sebagai pengelola arsip seorang arsiparis dituntut untuk dapat memberikan berbagai informasi yang dibutuhkan oleh masyarakat. Oleh karena itu maka seorang arsiparis harus memiliki tiga kompetensi dasar dibidang kearsipan yakni pengetahuan, keterampilan dan sikap. Penelitian ini bertujuan untuk mengetahui ada tidaknya pengaruh kompetensi arsiparis terhadap kinerja arsiparis di Arsip Nasional Republik Indonesia dan seberapa besar pengaruhnya serta juga mengidentifikasi indikator dari kompetensi yang memiliki pengaruh paling besar bagi arsiparis dalam melakukan kinerja.Berdasarkan hasil penelitian diketahui secara menyeluruh kompetensi arsiparis yang terdiri dari indikator pengetahuan, keterampilan dan sikap memiliki pengaruh sebesar 56,4% terhadap kinerja arsiparis di Arsip Nasional Republik Indonesia. Secara parsial konsep pengetahuan dan keterampilan tidak memiliki pengaruh yang signifikan dibandingkan dengan konsep sikap dengan t hitung dari konsep pengetahuan sebesar 1,257 dan t hitung dari konsep keterampilan sebesar 1,141 sedangkan t hitung dari konsep sikap sebesar 5,535 dengan t tabel sebesar 1,991. Hal ini menunjukkan bahwa nilai t hitung dari konsep pengetahuan dan keterampilan lebih kecil dari t tabel sedangkan t hitung dari konsep sikap lebih besar dari t tabel, sehingga dapat disimpulkan bahwa konsep pengetahuan dan keterampilan tidak memiliki pengaruh yang signifikan dibandingkan dengan konsep sikap dalam melakukan kinerja arsiparis di Arsip Nasional Republik Indonesia.

ABSTRACTCompetence is a criterion that must be owned by every employee who does work in a particular field, including in the field of filing. Competence is needed in forming a good performance in order to achieve the goals of the organization or company. Because if every employee has high competence it will produce the best performance. As an archive manager, an archivist is required to be able to provide various information needed by the community. Therefore, an archivist must have three basic competencies in the field of filing, namely knowledge, skills and attitudes. This study aims to determine whether there is an influence of archivist competence on the performance of archivists at the National Archives of the Republic of Indonesia and how much they influence and also identify indicators of competencies that have the greatest influence on the archivists in performing performance.Based on the results of the study, it is known that overall archivist competency consisting of indicators of knowledge, skills and attitudes has an influence of 56.4% on the performance of archivists in the National Archives of the Republic of Indonesia. Partially the concept of knowledge and skills does not have a significant effect compared to the concept of attitude with t count from the concept of knowledge of 1.257 and t count from the concept of skills of 1.141 while t count from the concept of attitude is 5.535 with t table of 1.991. This shows that the value of t count from the concept of knowledge and skills is smaller than t table while t count from the concept of attitude is greater than t table, so it can be concluded that the concepts of knowledge and skills do not have a significant effect compared to the concept of attitude in performing archivist performance at the National Archives of the Republic of Indonesia."

Penelitian ini bertujuan untuk menganalisis implementasi sistem layanan kearsipan dengan batasan Pemberkasan arsip dinamis inaktif lembaga tinggi negara tahun 1972-2000 pada Asisten Deputi Dokumentasi, Diseminasi, Arsip Kepresidenan Dan Kementerian di Kementerian Sekretariat Negara Republik Indonesia dengan mengadopsi DeLone and McLean’s Information System Success Model (2003). Model ini digunakan untuk mengevaluasi efektivitas sistem dalam aspek kualitas sistem, kualitas informasi, dan kepuasan pengguna. Penelitian ini menggunakan pendekatan kualitatif dengan Paradigma Kontruktivisme Metode Studi Kasus yang mencakup wawancara dan observasi terhadap arsiparis serta analisis dokumen terkait. Hasil penelitian diharapkan dapat memberikan wawasan mengenai efektivitas sistem layanan kearsipan dengan batasan arsip dinamis inaktif lembaga tinggi negara tahun 1972-2000, serta memberikan rekomendasi untuk peningkatan kualitas sistem layanan kearsipan tersebut pada Asisten Deputi Dokumentasi, Diseminasi, Arsip Kepresidenan Dan Kementerian di Kementerian Sekretariat Negara Republik Indonesia.

The archival service system plays a crucial role in supporting the effectiveness of archival services in government institutions. The Assistant Deputy for Documentation, Dissemination, Presidential and Ministerial Archives at the Ministry of State Secretariat of the Republic of Indonesia is responsible for the filing of inactive dynamic archives, including high state institution archives that have not been properly organized since 1972–2000. This study aims to analyze the implementation of the archival service system, specifically focusing on the filing of inactive dynamic archives of high state institutions from 1972 to 2000 under the Assistant Deputy for Documentation, Dissemination, Presidential and Ministerial Archives at the Ministry of State Secretariat of the Republic of Indonesia by adopting the DeLone and McLean’s Information System Success Model (2003). This model is used to evaluate the system's effectiveness through aspects of system quality, information quality, and user satisfaction. The study employs a qualitative approach with a Constructivist Paradigm and a Case Study Method, including interviews and observations with archivists as well as analysis of related documents. The results of this study are expected to provide insights into the effectiveness of the archival service system with a focus on inactive dynamic archives of high state institutions from 1972 to 2000 and offer recommendations for improving the quality of archival services under the Assistant Deputy for Documentation, Dissemination, Presidential and Ministerial Archives at the Ministry of State Secretariat of the Republic of Indonesia."

"ABSTRAKTesis ini membahas peran dan proses perubahan sosial profesi Arsiparis di lembaga Negara pada era VUCA. Hasil penelitian menunjukkan lemahnya peran Arsiparis di Kementerian Dalam Negeri (Kemendagri) dan Komisi Pemilihan Umum (KPU) tercermin dari peranan Arsiparis yang hanya dianggap sebagai pendukung dan bukan sebagai profesi yang memainkan peran penting dalam pemilihan umum (Pemilu) 2019. Pendekatan model institusional dari Beckert (2010) memperlihatkan bahwa secara jejaring (Social Network) Arsiparis hanya memiliki relasi dengan kolega yang berada pada level menengah di dalam profesi dan hanya sedikit saja yang memiliki akses dan hubungan baik dengan pejabat tinggi. Tidak adanya pihak yang memiliki kuasa untuk memperjuangkan pentingnya peranan arsip bagi kepentingan organisasi maka cognitive frame dari pejabat tinggi di kedua instansi tersebut selalu menempatkan Arsiparis sebagai profesi yang tidak penting. Hal ini juga sejalan dengan Model Interaksi Hubungan Formal dari Nee (2005) serta konsep VUCA World dari Bennett dan Lemoine (2014) bahwa adanya perubahan tata kelola pemerintahan dari manual (kertas) menjadi Sistem Pemerintahan Berbasis Elektronik (SPBE) berpengaruh pada perubahan interaksi sosial dan strategi pengembangan profesi Arsiparis sebagai petugas kearsipan dalam menjalankan tata kelola pemerintahan yang baik. Melalui pendekatan penelitian kualitatif dengan jenis penelitian studi kasus, data dikumpulkan lewat penelitian pustaka, wawancara mendalam dengan Arsiparis dan pengelola arsip dalam pengarsipan Daftar Pemilih Sementara (DPS) pada Pemilu 2019.

ABSTRACTThis thesis discusses the role and process of social change in the Archivist profession in state institutions in the VUCA era. The results of this study indicate the weak role of Archivists in Ministry of Home Affairs (Kemendagri) and the General Election Commission (KPU) reflected by the role of Archivists who are only considered as supporters and not as professions that play an important role in the 2019 general election. Institutional model approaches Beckert (2010) shows that in networking (Social Network) Archivists only have relations with colleagues who are at the middle level in the profession and only a few have access and good relations with high officials. In the absence of parties who have the power to fight for the importance of the role of records for the interests of the organization, the cognitive frame of high-ranking officials in both agencies always places Archivist as an insignificant profession. This is also in line with the Formal Relations Interaction Model from Nee (2005) and VUCA Wold concept from Bennet and Lemoine (2014) that a change in governance from manual (paper) to an Electronic-Based Government System (SPBE) by the Minister of Kemenpan RB has an effect on changes in social interaction and archiving professional development strategies as archival officers in carrying out good governance. Through a qualitative research approach with the type of case study research, data was collected through library research, in-depth interviews with archivists and archival managers in archiving Provisional Voter Lists (DPS) in the 2019 Elections."

"Artikel ini membahas mengenai komunikasi interpersonal pegawai unit kearsipan di Direktorat Sumber Daya Manusia Universitas Indonesia dalam membangun motivasi kerja. Penelitian ini bertujuan untuk mengidentifikasi komunikasi interpersonal pegawai arsip dalam membangun motivasi kerja. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Pengumpulan data dilakukan dari bulan Maret sampai Mei dengan observasi dan wawancara secara mendalam. Hasil penelitian ini menunjukkan bahwa komunikasi interpersonal pegawai arsip di Direktorat Sumber Daya Manusia Universitas Indonesia berjalan dengan cukup baik. Meskipun demikian, penelitian ini juga menemukan bahwa kurang adanya sikap dukungan yang diberikan atasan terhadap pegawai. Akibatnya, pegawai menjadi kurang optimal dalam mengerjakan pekerjaannya.

The article discusses the effectiveness of interpersonal communication between archive employees at the Directorate of Human Resources, University of Indonesia in building work motivation. This study aims to show the effectiveness of archive employee interpersonal communication in building work motivation. This research uses a qualitative approach with a case study method. Data was collected from March until May by observation and in-depth interviews. The results of this study show that the interpersonal communication of archive employees at the Directorate of Human Resources, University of Indonesia is going well. However, this study also found that there was a lack of supportive attitudes given by superiors to employees. As a result, employees become less than ideal in doing their jobs."
