"Program revitalisasi Waduk Setiabudi Barat dilaksanakan dengan menerapkan collaborative governance. Penerapan collaborative governance ini memiliki peranan dalam pembangunan yang lebih transparan karena melibatkan masyarakat dalam pemecahan masalah. Tujuan dari penelitian ini adalah menganalisis proses penerapan collaborative governance yang terjadi dalam program revitalisasi Waduk Setiabudi Barat dengan menggunakan teori dari Ansell dan Gash. Penelitian ini dilakukan dengan pendekatan post positivist. Data yang diperoleh dalam penelitian ini adalah data primer dari hasil wawancara mendalam dan data sekunder dari media serta dokumen lainnya. Hasil penelitian menunjukkan bahwa dalam proses penerapan collaborative governance yang dilakukan dalam program revitalisasi Waduk Setiabudi Barat, terdapat sejarah konflik dalam hal pergantian masa jabatan gubernur DKI Jakarta yang menyebabkan perbedaan penentuan program prioritas sehingga program revitalisasi Waduk Setiabudi Barat sempat terhenti pembahasannya sekitar 2 tahun (dari tahun 2017 hingga tahun 2019), kemudian terdapat keterlibatan banyak pemimpin baik secara formal maupun informal yang telah mendorong jalannya kolaborasi, terdapat beberapa peraturan yang mengatur jalannya kolaborasi, seperti yang tertuang pada Pergub Nomor 31 Tahun 2019 yang menjadi dasar untuk menyelesaikan program revitalisasi waduk secara kolaboratif, serta terdapat proses kolaboratif yang terjadi antara pemerintah provinsi DKI Jakarta, LSM, dan pihak swasta melalui PT. Ambal Aqar yang bertanggung jawab atas pemberian kompensasi KLB (Koefisien Luas Bangunan) sebagai bentuk hubungan collaborative governance yang terjadi dalam program revitalisasi Waduk Setiabudi Barat.

Collaborative governance is applied to accomplish the revitalization of the West Setiabudi Reservoir program. The implementation of collaborative governance involves the community in problem-solving and it contributes to being a more transparent in development. This study aims to analyze the process of implementing collaborative governance in revitalization of the West Setiabudi Reservoir program using Ansell and Gash's theory. This study used a post-positivist approach. Primary data from in-depth interview and secondary data from the media and other documents were used to compile the information for the research. The findings revealed that there was a history of conflict during the change in tenure of the governor of DKI Jakarta. Hence, it triggers the differences in program priorities, causing the revitalization of the West Setiabudi Reservoir program to be halted for about 2 years (from 2017 to 2019). Moreover, there is an interaction between many leaders, both formally and informally, who support the collaboration. Furthermore, there are several regulations that regulate the course of collaboration, as stated in Governor Regulation Number 31 of 2019, which is the basis for completing the revitalization of the reservoir program as collaboratively. In addition, there is a collaborative process that occurs between the DKI Jakarta provincial government, NGO, and the private sector represented by PT. Ambal Aqar, which is responsible for delivering KLB compensation (Building Area Coefficient) as part of the collaborative governance relationship that happens in revitalization of the West Setiabudi Reservoir program."

"Skripsi ini membahas mengenai praktik kolaborasi dalam Program 1.000 Kios untuk UMKM di Kota Depok, Provinsi Jawa Barat melalui model collaborative governance. UMKM di Kota Depok memiliki potensi yang besar untuk mendukung perkembangan Kota Depok itu sendiri. Pasalnya, pada tahun 2017, UMKM di Kota Depok dapat menyumbang sebesar 60% dari total PDRB yang dihasilkan Kota Depok. Meskipun demikian, permasalahan tak lantas menghindar dari sektor UMKM di Kota Depok. Saat ini, pemerintah sangat menyoroti permasalahan UMKM di bidang pemasaran. Oleh karenanya, melalui program Depok Sahabat UMKM, pemerintah Kota Depok menyelenggarakan Program 1.000 Kios untuk UMKM yang bertujuan untuk mendukung pelaku UMKM dalam bidang sarana dan prasarana serta pemasaran. Program ini ditekankan pada pelaksanaan kolaborasi dengan pihak non pemerintah. Di mana, untuk pemenuhan target kios di tahun 2017 hingga awal tahun 2018, pemerintah Kota Depok bekerjasama dengan 10 toko modern di Kota Depok. Dengan pelaksanaan program tersebut, terlihat adanya praktik collaborative governance, di mana konsep tersebut merupakan suatu tata kelola pemerintahan kolaboratif yang melibatkan pihak non publik dalam mengelola ataupun memecahkan suatu permasalahan publik dengan cara-cara khusus (Ansell dan Gash, 2008). Tujuan dalam penelitian ini adalah untuk menganalisis bagaimana implementasi Program 1.000 Kios untuk UMKM melalui pendekatan Collaborative Governance. Penelitian ini menggunaan pendekatan post-positivist dengan desain deskriptif. Hasil penelitian menunjukkan bahwa terdapat proses collaborative governance dalam Program 1.000 Kios untuk UMKM. Namun, terdapat perbedaan antara praktik kolaborasi pada Program 1.000 Kios untuk UMKM dengan model collaborative governance yang dikemukakan oleh Ansell dan Gash (2008).

This thesis discusses the implementation of 1,000 Stalls for MSMEs Programme in Depok City, West Java Province through collaborative governance approach. MSMEs in Depok City have enormous potentials for supporting the development of the city. This is based on the fact that back in 2017, MSMEs in Depok City successfully made a contribution of 60 percent to the total GRDP of Depok City. Despite that, problems did not necessarily stand aside from this city’s MSME sector. At the present time, the government pays a considerable attention to the problems faced by MSMEs in the marketing sector. In West Java, the MSMEs in Depok City are falling behind those in other regions in terms of popularity. Thus, through the Depok Befriends MSMEs (Depok Sahabat UMKM) Programme, the Government of Depok City launched the 1,000 Stalls for MSMEs (1.000 Kios untuk UMKM) Programme, aimed at supporting MSMEs in facilities and infrastructure provision. This programme emphasizes collaboration with non-governmental stakeholders. To meet the number of stalls targeted for the period 2017–early 2018, the Government of Depok City cooperated with 10 modern stores in Depok City. The practice of collaborative governance is showing in the implementation of the 1,000 Stalls for MSMEs Programme, where non-governmental parties are engaged in managing or solving public issues in particular fashion (Ansell and Gash, 2008). The aim of this research is to analyse the collaborative practice in the 1,000 Stalls for MSMEs Programme viewed from the collaborative governance concept. This research used post-positivist approach and descriptive design. Research results show the presence of collaborative governance process in the 1,000 Stalls of MSMEs Programme in accordance with the model proposed by Ansell and Gash (2008)."

"Stunting menjadi prioritas nasional demi mencapai Indonesia Emas tahun 2045, dimana pemerintah telah berkomitmen untuk mengentaskan stunting sebagai siatu Wicked problem yang harus diselesaikan oleh Indonesia. Komitmen dikarenakan terdapat banyak faktor yang mengakibatkan terjadinya stunting. Oleh karena itu, sangat penting bagi pemerintah Indonesia untuk berkolaborasi dengan stakeholders agar dapat mengatasi masalah stunting sesuai amanah dari perundang-undangan. Paradigma post-positivist digunakan agar penelitian ini dapat menggabungkan teori dengan fenomena yang ditemukan saat dilapangan. Kota Tangerang Selatan telah melakukan kolaborasi dengan menerbitkan beberapa peraturan yang melandasi. Pada faktor institutional design belum cukup mengakomodir seluruh program dan kegiatan secara menyeluruh dan rigid. Faktor tersebut mempengaruhi proses collaborative governance yang terjadi pada building trust, commitment to process, dan shared understanding yang melibatkan stakeholders lain dalam penerapannya. Maka, tujuan dari penelitian ini untuk meningkatkan collaborative governance yang sudah dilakukan oleh Kota Tangerang Selatan, dan akan menjadi dasar untuk melakukan penelitian selanjutnya agar model ideal dapat diterapkan oleh Kota Tangerang Selatan.

Stunting has become a Indonesia priority in achieving a /Golden Indonesia 2045 vision including the commitment from the government to eradicating stunting as a wicked problem that must be addressed. This commitment arises from the numerous factors that lead to the occurrence of stunting. Hence, it is imperative for the government to engage in collaboration with stakeholders in order to efficiently address the issue of stunting. This study aims to examine the process of collaborative governance and determines factors that contribute to the success of collaborative governance in the accelerated stunting reduction program in South Tangerang. The post-positivist approach is chosen which involves combining theoretical concepts with the empirical observations in the field. South Tangerang has already initiated collaboration, yet there are certain interconnected aspects that should be further enhanced to facilitate the collaboration process. Lack of institutional design and facilitative leadership becomes a crucial factors to connecting stakeholders more active in this programs. Therefore, the objective of this study is to enhance the existing initiaitives in South Tangerang and establish a framework for future research to create an optimal for the municipal administrations of South Tangerang.

"Penelitian ini bertujuan untuk mendeskripsikan collaborative governance di Kabupaten Kulon Progo melalui program One Village One Sister Company dalam penanggulangan kemiskinan dan upaya Pemerintah Kabupaten Kulon Progo untuk mengajak sektor swasta bergabung dalam program One Village One Sister Company. Teori yang digunakan adalah collaborative governance Pendekatan penelitian ini adalah post positivist dengan teknik pengumpulan data wawancara mendalam dan studi literatur.
Hasil penelitian menunjukkan bahwa terdapat sepuluh dimensi dalam collaborative governance di Kabupaten Kulon Progo melalui program One Village One Sister Company dalam penanggulangan kemiskinan yaitu partisipan formalitas durasi fokus stabilitas tahap diskresi alasan. Pemerintah melibatkan sektor swasta upaya Pemerintah mengatasi keterbatasan informasi dan resiko. Pemerintah Selain itu ada tiga upaya Pemerintah Kabupaten Kulon Progo untuk mengajak sektor swasta bergabung dalam program One Village One Sister Company yaitu mempromosikan program One Village One Sister Company melalui media massa melakukan komunikasi secara langsung dengan pihak swasta dan mendayagunakan jejaring yang dimiliki pegawai Pemerintah Kabupaten Kulon Progo.

This research aims to describe collaborative governance in Kulon Progo Regency through One Village One Sister Company Program in poverty alleviation. It also describes Kulon Progo Regency Government effort to invite the private sector to join One Village One Sister Company Program. This research uses collaborative governance theory. Research appoach is post positivist that utilizes in depth interview and literature study.

"ABSTRAK
Berbagai permasalahan match fixing pada kompetisi sepakbola Indonesia yang tidak bisa diselesaikan oleh Persatuan Sepakbola Seluruh Indonesia (PSSI) menyebabkan dilakukanlah suatu proses collaborative governance dalam menangani permasalahan match fixing pada kompetisi sepakbola Indonesia. Tujuan penelitian ini adalah untuk menganalisis penerapan collaborative governance dalam menangani permasalahan match fixing pada kompetisi sepakbola Indonesia. Penelitian ini dilakukan dengan pendekatan post positivist dan teknik pengumpulan datanya menggunakan wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukkan bahwa terdapat sebelas sub dimensi pada collaborative governance dalam menangani match fixing di kompetisi sepakbola Indonesia, yaitu: Multiple Actor, Common Goals, Preliminary Rules, Inclusive Deliberative Process, Commitment to the Collaboration Process, Trust Building, Internal and External Relationships, Consensus Building, Knowledge Management, Accountability, dan Discourse and Practice. Penerapan sub dimensi tersebut telah memberikan manfaat yang baik bagi sepakbola Indonesia diantaranya yaitu, kompetisi sepakbola yang lebih bersih dari praktik match fixing, pemain dan wasit lebih nyaman untuk melakukan sebuah pertandingan, serta meningkatkan kepercayaan publik terhadap PSSI.

ABSTRACT
Various match fixing problems in Indonesian football competitions that cannot be resolved by the Persatuan Sepakbola Seluruh Indonesia (PSSI) lead to a collaborative governance process in dealing with match fixing problems in Indonesian football competitions. The purpose of this study was to analyze the application of collaborative governance in dealing with match fixing problems in Indonesian football competitions. This research was conducted with a post positivist approach and the data collection techniques used in-depth interviews and literature study. The results show that there are eleven sub-dimensions of collaborative governance in handling match fixing in Indonesian football competitions, namely: Multiple Actor, Common Goals, Preliminary Rules, Inclusive Deliberative Process, Commitment to the Collaboration Process, Trust Building, Internal and External Relationships, Consensus Building, Knowledge Management, Accountability, and Discourse and Practice. The application of these sub-dimensions has provided kind of benefits for Indonesian football, namely, football competition that is cleaner than match fixing practices, players and referees are more comfortable to do a match and increase public trust in PSSI."

"Kehadiran pandemi Covid-19 secara tidak langsung telah membawa dampak bagi sektor UMKM di seluruh wilayah Indonesia. Tidak terkecuali di Provinsi DKI Jakarta sebagai pusat perekonomian Indonesia, dimana dengan adanya kebijakan pembatasan ruang gerak masyarakat mendorong perubahan pada pola perilaku masyarakat dalam melakukan aktivitas sosial-ekonomi. Akibat dari hal tersebut banyak sektor UMKM yang mengalami penutupan usaha karena tidak mampu mentransformasikan usaha mereka ke dalam ekosistem digital. Kolaborasi lintas sektor menjadi salah satu upaya dari Pemerintah Provinsi DKI Jakarta melalui program JakPreneur dalam menangani urgensi untuk mendigitalisasikan UMKM. Adapun penelitian ini bertujuan untuk menganalisis proses kolaboratif dan faktor-faktor yang memengaruhi collaborative governance itu sendiri dengan menggunakan konsep collaborative governance yang dikemukakan oleh Ansell & Gash (2008). Penelitian ini menggunakan pendekatan post-positivist dengan metode wawancara mendalam sebagai sumber data primer dan studi kepustakaan sebagai sumber data sekunder. Hasil penelitian menunjukkan bahwa kolaborasi yang terjalin pada program JakPreneur untuk mendigitalisasikan UMKM telah memenuhi semua dimensi dari teori yang dikemukakan oleh Ansell & Gash (2008). Dalam hal ini, program JakPreneur tidak hanya memfasilitasi proses digitalisasi UMKM, melainkan turut membina pelaku UMKM untuk meningkatkan nilai tambah dari usaha mereka. Namun demikian, terdapat temuan peneliti yang menjadi hambatan, seperti adanya potensi miskomunikasi, sosialisasi program belum optimal, hingga tingkat penyerapan informasi dari pelaku UMKM yang tergolong rendah.

The presence of the Covid-19 pandemic has indirectly had an impact on the MSME sector throughout Indonesia. The DKI Jakarta Province is no exception, as the center of the Indonesian economy, where the policy of restricting people's movement space encourages changes in people's behavior patterns in carrying out socio-economic activities. As a result of this, many MSME sectors experienced business closures because they were unable to transform their businesses into a digital ecosystem. Cross-sector collaboration is one of the efforts of the DKI Jakarta Provincial Government through the JakPreneur program in dealing with the urgency to digitize MSMEs. This study aims to analyze the collaborative process and the factors that influence collaborative governance itself by using the concept collaborative governance proposed by Ansell & Gash (2008). This study used post-positivist approach with in-depth interviews as the primary data source and literature study as a secondary data source. The results showed that the collaboration that exists in the JakPreneur program to digitize MSMEs has fulfilled all the dimensions of the theory proposed by Ansell & Gash (2008). In this case, the JakPreneur program not only facilitates the process of digitizing MSMEs, but also helps develop MSME actors to increase the added value of their businesses. However, there are research findings that become obstacles, such as the potential for miscommunication, program socialization is not optimal, also the level of absorption of information from MSME actors is relatively low."

"[Tesis ini menganalis tentang bauran pemasaran produk daging sapi potong PD Dharma Jaya yang terdiri dari variabel produk, harga, promosi, distribusi dan personil dalam rangka revitalisasi peran PD Dharma Jaya berdasarkan persepsi pelanggan dan pegawai. Penelitian menggunakan metode kuantitatif yang diperkuat dengan observasi dengan jumlah sampel total 96 orang, wawancara
terbuka dan wawancara mendalam (in deepth interview). Uji beda 2 sampel menggunakan uji U Mann Whitney dipakai untuk menguji perbedaan persepsi antara pelanggan dan pegawai PD Dharma Jaya. Hasil penelitian menunjukkan bahwa terdapat perbedaan persepsi antara pelanggan dan pegawai untuk variabel produk, harga, promosi dan distribusi PD Dharma Jaya yang ditunjukkan dengan nilai probabilitas masing-masing variabel sebesar 0,000 atau di bawah level signifikansi sebesar 0,050. Berdasarkan hasil analisis kuesioner, observasi dan wawancara dengan pelanggan, pegawai dan pihak terkait, jika variabel bauran pemasaran diperbaiki, maka akan dapat mendukung upaya revitalisasi peran PD Dharma Jaya sebagai unsur Dewan Ketahanan Pangan Provinsi DKI Jakarta yaitu mewujudkan Ketahanan Pangan Daerah sebagai bagian dari Ketahanan Nasional.

With analysis result from questionaires, observation and interview with customers, employees and related parties, improvement of marketing mix is needed to support the role revitalization effort of PD Dharma Jaya as the member of Food Security Board in Special Capital Region of Jakarta that is achieving Regional Food Security as a particulary of National Resilience. "Coronavirus Disease (Covid-19) telah membawa dampak tidak hanya pada sektor kesehatan tetapi juga pada sektor ekonomi. Telah banyak masyarakat khususnya di perkotaan yang kehilangan pekerjaan diakibatkan adanya kebijakan Pembatasan Sosial Berskala Besar (PSBB). Program Kolaborasi Sosial Berskala Besar (KSBB) Pangan merupakan program pencarian dana bantuan sosial di Provinsi DKI Jakarta yang dikeluarkan untuk membantu masyarakat terdampak dalam memenuhi kebutuhan dasar akan pangan. Pogram ini mengindikasikan adanya penerapan collaborative governance antara aktor pemerintah dan non-pemerintah yaitu lembaga kemanusiaan. Adanya ketidakseimbangan sumber daya secara tidak langsung dapat memengaruhi proses tata kelola kolaboratif yang dilakukan oleh para pemangku kepentingan. Oleh karena itu, peneliti membahas faktor yang memengaruhi proses tata kelola kolaboratif dan proses tata kelola kolaboratif antar aktor dalam program KSBB pangan di DKI Jakarta. Tujuan penelitian ini adalah untuk menggambarkan faktor yang memengaruhi proses tata kelola kolaboratif dan proses tata kelola kolaboratif antar aktor pada program KSBB pangan dalam perspektif collaborative governance. Penelitian ini menggunakan pendekatan post-positivist dengan metode wawancara mendalam dan studi kepustakaan. Hasil penelitian menunjukan bahwa faktor kepemimpinan fasilitatif, desain institusional, lingkungan dan etika memengaruhi secara langsung proses tata kelola kolaboratif dalam program KSBB pangan. Adapun proses tata kelola yang terjalin dalam program KSBB pangan juga telah memenuhi seluruh dimensi yang ada pada variabel collaborative process oleh Ansell & Gash (2008), yaitu dialog tatap muka, membangun kepercayaan, pemahaman bersama dan hasil antara.

Coronavirus Disease (Covid-19) has had an impact not only on the health sector but also on the economic sector. Many people, especially in urban areas, have lost their jobs as a result of the Large-Scale Social Restrictions (PSBB) policy. The Food Large-Scale Social Collaboration Program (KSBB) is a program to seek social assistance funds in DKI Jakarta Province which is issued to assist affected communities in meeting their basic needs for food. This program indicates the implementation of collaborative governance between government and non-government actors, namely humanitarian agencies. The existence of an imbalance of resources can indirectly affect the collaborative governance process carried out by stakeholders. Therefore, the researcher discusses the factors that influence the collaborative governance process and the collaborative governance process between actors in the food KSBB program in DKI Jakarta. The purpose of this study was to describe the factors that influence the collaborative governance process and the collaborative governance process between actors in the KSBB for food program from a collaborative governance perspective. The approach that was used in this research is post-positivist with descriptive intention through deep interview and literature studies as a data collection technique. The result showed that the factors of facilitative leadership, institutional design, environment and ethics directly influence the collaborative governance process in the KSBB for food program. The management process that is involved in the KSBB for food program has also fulfilled all the dimensions in the collaborative process variable by Ansell & Gash (2008), namely face-to-face dialogue, trust building, mutual understanding and intermediate outcomes."

"[Penelitian ini membahas mengenai evaluasi implementasi kebijakan revitalisasi kawasan Kota Tua di Jakarta. Jakarta sebagai ibukota negara memiliki suatu kawasan Kota Tua seluas ± 334 ha yang dulunya merupakan pusat kegiatan ekonomi dan pemerintahan pada tiga masa kekuasaan, dimulai dari masa pemerintahan Pangeran Jayakarta, masa penjajahan Portugis, dan masa penjajahan Belanda. Tingginya nilai
budaya dan sejarah di kawasan tersebut merupakan potensi pariwisata yang baik, oleh karena itu pemerintah DKI Jakarta membuat kebijakan revitalisasi Kota Tua Jakarta yang dimulai sejak masa pemerintahan Gubernur Ali Sadikin pada tahun 1970. Namun proses revitalisasi kawasan tersebut dianggap masih belum memenuhi harapan. Pada tahun 2014 revitalisasi dicanangkan kembali dengan diterbitkannya Peraturan Gubernur no. 36 tahun 2014 tentang Rencana Induk Kota Tua Jakarta dan
diselenggarakan kerjasama pemerintah-swasta melalui konsorsium JOTRC (Jakarta Old Town Revitalization Corp.). Tujuan dilaksanakannya penelitian ini adalah untuk menganalisis faktor-faktor yang mempengaruhi implementasi kebijakan revitalisasi kawasan Kota Tua Jakarta, dan menganalisis evaluasi implementasi kebijakan revitalisasi kawasan tersebut. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan post-positivis. Penelitian ini menghasilkan temuan yaitu implementasi kebijakan revitalisasi Kota Tua Jakarta masih belum efektif. Faktor-faktor yang mempengaruhi belum efektifnya kebijakan revitalisasi Kota Tua Jakarta antara lain karena status kepemilikan bangunan-bangunan yang beragam antara pribadi, swasta/BUMN, dan Pemprov DKI Jakarta. Sedikitnya bangunan yang dimiliki Pemprov DKI Jakarta membuat proses revitalisasi terhambat, ditambah lagi belum adanya leading sector dan minimnya SDM maupun anggaran dari Unit Pengelola Kawasan (UPK) Kota Tua Jakarta sebagai pengelola kawasan
tersebut. Namun dilakukannya kerjasama pemerintah-swasta dengan keberadaan konsorsium JOTRC merupakan upaya yang baik dalam melakukan percepatan pembangunan di kawasan Kota Tua. Beberapa saran yang diajukan dalam penelitian antara lain implementasi badan otorita yang mengelola kawasan Kota Tua Jakarta secepatnya sebagaimana diamanatkan dalam Pergub DKI Jakarta no. 36 tahun 2014, pelibatan ahli cagar budaya dalam setiap pemugaran di kawasan Kota Tua sehingga tidak merusak atau menghilangkan nilai historis bangunan tersebut, serta pelibatan masyarakat lokal dalam pembangunan kawasan Kota Tua.

This research discusses the evaluation of policy implementation of the revitalization of the Old Town area in Jakarta. Jakarta as the capital of the country has an Old Town area of ± 334 ha which was once the center of economic activity and government for three reigns, starting from the reign of Prince Jayakarta, the Portuguese colonial period, and the Dutch colonial period. The high value of the culture and history of the region is a potential for tourism, therefore, the local government make the revitalization of Jakarta old town area, which began during the reign of Governor Ali Sadikin in 1970. However, the process of revitalization of the area still has not met expectations. In 2014 revitalization proclaimed back with the issuance of the Peraturan Gubernur no. 36 tahun 2014 tentang Rencana Induk Kota Tua and held public-private partnership through a consortium called JOTRC (Jakarta Old Town Revitalization Corp.). The objective of this research is to analyze the factors that influence policy implementation of revitalization of the old city area, and analyzing the evaluation of policy implementation of revitalization of the region. The method used in this research is qualitative method with post-positivist approach. Results of this of this research is that the implementation of the Jakarta Old Town revitalization policies is still ineffective. Factors that influence the implementation of the policy is because of the ownership status of the buildings which vary between personal, private/state-owned enterprise, and local government plus the absence of leading sector and the lack of human resources and the budget of the Unit Pengelola Kawasan (UPK) Kota Tua as the area manager. But the establishment of JOTRC as a form of publicprivate partnership for revitalization of Jakarta old town is a good effort to accelerate the development in that area. Some suggestions from this research are immediate implementation of autonomous body that manages the old city area as mandated in Pergub no. 36 tahun 2014, the involvement of cultural heritage experts in development of the Old City area so as not to damage the historical value of the building, and empowerment of local communities. "Pembinaan olahraga prestasi di DKI Jakarta dilakukan dengan menerapkan kolaborasi antara Dispora DKI Jakarta, KONI DKI Jakarta dan pihak swasta. Kolaborasi yang dilakukan antar lembaga tersebut mengindikasikan adanya penerapan collaborative governance. Peran yang dimiliki masing-masing lembaga tidak selalu menghasilkan kolaborasi yang baik, sebagai salah satu contoh pada tahun 2017 terdapat konflik antara Dispora DKI Jakarta dan KONI DKI Jakarta. Melihat permasalahan yang ada sebelumya, skripsi ini bertujuan untuk menganalisis pembinaan olahraga prestasi di DKI Jakarta dengan menggunakan pendekatan collaborative governance Ansell & Gash dan juga faktor yang mempengaruhi collaborative governance. Pendekatan penelitian yang digunakan dalam penelitian ini adalah post-positivist dengan tujuan deskriptif melalui teknik pengumpulan data wawancara mendalam dan studi literatur. Hasil dari penelitian ini menunjukkan bahwa dalam pembinaan olahraga prestasi di DKI Jakarta terdapat penerapan collaborative governance sebagaimana pendekatan yang dikemukakan oleh Ansell & Gash, sebab terpenuhinya indikator-indikator dari setiap dimensi proses kolaboratif. Dari analisis faktor yang mempengaruhi diketahui bahwa desain kelembagaan dan kepemimpinan fasilitatif merupakan faktor yang juga mempengaruhi collaborative governance dalam pembinaan olahraga prestasi di DKI Jakarta.

Achievement-oriented Sports Coaching in DKI Jakarta is carried out by implementing collaboration between Dispora DKI Jakarta, KONI DKI Jakarta and the private sector. Collaboration between these institutions indicates the application of collaborative governance. The role of each institution does not always result in good collaboration, as one example in 2017 there was a conflict between Dispora DKI Jakarta and KONI DKI Jakarta. Looking at the previous problems,, this thesis aims to analyze Achievement-oriented Sports Coaching in DKI Jakarta using collaborative governance approach by Ansell & Gash and investigate factors that influences the collaborative process. The research is conducted through post-positvist approach with descriptive objectives by utilizing in-depth interview and literature studies as a data collection technique. The result indicates that the application of collaborative governance can be seen on Achievement-oriented Sports Coaching in DKI Jakarta, because the fulfillment of indicators from each dimension of the collaborative process. From the analysis of influencing factors, it is known that institutional design and facilitative leadership are factors that also influence collaborative governance in fostering achievement sports in DKI Jakarta."
