"Undang-Undang ASN merupakan perwujudan reformasi birokrasi di bidang kepegawaian melalui pelaksanaan manajemen ASN berdasarkan sistem merit, salah satunya yaitu pengisian JPT melalui seleksi terbuka. Tetapi, seleksi terbuka berdasarkan sistem merit belum dilaksanakan secara optimal. PNS perempuan cenderung menurun ketika memasuki JPT Eselon I dan II. Terlebih, jumlah pendaftar perempuan pada seleksi terbuka JPT yang jauh lebih sedikit dibanding pendaftar laki-laki. Sedikitnya representasi perempuan dalam JPT juga menunjukkan adanya glass ceiling Tujuan penelitian ini yaitu untuk menganalisis penerapan sistem merit pada promosi terbuka JPT bagi perempuan dan mengetahui faktor-faktor yang mempengaruhi mobilitas vertikal perempuan dalam birokrasi. Penelitian ini dilakukan di Kemendagri dengan pendekatan penelitian postpositivis dan teknik pengumpulan data kualitatif. Hasil penelitian menunjukkan bahwa pengisian JPT di Kemendagri belum berdasarkan rencana suksesi dan faktor politis masih mempengaruhi penetapan kandidat terbaik. Selain itu, terdapat perbedaan persyaratan administrasi pada lowongan seleksi dengan ketentuan yang berlaku. Proses penelusuran rekam jejak juga hanya dilakukan melalui evaluasi riwayat hidup, serta monitoring dan evaluasi penilaian kinerja PPT berdasarkan SKP setiap tahun. Minat perempuan untuk mendaftar seleksi juga cenderung sedikit dan adanya fasilitas pendukung produktivitas perempuan yang belum lengkap. Beberapa rekomendasi yang dapat diberikan, yaitu mempercepat pengesahan rencana suksesi dalam Permendagri, memberlakukan masa jabatan Plt JPT sesuai ketentuan yang berlaku, menyesuaikan persyaratan administrasi pada lowongan seleksi dengan ketentuan, melakukan proses penelusuran rekam jejak juga ke tempat asal pelamar bekerja, melaksanakan monitoring dan evaluasi penilaian kinerja PPT paling sedikit setiap enam bulan, mengundang pegawai perempuan yang memenuhi persyaratan untuk mendaftar seleksi, dan melengkapi sarana kerja yang responsif gender melalui penambahan fasilitas ruang penitipan anak.

The ASN Law is a manifestation of bureaucratic reform in the civil service sector by implementing ASN management based on a merit system, one of which is Open Selection for JPT. However, the Open Selection based on the merit system has not been implemented optimally. Female civil servants tend to decline when entering JPT Echelon I and II. Moreover, the number of female registrants in the JPT Open Selection is far less than the male registrants. The low representation of women in the JPT also indicates the existence of a glass ceiling. This study aims to analyze the application of the merit system in the Open Promotion of JPT for women and find out the factors that influence women's vertical mobility in the bureaucracy. This research was conducted at the Ministry of Home Affairs using a postpositivist research approach and qualitative data collection techniques. The results showed that filling in the JPT at the Ministry of Home Affairs has not been based on a succession plan and political factors still influenced the determination of the best candidate. In addition, there were differences in administrative requirements for selection vacancies with applicable regulations. The track record tracking process was also only carried out through curriculum evaluation and monitoring and evaluation of PPT performance appraisals based on SKP every year. Women's interest in registering for selection also tends to be slight, and there are incomplete facilities supporting women's productivity. Several recommendations are, namely speeding up the ratification of the succession plan in the Permendagri, enforcing the term of office of Plt JPT by applicable regulations, adjusting administrative requirements for selection vacancies with provisions, conducting a track record tracking process as well as to the place of origin of applicants working, carrying out monitoring and evaluation assessment PPT performance at least every six months, invite female employees who meet the requirements to register for selection, and complete gender-responsive work facilities through the addition of child care facilities. "

"Partisipasi setara perempuan dalam dunia kerja maupun lingkungan kerja bukanlah sekedar tuntutan keadilan atau demokrasi tetapi dipandang sebagai kondisi yang kondusif bagi kepentingan perempuan. Peningkatan partisipasi dan keterlibatan perempuan dalam seluruh bidang kerja menjadi salah satu wacana yang terus diperdebatkan di Indonesia selama ini. Penelitian ini berfokus menggambarkan rona kesetaraan gender dalam hal kinerja ketenagakerjaan perempuan perusahaan sektor pertambangan.       Penelitian ini menggunakan pendekatan Kualitatif eksploratif sebagai metodologi yang memberikan analisis asumsi filosofis fenomena kesetaraan gender di sektor pertambangan. Diskriminasi yang dialami oleh pekerja perempuan di perusahan tambang meliputi tugas tambahan, pelecehan verbal, dan kesempatan berpendapat. Beberapa kali mendapatkan pekerjaan yang bukan menjadi tugasnya. Latar belakang pendidikan mempengaruhi mental pekerja perempuan dalam beradaptasi di pekerjaannya. Diskriminasi yang didapatkan pekerja perempuan telah mampu diselesaikan dengan strategi yang berbeda-beda. Kesempatan berpendapat yang didapatkan pekerja perempuan berhasil menyelesaikan baik permasalahan individu maupun permasalahan tim kerja. Rekan kerja sering cukup kooperatif memberikan ekosistem kerja dimana, pekerja perempuan mampu mengemukakan pendapat dan solusi.

Women's equal participation in work and the work environment is not just a demand for justice or democracy. However, it is seen as a condition that is conducive to women's interests. Increasing the participation and involvement of women in all fields of work has become one of the discourses continuously debated in Indonesia. This research focuses on describing the tone of gender equality in terms of the employment performance of women in mining sector companies. This study uses an exploratory qualitative approach to analyze philosophical assumptions about gender equality in the mining sector. Discrimination experienced by female workers in mining companies includes additional assignments, verbal harassment, and opportunities to express opinions. Several times were getting a job that was not his duty. Educational background influences the mentality of female workers in adapting to their jobs. Discrimination against women workers has been able to be resolved using different strategies. Opportunities for opinions that women workers get have succeeded in solving individual and work team problems. Colleagues often cooperate, providing a work ecosystem where female workers can express opinions and solutions."

"The modern system of life gives women effort to participate in public domain and even there are several occupations which are identified as profession for the women. In relation to the gender, especially with regard to married women in handling domestic tasks, it is very important to elaborate whether or not such social development actually supports gender equity. This is the big question that will be answered by this research. To do so, this research is only focused on how married female employees in Bayumas regency take part in handling education for their children. At the end, this research led to three conclusions. First, married female employees in Banyumas regency tend to correspond with feminist point of view or at least functionalist point of view. None of them supported patriarchal point of view. However, the second conclusion indicated that such attitude did not undermine their responsibility to take part in educating their children. The third conclusion found that the main reason for that is they enjoy performing their double tasks, both as mothers and employees."

"Wanita menjadi tentara bukanlah sesuatu yang baru. Kumar (1980: 4-5) menuliskan bahwa Rijklof van Goens, seorang Belanda yang mengunjungi Mataram pada pertengahan abad ketujuhbelas mencatat bahwa ada sekitar dua puluh orang wanita muda dari seratus lima puluh orang wanita yang mengiringi Sultan Mataram bertugas menjaga keselamatan Sultan Mataram. Keduapuluh orang wanita tersebut mengelilingi Sultan Mataram dengan bersenjatakan tombak dan pistol. Hal serupa juga dilaporkan oleh Augustin de Beauliu, seorang Admiral Perancis yang berkunjung ke Aceh sekitar tahun 1620 - 1621, bahwa Sultan Aceh memiliki pasukan wanita pengawal istana berjumlah sekitar tiga ribu orang. Seorang Belanda yang berlayar dibawah pimpinan Admiral Wybrandt van Warwijk tahun 1603 melihat sebagian besar pengawal Sultan Aceh adalah wanita bersenjatakan pistol, tombak, pedang, dan perisai."

"ABSTRAK
Seiring kemajuan peradaban dan zaman, perempuan semakin progresif untuk menembus dan tetap berada dalam dunia pekerjaan (profesional) dan dengan tidak melupakan keluarga di rumah. Penelitian ini bertujuan untuk memahami fenomena peran ganda secara detail dan mendalam. Permasalahan penelitian terkait dengan peran dari faktor peran ganda terhadap perempuan di posisi manajerial, keseharian perempuan dalam kehidupan, serta solusi yang ditawarkan dalam menghadapi masalah. Penelitian Kualitatif dengan metode Fenomenologi-Deskriptif ini menggunakan panduan wawancara semi-struktural. Subjek berjumlah delapan orang yang terdiri dari pegawai di PT. X sebagai tempat utama pengambilan sampel dan studi kasus serta asosiasi yang terkait dengan organisasi tersebut, serta latar belakang yang saling berbeda. Analisis data dilakukan dengan sistem reduksi data lewat coding, serta interpretasi dari peneliti. Hasil penelitian yang menjawab permasalahan pertama yakni faktor ganda yang berperan bagi perempuan yang memegang posisi manajerial. Perempuan pada kasus ini mengandalkan adanya pemindahan tanggung jawab terutama terkait dengan peran domestik kepada pihak lain, yang pada umumnya adalah PRT. Hasil penelitian kedua berfokus pada keseharian kehidupan perempuan baik sebagai pelaksana peran domestik maupun pemangku posisi manajerial di kehidupan karier yang saling terspesialisasi satu sama lain. Hasil temuan penelitian ketiga yakni terkait solusi yang dilakukan perempuan terkait masalah peran ganda serta perilaku diskriminatif yang diterima. Solusi tersebut adalah pemindahan tanggung jawab, melarikan diri, serta menerima apa adanya atau pasrah.

 


ABSTRACT
Our world is fast paced and rapidly changing. That fact alone makes Women be able to breakthrough and stay within profesional ecosystems, while at the same time not completely or at all abandoning their family and domestic works at home. Main purposes of this research is to have deep understanding regarding Double Roles as a factor in women holding managerial positions, meaning women who considerably have higher positions among others. Narrowing down to three research problems, focus are divided to the impact and role of Double Role as a factor in women holding managerial positions, Second is towards daily activities and behaviors of women in those premises, and third is towards the outcome in solutions women proposed to face the problem occuring. This qualitative research use descriptive-phenomenology as the main and sole method. Subjects interviewed in total of eight women managers, all from different backgrounds and specialities, but under or related to PT.X as the main sampling populations on this research. Data coding, triangulations and saturation of data is three main component on analyzing and processing informations acquired from data gathering. Finally, research results shows that women in managerial positions all have double roles in their life and they tend to move the burden or responsibilities towards other third parties such as PRT, or close family. Second result is that women across the managerial positions have different specialities and behaviors during their day-to-day activities. Third result is that women mainly propose three solutions; moving responsibilities, avoidance, and simply accepting as it is."
