"Pada tahun 2021, diciptakannya aplikasi Samsat Digital Nasional (SIGNAL) sebagai aplikasi layanan samsat generasi kedua. Aplikasi SIGNAL berperan dalam pelayanan samsat yang terdiri dari pengesahan STNK tahunan, pembayaran PKB, dan pembayaran sumbangan wajib dana kecelakaan lalu lintas jalan (SWDKLLJ). Namun, penerapannya masih ditemukannya beberapa keluhan dan kekurangan SIGNAL, permasalahan– permasalahan tersebut akan mempengaruhi faktor persepsi kemanfaatan, persepsi kemudahan penggunaan, norma sosial hingga keterbiasaan dalam penggunaan aplikasi SIGNAL oleh pengguna. Penelitian ini dilakukan untuk mengetahui tingkat penerimaan masyarakat terhadap Aplikasi Samsat Digital Nasional (SIGNAL) untuk pelayanan samsat Provinsi DKI Jakarta. Pendekatan penelitian ini adalah kuantitatif dengan menggunakan teknik pengumpulan data berupa metode campuran melalui survei, wawancara mendalam dan studi kepustakaan. Hasil penelitian berdasarkan teori UTAUT 2 yang dikemukakan oleh Venkatesh et al., (2012) menunjukkan bahwa tingkat penerimaan masyarakat DKI Jakarta berada pada kategori tinggi dengan persentase sebesar 90,9% yang diperoleh dari komputasi 9 dimensi dalam penelitian ini. Namun, masih ditemukan beberapa hambatan atau kesulitan yang diterima masyarakat untuk menyelesaikan pengesahan STNK tahunan dan pembayaran PKB dan SWDKLLJ melalui SIGNAL, baik dari fitur hingga pemberian layanan pengaduan. Hal ini akan mempengaruhi tingkat penerimaan masyarakat terhadap aplikasi SIGNAL.

In 2021, the Samsat Digital Nasional (SIGNAL) application was created as the second generation of Samsat service applications. SIGNAL plays a role in Samsat services, which include annual STNK validation, vehicle tax (PKB) payments, and mandatory contributions for road traffic accident funds (SWDKLLJ). However, its implementation has encountered several complaints and deficiencies. These issues affect factors such as perceived usefulness, perceived ease of use, social norms, and user habituation in using the SIGNAL application. This study aims to determine the level of public acceptance of the Samsat Digital Nasional (SIGNAL) application for Samsat services in the DKI Jakarta Province. The research approach is quantitative, using a mixed-methods data collection technique through surveys, in-depth interviews, and literature studies. The study results, based on the UTAUT 2 theory proposed by Venkatesh et al. (2012), show that the level of public acceptance in DKI Jakarta is in the high category, with a percentage of 90.9% obtained from the computation of 9 dimensions in this study. However, several obstacles or difficulties were still found that the public faced in completing the annual STNK validation and PKB and SWDKLLJ payments through SIGNAL, ranging from features to complaint services. These issues will affect the level of public acceptance of the SIGNAL application."

"[ABSTRAK
Dalam UUD 1945 menyebutkan bahwa setiap orang berhak memperoleh
pelayanan kesehatan dan Negara bertanggung jawab atas penyediaan fasiltas
kesehatan dan fasilitas umum yang layak. Untuk memenuhi dan mewujudkan hak
bagi setiap warga negara dalam mendapatkan pelayanan kesehatan yang layak dan
kewajiban pemerintah penyediaan fasilitas kesehatan sebagai amanat UUD 1945
maka pemerintah pusat menyelenggarakan program jaminan kesehatan nasional
(JKN) dan untuk pemerintahan daerah khusus Ibukota (DKI Jakarta)
menyelenggarakan jaminan kesehatan daerah yang dikenal dengan nama Kartu
Jakarta Sehat (KJS). RSCM adalah rumah sakit milik pemerintah pusat yang salah
satu visinya adalah menjadi rumah sakit pusat rujukan nasonal terkemuka di Asia
Pasifik tahun 2014. RSCM diharapkan dapat melayani masyarakat dari seluruh
penjuru Indonesia dengan sistem rujukan berjenjang dengan optimal sesuai
dengan standar pelayanan kesehatan dan peraturan yang berlaku. Penelitian ini
membahas mengenai indeks kepuasan masyarakat miskin terhadap pelayanan di
RSCM dalam program JKN dan KJS. Program kesehatan JKN dan KJS ini tidak
lepas dari permasalahan dalam pelaksanaannya, salah satunya adalah mengenai
pelayanan di rumah sakit dalam pelaksanaan program tersebut. Tujuan dalam
penelitian ini adalah untuk mengukur nilai indeks kepuasan masyarakat miskin di
RSCM dalam pelaksanaan program JKN dan KJS serta untuk mengetahui unsurunsur
yang sudah baik dan yang masih membutuhkan peningkatan kualitas
pelayanannya. Hasil dari penelitian kuantiatif menilai bahwa indeks kepuasan
masyarakat miskin di RSCM adalah sangat baik, tetapi ada beberapa pelayanan
yang perlu menjadi perhatian dan atau perbaikan yang didapat dari hasil penelitian
kualitatif.

adequate public facilities. In order to satisfy and fulfil the right of every citizen in
getting proper health care as mandated by the Constitution, The central
government has issued the National Health Insurance Program (JKN) whereas the
Jakarta Provincial Government has issued a Regional-based Health Insurance
Program known as the Jakarta Health Card (KJS). National General Hospital Dr.
Cipto Mangunkusumo (RSCM) is one of the hospitals owned by the central
government and one of its visions is to become regional referral hospitals in Asia
Pacific in 2014. RSCM is expected to serve people from all over Indonesia
accordance with the standard of health services and regulations. This study
discusses the satisfaction index of the poor with regard to services in RSCM
especially on the implementation of the JKN and KJS. The problem of the
implementation of JKN and KJS are still occurred, one of the problems is the
hospital services in the implementation of the programs. The purpose of this
research is to measure the value of the satisfaction index of the poor in RSCM on
the implementation of JKN and KJS as well as to determine the factors that are

"ABSTRAK
Penelitian ini ingin melihat pengaruh pemberian framing berupa berita positif atau negatif terhadap pemberian rating ojek daring. Partisipan berjumlah 344 orang pengguna jasa ojek daring dari Stasiun Tanah Abang, 44,5% laki-laki dan 55,5% perempuan dengan rentang usia 17-67 tahun (M= 36,9, SD=11,042). Penelitian ini menggunakan framing berupa berita positif dan negatif dalam konteks berkendara dengan ojek daring yang terkendala (datang terlambat dan sulit dihubungi). Hasil yang didapatkan adalah tidak terdapat perbedaan yang signifikan antara pengalaman berkendara terkendala dengan framing (berita positif vs negatif) yang diberikan (Χ²(8) = 6.293, p > 0.05). Hal tersebut menegaskan bahwa perlunya dilakukan perbaikan terhadap sistem penilaian pada layanan ojek daring agar penilaian yang diberikan mencerminkan kondisi nyata.

ABSTRACT
The purpose of this research is to examine the effect of giving framing in the form of positive or negative news to online motorcycle taxi ratings. Participants numbered 344 users of online motorcycle taxi services from Tanah Abang Station, 44.5% male and 55.5% female with an age range of 17-67 years (M= 36.9, SD= 11,042). This study uses framing in the form of positive and negative news in the context of driving with online motorcycle taxi constrained (arriving late and difficult to contact). The results obtained are that there is no significant difference between the constrained driving experience and the framing (positive vs negative news) given (Χ²(8) = 6,293, p > 0.05). This confirms that there is a need to improve the assessment system of online motorcycle taxi services so that the assessment given reflects the real conditions."

"Riset Evaluasi program ini bertujuan untuk menganalisis aspek dampak dan faktor determinan penting dari program pemberdayaan masyarakat bidang kesehatan dengan menggunakan metode Main Analytical Categories (MAC) dan Indeks Kepuasan Masyarakat (IKM). Metode MAC menggunakan 3 dimensi yakni Relevansi, Dampak, dan Keberlanjutan, sementara metode IKM menggunakan 3 dimensi yaitu Relevansi, Partisipasi, dan Dampak. Literatur terdahulu menunjukan bahwa program pemberdayaan masih cenderung memiliki masalah dalam pencapaian dampak sehingga perlu dielaborasi lebih lanjut faktor yang mempengaruhinya. Oleh karena itu, riset evaluasi ini dilakukan untuk menganalisis dampak dan keberlanjutan dari program ini untuk melihat kemampuan masyarakat secara mandiri melaksanakan kegiatan yang sudah dilatih melalui program ini. Hasil evaluasi ini menunjukan program sangat relevan dengan kebutuhan penerima manfaat, program juga sangat berdampak pada perbaikan kualitas hidup penerima manfaat dalam sejumlah hal. Namun, keberlanjutan program ini cenderung rendah karena kapasitas dan kemandirian penerima manfaat belum optimal. Konteks lokal politik desa juga rentan membuat program tidak berlanjut dengan baik, padahal program sudah mencoba mensinergikan bidang kesehatan dengan pemberdayaan ekonomi sebagai pilar pentingnya. Dalam penilaian IKM program ini masuk ke dalam kategori sangat baik dengan skor kepuasan masyarakat sebesar 4.2 dari skala 5. Partisipasi memberikan pengaruh yang lebih kuat pada variabel dampak dibandingkan relevansi. Hasil evaluasi secara konseptual menunjukan bahwa dampak dan juga keberlanjutan akan lebih optimal apabila partisipasi juga bisa ditingkatkan dengan desain pelibatan masyarakat yang lebih jelas. Pemetaan sosial yang akurat dalam intervensi program juga penting untuk mengelola tantangan-tantangan dari politik lokal desa terkait program.

This research evaluation program aims to analyze the impacts and important determinant factors of health community empowerment programs through the Main Analytical Categories (MAC) and Community Satisfaction Index (CSI). MAC method uses three dimensions, such as Relevance, Impact, and Sustainability, while CSI uses Relevance, Participation, and Impact. Previous works of literature show that community empowerment programs are prone to have problems in impact achievement therefore the factors need to be elaborated further. In consequence, this evaluation research was carried out to analyze the impacts and sustainability of the program to identify the community's ability to independently carry out trained activities through the program. The result of the evaluation shows the program is very relevant to the beneficiaries' needs and has a significant impact on improving the wellbeing of beneficiaries in many ways. However, the sustainability of this program tends to be low as the capacity and independence of beneficiaries is not optimal. The local context of village politics is also prone to making the program not run well, even though the program has tried to synergize the health sector with economic empowerment as its fundamental pillar. In the CSI assessment, this program is in the very good category of 4.2 out of a scale 5 for community satisfaction. Participation has a stronger influence on the impact variable than relevance. The result of the conceptual evaluation shows that impact and sustainability will be more optimal if participation can also be increased with a clearer design for involvement of the community. Accurate social mapping in program interventions is also important for resolving challenges from local village politics related to the program."

"Pembayaran Pajak Kendaraan Bermotor melalui aplikasi SIGNAL didasari oleh Peraturan Presiden Nomor 5 Tahun 2015 tentang Sistem Administrasi Manunggal Satu Atap. Tujuan utama dibuatnya aplikasi SIGNAL adalah untuk meningkatkan kualitas pelayanan kepada masyarakat dengan menyeadiakan layanan pembayaran dan administrasi pembayaran PKB secara online atau elektronik. Penelitian ini bertujuan untuk menganalisis bagaimana implementasi pembayaran PKB melalui aplikasi SIGNAL di DKI Jakarta apabila ditinjau dari asas ease of administration. Hasil penelitian ini menunjukkan bahwa dari dimensi certainty, implementasi pembayaran PKB melalui aplikasi SIGNAL belum dapat terpenuhi kepastian. Ditinjau dari dimensi convenience of payment, pembayaran PKB melalui aplikasi SIGNAL sudah dikatakan dapat terpenuhi. Pembayaran PKB melalui aplikasi SIGNAL juga sudah memenuhi dimensi efficiency dari sisi fiskus maupun Wajib Pajak. Dari dimensi simplicity, terlihat bahwa implementasi Pembayaran PKB melalui aplikasi SIGNAL sudah memenuhi dimensi ini. Faktor penghambat implementasi pembayaran PKB melalui SIGNAL antara lain Wajib Pajak masih mengalami server down, masa transisi Wajib Pajak dan masyarakat pada umumnya dalam penggunaan dokumen elektronik sehingga muncul keraguan akan penggumaan dokumen elektronik sebagai bukti pelunasan kewajiban perpajakan, dan sosialisasi mengenai aplikasi SIGNAL yang kurang efektif.

Payment of Motor Vehicle Tax through the SIGNAL application is based on Presidential Regulation Number 5 of 2015 concerning the One-Stop Single Administration System. The main purpose of the SIGNAL application is to improve the quality of service to the citizens by providing payment and administration services for motor vehicle tax payment through electronic system. This study aims to analyze how the implementation of motor vehicle tax payments through the SIGNAL application in DKI Jakarta based on of ease of administration principles. The results of this study indicate that from the certainty dimension, the implementation of PKB payments through the SIGNAL application has not been able to fulfill certainty. In terms of the convenience of payment dimension, PKB payments through the SIGNAL application have been fulfilled. PKB payments through the SIGNAL application have also fulfilled the efficiency dimension from the side of the tax authorities and taxpayers. From the simplicity dimension, it can be seen that the implementation of PKB payment through the SIGNAL application has fulfilled this dimension. Factors inhibiting the implementation of PKB payments through SIGNAL include taxpayers still experiencing server downs, the transition period of taxpayers and the public in general in the use of electronic documents so that doubts arise about the use of electronic documents as proof of payment of tax obligations, and ineffective socialization of the SIGNAL application."

"Era globalisasi mendorong pemerintah Indonesia, khususnya DKI Jakarta, memberikan pelayanan yang efektif dan efisien dengan memanfaatkan teknologi. Pelayanan secara elektronik berguna untuk memudahkan kebutuhan masyarakat/warga DKI Jakarta. Untuk mengujudkan hal tersebut, DKI Jakarta melalui Jakarta Smart City mencipatakan inovasi produk berupa aplikasi Jakarta Kini (JAKI). Namun, dalam implementasinya masih banyak keluhan masyarakat/warga mengenai pelayanan yang diberikan secara elektronik (e-government) sehingga membuat timbulnya ketidakpercayaan publik. Terkait hal tersebut, tujuan dilakukannya penelitian ini adalah untuk menganalisis tingkat kepercayaan pada layanan e-government berupa penggunaan aplikasi JAKI di DKI Jakarta. Pendekatan penelitian ini menggunakan kuantitatif dengan teknik pengumpulan data mixed method. Teknik pengumpulan data secara kuantitatif dilakukan melalui survei. Sementara itu, teknik pengumpulan data secara kualitatif melalui wawancara mendalam kepada 5 narasumber. Peneliti menggunakan teori trust in e-government untuk mengukur tingkat kepercayaan pada penggunaan teknologi. Temuan dari penelitian ini menunjukkan bahwa responden memiliki kepercayaan yang tinggi terhadap pelayanan secara elektronik dengan persentase 85,40%. Meskipun demikian, secara kualitatif terdapat kekurangan dari pelayanan secara elektronik. Penelitian ini memberikan beberapa saran atau rekomendasi agar pelayanan melalui aplikasi JAKI berjalan dengan baik, yaitu komunikasi dua arah perlu ditingkatkan, pelayanan dari setiap fitur perlu diperbaiki agar efektif, dan perlu membuat landasan hukum agar data pribadi pengguna aman.

The era of globalization encourages the Indonesian government, especially DKI Jakarta, to provide effective and efficient services by utilizing technology. Electronic services are useful to facilitate the needs of the residents of DKI Jakarta. To demonstrate this, DKI Jakarta through Jakarta Smart City created a product innovation in the form of the Jakarta Kini (JAKI) application. However, in its implementation there are still many complaints from the residents regarding services provided electronically (e-government) so as to cause public distrust. Related to this, the purpose of this study is to analyze the level of trust in e-government services in the form of the use of the JAKI application in DKI Jakarta. This research approach uses quantitative with mixed method data collection techniques. Quantitative data collection techniques are carried out through surveys. Meanwhile, qualitative data collection techniques through in-depth interviews with 5 speakers. Researchers use the theory of trust in e-government to measure the level of trust in the use of technology. The findings of this study show that respondents have high confidence in electronic services with a percentage of 85.40%. However, qualitatively there are disadvantages of electronic services. This research provides several suggestions or recommendations so that services through the JAKI application run well, namely two-way communication needs to be improved, the services of each feature need to be improved to be effective, and it is necessary to create a legal basis so that user personal data is safe."

"Berbagai kasus keimigrasian menunjukkan bahwa untuk meminimalisir timbulnya permasalahan, ketentuan hukum yang diatur tetap memerlukan pelayanan yang efektif, oleh karena itu peningkatan pelayanan paspor di bidang keimigrasian juga mengharuskan warga negara Indonesia untuk menyelenggarakannya. Melalui aplikasi M-Passport Indonesia saat ini telah menerapkan sistem administrasi dan antrian online sesuai dengan sistem Pelayanan Terpadu Satu Pintu. Hal ini memungkinkan penyelesaian prosedur pelayanan paspor dalam tiga hari dan hanya membutuhkan dua kali perjalanan ke kantor imigrasi.Studi ini bertujuan untuk mengevaluasi apakah pelaksanaan M- Passport pada Kantor Imigrasi Jakarta Timur telah sesuai dengan Undang- Undang yang berlaku yaitu UU No. 25 Tahun 2009 atau tidak. Metode penelitian yang diterapkan adalah doktrinal dengan melalui teori teori yang ada serta pengumpulan data melalui wawancara. Penelitian ini mengadopsi teori yang diprakarsai oleh Harvard JFK School of Government Temuan dari penelitian ini menunjukkan bahwa secara keseluruhan, pelayanan e-Government dalam pembuatan paspor di Kantor Imigrasi Kelas I Jakarta Timur telah cukup efektif. Meskipun demikian, terdapat sejumlah hambatan yang perlu diperhatikan. dapat diatasi oleh pemerintah dengan memperluas kapasitas sistem secara teknis untuk menampung lebih banyak permohonan secara berkala. Hal ini memungkinkan implementasi sistem penjadwalan antrian yang lebih efisien dan transparan, sehingga pengguna mendapatkan waktu yang tepat untuk pengajuan paspornya.

Through the Online Passport application, Indonesia has now implemented an online administration and queue system in accordance with the One Stop Integrated Service system. This makes it possible to complete the passport service procedure in just three days and only requires two trips to the immigration office. This study aims to evaluate and explain whether the implementation of the M-Passport at the East Jakarta Class I Immigration Office is in accordance with applicable laws, namely the Law No. 25 of 2009 or not. The research method applied is doctrinal using existing theories and data collection through interviews. This research adopts the theory initiated by Harvard JFK School of Government by Indrajit. The findings from this research show that overall, e-Government services in making passports at the East Jakarta Class I Immigration Office have been quite effective. However, there are still a number of obstacles that need to be considered. The government can overcome this by expanding the system's technical capacity to accommodate more requests on a regular basis. This allows the implementation of a more efficient and transparent queue scheduling system, ensuring users get the right time to apply for their passport."

"Penelitian ini membahas tentang tingkat kepuasan pengguna terhadap layanan Onesearch Indonesia. Program Indonesia Onesearch merupakan salah satu program yang dikelola oleh Perpustakaan Nasional Republik Indonesia. Program Indonesia Onesearch bertujuan untuk menjadi wadah bagi semua koleksi literatur di setiap perpustakaan di seluruh Indonesia. Portal ini memberikan akses bagi pengguna untuk mencari dan mengakses koleksi digital elektronik di seluruh perpustakaan Indonesia melalui satu pintu. Pembahasan penelitian ini menggunakan teori kualitas layanan e-government oleh Papadomichelaki dan Mentzas terdiri dari empat dimensi utama kualitas layanan e-government yang meliputi efisiensi, kepercayaan, keandalan dan dukungan warga. Pendekatan penelitian ini menggunakan pendekatan kuantitatif dengan teknik pengumpulan data berupa survey dan wawancara mendalam dengan pengguna jasa dan juga pengelola Indonesia Onesearch. Hasil penelitian menunjukkan bahwa terdapat kesenjangan antara kualitas layanan yang diberikan dengan apa yang diharapkan oleh pengguna. Kesenjangan ini menunjukkan bahwa harapan pengguna terhadap keempat dimensi tersebut lebih tinggi dari kenyataan yang diterima di lapangan. Semakin kecil nilai gap maka dapat dikatakan pelayanan semakin baik. Nilai gap rata-rata terendah terdapat pada dimensi kepercayaan yaitu -1,33, sehingga dimensi kepercayaan ini merupakan dimensi yang paling baik. Sedangkan nilai gap rata-rata tertinggi terdapat pada dimensi Efficiency yaitu -1,92, maka pada dimensi Efficiency dapat dikatakan kurang baik dan perlu ditingkatkan. Tingkat kesesuaian hasil analisis antara harapan pengguna dengan kenyataan secara keseluruhan adalah 56,85%. Berdasarkan penilaian tersebut dapat dikatakan bahwa kepuasan responden terhadap layanan Onesearch Indonesia secara keseluruhan cukup puas. Hasil penelitian menyarankan bahwa layanan Indonesia Onesearch perlu ditingkatkan dari segi efisiensi, keandalan dan dukungan warga agar dapat memberikan layanan yang maksimal kepada pengguna.

This study discusses the level of user satisfaction with Onesearch Indonesia services. The Indonesia Onesearch program is one of the programs managed by the National Library of the Republic of Indonesia. The Indonesia Onesearch program aims to be a forum for all literature collections in every library throughout Indonesia. This portal provides access for users to search and access electronic digital collections in all Indonesian libraries through one door. The discussion of this research using the theory of e-government service quality by Papadomichelaki and Mentzas consists of four main dimensions of e-government service quality which include efficiency, trust, reliability and citizen support. This research approach uses a quantitative approach with data collection techniques in the form of surveys and in-depth interviews with service users and also the managers of Indonesia Onesearch. The results of the study indicate that there is a gap between the quality of services provided and what is expected by users. This gap indicates that the user's expectations of the four dimensions are higher than the reality received in the field. The smaller the value of the gap, it can be said that the service is getting better. The lowest average gap value is found in the confidence dimension, which is -1.33, so this confidence dimension is the best dimension. While the highest average gap value is found in the Efficiency dimension, which is -1.92, then the Efficiency dimension can be said to be not good and needs to be improved. The level of suitability of the results of the analysis between user expectations and reality as a whole is 56.85%. Based on this assessment, it can be said that the overall satisfaction of respondents with Onesearch Indonesia's services is quite satisfied. The results of the study suggest that Indonesia Onesearch services need to be improved in terms of efficiency, reliability and citizen support in order to provide maximum service to users."

"E-government merupakan upaya pengembangan penyelenggaraan pemerintahan berbasis elektronik dalam rangka meningkatkan kualitas pelayanan pemerintahan secara terpadu, efektif, dan efisien baik kepada masyarakat, pengusaha, maupun kepada sesama instansi pemerintah. Government to employee (G2E) adalah model e-government untuk manajemen personalia. Salah satu contoh terkait penerapan model e-government government-to-employee adalah Sistem Informasi Manajemen Pegawai Kementerian Pariwisata (SIMPEG). SIMPEG Kemenpar berfungsi mengelola kepegawaian terkait peningkatan kinerja dan kesejahteraan pegawai berbasis Teknologi Informasi dan Komunikasi (TIK). Di dalam SIMPEG Kementerian Pariwisata terdapat sistem terintegrasi yang berfungsi untuk pelayanan pegawai, penyimpanan data pribadi pegawai, sistem pengelolaan gaji dan kesejahteraan pegawai, serta fasilitas promosi pegawai. Terdapat kondisi kegagalan implementasi e-government berupa SIMPEG yang terjadi tidak hanya dari sisi teknis terkait kualitas dan kapasitas sistem, tetapi juga dari sisi non teknis terkait rendahnya tingkat penerimaan pengguna. . Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi penerimaan pengguna SIMPEG Kementerian Pariwisata. Penelitian ini menggunakan kombinasi teori keberhasilan sistem informasi DeLone & McLean dan Technology Acceptance Model (TAM). Pendekatan penelitian ini adalah positivis. Teknik pengumpulan data yang digunakan adalah wawancara mendalam dan angket dengan teknik analisis data adalah mix method. Analisis kuantitatif menggunakan Structural Equation Modeling (SEM) dan analisis kualitatif menggunakan Discourse Network Analysis (DNA) dan Visone dalam memetakan pendapat informan. Hasil penelitian dari 8 hipotesis terdapat 3 hipotesis diterima dan 5 hipotesis ditolak. Hipotesis yang diterima adalah bahwa Information Quality (IQ) signifikan terhadap Perceived Ease of Use (PEOU), Perceived Usefulness (PU) signifikan terhadap User Satisfaction (US), System Quality (SQ) signifikan terhadap Perceived Usefulness (PU).

E-government is an effort to develop electronic-based government administration in order to improve the quality of government services in an integrated, effective, and efficient manner both to the community, entrepreneurs, and to fellow government agencies. Government to employee (G2E) is an e-government model for personnel management. One example related to the implementation of the government-to-employee e-government model is the Ministry of Tourism's Employee Management Information System (SIMPEG). SIMPEG Kemenpar functions to manage staffing related to improving the performance and welfare of employees based on Information and Communication Technology (ICT). Within the SIMPEG of the Ministry of Tourism, there is an integrated system that functions for employee services, storing employee personal data, managing salaries and employee welfare systems, as well as employee promotion facilities. There are conditions of failure to implement e-government in the form of SIMPEG that occur not only from the technical side related to the quality and capacity of the system, but also from the non-technical side related to the low level of user acceptance. . This study aims to analyze the factors that influence SIMPEG user acceptance of the Ministry of Tourism. This study uses a combination of DeLone & McLean's information system success theory and the Technology Acceptance Model (TAM). This research approach is positivist. Data collection techniques used are in-depth interviews and questionnaires with data analysis technique is the mix method. Quantitative analysis using Structural Equation Modeling (SEM) and qualitative analysis using Discourse Network Analysis (DNA) and Visone in mapping the opinions of informants. The results of the study of 8 hypotheses there are 3 accepted hypotheses and 5 rejected hypotheses. The accepted hypothesis is that Information Quality (IQ) is significant to Perceived Ease of Use (PEOU), Perceived Usefulness (PU) is significant to User Satisfaction (US), System Quality (SQ) is significant to Perceived Usefulness (PU)."
