"Providing environmentally friendly, cheap, and safe energy for citizens by considering the national energy use mix by considering the state's financial ability to provide subsidies is a policy that must be carried out by the Government. Starting in 2009, the Government continued to take initiatives to address this issue by continuing the existing policy of building a City Gas Network. This policy is included in one of the National Strategic Projects through Presidential Regulation No. 18 of 2020 where it is also stated in the Medium-Term Development Plan (RJPMN) which targets the construction of 4.7 million household connections by the end of 2024, but in fact until 2022 only around 871,000 connections have been realised. This research analyses the evaluation of the City Gas/Jargas Development policy through CIPP (Context, Input, Process & Product) method. This research uses a postpositivism approach with qualitative data collection techniques through descriptive qualitative analysis. From the research results, it was found that there are still things that need to be improved to ensure that this policy can better achieve the expected targets, both in terms of planning in evaluating the context dimension and in the policy implementation stage which involves many parties in it related to the process dimension. In the input dimension, the process of reallocating funding, revising several government regulations as well as reviewing the commercial governance of energy supply for the community needs to be carried out to ensure the acceleration of Jargas development. From the product dimension, several initiatives are also needed to attract the interest of the community and investors to switch from the use of LPG to City Gas Network.

"Pembangunan Jaringan Distribusi Gas Bumi untuk Rumah Tangga (JGRT) adalah salah satu program Pemerintah untuk memperbanyak penggunaan gas bumi. Program JGRT dilaksanakan di 24 kota di seluruh Indonesia dengan sasaran sebanyak 80.000 rumah tangga. Salah satu kota yang terpilih adalah Kota Depok. Pembangunan JGRT Kota Depok diberikan terhadap 4000 rumah tangga di Kelurahan Beji dan Beji Timur pada tahun 2010. Namun hingga saat ini belum pernah dilakukan evaluasi terhadap pelaksanaan program tersebut.
Penelitian ini mencoba mengevaluasi pencapaian outcomes program pembangunan JGRT di Kota Depok. Penelitian dilakukan dengan pendekatan survei dengan jumlah responden 150 rumah tangga yang dipilih dengan metode proportional random sampling. Analisis dilakukan dengan cara deskriptif kuantitatif.
Berdasarkan analisis diperoleh kesimpulan bahwa jumlah penerima program yang beralih menggunakan gas bumi dari LPG tabung sebesar 93,45%. Konsumsi gas bumi dari penerima program dapat menggantikan 11.439 tabung LPG 3kg dan 1.120 LPG 12kg per bulan. Jumlah tersebut hanya 0,85% dari total rumah tangga dan total konsumsi LPG 3kg dan 12kg per bulan di Kota Depok. Penghematan subsidi yang telah didapatkan Pemerintah sejak bulan Juni tahun 2011 sampai dengan Desember tahun 2013 sebesar 8,2 miliar rupiah.
Analisis persepsi responden terhadap penggunaan gas bumi disimpulkan bahwa gas bumi terbukti lebih murah, lebih aman, dan lebih praktis dibandingkan LPG 3kg dan 12kg. Hambatan program JGRT Kota Depok adalah belum adanya pengembangan JGRT ke wilayah lain di Kota Depok.

The Development of Natural Gas Distribution Network for Household (JGRT) is one of the Government of Indonesia's programs to increase the use of natural gas. JGRT program is implemented in 24 cities across Indonesia with a target of 80,000 households, including Depok as one of the pilot. The JGRT Depok development was applied to 4000 households in Beji and East Beji Village in 2010. However, an evaluation of the implementation of the program has never been conducted until today.
This study is focused on evaluating the achievement of the program outcomes of the JGRT in Depok. The study was conducted by using the survey approach with 150 households selected as respondents. The respondents selection process was done by using proportional random sampling method, while the analysis was conducted by using descriptive quantitative method.
Based on the above analysis, it is concluded that the number of beneficiaries who previously use the LPG tubes and switch to use the natural gas is 93.45% of all surveyed beneficiaries. The amount of gas consumption can substitute 11,439 tubes of LPG 3kg and 1,120 tubes of LPG 12kg per month. This figure represents 0.85% of the total households in Depok and total monthly of 3kg and 12kg LPG consumption in Depok. Government subsidies which have been saved since June of 2011 until December of 2013 amounted to 8.2 billion Rupiah.
Based on the analysis of respondent's perceptions of the use of natural gas, it is concluded that the natural gas is proven to be cheaper, safer and more practical compared to LPG 3kg and 12kg. The barriers of the JGRT program in Depok is the lack of development JGRT to other areas in Depok.

"Sentul City merupakan kawasan hunian dan komersial yang cukup ramai di Kabupaten Bogor, Jawa Barat. Jumlah penduduk dan rumah tangga pada kawasan ini terus meningkat setiap tahunnya sehingga kebutuhan energinya pun terus bertambah. Penggunaan gas alam, dalam hal ini gas kota, dapat menjadi alternatif energi yang memiliki banyak kelebihan apabila dibandingkan dengan LPG. Dibandingkan dengan LPG, gas kota lebih murah, ketersediaannya melimpah, dan ramah lingkungan. Untuk memenuhi kebutuhan gas sejumlah 4.299.840 m3/tahun di kawasan ini, dibutuhkan pembangunan jaringan pipa distribusi sepanjang 36.196 m dengan kombinasi Pipa MDPE 80 SDR 11 Ø 125mm digunakan sebagai pipa utama serta Pipa MDPE 80 SDR 11 Ø 90mm dan pipa MDPE 80 SDR 11 Ø 63mm digunakan untuk pipa pada cluster perumahan dan area komersial menuju muka bangunan pelanggan. Harga jual gas yang layak untuk proyek ini adalah Rp4.950 untuk pelanggan rumah tangga dan Rp6.000 untuk pelanggan komersial. Dengan begitu, proyek dikatakan layak karena memperoleh nilai NPV sebesar Rp3.962.490.849, IRR sebesar 12,85%, dan PBP selama 7,43 tahun.

Sentul City is a densely residential and commercial area in Bogor Regency, West Java. The number of residents and households in this area continues to increase every year, increasing the area's energy demand. Natural gas, in this case city gas, can be used as an alternative energy source which has many advantages. Compared to LPG, city gas is cheaper, abundantly available, and environmentally friendly. To meet the gas demand of 4,299,840 m3/year in this area, it required to build a distribution pipeline network of 36,196 m long with a combination of MDPE Pipe 80 SDR 11 Ø 125mm used as the main pipe also MDPE Pipe 80 SDR 11 Ø 90mm and MDPE Pipe 80 SDR 11 Ø 63mm are used for pipes in residential clusters and commercial areas to the customer's building facade. The proper selling price of gas for this project is Rp4,950 for household customers and Rp6,000 for commercial customers. That way, the project is said to be feasible because it has an NPV value of Rp. 3,962,490,849, an IRR of 12.85%, and a PBP of 7.43 years.

"Sejak ditetapkannya putusan MK yang membatalkan beberapa pasal di UU Migas No. 22 Tahun 2001, struktur pengaturan kebijakan migas terlihat ambigu dan menyebabkan stabilitas ekonomi nasional terganggu. Keberpihakkan pemerintah masih relatif lemah dalam upaya peningkatan kemampuan nasional di bidang Migas. Bagaimana pemenuhan kebutuhan publik di Indonesia dapat berlangsung efektif dan pengadaan cadangan Migas di Indonesia. Kebijakan yang ada perlu dievaluasi kembali dan diadaptasikan, apakah sudah cocok dengan keadaan Indonesia sekarang ini. Fokus dari penelitian ini adalah menggangkat permasalahan Migas di dalam UU No. 22 Tahun 2001 dari sektor industri Migas yang berkaitan dengan struktur kelembagaan Migas dan bagaimana bentuk pengembangan Industri Migas kedepannya dapat lebih baik dan berkesinambungan.Penelitian ini menggunakan metode kualitatif. Hasil dari penelitian menunjukkan diperlukannya perbaikkan dari kebijakan Migas Indonesia berangkat perbaikkan dari yudicial review hingga pemberdayaan Migas, baik secara kontrol pengelolaan cadangan migas sehingga Indonesia kedepannya dapat melakukan kegiatan ekplorasi secara efisiensi dan efektif dan sesuai dengan ideologi UUD 1945, perbaikkan atas kelembagaan di Industri Migas dengan keberpihakkan pemerintah yang jauh lebih besar dalam kegiatan hulu migas. Kelembagaan dalam pengembangan industri Migas dikatakan dalam kepemilikan sumber daya Migas tetap menjadi milik negara dan industri hulu Migas dapat menyaring para pelaku bisnis dalam melakukan pengolahan migas. Maka diperlukan peran negara melalu kebijakan untuk mengatur sehingga tercipta keseimbangan antara tujuan komersial, sustainabilitas, ketahanan energi, kontribusi makro dalam perekonomian nasional, Lalu diperlukannya suatu kebijakan yang mengembangankan daya saing industri migas nasional dengan menggunakan suatu metode ndash; metode pengelolaan dan penerapan kegiatan dan struktur industri migas yang efektif dan efisien. Since the adoption of the Constitutional Court 39 s decision to cancel several articles in the Oil and Gas Law No. 22 In 2001, the structure of the oil and gas policy setting looks ambiguous and lead to national economic stability interrupted. government part is still relatively weak in improving national capabilities in the field of oil and gas. How to meet the needs of the public in Indonesia can be both effective and procurement of oil and gas reserves in Indonesia. Existing policies need to be re evaluated and adapted, if it matches the current state of Indonesia. The focus of this research is about problems in the Oil and Gas Law No. 22 of 2001 on Oil and Gas industry sectors associated with the institutional structure of oil and gas and how to shape the future development of oil and gas industry can be better and more sustainable.This study uses a qualitative method. Results from the study indicate the need for any improvement of oil and gas policies Indonesia departing the revision of judicial review to the empowerment of oil and gas, both management control oil and gas reserves that Indonesia in the future be able to carry out exploration activities in the efficiency and effectively and in accordance with the ideology of the 1945 Constitution, any improvement on institutional in Oil and Gas Industry with government part which far greater in the upstream oil and gas activities. Institutional development of oil and gas industry is said to be in the ownership of oil and gas resources remain the property of the state and the upstream oil and gas industry can filter businesses in conducting oil and gas processing. Dalam Rencana Induk Jaringan Transmisi dan Distribusi Gas Bumi Nasional,
telah ada rencana pembangunan jaringan gas kota oleh pemerintah di beberapa
wilayah yang dekat dengan sumber dan infrastruktur gas bumi yang telah ada,
salah satunya adalah untuk rumah susun di DKI Jakarta.
Rumah Susun Benhil (Bendungan Hilir) 2 di Jakarta Pusat, memiliki 614 unit
hunian, merupakan rumah susun yang belum ada jaringan distribusi gas bumi, dan
dekat dengan pipa distribusi gas bumi yang telah ada.
Tahapan yang dilakukan adalah dengan optimasi jaringan pipa untuk distribusi
gas sehingga didapat nilai investasi terkecil, kemudian menganalisa kelayakan
keekonomian proyek.
Layak secara ekonomi dibangun oleh swasta dengan konsumsi gas bumi rata-rata
tiap hunian sebesar 28 m3/bulan. Dengan analisis Benefit Cost Ratio dengan
konsumsi 19 m3/bulan menghasilkan nilai BCR >1 atau layak dibangun oleh
pemerintah.
ABSTRACT
In Master Plan of National Natural Gas Transmission and Distribution, has gas
network development plans by the government in some areas close to the source
and the existing natural gas infrastructure, one of which is for flats in DKI
Jakarta.
Benhil 2 Flats located in Central Jakarta, has 614 residential units, an apartment
where no natural gas distribution network, and close to the existing natural gas
distribution pipelines.
Steps being taken is the optimization of pipelines for gas distribution in order to
get the smallest investment value, and then analyze the economic feasibility of the
project.
Economically feasible built by the private sector natural gas consumption by an
average occupancy rate of 28 m3/month. With the Benefit Cost Ratio analysis of
19 m3/month consumption produces BCR values> 1 or feasible built by the
government."

"Tesis ini bertujuan untuk mengetahui keekonomian jalur pipa distribusi gas bumi dari titik suplai ke konsumen di wilayah Papua Barat serta untuk menentukan besarnya tarif distribusi pada suatu jaringan pipa. Tahapan penelitian meliputi studi literatur, pengumpulan data, analisis supply and demand, menentukan skenario, analisis keekonomian, analisis sensitivitas, dan penarikan kesimpulan dan saran. Skenario yang diusulkan ada tiga. Pertama, skenario pembiayaan Pemerintah. Kedua skenario Pembiayaan Badan Usaha 100% Equity dan yang terakhir skenario pembiayaan melalui Badan Usaha 30% equity. Analisis Keekonomian Jaringan Pipa Distribusi Gas Bumi di Papua Barat dengan skenario pertama menunjukkan bahwa proyek ini akan ekonomis dengan harga Rp.3.887/m3. Skenario kedua akan ekonomis dengan harga Rp. 4.655,32/m3. Skenario ketiga akan ekonomis dengan harga minimal Rp.5.768,65/m3. Faktor yang berpengaruh terhadap terjadinya perubahan adalah eskalasi biaya operasi dan penurunan kebutuhan konsumen.

This Tesis aims to analyze the economics of natural gas distribution pipeline from point of supply to consumers in the Sorong area and to determine the amount of the distribution tariff on a pipeline. Stages of the present study, in general includes the study of literature, data collection, analysis of supply and demand, determine the scenario, economic analysis, sensitivity analysis, and drawing conclusions and suggestions. There are three proposed scenarios. First, government financing scenario, the second scenario 100% Financing Entity Equity and the latter scenario enterprises financing through 30% equity. Economical Analysis of Natural Gas Distribution Pipeline in West Papua with the first scenario shows that the project will be economically priced Rp.3.887/m3. The second scenario would be economical at a price of Rp. 4655.32 / m3. The third scenario would be economical with minimal price Rp.5.768, 65/m3. Factor that influence the occurrence of change is escalating operating costs and decreased consumer demand."

"ABSTRAK
Gas alam adalah salah satu energi utama yang banyak digunakan di Indonesia. Pemanfaatan gas alam di berbagai aspek masyarakat telah mendorong gas alam untuk mendorong pertumbuhan ekonomi nasional. Pemanfaatan ini juga didorong oleh dukungan pemerintah untuk pengembangan infrastruktur gas alam dan tata kelola kebijakan energi. Untuk mendukung pengaturan pasokan dan pemanfaatan gas alam, diperlukan perencanaan alokasi gas alam jangka panjang. Langkah awal dalam merencanakan alokasi adalah untuk memperkirakan tingkat konsumsi gas alam di Indonesia. Penelitian ini memberikan gambaran tentang perkiraan konsumsi gas dengan dua metode yaitu menggunakan jaringan saraf tiruan dan regresi linear berganda. Berdasarkan hasil penelitian, diperoleh hasil nilai error menggunakan mean square error MSE adalah 0,0154 untuk regresi linear berganda dan 0,0117 untuk metode jaringan saraf tiruan sehingga dapat disimpulkan bahwa metode jaringan saraf tiruan lebih baik dalam memprediksi nilai konsumsi gas bumi. Serta dari hasil peramalan dengan kedua metode, terlihat adanya peningkatan permintaan gas alam untuk kebutuhan domestik Indonesia.

ABSTRACT
Natural gas is one of the main energy that is widely used in Indonesia. Utilization of natural gas in various aspects of society has encouraged natural gas to boost national economic growth. This utilization is also driven by government support for the development of natural gas infrastructure and energy policy governance. To support the regulation of supply and utilization of natural gas, long term natural gas allocation planning is required. The first step in plotting allocations is to estimate the level of natural gas consumption in Indonesia. This study will provide an overview of the estimated gas consumption by two methods, namely using Artificial Neural Network and Multiple Linear Regression. Based on the result of research, error value using mean square error MSE is 0.0154 for multiple linear regression method and 0,0117 for artificial neural network method so it can be concluded that artificial neural network method is better in predicting the value of natural gas consumption. As well as from the results of forecasting with both methods, there is an increase in demand for natural gas for domestic needs of Indonesia"

Kelapa Gading adalah salah satu daerah padat penduduk di DKI Jakarta dengan kepadatan penduduk 16,122 orang/km2 yang cenderung meningkat setiap tahun. Dengan bertambahnya jumlah penduduk, kebutuhan energi cenderung meningkat untuk memenuhi kebutuhan rumah tangga dan komersial, seperti restoran. Salah satu energi alternatif yang dapat digunakan untuk kebutuhan sehari-hari selain LPG adalah gas alam. Dibandingkan dengan LPG, gas alam lebih murah, ketersediaannya melimpah, dan ramah lingkungan. Gas yang dibutuhkan untuk area ini adalah 4,326,856 m3/tahun dengan rute sepanjang 41,122.25 m menggunakan kombinasi pipa MDPE SDR 11 dan pipa API 5L Grade B. Biaya kapital yang dibutuhkan adalah sebesar Rp70,511,737,825.17 dengan biaya operasional Rp4,141,071,275/tahun dengan umur proyek selama 20 tahun. Berdasarkan analisis ekonomi, proyek ini layak dijalankan dengan harga jual gas rumah tangga Rp7,200/m3 dan harga jual gas komersial Rp8,400/m3, dimana didapatkan NPV sebesar Rp5,303,138,979, IRR 12,29% dan PBP pada tahun ke-7.

Kelapa Gading is one of the densely populated areas in DKI Jakarta with population density of 16,122 people/km2 that tends to increase every year. With increasing of population, the energy needs are likely to increase to meet household and commercial needs, such as restaurants. One of the alternative energies that can be used for daily needs is besides LPG is natural gas. Compared to LPG, natural gas is cheaper, has abundant availability, and is environmentally friendly. The gas needed for the area is 4,326,856 m3/year with a route of 41,122.25 m using a combination of MDPE SDR 11 pipe and API 5L Grade B pipe. The capital expenditure is calculated to be Rp70,511,737,825 with operational costs of Rp4,141,071,275/year and project lifetime of 20 years. Based on the economic analysis, this project is feasible with households’ gas selling price of Rp7,200/m3 and commercials’ gas selling price of Rp8,400/m3, where the calculated NPV is Rp5,303,138,979 with 12,29% of IRR and payback period time of 7 years."

"Kegiatan minyak dan gas bumi telah menimbulkan dampak terhadap lingkungan, satu diantaranya adalah kontribusi terhadap perubahan iklim melalui pembakaran sisa gas bumi yang dilakukan di flare stack dan menimbulkan gas rumah kaca (GRK) yang dianggap penyumbang terbesar pemanasan global. Data Ditjen Migas menunjukkan bahwa total gas bumi Indonesia yang dibakar di flare stack pada tahun 2009 adalah sebesar 364 MMSCFD (Million Million Standard Cubic Feet per Day).
Indonesia telah berkomitmen untuk mengurangi emisi GRK sebesar 26% pada tahun 2025, dengan 6% diantaranya merupakan kontribusi dari sektor energi. Pemanfaatan gas suar bakar (flare gas) dari Lapangan Migas Pertamina EP Field Tambun yang memiliki gas suar sebesar ±11,22 MMSCFD, menjadi sumber energi bagi jaringan gas rumah tangga masyarakat Desa Buni Bakti, diharapkan mampu berkontribusi terhadap penurunan emisi GRK.
Dikarenakan volume gas suar yang relatif kecil dari tiap-tiap sumur, komposisi gas yang memiliki unsur impurities, lokasi yang menyebar serta jauh dari infrastruktur pipa transmisi atau distribusi, menyebabkan tingginya biaya pemrosesan gas tersebut, sehingga tidak ekonomis untuk dimanfaatkan oleh investor. Diperlukan kebijakan pemerintah untuk memanfaatkan gas suar bagi keperluan jaringan gas rumah tangga.
Analisis aspek teknis dan ekonomis pembangunan infrastruktur jaringan gas bumi untuk rumah tangga akan dilakukan dalam studi ini, sebagai masukan bagi pemerintah untuk mengeluarkan kebijakan pemanfaatan gas suar bagi keperluan jaringan gas rumah tangga, serta sebagai satu cara memenuhi komitmen Negara Indonesia untuk menurunkan emisi GRK sebesar 26 % hingga tahun 2025.

Oil and gas activities have an impact on the environment, one of which is contributing to climate change through the burning of residual gas in the flare stack and do cause greenhouse gas (GHG) that are considered the biggest contributor to global warming. Directorate General of Oil and Gas data show that Indonesia's total natural gas burned in the flare stack in the year 2009 amounted to 364 MMSCFD (Million Million Standard Cubic Feet per Day). Indonesia has committed to reduce GHG emissions by 26% in 2025, with 6% of which is contributed from the energy sector.
Utilization of fuel gas flare (flare gas) from Gas Field Pertamina EP Field Tambun who have gas flare at ± 11,22 MMSCFD untapped, a source of energy for domestic gas network Buni Bakti village society, is expected to contribute to the reduction of GHG emissions. Due to the volume of a relatively small flare gas from each well, the composition of gas that has an element impurities, which spread and distant location of transmission or distribution pipeline infrastructure, resulting in high costs of processing the gas, so it is not economical to be used by investors.
Government policy is needed to take advantage of flare gas for household purposes gas network. Analysis of technical and economical aspects of networking infrastructure for domestic gas will be done in this study, as an input for the government to issue a flare gas utilization policy for the purposes of domestic gas network, as well as a way to meet the State of Indonesia's commitment to reduce GHG emissions by 26 % until 2025."

Pada tesis ini membahas tentang antisipasi terhadap perubahan kepemimpinan nasional pasca pemilihan presiden tahun 2014 yang mana nantinya pemerintahan yang baru akan mempunyai kewenangan dalam membuat kebijakan pada bisnis hulu migas di Indonesia. Bagi perusahaan-perusahaan yang bergerak di bidang migas, tentu mempunyai pengharapan agar kebijakan yang dihasilkan dapat memberikan iklim investasi yang kondusif, sehingga perlu dikaji lebih mendalam tentang kebijakan model apa yang akan dihasilkan dan diberlakukan? Utamanya kebijakan di bidang Migas, serta dampaknya bagi eksistensi perusahaan-perusahan migas tersebut. Sebagai entitas bisnis, sudah menjadi bagian yang tak terpisahkan bahwa perusahaan migas internasional dan perusahaan migas nasional dalam menjalankan bisnisnya didukung oleh kegiatan intelijen bisnis (business intelligence) yang mencakup pengumpulan informasi penting mengenai situasi lingkungan tempat entitas tersebut beroperasi, guna mengantisipasi keadaan atau situasi tersebut yang mencakup ketidakpastian (uncertainties) dan kompleksitas (complexity) atas permasalahan ideologi, politik, sosial, ekonomi dan budaya setempat. Melalui konsep analysis TAIDA, informasi yang terkumpul akan diproses menjadi bahan pengambilan keputusan guna mendukung perencanaan stratejik ke depan sebagai bagian dari usaha untuk pengembangan usaha (business development) pada perubahan dinamika kepemimpinan nasional.

ABSTRACT
This thesis discusses about an anticipating to the national leadership changes post the presidential election in 2014. The new administration will have the authority to issue a policy on oil and gas business in Indonesia. The companies which engaged in oil and gas business have certainly expectation that the government policy on oil and gas industry can provide a conducive investment climate, so it needs to be studied more in depth about what policy models to be generated and enforced. The main policy on oil and gas industry as well as the implications of the existence of oil and gas companies in Indonesia. The multinational oil and gas company or the IOGC (International Oil Company) and the national oil company (NOGC) in running their business activities are supported by business intelligence, which its main activity is collecting the important information about the situation surrounding operations area in order to anticipate the uncertainties and complexity of the issues related to ideology, political, social, economic and local culture. This thesis utilizes the TAIDA analysis concept which all collected information will be processed in order to support decision making strategic for further plan as part of the efforts in business development to anticipate the dynamics of change of the national leadership.
