"Almost three decades after the pioneering work of Esmara (1975), technology has not yet received enough attention as a determinant of regional disparities in Indonesia. This paper views technological transfer as the main driver of convergence in regional income. As suggested by the old and new growth theory, we found that technology plays a significant role in explaining cross-province differences in growth rates. We also found that government policies have a significant influence in promoting technological diffusion among the regions, and hence on rapid and sustainable regional economic growth."

Although economic growth frameworks have mostly been applied to analyse cross-country growth and convergence, some regional country studies have been done. "Konvergensi teknologi digital dan konvergensi perusahaan menuntut perusahaan untuk melakukan diferensiasi layanan dan produk agar bisa bertahan hidup dan memaksimalkan keuntungan sehingga muncullah konvergensi layanan. Dalam konvergensi layanan, penyedia layanan melebarkan sayap ke area yang lebih luas lagi dalam mencari cara untuk memenuhi permintaan konsumennya. Fokus para perusahaan telekomunikasi yang bekerja sama dengan penyedia layanan bukan lagi hanya pada suara, melainkan juga pada video, siaran televisi kabel, hingga konten-konten lainnya, seperti aplikasi. Berdasarkan laporan dari Organisation for Economic Co-Operation and Development (OECD) dan Information Communications Technology Knowledge Transfer Network (ICT KTN), diturunkan beberapa rumusan hal-hal yang perlu dicapai oleh suatu negara atau perusahaan untuk mewujudkan konvergensi layanan. Dengan menggunakan contoh Speedy sebagai penyedia layanan Internet terbesar di Indonesia, tulisan ini berusaha melihat sejauh mana Indonesia mewujudkan konvergensi layanan, merujuk pada kedua laporan tersebut. Hasil pengamatan menunjukkan bahwa Indonesia memang belum berhasil mewujudkan konvergensi layanan secara utuh karena kondisi infrastrukturnya yang belum siap, namun sebenarnya sudah memiliki tanda-tanda ke arah konsep tersebut.

To survive the industry, digital technology and company convergence require companies to do some change by establishing products and services differentiation. Therefore, another convergence that is called service convergence emerges. In service convergence, service providers expand their area of service to meet their customers’ requirements. Telecommunication companies, together with service providers, have shifted their focus from only focusing on sound to a more broad area, such as video, cable television broadcasting, and other contents, such as applications. According to Organisation for Economic Co-Operation and Development (OECD) and Information Communications Technology Knowledge Transfer Network (ICT KTN), there are important things that is required to be done for a country or company to reach out service convergence. Using Speedy as the biggest Internet service provider in Indonesia, this paper manages to see to what extent Indonesia has reached service convergence. The result shows that due to the infrastructure, Indonesia has not been succeeded to reach out the whole means of service convergence. However, Indonesia basicly has already had the indication to reach what a country needs to reach service convergence."

"Perkembangan konvergensi media merupakan perkembangan yang didasari oleh perkembangan teknologi dalam menyokong komunikasi. Oleh itu pembicaraan masa depan konvergensi media sendiri tidak terlepas dari perkembangan teknologi yang ada untuk menyokong proses komunikasi yang lebih baik dan efisien. Selain itu pengaruh dari perubahan bentuk penyampaian pesan (dari print menjadi siaran dan kini internet) juga akan berdampak kepada bentuk organisasi yang ada. Dampak organisasi ini tentunya juga menjadi satu bagian tersendiri yang tidak terlepas dari perbincangan masa depan konvergensi media, terutama dalam manajemen media massa dan struktur dari news room. Konvergensi media terjadi di Amerika Serikat sudah sejak lama sebelum Indonesia memulainya. Namun bukan berarti konvergensi yang terjadi di Indonesia sama persis seperti di Amerikat Serikat. Perbedaaan ini tidak hanya dalam bentuk penyampaian pesan, tetapi juga dalam industri media yang menjalankannya. Di Amerika, perusahaan media akan membentuk divisi baru untuk menangani bentuk media yang baru. Hal tersebut berbeda dengan di Indonesia, untuk menangani bentuk media yang baru perusahaan media bukan membuat divisi baru melainkan membuat atau membeli perusahaan lain. Oleh karenanya media-media ini tidak terintegrasi sehingga dapat mengorbankan kualitas pesan yang diberikan oleh media tersebut. Untuk itu dibutuhkan peran pemerintah agar perusahaan media dapat memaksimalkan konvergensi media.

The development of media convergence is governed by technology development in support of communication. Thus the talk of the future of media convergence is inseperable from the devolopment of technology that exists to support the process of better communication and more efficient. In addition to the influence of the change of the form of delivery of messages (from print to broadcast and now internet) also will affect to form organization. The impact of these organizations would also be one part which is inseparable from the future of media convergence discussion, particularly in the management and structure of mass media news room. Media convergence occuring in United States had long before Indonesia start it. But that doesn’t mean media convengence that occured in indonesia exactly the same as in United States. A distinction is not only in the delivery of a message, but also in industry media who run it. In United States, the media company will establish a new division to deal with new form of media. It is different in Indonesia, to deal with new forms of media, company not create new divisions but make or buy another company. Therefore this media not integrated so as to be sacrificing quality message given by the media. For that it needs the role of Goverment so that media companies can maximize the convergence of media."

"The present study set out from the condition that Indonesia has many counter-terror units each of which executes order from different institutions. Therefore, there are many questions about effectiveness and efficiency of the current counter terrorism management system. In the operational level, it creates some problems on response, and also problem on ruling, preventing, and problem on policy coordination.In terms of research methodology, the present study is planned to pattern the case-study research strategy and collects data from interview, observation, and document searching. On the other hand, research is conducted in three stages: planning, actuating, and reporting.Using modeling approach, the present study analyzes current Indonesian Counter-Terrorism System whether it uses convergence and divergence approach in order to improve counter-terror system in Indonesia. Convergence approach consists of clustering model and integration model. Meanwhile divergence approach consists of coordination model and networking model.The organizational structure of counter-terror system, which is formed pooled interdependence model. is marked by internal dynamics which, among others, are reflected both in fractionalization and disappointed expectations and which manifest themselves in differences of the traditional war /whims as well as differences of perception and evaluation among military leadership. This present study proposes alternative by using Convergence Model in the organizational structure of Counter-Terror Management System. Building preventive culture is also recommended."
