"Penelitian ini akan fokus pada kerja sama Indonesia-Malaysia di dalam penanggulangan bencana gempa bumi dan tsunami di Kabupaten Kepulauan Mentawai tahun 2010. Data-data yang diperoleh dianalisis menggunakan kerangka analisis diplomasi bencana dengan variabel kedekatan geografis dan identitas antara Indonesia-Malaysia, relasi bantuan Indonesia-Malaysia, keterlibatan negara dan tingkatan diplomasi bencana Indonesia-Malaysia, tujuan pemberian bantuan oleh Malaysia kepada Indonesia. Temuan penelitian ini mengungkapkan bahwa kerja sama yang dilakukan oleh Indonesia dan Malaysia hanya bertujuan untuk menunjukkan solidaritas. Penelitian ini menyimpulkan bahwa kerja sama Indonesia-Malaysia tidak berhasil karena tensi konflik kedua negara tidak menurun. Oleh karena itu, riset ini memberi rekomendasi pembuatan standar operasional prosedur (SOP) di dalam kerja sama internasional penanggulangan bencana, melibatkan masyarakat di dalam struktur resmi dan formal Pusat Komando Tanggap Darurat, dan kecepatan strategi serta pemberdayaan fasilitas darurat untuk menunjang distribusi bantuan.

This research focuses on disaster management of Indonesia-Malaysia cooperation on earthquake and tsunami disaster in Mentawai District in 2010. The data was analysed with the theory of disaster diplomacy using five variables: propinquity of Indonesia-Malaysia, aid relationship of Indonesia-Malaysia, state involvement, actors of diplomacy, and purpose of assistance. The research finds that Indonesia-Malaysia cooperation has a purpose to show solidarity between both countries. Thus, conclusion of the research is the cooperation between Indonesia-Malaysia fail because the tension doesn‟t decrease. Finally, this research recommends the creation of operational standard procedure, people involvement, and reformulation the strategy of aid distribution."

Penelitian ini berfokus pada pemberian bantuan kemanusiaan dalam bentuk hibah non-proyek senilai 14,6 milyar yen kepada Indonesia untuk bencana tsunami yang melanda Aceh tahun 2004 yang dilakukan oleh pemerintah Jepang. Selama ini ODA Jepang, khususnya bantuan kemanusiaan didominasi oleh bantuan pinjaman proyek yang diasumsikan sangat sarat dengan kepentingan ekonomi Jepang. Penelitian ini dimaksudkan untuk mengidentifikasi dan menganalisis motif serta kepentingan yang mengiringi pemberian bantuan kemanusiaan tersebut. Kajian ini menggunakan pendekatan kualitatif yang bersifat deskriptif analitis, yang mengacu pada kerangka analisis motif dan kepentingan negara dalam pemberian bantuan luar negeri yang diajukan oleh John Degnbol-Martinussen dan Poul Engberg-Pedersen.
Hasil temuan penelitian menunjukkan bahwa terdapat dua motif dan kepentingan Jepang yang mengiringi pemberian bantuan kemanusiaan tersebut, yaitu motif politik, berupa ambisi Jepang menjadi preeminent power di kawasan Asia dan perolehan prestige politik di antara negara donor lain; dan motif ekonomi, berupa perolehan kemudahan akses sumber daya ekonomi Aceh, yaitu hasil laut.

This study focuses on the provision of humanitarian aid in the form of non - project grants worth 14.6 billion yen to Indonesia for the tsunami that struck Aceh in 2004 given by the government of Japan. Japan’s ODA history, particularly humanitarian aid, has been dominated by loan which is assumed to provide economic advantages over Japan as donor. This study is aimed to identify and analyze the motives and interests behind the provision of humanitarian aid. This study uses qualitative descriptive approach, which refers to the analytical framework behind donor motives and interests of foreign aid as written by John Degnbol-Martinussen and Poul Engberg-Pedersen. The findings show that there are two motives and interests behind the provision of humanitarian aid, political motive and economic motive. The political motive is Japan’s ambitions to become preeminent power in Asia and the acquisition of political prestige among donors. "Dampak ekstrim tsunami Aceh 2004, tidak hanya meningkatkan jumlah bantuan yang
masuk dari masyarakat lokal dan internasional tetapi juga sejumlah besar lembaga negara dan
lembaga bantuan bencana yang terlibat dalam penanggulangan bencana. Studi ini menganalisis
pengaruh berbagai jenis lembaga pelaksana bantuan dalam menentukan probabilitas pemulihan
ekonomi. Menggunakan kumpulan data unik penginderaan jauh (luar angkasa) yang
dikombinasikan dengan database Recovery Aceh Nias (RAN) dan PODES, untuk semua desa yang
terkena dampak selama proses tanggap bencana. Rata-rata piksel cahaya malam sebelum dan
sesudah bencana dari data luar angkasa digunakan dalam mengukur pencapaian pemulihan
ekonomi. Penelitian ini menemukan bahwa rata-rata waktu pemulihan ekonomi yang dicapai di
desa terdampak bencana adalah 17,51 bulan, hal ini cukup cepat dari perkiraan. Berdasarkan
metode survival analysis (estimasi Kaplan Meier dan Cox Proportional Hazard), ditemukan bahwa
peningkatan jumlah keberadaan donor-pelaksana, pelaksana internasional, dan pelaksana
pemerintah (BRR) dapat menentukan kecepatan pemulihan. Selain itu, kondisi awal karakteristik
geografis desa yang terkena dampak, dan modal sosial juga turut menentukan kemungkinan
pemulihan.

The extreme impact of the 2004 Aceh tsunami, not only boosted the amount of incoming
aid from local and international communities but also a large number of country institutions and
disaster aid agencies involved in disaster management. This study analyzes the influence of
different types of aid implementing agencies in determining the economic recovery probability.
Using the unique set of remote sensing data (outer space) in combination with Recovery Aceh
Nias (RAN) database and PODES, for all affected villages during the post-disaster response
process. The average of night-light pixels before and after the disaster of outer space data used to
measure the economic recovery achievement. We find that the average time the economic recovery
achieved in the disaster-affected village is 17.51 months, is quite fast from the forecast. Based on
the method of survival analysis (Kaplan Meier and Cox Proportional Hazard estimation), we found
that the increase on existence number of donor-implementers, international-implementers, and
government-implementers (BRR) can determine the speed of recovery. In addition, the initial
conditions of the affected village geographical characteristics, and social capital also contributes
in determining the probabilities of recovery
