"UKM merupakan suatu usaha potensial yang padat karya sehingga menciptakan kesempatan kerja yang menyerap banyak tenaga kerja di Indonesia, termasuk di Kabupaten Cirebon. Keberadaan UKM menjadi semakin penting ketika krisis ekonomi melanda negeri ini dalam waktu yang cukup lama. Peneliti tertarik untuk menyusun tesis berjudul? Peran Usaha Kecil dan Menengah (UKM) dalam rangka meningkatkan ketahanan daerah? (studi kasus di kabupaten Cirebon) dengan memperhatikan latar belakang seperti : implementasi otonomi daerah., kontribusi UKM terhadap daerah, trend globalisasi dan perdagangan bebas.Adapun yang menjadi tujuan penelitian ini adalah untuk mengetahui1. Seberapa besar UKM dalam menunjang pembangunan di kabupaten Cirebon2. Faktor-faktor apakah yang mempengaruhi kinerja UKM di kabupaten Cirebon.3. Seberapa besar peran UKM dalam meningkatkan ketahanan daerah kabupaten Cirebon.Penelitian ini rnerupakan penelitian deskriptif analitis yang menggambarkan secam objective tentang peran UKM dalam rangka meningkatkan ketahanan daerah di kabupaten Cirebon. Untuk mendapatkan data peneliti menggunakan tekhnik in depth interview (wawancara) dengan berpedoman kepada kuesioner yang telah disiapkan kepada sejumlah pengusaha UKM di kabupaten Cirebon.Secara umum ada tiga masalah penelitian yang ingin diketahui jawabannya dalam tesis ini, yaitu : Bagaimana UKM dalam menunjang pembangunan di kabupaten Cirebon; Faktor-faktor apakah yang mempengaruhi kinerja usaha kecil dan menengah (UKM) di kabupaten Cirebon; Bagaimana peran usaha kecil dan menengah (UKM) dalam meningkatkan ketahanan daerah kabupaten Cirebon.Berdasarkan hui! peneiitian maka UKM di kabupaten Cirebon cukup dalam menunjang pembangunan dengan menciptakan lapangan kerja, memperbaiki pendapatan masyarakat dan mengurangi kemiskinan; Sedangkan faktor-faktor yang dapat mempengaruhi kinerja usaha kecil dan menengah (UKM) di kabupaten Cirebon adalah seperti sumber daya manusia., permodalan, bahan baku, teknologi/alat produksi dan pemasaran. Peran usaha kecil dan menengah (UKM) dalam meningkatkan ketahanan daerah kabupaten Cirebon yakni sebagai penggerak kegiatan perekonomian sehingga terwujud kesempatan kerja dan perbaikan pendapatan masyarakat melalui kegiatan usaha di daerah.

Small and medium enterprises are potential job-absorbing enterprises so that they eventually will offer many job opportunities for Indonesian people, including the people of Cirebon. The existence of small and medium enterprises is important when an economic crisis struck this country for a long time. The researcher is interested to write a thesis titled " The Role of Small and Medium Enterprises in improving the regional resilience" (A case study at Cirebon regency) by taking into consideration the following backgrounds : the implementation of regional autonomy, the contribution of small and medium enterprises to the region, the trends is globalization era, and the free trade.The objectives of the thesis are to find out : 1. The importance of small and medium enterprises in supporting the development process in the regency of Cirebon. 2. The factors influencing the performance of small and medium enterprises in the regency of Cirebon 3. The role of small and medium enterprises in improving the regional resilience of the regency of Cirebon.This research is an analytical descriptive research that describes objectively the role of small and medium enterprises in improving the regional resilience of the regency of Cirebon. In collecting the data, the researcher applies in depth interviews based on some questionnaires prepared for a number of entrepreneurs in the area of Cirebon regency.In general there are three problems to find out in the thesis : How do small and medium enterprises support the development process in the regency'-of Cirebon ? What factors are influencing the performance of small and medium enterprises in the regency of Cirebon ? How do small and medium enterprises improve the regional resilience in the regency of Cirebon ?Based on the result of the research, the researcher comes into a conclusion that the small and medium enterprises in Cirebon regency play a very important role in supporting the process of development, in providing job opportunities, in improving the income of the local people and in reducing the poverty level. The factors that influence the performance of the small and medium enterprises in Cirebon regency are the human resources, the capital, the raw material, the technology of production tools and the marketing strategy. In improving the regional resilience, the small and medium enterprises act as the motor of local economic activities so that job opportunities arise and eventually the income of the people improves through the economic activities there."

"ABSTRAKUsaha mikro dan kecil mempunyai peran penting dalam perekonomian Indonesia.Penelitian ini bertujuan untuk menganalisis peran pemerintah Kota Kendari dalampemberdayaan usaha mikro kecil melalui akses informasi, partisipasi, akuntabilitas,kapasitas organisasi lokal, serta peran pemerintah Kota Kendari terhadap kapabilitassumber daya usaha mikro kecil. Penelitian ini menggunakan pendekatan kualitatif.Pengumpulan data dilakukan dengan wawancara kepada pemerintah daerah danstakeholder yang terlibat.Hasil penelitian menunjukkan bahwa peran pemerintah Kota Kendari dilihat dariakses informasi dilakukan melalui sosialisasi program, partisipasi melalui keikutsertaandalam pelatihan, akuntabilitas pembiayaan melalui kehadiran BLUD, dan kapasitasorganisasi lokal melalui maksimalisasi peran asosiasi UMKM. Sementara peranpemerintah Kota Kendari terhadap kapabilitas sumber daya usaha mikro kecil pada tujuhaspek yaitu aspek material melalui program sertifikasi tanah, aspek manusia melaluipeningkatan wawasan kreativitas usaha, aspek sosial melalui fasilitasi jaringan kemitraan,aspek politik melalui bimbingan cara memperoleh hak merk dagang, aspek voice melaluipembentukan koperasi, aspek organisasi melalui pelatihan pembukuan, dan aspekrepresentasi melalui fungsi pengawasan dan pembinaan

ABSTRACTMicro and small enterprises play an important role on the Indonesian economy.This study aims at analyzing the role of Kendari city of government in empowerinng microsmall enterprises through access to information, participation, accountability, capacity oflocal organizations, as well as the role of Kendari city government to resource capabilitiesof micro small enterprises. This study uses qualitative approach. The collection of data isdone using interviews to local governments and stakeholders involvedThe results showed that the role of Kendari city government viewed at informationaccess through socialization program, participation through participation in training,financing through the presence BLUDs accountability, and local organizational capacitythrough maximizing the role of SME associations. "The purpose of development rs to reach justice and prospenty in all aspects of lite by establishing amongst others small and medium companies both private and state companies. Therefore, certainty of law and adequate protection are needed to support their activities and consequently law must be obeyed by all stakeholders.Establishing a company needs capital for all its business activities. The opportunity to get capital for small and medium companies differ from/that of big companies. Since, the bigger ones have many sources to obtain capital, the smaller ones have not many options to enlarge their capital. This condition brings in balance and thus unfairness when small companies are dealing with big ones. Venture capital is one of the altematives to help small and medium companies to get proper sources of capital.The development of venture capital in indonesia is meant to open new opportunities to all business stakeholders for enlarge their companies, as they usually face many obstacles when borrow from a bank. Therefore, the existence of venture capital should be supported especially by government and business stakeholders as well as society at fast better the venture capital is growing the more small and medium companies can be helped by preserving capital for them.The system of finance order of the venture capital can be done by depositing capital into an investee company so that investment law and banking law will apply on those activities. The venture capital is based on the future prospect of the company rather than the collaterals. Consequently the venture capital has greater risk that ordinary loans, but also opens new market opportunities for the investor/lender.Administrative law has regulated the venture capital as a financing institution by enacting President's Decree No. 61/1988. However, the substantive law still uses the KUH Perdata (Civil Code). On the other hand venture capital agreements usually use standard contract which has not yet been regulated by the civil code, eventhough the regulation No. 8/1999 concern Consumers Protection has been regulated in a simple way. Therefore both our contract law as well as our corporate law need improvement.Cooperation agreement between the venture capital (venture capitalist) and the investee company is a mutual agreement, whereby the bargaining position of both the parties are not equal. The venture capitalist who has capital has a stronger position than the investee company who is the borrower whereas freedom of contract can only be applied properly when both parties have equal positions. The venture capitalist, however, tends to protect his interest (capital) by special clauses, inciuding his/her responsibilities thereby disturbing the equilibrium even further. Therefore, our laws should protect the weaker party but the govemment should also supervise and guard for such unscrupulous practices, like providing a ?black list" or "grey list" of such speciai clauses, condemning them nuii and void or voidabie (as the case may be) such as is done by the New Civil Code of the Netheriands on ?Algemene Voorwaarden"."

"Penelitian ini bertujuan untuk mengetahui Peran Baitul Maal Wat Tamwil Husnayain Terhadap Perkembangan Usaha Mikro Kecil dan Menengah. Dalam penelitian menggunakan metode survei dengan mengambil sampel dari populasi. Sampel dalam penelitian ini adalah nasabah Baitul Maal Wat Tamwil Husnayain, dengan jumlah responden sebanyak 65 orang nasabah. Teknik pengolahan data dan analisis data yang digunakan adalah uji validitas, uji reliabilitas, uji asumsi klasik, analisis regresi linier berganda, uji hipotesis, dan koefisien determinasi. Dengan pendekatan kualitatif, pengumpulan data melalui studi literatur, wawancara dan observasi serta penarikan informan dengan purposif sampling.Hasil penelitian ini menggambarkan Strategi pemberdayaan UMKM yang dilakukan UKM Center FEUI, seperti langkah-langkah yang ada di dalamnya: need assessment, implementasi, monitoring dan evaluasi serta permasalahan yang ada seperti keterbatasan dana, keterbatasan jumlah SDM, serta kurangnya komitmen anggota binaan dalam melaksanakan strategi pemberdayaan tersebut. Namun, dari permasalahan tersebut, UKM Center FEUI bersama binaannya berupaya untuk mengatasinya dengan melakukan beberapa solusi.

The focus of this study is the Strategy of Micro, Small and Medium Enterprises which was been done by UKM Center FEUI. This research used a qualitative approach with descriptive research. While collecting data using study literature, observation, in-depth interview with purposive sampling technical, there are 9 informants from UKM Center FEUI Staffs and Members.

The results of this study show the strategy micro, small and medium enterprises, that are: need assessment, implementation, monitoring and evaluation. In the implementation, there are problems such as limited finance, limited human resource, and the low commitments members. Therefore UKM Center made problem solving to solve the problems."
