"Tantangan ekonomi dan surplus demografi mendorong Indonesia untuk melakukan terobosan dalam menyiapkan angkatan kerja yang produktif dan berdaya saing. Program Kartu Prakerja dihadirkan oleh pemerintah sejak tahun 2020, tepat pada saat pandemi Covid-19 menghantam seluruh belahan dunia. Pelatihan peningkatan kompetensi kerja menjadi aktivitas kunci dalam program yang mendapat misi ganda dalam menghadapi kejutan ekonomi akibat pandemi ini. Penelitian kualitatif ini bertujuan untuk mengevaluasi proses pelaksanaan pelatihan serta memahami faktor pendukung dan penghambat pelaksanaan pelatihan yang telah berhasil memberikan manfaat program kepada lebih dari 12 juta peserta dalam 2 tahun. Diharapkan, penelitian ini dapat memberi manfaat dalam pengembangan program Kartu Prakerja ke depannya. Hasil penelitian menemukan bahwa pelatihan pada program Kartu Prakerja yang merujuk pada pencapaian kompetensi atau okupasi tertentu dijalankan dengan standar operasi yang detil, melibatkan beragam pihak swasta dalam pelaksanaannya, serta tetap menjalankan fungsi pemberdayaan dalam situasi pandemi. Faktor pendukung pelaksanaan pelatihan yakni adanya standar kualitas pelatihan yang detil, pelaksanaan SOP yang ketat, dukungan platform digital, serta pengalaman lembaga pelatihan yang terlibat. Faktor penghambat pelaksanaan pelatihan antara lain ialah beban program sebagai misi ganda program Kartu Prakerja, referensi okupasi yang terbatas, serta literasi pelatihan dari peserta yang masih terbatas. Saran perbaikan program antara lain mencakup upaya penguatan kolaborasi di antara para mitra program yang terlibat, mendorong dibukanya program Kartu Prakerja tanpa misi ganda bantuan sosial dengan pagu pelatihan yang lebih besar, penambahan referensi okupasi untuk mengakomodir kebutuhan spesifik, serta membuka kesempatan kepada alumni program yang sudah bekerja untuk mendapatkan kesempatan belajar kembali dalam upaya peningkatan kompetensi saat sudah bekerja.

Economic challenges and a demographic surplus have pushed Indonesia to innovate in developing a productive and competitive workforce. The Pre-Employment Card Program has been presented by the government since 2020, when the Covid-19 pandemic spread throughout the world. Job training is a key activity in the pre-employment card program which also carries out a mission in providing social safety net due to the economic shock caused by the pandemic. This qualitative research aims to evaluate the implementation process of the training and to understand the supporting and inhibiting factors in the implementation of the training. The program has impacted more than 12 million participants in 2 years. This research is expected to provide input in the improvement of the Pre-Employment Card program. The study found that training in the Pre-Employment Card program that refers to certain competencies or occupations is carried out with detailed operating standards, involving various private parties in its implementation, while still carrying out the empowerment function in a pandemic situation. Supporting factors of the implementation of the training includes detailed training quality standards, strict SOP implementation, supports from digital platforms, and the capacity of training institutions in the ecosystem. Inhibiting factors include program obligations as social assistance, limited competency references, and limited participant literacy related to training. Suggestions for program improvement include the strengthening of collaboration among the program partners involved, encouraging the normal scheme implementation of the Pre-Employment Card program without the dual mission of social assistance, adding occupational references to accommodate specific needs, and providing second opportunities to program alumni who are already working to become participant."

"Skripsi ini bertujuan untuk mengetahui Persepsi Atas Efektivitas Pelaksanaan Program Pelatihan Berbasis Kompetensi (PBK) di Balai Besar Pengembangan Latihan Kerja Luar Negeri (BBPLKLN) CEVEST Bekasi Tahun 2010. Penelitian ini adalah penelitian kuantitatif dengan jenis penelitian deskriptif. Dari hasil pengolahan data dan analisis yang dilakukan dalam penelitian ini, diketahui bahwa efektivitas dari program Pelatihan Berbasis Kompetensi (PBK) secara keseluruhan sudah efektif. Pelatihan yang dilakukan sudah sesuai dengan tujuan dari pelatihan yang ditetapkan dan memenuhi harapan perusahaan yang mengikuti program pelatihan ini.

This thesis aims to find out perception of implementation effectiveness of Competency Based Training held by Overseas Vocational Training Development Centre (BBPLKLN) CEVEST Bekasi in 2010. Researcher uses quantitative method with descriptive analysis. The results of data processing and analysis from this research, show that the Effectiveness Of Competency Based Training at Overseas Vocational Training Development Centre (BBPLKLN) CEVEST Bekasi in 2010 has been reached Effectively. The training has reached the goal of the training program and fulfill the expectation of company/organization that partcipated in this program."

"Stunting merupakan permasalahan serius yang dapat memberikan dampak jangka panjang kepada balita. Stunting pada anak adalah salah satu hambatan paling signifikan bagi perkembangan manusia, secara global mempengaruhi sekitar 162 juta anak di bawah usia 5 tahun. Saat ini provinsi Jawa Barat berada dalam kategori tinggi dalam permasalahan stunting. Berdasarkan Riskesdas tahun 2018, prevalensi bayi stunting di Kota Depok sebesar 23.8%. Di wilayah Puskesmas Depok Jaya masih terdapat bayi stunting dan gizi buruk. Berdasarkan data Bulan Penimbangan Balita (BPB) pada Februari 2022, ada sebanyak 34 balita stunting di Kelurahan Depok Jaya. Data ini menunjukkan angka yang lumayan tinggi untuk kasus stunting tingkat kelurahan. Penelitian ini bertujuan untuk mendapatkan evaluasi mengenai pelaksanaan strategi promosi kesehatan dalam penanganan stunting pada masa pandemi berdasarkan sudut pandang penerima program yakni ibu balita stunting. Penelitian ini menggunakan metode kualitatif deskriptif dengan wawancara mendalam kepada 3 ibu balita stunting sebagai informan utama, 3 kader sebagai informan pendukung, dan 1 ahli gizi selaku penanggung jawab program sebagai informan kunci. Kerangka konsep yang digunakan ialah Logic Model untuk melihat berbagai aspek, mulai dari sumber daya yang digunakan, proses keberlangsungannya, hasil, sampai dampak jangka panjang dari program. Hasil yang didapatkan dari sisi input, pengelola program sudah diterima dengan baik oleh ibu balita stunting, serta kebijakan pemerintah belum dipahami. Dari sisi aktivitas, program sudah tersampaikan dengan baik melalui kader dan WhatsApp, dukungan sosial juga sudah diberikan dengan baik, tetapi intervensi dan pemberdayaan belum berjalan maksimal. Dari sisi output, seluruh balita yang terdata stunting sudah mendapatkan penanganan serta ibu balita stunting sudah mendapatkan dukungan sosial yang baik, tetapi intervensi belum berjalan maksimal. Dari sisi outcome, terdapat peningkatan pengetahuan, sikap, dan perilaku positif ibu balita stunting terkait penanganan stunting pada anaknya, tetapi masih ada ibu balita stunting yang merasa tidak penting akan hal tersebut. Perlu adanya rencana rutin untuk pengadaan intervensi dan pemberdayaan, serta keberlanjutan dari program Ocan Bananas.

Stunting is a serious problem that can have a long-term impact on under five years children. Child stunting is one of the most significant barriers to human development, affecting an estimated 162 million children under five years. Currently, West Java province is in the high category of stunting problems. Based on Riskesdas 2018, the prevalence of stunting in Depok City was 23.8%. In the Depok Jaya Health Center area, there are still stunted and malnourished babies. Based on data from the Under five years children Weighing Month (BPB) in February 2022, there were 34 stunting under-five years children in Depok Jaya Village. This data shows a high number of stunting cases at the sub-district level. This study aims to obtain an evaluation of the implementation of health promotion strategies in handling stunting during the pandemic based on the perspective of the program recipients, namely mothers of under five years of stunting children. This study used a descriptive qualitative method with in-depth interviews with three mothers of stunting in under five years of children as the primary informants, three cadres as supporting informants, and one nutritionist as the person in charge of the program as key informants. The conceptual framework used was the Logic Model to see various aspects, ranging from the resources used, the process of sustainability, and results, to the long-term impact of the program. The results obtained in terms of input, program managers had been well-received by mothers of under five years stunting children, and government policies had not been understood. In terms of activities, the program had been delivered well through cadres and WhatsApp, and social support had also been provided well, but intervention and empowerment had not run optimally. In terms of output, all under five years children who are recorded as stunting received treatment, and mothers of under five years stunting children had received good social support, but the intervention had not run optimally. In terms of outcomes, there was an increase in knowledge, attitudes, and positive behaviors about mothers of under five years stunting children related to handling stunting in their children. However, there were mothers of under five years stunting children who feel unimportant about this. There needs to be a regular plan for the implementation, both interventions and empowerment, as well as the sustainability of the Ocan Bananas program."

"Sekolah relawan semula berdiri sebagai sebuah komunitas yang memiliki kegiatan berbagi pengetahuan dan wawasan terkait dunia kerelawanan. Dalam Sekolah Relawan terdapat program yang dinaungi oleh tim pembangunan masyarakat (community development) yang terdapat dalam lembaga Sekolah Relawan yaitu program akademi komunitas nusantara, program tersebut ada untuk menjadi wadah pendidikan alternatif bagi anak muda untuk belajar dan berkembang dalam bidang pengembangan masyarakat. Program ini bermanfaat namun belum pernah dilakukan evaluasi yang terstruktur selama lima tahun program ini berjalan, kecuali berdasarkan testimoni para penerima program. Oleh karena itu peneliti ingin melakukan evaluasi terhadap program Akademi Komunitas Nusantara untuk melihat apakah program berjalan baik berdasarkan kategori dari analisis evaluasi main analytical category (Relevan, Efektifitas, Dampak, Efisiensi, Keberlanjutan, dan Replikasi program) walaupun dalam studi ini tidak akan menggunakan kategori keberlanjutan dan replikabilitas, berdasarkan pertimbangan karena program yang dievaluasi belum rampung dan juga tidak adanya tendensi program ini akan direplikasi pada tempat lain. Berdasarkan hipotesis penulis atas program Akademi Komunitas Nusantara yaitu pemberdayaan masyarakat sudah memiliki kinerja yang baik berdasarkan analisis Main Analytical category karena efektivitasnya terhadap penerima manfaat, yang dimana para penerima manfaat telah mengimplementasikan pembelajaran mereka dalam tugas akhir mereka yang berkaitan langsung terhadap masyarakat. Teknik pengumpulan data dilakukan secara kualitatif dengan wawancara mendalam, dalam temuan di lapangan jumlah informan tidak sesuai dengan jumlah informan yang direncanakan, yang awalnya 14 orang dan pada akhirnya peneliti hanya mewawancarai 9 orang saja. Hal tersebut terjadi karena banyaknya informan yang tidak bisa dihubungi, menyocokkan waktu yang sulit antara peneliti dan juga informan, dan juga waktu penelitian. Hasil evaluasi dari program AKN sudah berjalan dengan baik berdasarkan kategori relevansi, efisiensi, dampak, dan juga efektivitas. Walaupun dalam kategori efisiensi masih ada yang perlu diperbaiki yaitu dalam sumber daya uangnya. Peneliti mengajukan rekomendasi agar sebaiknya uang semester dari penerima manfaat yaitu mahasiswa diturunkan dan tidak setinggi dengan sekarang dengan cara memperbanyak penerima manfaatnya.

Sekolah Relawan was originally established as a community that has activities to share knowledge and insights related to the world of volunteerism. In the Sekolah Relawan there is a program that is under the auspices of the community development team contained in the Sekolah Relawan institution, namely the Akademi Komunitas Nusantara program, the program exists to become an alternative educational forum for young people to learn and develop in the field of community development. This program is useful, but there has never been a structured evaluation during the five years the program has been running, except based on testimonials from program recipients. Therefore, the researcher wants to evaluate the Akademi Komunitas Nusantara program to see whether the program is running well based on the main analytical categories of evaluation analysis (Relevant, Effectiveness, Impact, Efficiency, Sustainability, and Replicability of the program) although in this study will not use the categories of sustainability and replicability, based on considerations because the program being evaluated has not been completed and there is also no tendency for this program to be replicated elsewhere. Based on the author's hypothesis of the Akademi Komunitas Nusantara program, namely community empowerment, it has good performance based on the Main Analytical category analysis because of its effectiveness on beneficiaries, where the beneficiaries have implemented their learning in their final assignment which is directly related to the community. The data collection technique was carried out qualitatively with in-depth interviews, in the findings in the field the number of informants did not match the planned number of informants, which was initially 14 people and in the end the researchers only interviewed 9 people. This happened because many informants could not be contacted, matching the difficult time between researchers and informants, and also the research time. The evaluation results of the AKN program have been running well based on the categories of relevance, efficiency, impact, and effectiveness. Although in the efficiency category there is still something that needs to be improved, namely in the money resources. The researcher proposed a recommendation that the semester money from the beneficiaries, namely students, should be lowered and not as high as it is now by increasing the number of beneficiaries."

"Pendamping mempunyai peranan yang sangat penting dalam Program Keluarga Harapan. Tesis ini membahas peran pendamping dalam Program Keluarga Harapan di Kabupaten Bogor. Penelitian ini adalah penelitian kualitatif dengan desain deskriptif melalui wawancara mendalam dimana tujuan mendeskripsikan bagaimana tugas pendamping di lapangan, peran yang dilakukan oleh pendamping serta faktor pendukung dan penghambat dalam proses pendampingan.
Hasil penelitian mendeskripsikan bahwa proses pelaksanaan tugas dan perannya telah dilaksanakan dengan baik, meskipun ada beberapa peran yang belum maksimal. Di lapangan, ada beberapa hal yang mengemuka semisal besarnya jumlah dampingan serta belum berkembangnya peran teknis pendamping di lapangan dan perlunya dukungan pelatihan untuk para pendamping;Facilitators have played important roles in Program Keluarga Harapan-PKH.

This thesis will provide a qualitative study on the roles of PKH facilitators in Bogor, West Java. The discussion will be presented through descriptivequalitative research resulted from in-depth interviews in order to get the real pictures of how local facilitators perform their duties and play their roles in practice, the underlying supporting factors and the constraints and challenges.
The findings shall argue that, in general, local facilitators have performed their tasks well. However, at some points, some are not undertaken optimally. Issues are including but not limited to facilitators have high number of recipients to assist, and the need to enhance facilitators? capabilities to perform their duties well through education and training program

"[Penelitian ini menganalisa keberlanjutan dari program pendidikan Amerika Serikat yaitu DBE menjadi PRIORITAS di Indonesia. Program Pendidikan yang muncul pada era Global War on Terror, yang kemudian menjadi program pendidikan lima tahunan yang berlanjut hingga tahun 2017. Tujuan dari dilakukannya penelitian ini adalah untuk mengetahui mengapa inisiatif-inisiatif program pendidikan dari Amerika Serikat selalu ditunjukkan sebagai program yang positif dan tidak pernah mengalami penolakkan dari Pemerintah Indonesia.Dalam penelitian ini, data didapatkan dari dokumen resmi pemerintahan, studi literature dan interview terhadap pemerintah Indoensia.Dalam menganalisa Program Pendidikan tersebut tulisan ini menggunakan kerangka pemikiran Gramscian yang pada akhirnya penelitian ini menggambarkan bagaimana rezim akumulasi Amerika Serikat telah diterima dengan baik oleh Pemerintah Indonesia. Hal tersebut yang membuat Amerika Serikat mampu untuk bertindak sesuai dengan kehendaknya tanpa mendapatkan penolakkan dari Pemerintah Indonesia. "Skripsi ini membahas tentang evaluasi kegiatan pelatihan pada Program Menuju Puncak Manfaat berbasis daring sebagai Program Pendidikan Pengembangan Kepemimpinan yang dilaksanakan oleh Rumah Kepemimpinan Regional 1 Jakarta. Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan kegiatan pelatihan pada Program Menuju Puncak Manfaat serta mengetahui faktor pendukung dan penghambat pelaksanaan kegiatan. Jenis penelitian ini adalah penelitian evaluasi dengan pendekatan kualitatif dan ruang lingkup yang difokuskan pada outcomes kegiatan serta menggunakan teknik studi literatur dan wawancara mendalam yang dilakukan secara daring pada tahun 2021. Penelitian ini melibatkan 8 orang informan yang merupakan pihak pelaksana program dan peserta kegiatan. Hasil penelitian ini menunjukkan bahwa aktivitas yang dilaksanakan dalam kegiatan pelatihan pelatihan perencanaan karir dalam Program Menuju Puncak Manfaat telah berhasil memenuhi luaran jangka pendek di mana peningkatan pengetahuan seputar tahapan-tahapan dalam perencanaan karir terjadi pada peserta kegiatan. Ketercapaian luaran dari kegiatan pelatihan ini tidak lepas dari beberapa catatan rekomendasi untuk peningkatan beberapa aspek dalam pelaksanaannya seperti pembuatan Standar Operasional Pelaksanaan, penambahan sumber daya manusia, dan platform pembelajaran yang terintegrasi. Faktor pendukung yang mempengaruhi pencapaian tujuan kegiatan ini adalah kesadaran peserta membuat perencanaan yang lebih baik dan mengikuti kegiatan yang bermanfaat, kebijakan Rumah Kepemimpinan yang mewajibkan peserta untuk mengikuti program, lingkungan yang suportif, dan kemudahan media yang digunakan. Sedangkan, faktor penghambatnya yaitu demotivasi peserta, preferensi peserta pada kegiatan yang dilaksanakan secara tatap muka, kesibukan peserta, durasi program yang terlalu cepat, dan lemahnya sistem pemantauan kehadiran dan pemantauan pengerjaan tugas.

This thesis discusses the evaluation of training activities in the online-based Program Menuju Puncak Manfaat as a Leadership Development Education Program carried out by the Rumah Kepemimpinan Regional 1 Jakarta. This study aims to describe the implementation of training activities in the Program Menuju Puncak Manfaat and to find out the supporting and inhibiting factors for the implementation of the activities. This type of research is an evaluation research with a qualitative approach and scope that is focused on the outcomes and uses literature study techniques and in-depth interviews conducted online in 2021. This study involved 8 informants who were program implementers and participants. The results of this study indicate that the activities carried out in the career planning training training activities in the Program Menuju Puncak Manfaat have succeeded in meeting short-term outcomes where increased knowledge about the stages in career planning occurs in the participants. The achievement of the outputs of this training activity cannot be separated from several recommendations in order to improve several aspects of its implementation, such as the preparation of Implementation Operational Standards, the addition of human resources, and an integrated learning platform. Supporting factors that influence the achievement of the objectives of this activity are the awareness of participants to make better plans and participate in useful activities, the Rumah Kepemimpinan’s policy that requires participants to participate in the program, a supportive environment, and the ease of use of media. Meanwhile, the inhibiting factors are participants’ demotivation, participants’ preference for activities carried out face-to-face, participants' bustle, program duration that is too fast, and weak attendance monitoring and task monitoring systems."

"ABSTRAK
Pelaksanaan Program Guru Pembelajar telah berhasil meningkatkan kompetensi guru yang mengikuti program tersebut. Namun, sejauh ini belum ada kajian secara mendalam dan rinci mengenai sejauh mana tingkat efektivitas program tersebut pada masing-masing mata pelajaran termasuk mata pelajaran IPS SMP. Penelitian ini bertujuan untuk mengungkap apakah program guru pembelajar yang dilaksanakan dengan menggunakan moda daring murni dan daring kombinasi berhasil meningkatkan kompetensi guru IPS SMP. Penelitian ini juga membandingkan efektivitas kedua moda yang digunakan. Selain itu, persepsi dan pendapat peserta mengenai pelatihan dengan moda daring murni dan daring kombinasi juga akan diungkap. Pendekatan campuran untuk menganalisis data baik secara kuantitatif maupun kualitatif digunakan dalam penelitian ini. Analisis deskriptif dan analisis uji beda digunakan untuk aspek kuantitatif, sedangkan aspek kualitatif dilaksanakan dengan menggunakan analisis tema dan pola respon peserta. Hasil analisis data menunjukkan bahwa baik pelatihan moda daring murni maupun daring kombinasi berhasil meningkatkan kompetensi peserta. Terdapat perbedaan hasil belajar antara moda daring murni dan daring kombinas yang disebabkan oleh input awal yang berbeda. Peserta menyatakan bahwa pelatihan ini relevan dengan tugas-tugas mengajar mereka dan efektif meningkatkan kompetensi mereka. Dengan demikian, Pelaksanaan Program Guru Pembelajar efektif dalam meningkatkan kompetensi guru, baik dilakukan dengan moda daring murni maupun moda daring kombinasi."

"Lembaga swadaya masyarakat dalam melakukan pengawasan dan penilaian kinerja program sosial pemerintah harus lebih inovatif. Langkah inovatif yang Yayasan Pengkajian Pemberdayaan Masyarakat (YKPM) pilih adalah penggunaan pendekatan audit sosial dalam melakukan penilaian kinerja program sosial IASMO Bebas Pemko Makassar. Audit sosial adalah suatu proses untuk memahami dan mengukur kinerja lembaga dan program (institusional and program performances) dari aspek sosial dan tidak termasuk aspek keuangan. Secara praktis, audit sosial merupakan suatu kegiatan pemantauan yang sistematis dan memuat pandangan stakeholders secara demokratis atas kinerja lembaga atau program.

Non-governmental organizations in conducting the monitoring and assessment of the government's performance in delivering the social programs must be innovative. YKPM using the social audit approach as a tool for community-citizen to assess the performance of social programs IASMO Bebas implemented by the government of Makassar City. Social Audit is a process to understand and measure the performance of agencies and programs (institutional and program performances) from the social aspects, excluding the financial aspects. In practical terms, the social audit is a systematic monitoring activity, of which also provides an overview of the said stakeholders performance in a democratic manner.

"This paper quantitatively investigates the connections between the growing number of young adults in Japan who are out of the workforce—not in school, working, or seeking work—and their employment environments and family backgrounds by drawing upon six years of data from sampling studies that were conducted from 2000 to 2006. A multinomial probit model is used to generate estimates of the possible impacts of changes in local job markets and varying family characteristics on the likelihood of young adults being unemployed (not working but seeking work) or out of the workforce altogether. The paper presents the most detailed testing to date of hypotheses concerning the factors that lead young adults to leave the labor force. I find that apart from the respondents’ educational backgrounds, their parents’ employment status when the respondents were adolescents and past household income are significant determinants of young adults’ employment outcomes. Leaving the workforce is particularly correlated with previously having a high standard of living and not attaining the same level of education as one’s same sex parent."
